“That's why in all of my engagements with the Member States, I underlined the importance of the implementation of the European Media Freedom Act. Thanks to your support and the Member States, that has become law. We now need to see it fully implemented, because local media, independent broadcasters and public service media all play a crucial role in copper‑fastening democracy within the European Union. Also important are the roll‑out of the civil society strategy – making sure that those grassroots organisations can have their voice heard and not have the space in which they operate narrowed further within the European Union – and, of course, an independent judiciary.”

“If you look at the different provisions within the DSA – which has been criticised by certain Members of the House this morning – it deals with the protection of minors: issues around age verification and protecting minors from exposure to pornography, for example. It deals with unsafe and non‑compliant products: toys and electrical appliances that can cause real harm, and even death, to EU citizens. It seeks to address risks around gender‑based violence. It seeks to address the spread of disinformation, the deliberate dissemination of fake content. I want to assure the House this morning that Executive Vice‑President Virkkunen, DG Connect and all of the national digital services coordinators are fully committed to the implementation and the enforcement of the Digital Services Act.”
“To give a tangible example: if your content is removed by a platform, the platform must explain the reason why your content has been removed and actually provide you with a right of appeal. So the freedom of expression safeguards are actually in-built by design within the DSA. I think we need to reinforce and explain what the DSA is and, indeed, what it is not. Given the extraordinary power of algorithms, I think it is rational that there must be safeguards. We have to have guardrails in place because what we do not tolerate offline because it is illegal, we do not tolerate online either.”
“Acknowledging the challenges posed by a proliferation of new online manipulation techniques, one key priority of the European Democracy Shield that we brought forward a few weeks ago is to reinforce situational awareness and to support response capacity to safeguard the integrity of the information space. It puts forward several measures to better counter foreign information manipulation and interference and disinformation campaigns, through what needs to be a whole‑of‑society and also a whole‑of‑government approach – in full respect of fundamental rights and, indeed, the allocation of competences under the Treaty – making best use of the many tools available both at national and at EU level. Our efforts are now focusing on rolling out these actions, and I know that I can count on your close engagement and support as we seek to do so.”

This 28th pan-European regime framework would aim to unify the currently diverse regulatory landscape that exists among our 27 Member States. By streamlining the approval process for new therapies and technologies, we could reduce bureaucratic hurdles that stifle innovation. This cohesive system must not only enhance the efficacy of multi-country clinical trials, but also improve patients' access to groundbreaking treatment, positioning the EU as a leading innovative power.”

“Mr President, Commissioner, thanks a lot for your attention last week in our meeting on a possibility to build a pan-European ecosystem based on European Reference Networks addressing issues related to clinical trials, investments and, of course, also possibilities to act much faster in our situation. Of course, we know very well that medicine shortages are affecting a lot of patients. An especially worrying issue is that multi-country clinical trials are decreasing – this is very dangerous. Of course we know that national clinical trials based on 27 Member States have 27 separate regimes. What we need now is to build a pan-European ecosystem and, of course, establish a pan-European, multi-country clinical trials regime such as the 28th Regime for enterprises just proposed in the Commission.”

A sustainable peace for Ukraine must be based on the following: first, full respect of Ukraine's territorial integrity and sovereignty; second, full respect of Ukraine's right to choose its alliances; third, full Russian accountability for the war crimes and crimes of aggression; fourth, non-negotiable Russian payments for the massive damage caused in Ukraine. “Mr President, when discussing such an important matter such as the Gender Equality Strategy 2025, we cannot forget about those whose job it is to implement it. I would like to remind you about the European Institute for Gender Equality, which is located in Vilnius. Establishing this agency was a big step forward for gender equality – unfortunately, it is now stagnating, with too few employees, an insufficient budget and a management board that does not even have representatives from every Member State. The tasks and responsibilities of this agency are about to grow and they need more funding, more people and more operational movement. Given the strategic importance of gender equality in our political priorities, disparity in funding the agency tasked with this is undermining policy coherence.”

“Madam President, Commissioner, it is a very painful topic. Very painful. Of course, we know very well that regular screening is the most effective way to detect breast cancer early, save lives and reduce the burden on health care systems. However, participation in screening programs varies significantly between Member States, with many falling short of the 70 % target. And this is up to the Commission now to draw attention. We need to motivate Member States to be more active in screen screening programs – very active. We know very well that continuing investment in research and innovation can help us to develop screening models. Once again, early detection is better and cheaper and safer than treatment. Let us make a clear commitment together to protect women's health.”
“Mr President, Commissioner, Russia has deliberately exploited our energy dependence as an attack on European security and prosperity. By advancing the full ban on Russian oil to January 2026 and on gas to January 2027, Europe sends a firm message: we will never again be held hostage by Kremlin coercion. We must close all sanctioned loopholes, target the Russian shadow fleet, and ensure that any gas transiting through Russia is treated as Russian and fully prohibited. Gradually phasing out Russian gas imports, cutting risky dependencies and blocking circumventions strengthens our sovereignty. This regulation also reinforces import verification and enforcement, including minimum administrative fines of 5 % of the infringing company's worldwide annual turnover.”
“Madam President, dear colleagues, political prisoners in Belarus are subjected to torture, ill treatment and solitary confinement, like Maria Kalesnikava or Ales Bialiatski. I would like to mention my old friend and social democratic opposition leader, Mikalai Statkevich. After being released, he refused to leave his country and his people, but he went missing. There is a high probability that he is allegedly imprisoned again. Then there is the case of Anatol Kotau, a critic of the regime who disappeared in Turkey in August. We do not know where he is or what his current status and conditions are. Political repression in Belarus must come to an end, and our role is now to support the opposition media in exile and civil society because they are the future of a European, democratic Belarus without Lukashenka. 3-0112-0000”

Dovanokit, Europos Sąjunga negali būti ant kelių – niekados! Gerai, kad to mitingo nebėra, bet buvo gėdinga reakcija. Karas turi būti nutrauktas ir mūsų pastangos mobilizuoti Europos Sąjungą ir išstumti agresorių iš Ukrainos yra būtinos. Ir būtinos dabar! Mes turime rasti lyderius, o ne „miegančiųjų gražuolių“ klubą Europos Vadovų Taryboje. “Ukraina jau dabar gali mums padėti tiek gynybos, tiek transporto, tiek energetikos srityje ir būti stebėtoja, gauti stebėtojos statusą. Būtina peržiūrėti tą vieno procento BVP lubų principą. Mes vėluojame – jau praeitais metais reikėjo pradėti diskusijas apie tai, kaip turim paruošti Europos Sąjungos institucijas ir valstybes nares plėtrai ir tuo pačiu pagerinti... Yra išimčių, kurios neabejotinai gali likti, bet šiaip pagrindinė taisyklė būtų perėjimas prie kvalifikuotos balsų daugumos, gali būti ir prie super kvalifikuotos – čia diskusijų reikalas. Be galo svarbu atstatyti stebėtojų statusą šalims kandidatėms, ypač Ukrainai.”

“Madam President, the embarrassing Budapest meeting, where Putin and Trump conspire to divide Ukraine, is a devastating moral blow to the European Union. It contradicts the EU's commitment to international law and holding the aggressor accountable through the International Criminal Court. Despite the European Union's previous stance that peace talks must include both Ukraine and the EU, it now shamefully submits to two autocrats who threaten to dismantle the EU and redraw borders by force. The 1994 Budapest first agreement has turned into a 2025 Budapest second – or Munich second – agreement, as parts of Ukraine's territory are surrendered within the EU's own space. This is a betrayal of the EU's Treaty obligations, replaced by cynical pragmatism. It shows a dangerous EU moral failure. Where is the voice of the coalition of the willing?”
“Gerbiamas Pirmininke, pirmiausia noriu padėkoti komisarei Lahbib, ir, kaip matote, šios diskusijos dar kartą įrodo, kaip ši deklaracija yra reikalinga. Net šioje salėje užsipuola, neva ginant šeimos teises užsipuolamos tos šeimos žmonių teisės. Kinder, Kleider, Kirche, Küche yra seniai įvertinta kaip žmogaus teisėms prieštaraujanti doktrina. Ir akivaizdu, kad moters teisių klausimas yra visuomenės demokratijos lygio indikatorius. Ten, kur jos visos yra gerbiamos ir įgyvendintos, tik ta visuomenė yra demokratiška ir žino, kas yra šeimos politika. Todėl dabar visiškai akivaizdu, kad mes turime puikiai apsaugoti visas moterų teises: ir aborto teises, ir teisę į motinystę, bet kad ji būtų užtikrinta viskuo – ir darbo stažu, ir galimybe turėti perspektyvą profesijoje – ir įskaityti į juos be galo naudingą darbą. Taip kad ačiū už deklaraciją.”
“I ask you, Mr Commissioner, to encourage Member States to understand that we need to spend every euro and to act in a coordinated manner. Do not allow Member States to act separately; the cost will be very high, much higher. We need the strongest united response. 3-0115-0000”
“Madam President, dear Commissioner, we condemned – in the strongest terms – Putin's aggression against Ukraine and military and hybrid provocations against the EU and its Member States. The European Commission proposed: first, the protection of sovereignty and critical infrastructure of the European Union and its Member States; second, the creation of multi-layered anti-drone and air defence system; third, coordination with NATO; and fourth, to boost investment in the Security and Defence Union in a coordinated manner. I welcome those proposals – it is really a very strong statement. But the report based on the research carried out for the European Parliamentary Research Services shows that the cost of non-EU in defence spending is estimated to range from EUR 18-57 billion per year.”

And, of course, the whole package is very important to our farmers. But let me remind you that the common agricultural policy should be also kept in the hands of the European Commission, not at the level of national governments. There is a need to guarantee pan-European mechanisms, especially. And, of course, the budget is very important. And ceterum censeo – as you know, in old style, ceterum censeo: direct payments to farmers must be unified. It is an old promise of the European Commission, a very old one. Jis yra prieš dviejų valstybių egzistavimą, kaip ir Trumpas. Todėl pritariant šitam planui reiktų būti labai aktyviems ir iš karto reikalauti dviejų valstybių pripažinimo. “Madam President, dear Commissioner, President Donald Trump's newly announced tariffs on pharmaceuticals are a direct threat to the European Union's pharmaceutical industry. These tariffs will inevitably push up drug prices and disrupt the supply chain, harming patients on both sides of the Atlantic. Ironically, it will be American citizens who will pay the price first and understand what 'America First' means. European pharmaceutical companies will face mounting pressure to move production to the United States to escape these tariffs, meaning fewer jobs and less investment here in Europe. And yes, given President Trump's well-known habit of retreating the moment reality catches up with his rhetoric, there is always a chance he will change his mind. But that's no excuse for complacency.”

Ir bevizio režimo sustabdymo mechanizmas yra sudėtinė pasitikėjimo bevizio režimo didinimo dalis, nes piktnaudžiavimas beviziu režimu yra iššūkis, kuris naikina pasitikėjimą. Jei kyla grėsmės, peržiūra šio mechanizmo yra būtina. Negali kito kelio būti. Nelegali migracija yra iššūkis, ir grėsmės šiuo metu didėja. Peržiūra bus nukreipta teisinga kryptimi, jei ji remsis grėsmių analize, nuolatiniu tyrinėjimu ir didins žmogaus teisių apsaugą, ir neteisinga kryptimi, jei ji bus panaudota politizuotiems tikslams. Manau, kad šis įvykis visiškai nuginklavo tą Aliaskos farsą ir mes turime labai aiškiai pasakyti, labai tiksliai pasakyti ir labai visiems nusiųsti signalą: dvigubų standartų era baigėsi, reikalingi vieningi, solidarūs veiksmai. Din perspectivă social-democrată, universitatea nu poate fi redusă la o anexă a pieței globale. Ea trebuie să fie un spațiu al egalității de șanse, al solidarității și al apărării libertății academice. Fără un mecanism de finanțare predictibil și echitabil, riscăm ca alianțele să devină cluburi privilegiate, excluzând universitățile din regiunile periferice și accentuând migrarea creierelor.
