I accept that this is a complex issue and that those closures are taking place in a regulated sector where the operating environment is changing fast, but banks make a great virtue of their environmental, social and governance credentials—indeed, the S in ESG reflects their duty to society. They say that they have a duty to support their customers and the communities that they serve, but that is all too often ignored when banks leave our high streets and simply pass the responsibility to Link and Cash Access UK. Regulation of the banking and financial sector is reserved to Westminster, and I have been working with colleagues there on what needs to be done to reform how cash access assessments are determined.”

“The rate of bank closures is a concern to members across this chamber, and I thank MSPs who supported the motion on a cross-party basis. As someone who believes in the free market, this is not territory into which I tread readily. Banks are commercial entities—I accept that. They are free to make their own commercial decisions—I recognise that. However, they also have a duty to their customers, particularly older customers and small businesses, many of which operate in small towns and rural areas, and to those who are not digitally minded or who are digitally disadvantaged. All of those people and businesses need to have a convenient place in which to meet their banking needs. Since being elected, I have heard far too often from constituents who feel that high street banks have abandoned them.”

“As he is the architect of the £583 million Tory tax policy, he has to explain how much he would cut from Dumfries and Galloway Council to pay for those unfunded tax cuts. Six SNP MSPs were selected for portfolio questions today, but only three questions were lodged, giving Opposition parties less opportunity to scrutinise the SNP Government. If SNP MSPs cannot be bothered to do their job and lodge questions, is there any way that the Presiding Officer can allocate the opportunity to ask questions to Opposition MSPs instead, so that we can hold this rotten SNP Government to account?”
“If the SNP is funding councils properly, can the minister say why SNP-run Dumfries and Galloway Council is consulting on a package of cuts that includes removing music tuition from pupils and closing leisure centres and which could result in citizens advice bureaux being entirely defunded across Dumfries and Galloway? The Deputy Presiding Officer: That question is not related to Scottish Borders Council, but I call the cabinet secretary. Shona Robison: Whether it is Scottish Borders Council or Dumfries and Galloway Council, there has been a real-terms increase to local government funding, which Craig Hoy voted against in the budget. He would have provided no money to local government, because he voted against the budget.”

“In addition, is it not time for ministers to scrap their presumption against compulsory redundancies, which, according to civil service insiders, means that those with talent take voluntary redundancy packages while, often, those who know that they could not find a job elsewhere sit pretty and are shoehorned into roles that they lack the ability or skills to do? Ivan McKee: I recognise the huge talent and skills that exist in Scotland’s civil service. It supports all of the policy agenda that we take forward across a wide range of ministerial portfolios. However, I reconfirm that the Government is committed to delivering on that 20 per cent reduction—4 per cent year on year—over the next five years. That sits comfortably below the attrition rate, so we can do it through tighter controls on recruitment.”
“Giving evidence to the Finance and Public Administration Committee last month, the Cabinet Secretary for Finance and Local Government said that the Government was committed to reducing civil service numbers, stating that a 20 per cent reduction in the number of people working directly for the Scottish Government over the next five years was reasonable and “more than achievable”. Will the minister recommit to that 20 per cent reduction in head count and say how the Government intends to lose one in five members of its workforce?”
“That sounds to me like a good way forward, and it counters the member’s suggestion that we completely ignored the sectors on the issue in the past, which is not the case. It was consulted on at the time. However, it is now 2025 and we are looking for further flexibilities, as requested by the sectors. “Given that the minister and his colleagues are desperately trying to find a legislative solution to the problem that I think that many would accept that they have created in respect of a flat fee, will he join me, in the interim, in encouraging those councils that are presently consulting on a tourism levy to pause those exercises so that they do not find themselves facing the same problem that the City of Edinburgh Council is facing? Richard Lochhead: The member must not get away with rewriting history here. What happened at the time was that there was a consultation on the levy. The people who responded to the consultation were listened to and the legislation was brought forward. However, now, in 2025, further flexibilities are being asked for and, once again, the Government is listening to those affected.”

“In the same week that the First Minister was in Africa committing devolved taxpayers’ revenues to countries including Pakistan, Zambia and Rwanda, closer to home, SNP-run Dumfries and Galloway Council was consulting on cuts that include closing leisure centres, scrapping music tuition fees for poorer children and cancelling all funding to citizens advice bureaux. Given that the First Minister’s first duty is to the citizens of this country and that he is acutely aware that foreign affairs and international aid are reserved, will John Swinney now stop pretending to be the president of an independent state and instead show solidarity with our own communities by fixing the problems that his Government has created over the past 19 years? “On nuclear, I have made the policy choice to ensure that we develop Scotland’s natural and sustainable sources of energy, because that is better for our people and our planet. I am proud to defend that in Parliament today. Secondly, it is the shiniest of brass necks imaginable for Craig Hoy to indicate that there is an issue with oil and gas activity, because the Conservative Government that he supported presided over the punitive tax regime of the energy profits levy, which is recognised by every commentator to be the biggest impediment to the security of the North Sea oil and gas sector. “In a week when John Swinney released yet another taxpayer-funded fantasy pamphlet on independence, the City of London Corporation stood shoulder to shoulder with Scotland to unlock new opportunities for growth. However, two areas where the SNP Government has effectively scuppered future inward investment are nuclear energy and oil and gas exploration, both of which are vital to our energy security and economic security. Now that John Swinney has been freed from the shackles of the extremist Greens, why does he not do the right thing by the Scottish economy and commit fully to drilling the North Sea and ending his Government’s student union politics on nuclear energy in Scotland? The First Minister: We all make our policy choices.”
“In my region and in portfolio work, I hear many good things from employers about the value of taking on apprentices, and I hear many good things from apprentices, but I also hear frustrations. Employers are frustrated that colleges are inflexible in their offerings, which means that apprentices have to wait months for the school year to start in order to get the course that they need.”
“I certainly felt that I learned more in the years that I spent working for engineering firms, as part of my university’s co-op programme, than I ever did in any classroom. In addition to providing valuable experience, workplace learning is an opportunity for employers, businesses and organisations to contribute to skills development in Scotland for the benefit of their own businesses. All the heavy lifting cannot and should not be done through the public purse. There should be an expectation on employers and investors to take some responsibility for the training and development of their staff. After all, they are the ones who are generating profit from their staff. Investing in their people is for their own benefit.”
“Is Lorna Slater ashamed that the Government that she was a member of received £875 million, raised from Scottish employers through HM Revenue and Customs for the apprenticeship levy—while, during that same period, only £700 million was actually spent on apprenticeships in Scotland? Where did that money go? Lorna Slater: I share Craig Hoy’s frustration with the lack of transparency around how apprenticeship levy funds are handled. However, he should note that those funds are not kept ring fenced in any way and end up as part of the block grant to the Scottish Government, so they must be accounted for in the budget. Of course we all understand the budget constraints that the Scottish Government is under, but I understand the member’s frustration. I have been encouraged by the current impetus for increasing and improving workplace learning.”
“Màiri McAllan: In closing, while continuing to ignore the Conservatives’ attempts for a greater platform, I want us to reflect on what has led us here—to the point where this right-wing nonsense has found itself in our national Parliament for the second time in a month, where mistruths on social media are read by thousands before we have the chance to correct them, and where politicians, journalists and institutions are repeating and thereby normalising unfounded suspicion, fear and hatred, which should never be normalised.”
“Although there is housing strain, I can say with absolute certainty that, in the face of a housing emergency, this Government will not be rolling back on the homelessness rights of a single person in Scotland. Russell Findlay: Will the cabinet secretary take an intervention on that point? Craig Hoy: Will the cabinet secretary take an intervention?”
“What about the SNP Government? Màiri McAllan: The truth is that Mr Findlay’s party allowed enormous asylum backlogs to build up while creating a hotels policy that allows people to languish. Now, a Labour Government is continuing to move through those applications far too quickly and without proper provision for settlement. In particular, I appeal to the UK Labour Government to implement proper move-on periods that do not create homeless refugees and for the process to be properly funded. Scotland has some of the most protective anti- homelessness laws of any country. We have significantly added to them with the “ask and act” duties, which the Parliament has just voted for in passing the Housing (Scotland) Bill. We have also delivered more than 140,000 affordable homes in our time in Government.”

“We all want our children and young people to get the most out of the learning opportunities that are available to them, and all children and young people have the right to get the support that they need to reach their full learning potential. There are real challenges in Scotland’s schools at the current time—we are all aware of that—and it would be far more beneficial for Scotland’s children and young people if parties were able to work together to respond to those challenges. In my experience, schools know how best to use their local knowledge to develop their own mobile phone strategy. 15:26”
“It was developed in response to evidence from the behaviour in Scottish schools research that the Government published in 2023. Around 4,000 school staff from across Scotland participated in the production of the report. The joint action plan is a collaborative exercise and is informed by the work of the Scottish Government, the Convention of Scottish Local Authorities and Education Scotland, as well as by the views of parents and carers. It contains 20 key action points that are designed to support schools in their practice and approaches. It will be delivered across three years and is led by partners, including national Government, local government and third sector organisations. Scotland has a good education system, with great schools and great teachers. We should trust them more.”
“The Government is now providing schools with comprehensive guidance on a range of approaches to responding to behaviour issues. That builds on the guidance that was published in June 2025 to promote positive relationships and behaviours across the whole school community. Importantly, the guidance was developed with input from headteachers, teaching unions, local government and educational psychologists. It focuses on improving outcomes by reinforcing positive behaviour and working to reduce the likelihood of negative behaviour occurring in the future. The Scottish Government guidance is the latest commitment to be delivered through the relationships and behaviours in schools joint national action plan, which covers the period from 2024 to 2027.”
“Of course, as members have noted, there is growing evidence that suggests that overexposure to mobile phones can negatively impact concentration levels and result in isolation. The decision to implement a ban on mobile phones rests with headteachers. As I said, I have had discussions with headteachers in East Lothian. They know their pupils and staff best and are trusted to make decisions that are in the best interest of their pupils. Those decisions are not made in isolation. Guidance on mobile phones was published in August 2024 to provide support to teachers’ efforts to ensure a consistent learning environment for pupils. Pam Duncan-Glancy: Will the member take an intervention on that point? Paul McLennan: I am sorry, but I only have four minutes, and I have already taken one intervention.”
“Some of the children whom I have spoken to in East Lothian and beyond say that they use their mobile devices in classrooms as a learning aid. Is the member embarrassed that the SNP’s commitment to provide every school pupil with an internet- connected tablet or laptop and the support to use them has not been delivered during the parliamentary session? Paul McLennan: No, I am not embarrassed. The Government has made good progress on that. We need to equip headteachers with guidance and with the means to act in the best interests of their pupils in addressing concerns around mobile phones. The Government is supporting Scotland’s schools to take the necessary steps to tackle the negative effects that are associated with mobile phone use in order to enhance outcomes for all Scotland’s young people.”

“Does the Deputy First Minister share my view that, in order to succeed, projects such as Techscaler must enjoy public confidence and the support of members of this Parliament? Although the Deputy First Minister says that Government-funded overseas trips should not be run to a “militarised schedule”, this is one business leader’s account of the trip: “They went out drinking all night and even when stuff was organised for the next day, not by Techscaler but by other organisations, they didn’t turn up because they were sleeping it off. Some of them did it every day.” The FOI response was heavily redacted, and apparently other criticisms of the programme were redacted as well. Will the Deputy First Minister join me in encouraging a re-release of the FOI response with only commercially sensitive information redacted?”
“I have seen lots of properties where the landlord may not recognise the colour scheme that a tenant has used as a nice one. Most landlords will go with a bland colour so that a tenant can move in and find the colour acceptable, but I have seen tenants use bright purples or fluorescent pinks with blue stars on them.”
“Category 2 changes such as the painting of rooms, if that is what is involved, should be agreed with the landlord in advance. Amendments 208, 209 and 211 would require notices between the landlord and tenant regarding category 2 changes to be sent in writing and by recorded delivery. I know that the cabinet secretary does not accept my opinion, but I am trying to ensure that there is no confusion at a later date and that any proposed changes do not set the landlord against the tenant. There is nothing worse than that happening when somebody is trying to move out of their home to a different property. 17:30 Amendment 210 proposes that a tenant must return any category 2 changes to their original state. To me, that would seem perfectly sensible if category 2 changes include things such as painting.”
“Amendment 93 agreed to. The Presiding Officer: We move to group 12: tenants’ rights to make changes to let property. Amendment 207, in the name of Edward Mountain, is grouped with amendments 208, 94, 209 to 211, 95, 96, 212, 38, 97 to 99, 213 and 100. Edward Mountain: A lot of the confusion over amendments in group 12 would have been clarified if we had known what category 1 and category 2 changes were. The business and regulatory impact assessment gave some idea that category 1 would include simple things such as putting up pictures and posters, and that category 2 might include the painting of walls. From a personal point of view, if a tenant moves in and wants to make the property their home, I would normally expect them to put up things such as pictures and posters; I would be surprised if they were not able to do so.”
