“I add that it is nice to see at least one Green member in the chamber. The Greens were notably absent from a debate about trade—the very trade that raises the tax to pay for the public services that we all want. 16:51”
“The bloc is home to more than 500 million people and will have a total GDP of £11 trillion when the UK joins. Joining the bloc has boosted the Scottish economy by improving access to some of the world’s largest markets. For example, we will be removing 80 per cent of tariffs on UK exports of whisky to Malaysia over the next 16 years. We can access new and dynamic markets overseas—that is what the principle of free trade is all about. On the basis of what we have heard from the Scottish Government today, it will have to do much better than it has done in recent years if it is to drive up trade and make Scotland a global powerhouse. That will require a mind shift and a gear shift, and it will require the small number of SNP MSPs who are truly committed to free markets and open trade to stand up and speak out.”
“That would mean, for example, losing the blanket 10 per cent tariff with the US and entering an EU trading arrangement, where tariffs are 15 per cent. I am absolutely certain that the First Minister did not discuss that when he donned his “Make America Great Again” hat and entered the Oval office. It is also important that we look beyond the slow-growth markets of Europe and towards the tiger economies of Asia Pacific. That is why the most recent Conservative Government worked so hard to deliver a comprehensive and progressive agreement on the trans-Pacific partnership, which gives us membership of a vast trade area spanning the Indo-Pacific region. When the minister speaks, perhaps he could explain why the Scottish National Party did not vote at Westminster for access to those markets.”
“It makes absolutely no sense to argue to remove us from the UK if that would only take us back into the EU. The truth of the matter is that British exports are rising while Scottish exports are declining. That is the harsh reality of the situation, and that is why we probably want to rely on external commentators rather than on ourselves. It is no wonder that London School of Economics researchers have argued that “Rejoining the EU cannot make up for the income lost to independence” and that “rejoining dismantles the barriers created by Brexit”— and I accept that there are barriers there— “only to erect them again at the border with the rest of the UK.” There is another issue, which is that rejoining the EU would mean that we simultaneously turn our back on the free trade agreements that have been made since Brexit.”
“Despite their rhetoric and their vain attempt today, we know that SNP members are no real friends of trade. Time and again at Westminster, the SNP has voted against free trade agreements. As we said earlier, it will be interesting to see what it will do in respect of the India free trade agreement. If it votes against that, it will effectively vote against tariff-free access for Scotch whisky to that huge potential market. An illogicality runs through the Scottish Government’s position. It effectively says that it wants to remove us from an open and free market—where we do 61 per cent of our trade and we are a net beneficiary fiscally—to take us into a market where we do only a third of that trade and would be expected, from the get-go, to be a net contributor fiscally.”
“Emma Harper talked about the impact of tariffs and trade barriers on the food and drink sector, and she referenced Annandale Distillery, which I will visit next week. However, we cannot escape the simple fact that imposing a trade barrier between Gretna and Carlisle would do undoubted damage to the economy not just of the south of Scotland but of the whole of our country. Gordon MacDonald was quite right to deploy the statistics that he did. He mentioned data in relation to goods but, if he were to recast his speech to include services, the statistics would paint an entirely different picture. Trade is an opportunity for growth. If we look to the near horizon of the Scottish budget, we can all see that growth is what the Scottish economy badly needs.”
“Although I am not 100 per cent behind the concept of metro mayors, I have talked to metro mayors south of the border who are actively competing with one another for Scottish investment. That is the kind of culture that we would like to see in what is still a unitary state. I commend Richard Leonard, who is also leaving the Parliament at the next election. I do not agree with much that he says, but his words are proof that Tony Benn is still with us, even though he has passed, and that idealist, misty-eyed Marxism is still alive and well on these benches. Even though we disagree on what the basis of free trade should be, I commend him for recognising that the SNP Government’s six-point plan is not fit for purpose.”
“If we are seeking to sell more goods—and, in particular, services—overseas, where we might be looking at signing 10 to 20-year contracts, undoubtedly, long-term constitutional instability and risk would be factors in trading deals going south of the border rather than being done with Scottish companies, which might fall out of tariff- free trade with countries with whom we have trade agreements. Daniel Johnson: I wonder whether Mr Hoy agrees that we should go further than that and recognise the opportunity to export to other markets in other regions of the United Kingdom as a platform for growth in exports to the rest of the world. That is the opportunity that Scotland has, and it is one that the current Government does not like to look at or seek to exploit. Craig Hoy: Absolutely.”
“If we get things right, the industry could be a critical part of that. I commend him for being a brave soul as one of the few SNP back benchers who mentioned the defence industry, which is another critical aspect of growth for our country, in a positive light. As I always do, I commend Alexander Stewart, who rightly identified the fact that the SNP simply cannot move beyond the constitutional debate. Since we are talking about trade, one of the key negative impacts in that area is political instability.”
“I join colleagues in paying tribute to Kate Forbes before she heads for the hills. I always enjoy listening to the Deputy First Minister. In my experience, she always talks the talk but, on occasion, she does not quite walk the walk. As she prepares to leave the Government, I invite her to do some walking of the walk and to perhaps join us in considering some common-sense policies that we would like the Scottish Government to adopt—most notably, to tackle the visitor levy. That would be a very sound legacy for the hospitality industry in Scotland, which is at serious risk from that and a number of other SNP policies. I also thank Kenneth Gibson for his contribution and for his reference to the life sciences industry, which is vital for Scotland as we pursue a growth agenda.”
“Will the minister take an intervention? Kate Forbes: I have high hopes for a well- informed debate that looks at all the issues this afternoon, starting with Craig Hoy. Craig Hoy: I thank the minister for giving way and I welcome her commitment to global free trade. Can she therefore point to a single global free trade agreement that her colleagues at Westminster supported? Kate Forbes: The member will recall how warmly I welcomed the India free trade agreement and how strongly I commended it because of the opportunities for growth, in particular for whisky. I will get back to the challenges—from the continued drag on trade with the European Union post-Brexit, which Scotland did not vote for, to the turbulence and uncertainty created through the introduction of and response to new US tariffs this year. I will say more on those later.”
“It costs £250 million a year to house asylum seekers in Scotland—£41,000 to house and support each and every one. Ignoring the problem will not make it go away. The protests that Mr Swinney condemned are not what any of us would like to see on Scotland’s streets, but they are the product of politicians’ failure to address legitimate community concerns.”
“This is a debate that some members in the Parliament do not want us to have. It is one that is politically heated, and in which those on the liberal left want to mischaracterise the views of others. It is a potentially uncomfortable debate for those in government and those who have recently been in government. It is a debate in which our language needs to be carefully chosen; I recognise and respect that fact. However, it is a debate that we can no longer afford not to have, because today there are more than 6,000 asylum seekers in Scotland. Glasgow is housing more asylum seekers than any other council in the United Kingdom—a staggering 3,844 as of the end of June; that is 40 per cent more than Birmingham. To be blunt but honest with the communities that we represent and serve, that cannot continue. The economic costs are considerable.”
“That is where the £1 billion is coming from, and the member should have no doubt that we are going to deliver that. The current UK Government appears to be continuing the trend of austerity, and its spending decisions will significantly hamper Scotland’s fiscal position for the coming year. The UK spending review was a missed opportunity to take the necessary measures to stimulate economic growth and put public services on a sustainable path. Our funding for day-to-day spending is set to grow by only 0.8 per cent in real terms over the next three years. Had our funding for day-to-day priorities grown in line with the UK Government’s overall spending, we would have £1.1 billion more to spend on priorities over the next three years.”
“The minister says that he can balance the budget between now and the end of the decade by saving £1 billion in public expenditure through cutting waste and reducing the public sector workforce. His colleagues said that they had considerable concerns about his £1 billion figure. Can he say what those concerns were? Ivan McKee: The reality is that we are going to deliver that. If the member wants to know where the number comes from, it comes from the numbers that we published last year. Openly, across the whole public sector, spend on corporate costs will reduce by 20 per cent over the next five years, at 4 per cent per year. That will involve a range of measures, including in procurement, where we have already saved more than £200 million; in estates, where we have already saved many tens of millions of pounds; and in workforce reduction.”

“Too many people are dying in accidents on the A75. Will the First minister therefore add his voice in support to the campaign launched by Finlay Carson and me to save lives by expediting the dualling of the A75? The First Minister: The Government has taken a number of measures to improve road safety on the A75 and to improve the road. There are on- going discussions in relation to the upgrade of the road, and the Government will play its full part in all those discussions. Supreme Court Judgment 5.”
“Ivan McKee: We are always in the business of looking for opportunities to further improve in that area. However, it is worth recognising that, when we look at the specifics of what the UK Government is offering, we see that it is trying to catch up with where the Scottish Government already is on procurement rules and practice. The data shows that 46 per cent of public procurement spend in Scotland is with small and medium sized enterprises; that compares to around 25 per cent of spend south of the border. We have made significant progress in that area in Scotland, and we continue to make it. I met with the Federation of Small Businesses during the past couple of weeks to talk about what else we can do, but as I said, it is the case that the UK Government is running to catch up to where Scotland already is.”
“Discussions are under way—indeed, my colleague the Cabinet Secretary for Finance and Local Government is undertaking budget discussions at the moment—to make sure that we continue to offer ever-increasing amounts of funding to local government. The funding formula is a matter for COSLA, which, in conjunction with local authorities, decides how best to allocate that funding across the country. Paul Sweeney: Is the minister open to the offer that was made by the UK Government to work in collaboration to strengthen public procurement rules, guidance and legislation to ensure that local authorities and the Scottish Government can drive greater value from procurement into local supply chains and that we get better value in the Scottish economy as a result?”
“The minister will be aware that Scottish National Party- run Dumfries and Galloway Council has withdrawn some key subsidised bus services as a result of what it describes as “funding constraints”, following a widespread review of the region’s bus network. From Sanquhar to Langholm, that is causing huge difficulty and distress for residents, young and old. Will the Scottish Government, as it prepares its next budget, commit to a full and fair funding formula for Scotland’s rural councils, and ensure that it properly funds Scotland’s at-risk rural bus network? Ivan McKee: Of course, those decisions are for local authorities, but it is worth pointing out that the Scottish Government is providing record funding to local government in the current financial year.”
“There are clearly problems in relation to the dental position throughout Scotland, but the situation in rural areas is particularly dire. The Scottish Government must redouble its efforts to work with the profession and with our rural communities to ensure that they do not become dental black spots or dental deserts. That does untold damage to people’s health and can in some cases lead to life-threatening conditions, as was the case for a constituent who came to a surgery in Canonbie recently. That is, frankly, unacceptable in modern Scotland. 18:06”
“The minister should consider that in relation to rural housing, because the recruitment of dentists into rural areas is undoubtedly being undermined not just by the disconnections in rural transport but by the lack of affordable rural housing. The other issue that I have been struck by is that of accessing emergency dentistry, which was seen as a panacea for some people. Someone who was not registered with a dentist and who needed an extraction could access emergency dentistry relatively easily. Last year, however, it emerged that adults seeking extractions in the Dumfries and Galloway health board area had to wait 43 weeks if they could not access that through a primary care setting, compared with just 10 weeks in 2019-20. For children, the waiting time was a staggering 42 weeks, compared with nine weeks just four years before.”
“The subscription model, which now appears to be the norm in Scotland, is clearly not affordable for many of the constituents who have been in touch with me. This is part of a broader problem about access to rural healthcare and the problems that rural residents face more generally. Many members will be aware of the recent withdrawal of bus services in Dumfries and Galloway, which means that people are having to take very long bus journeys, and they sometimes have long waits in between buses, even when moving between towns and villages that are relatively close. That puts in place another barrier to accessing healthcare and dentistry, particularly for those who do not have access to a car or for those who are elderly.”
“That is a shocking statistic and one that shows that the current model of NHS dentistry simply is not working in Scotland, and particularly in rural areas. The model for funding NHS dentistry is clearly not fit for purpose. Last year, I was struck by something that Emma Harper referred to, which is the number of people who were being deregistered in Scotland, particularly in Dumfries and Galloway. Overall, 25,000 were deregistered, but the figure in one fell swoop was 2,000. At the same point, last October, no NHS dentists in Dumfries and Galloway were registering new NHS patients. Those moving into the area were not getting access to NHS dentistry and those living there were being deregistered. That means significant problems, particularly for those from a lower-income background.”
“I thank Alex Rowley for securing the debate. I am sure that we all have constituents who have been in touch about access to dental care, but the problem is more acute in rural areas. In January, I was shocked to read that 2 million Scots, including 177,000 children, have not seen a dentist in two years, and that a number—significantly lower, admittedly—have not seen a dentist since the Covid pandemic. There is also worrying data about access to dentistry among children in deprived areas, where it appears that the figures are going in the wrong direction. Emma Harper has referred to the fact that, as many members know, Dumfries and Galloway has one of the worst rates of NHS registration by some margin—40 per cent of those living in the south- west no longer have access to NHS dentists.”
“I say to the First Minister, the Government and SNP back benchers that they could not be further away from real people’s views on immigration. Many of the ordinary Scots who I spoke to over the summer live with the reality of an asylum hotel, the Mercure in Dumfries, on their doorstep. It is not—as it is for the First Minister—an abstract matter: it is what they live with day by day. It has changed the character of their community, and not for the better. We need a Government that focuses on the needs of communities such as those in Dumfriesshire, not one that focuses on allowing more and more people into our country in breach of the law. Britain is our home; it is not a hotel for those trying to enter the country illegally. Sadly, this SNP Government, this First Minister and this self-indulgent Parliament simply will not understand that.”
“Is the reality not that, in order to pay their bloated public sector and welfare bills, ministers will have to make very tough decisions and that, although they will not tell us this now, that will mean huge tax increases or massive public spending cuts if the SNP is re- elected next May? Over the course of the summer, I knocked on thousands of doors across Dumfriesshire. I can tell the First Minister and the Scottish Government— people who care little for South Scotland or for regions that do not vote for the SNP—what the Scottish people’s real priorities are. They are tackling long waits in our NHS, fixing our roads and providing certainty to farmers who are scared witless by Labour’s family farm tax.”
“That is what we are going to deliver on. He might want to stand there and say that we have problems and challenges and that it is not going to happen, but I am letting him know that we are committed to the policy, we are going to deliver on it and everybody is committed to making that happen. Craig Hoy: The minister knows only too well that his plan is not rooted in reality but was written on the back of a fag packet to get him through the next Scottish Parliament election. If his own officials and colleagues do not believe that there is a plan, why should the country have any faith in his proposals? Is it not true that it is facing a £5 billion budget black hole by 2030—one created by SNP ministers—which means that the Government is now clutching at straws to get itself through next year’s election?”
“His own directorate for public service reform warned him of that in May, when it said: “There is not a specific breakdown of the £1 billion target and there is an element of risk in this approach.” We found out that, in May, cabinet secretaries raised with the minister what they said were “considerable concerns”, but, today, Shona Robison could shed no light on what those specific concerns were. In short— The Minister for Public Finance (Ivan McKee) rose— Craig Hoy: I am short on time, but I will take a brief intervention. Ivan McKee: I just want to let Craig Hoy know that, of course, there is risk, but we are going to deliver on the policy. There are challenges, but we are going to deliver. The target is, indeed, rooted in reality; it is based on the data that we collected—it is 20 per cent of that.”
“When he announced his public sector reform plan earlier this year, he said that it was “rooted in realism”. He said that it was not done “in a headline-grabbing way that simply throws out random targets based on no evidence”.—[Official Report, 19 June 2025; c 57.] However, we now know from an freedom of information request response that Mr McKee’s policy is a sham. Civil servants warned him that there are “significant caveats” and “limitations” around the figures underpinning the “very challenging” target that he set. That included “inconsistencies” in how public bodies had “self- reported” their previous spending activity, compounded by a “light-touch verification” system.”
“One in six Scots is still languishing on an NHS waiting list, stretching primary care to breaking point. People want more of their own money in their pocket. Instead, taxes are sky high; hard-pressed Scots are being bled dry, with £1.7 billion in additional income taxes that are resulting in behavioural change and damaging the Scottish economy. Driving on Scotland’s roads, particularly roads in rural areas, which are forgotten about by the SNP, is now increasingly like driving on the surface of the moon. Worse still, the failure to upgrade key roads such as the A75 is putting lives and livelihoods at risk. What of Ivan McKee’s commitment to public sector reform, which is, apparently, a priority? Right on cue, Mr McKee has arrived in the chamber.”
“Between now and the election, we will be locked in this downward and depressing spiral of constitutional debate, because it is a distraction by a discredited First Minister who has not offered a single effective solution to the problems that his Government has created, which are getting worse by the day. Mr Swinney’s priority, I am afraid to say—he is not here, but I will repeat this if he comes back in—is the dwindling band of nationalist diehards who grow shriller and shriller as each month passes. Let us offer a reality check to Mr Swinney and his colleagues. We do so because the real priorities of people out in the country are very different from those of his Government. Rather than obsessing over gender issues, people would like his Government to fix the NHS.”
