“Does the cabinet secretary support the report’s bizarre, madcap proposal to rebrand automatic early release as “supervised reintegration”? If she has any hope of making the streets of Scotland safer, should she not pursue this simple plan—to build more prisons? Angela Constance: The Conservatives, as per usual, are tough on rhetoric and soft on solutions. We are building more prisons in Scotland. The problem with the Conservatives is that they want to put all their eggs in one basket, and that is a prison-building programme. “Does the minister accept that, in the light of the Patient Safety Commissioner for Scotland’s concerns, residents across Dumfries and Galloway will now, rightly, be concerned? If the health board is unable to show what risk mitigations have been put in place for decisions around maternity services, where else might patient safety be compromised and where else is governance lacking? Do the mounting problems that the health board now faces across a range of areas—from financial sustainability to accident and emergency waiting times to step-down care to child and adolescent mental health services and maternity services— mean that it is now time that the health board is escalated to stage 4 of the national support and intervention framework? “Despite the SNP’s smoke and mirrors, in the period that this budget and spending review cover, there is a real-terms reduction in council budgets. As the Institute for Fiscal Studies says, “Local government … is set to see reductions averaging 2.1 per cent a year in real-terms”.”
“In 92 days, Scots will be asked to pass judgment on 19 years of Scottish National Party rule. Nowhere is its record more wanting and damaging than in relation to Scotland’s local government. For a decade and more, this Government has chronically underfunded councils across Scotland. Now, many face the stark reality of being unable to deliver statutory services without double-digit- percentage council tax increases in May. The numbers are clear. In 2020-21, the SNP Government provided 65 per cent of local government funding; in 2025-26, that number has dropped to 60 per cent. In 2010-11, nearly 40 per cent of all Scottish Government funding went to councils; that figure is now closer to 30 per cent.”

“We absolutely recognise that economic growth is at the heart of the Scottish Government’s agenda. We will continue to take the right decisions to support businesses in Scotland, and we must not forget the important role that non- domestic rates revenue plays in funding local services. Repeatedly during portfolio questions, Shona Robison said that the Scottish Conservatives had proposed unfunded tax cuts of £1 billion. She is well aware that our plans are not unfunded, because last week we put on the record a detailed plan to cut £1 billion from the Scottish National Party’s ballooning benefit bill. How can the cabinet secretary correct the record to ensure that the public at large know that our budget adds up—unlike the SNP’s? The Deputy Presiding Officer : That is not on point of order, Mr Hoy. You are well aware of the response to similar interventions that have been made in the past. You have put your point on the record.”
“If the rural funding formula for councils is working and is fair, why is SNP-run Dumfries and Galloway Council currently consulting on the ending of free music tuition, removing funding for school-based police officers, shutting the Hillview leisure centre in Kelloholm and scaling back on gritting the roads across the region? Shona Robison: Craig Hoy, of course, is the author of the tax policy that would remove every penny of funding that I have provided to 32 local authorities. The Tories cannot come here demanding more money for local government when they would remove every single penny—”

“Shona Robison: What irony, given that the Tories want to make £1 billion of unfunded tax cuts. [Interruption.] The £235 million of local government funding in the general revenue grant would have to be cut immediately to fund £1 billion of tax cuts. As for the real living wage, I am very surprised that Tory politicians do not think that employers have a legal obligation to pay the statutory minimum wage. The funding that we are providing is for the real living wage top-up. Craig Hoy: Only a proportion of it. Shona Robison: Employers should pay the statutory minimum wage, as they are required by law to do. We are providing hundreds of millions of pounds to provide the real living wage.”
“This morning, I met Councillor Ricky Bell from COSLA, which remains extremely concerned about the budget settlement, particularly the Scottish Government’s failure to fully fund living wage pay increases and the resulting cash crisis that health and social care partnerships face. On the budget and the spending review settlement, the Institute for Fiscal Studies disagrees with the cabinet secretary. It has said: “Local government and finance is set to see reductions averaging 2.1% a year in real-terms, which would require council tax increases of around 8% just to hold budgets constant.” Will the cabinet secretary admit that people have seen through her smoke and mirrors and concede that, as a result of decisions that the Scottish Government has taken, Scottish councils are being forced to raise tax on hard-working Scots?”

We are doing what we can to call on the Chancellor of the Exchequer to remove the energy profits levy and replace it. We hope that other members who are seeing the damage will do likewise.”

“Last year, I wrote to the First Minister asking him to support a moratorium on all battery energy storage systems, pylons and solar and wind farms across the south of Scotland. As Rachael Hamilton just said, this weekend, community councils added their voice to that call. Why is the First Minister not listening to rural Scotland? The First Minister: I assure Craig Hoy that I listen to rural Scotland all the time, since I represent a large part of rural Scotland in my constituency representation. We are trying to work with communities and work to ensure that Scotland is able to have access to sustainable energy that will provide us with energy security in the years to come. “Five years on, the community appears to be at a loss as to how to proceed. There is a potential solution, which my colleague David Mundell raised at Westminster last week. He urged the Secretary of State for Scotland to use unallocated funds in the Borderlands growth deal to progress the project, and he has met Scotland Office ministers this week to drive that forward. As he said, the important thing is to get the money out of the door. Given that several projects that were initially identified for Borderlands funding are now not proceeding, replacing the bridges in Annan could be a practical and sensible use of those funds. I will close with an appeal to the Scottish Government. The loss of the bridges is a loss to the people of Annan and to the heritage of Dumfriesshire and the south of Scotland region.”
“In recent weeks, the Scottish Government and the local SNP council have committed nearly £70 million to an expensive, unpopular and potentially ineffective flood defence scheme in Whitesands on the River Nith in Dumfries. Some of that money and some of the political capital that has been invested in that scheme could have been put into making the reconstruction of Annan’s two bridges a reality. However, sadly, the money is proving elusive so far, as is the political will at the Scottish Government level. John Swinney visited Annan after the bridges were washed away, and, although he described the loss of the bridges as a significant blow to the community, little progress has been made by the Government. I echo the calls from colleagues for a specific bridge fund, because there are many such cases around Scotland.”
“I commend him and the charity for their efforts to raise the funds to scope out the replacement plan and bring forward a feasibility study, which I understand is now potentially in place. Stuart and the team are liaising with Dumfries and Galloway Council and other public bodies, and they need cross-party support from elected representatives to drive the project forward because, as always, funding and technical and legal matters are impeding progress. For example, there is the question of who would take responsibility for the physical assets if and when the bridges are constructed, in an era in which councils and other public bodies are reluctant to add to their asset portfolio due to rising maintenance costs.”
“The Cuthbertson memorial bridge dated back to 1957, when it was built to commemorate Lieutenant William Cuthbertson, but it was also dedicated to everyone from Annan who lost their lives in world war two. Those were not just local landmarks that showcased the beauty of the River Annan; they were used by walkers on the popular Annandale way route. After the bridges were swept away, the community quite rightly came to the view that everything that could be done to replace them should be done. In 2023, the charity A Tale of Two Bridges was formed with the mission of using citizenship and community development to reconstruct the vital bridges. I have recently been in discussion with Stuart Thompson, a dedicated local volunteer who has been spearheading those efforts.”
“I thank Tim Eagle for securing the debate. Across Scotland, many bridges are in need of urgent investment, and we have heard about a number of them today. One of the most pressing cases in the areas that I represent concerns the project by the charity A Tale of Two Bridges in Annan, in Dumfriesshire. During a storm in October 2021, ferocious currents and rising flood waters swept away the Diamond Jubilee and Cuthbertson memorial bridges. The Scottish Environment Protection Agency recorded water levels on the River Annan as being at a 50-year high. Those iconic and well-used crossings to the west and north of the royal burgh of Annan, which were loved locally, were lost to the elements. The Diamond Jubilee bridge was built in 1897 to mark the 60th anniversary of Queen Victoria’s accession to the throne.”
“Across all areas of public expenditure and taxation, alarm bells are ringing, be it about the burgeoning benefits bill; lower productivity growth; projected higher inflation; higher pay settlements than the Scottish Government public sector pay policy can withstand; pay grade inflation in the civil service; some large negative tax reconciliations that are coming down the line; increased interest on increased Scottish Government borrowing; stubborn, albeit slightly reduced, levels of economic inactivity in the Scottish labour market; or infrastructure costs that are rising at an alarming rate at a point in time when capital expenditure is seriously constrained.”

“I thank the convener of the Finance and Public Administration Committee for his efforts to make this debate more interesting than last year’s debate was. However, to echo Douglas Ross’s remarks, I fear that, for conveners, this debate has become the parliamentary equivalent of the last day at school, when children are allowed to bring Kerplunk or their gerbil along. It may be interesting for them and for some others but, ultimately, it is unproductive. I am not certain that it is a good use of parliamentary time, particularly in the late stages of this session of Parliament. This debate was meant to be about fiscal sustainability, but when I heard the minister mention those words, I did not get any sense that there is a real and coherent strategy to deal with the £5 billion budget black hole that she is set to leave behind.”

“Taken together, those documents strengthen transparency and support more effective scrutiny of long-term choices. I recognise the Finance and Public Administration Committee’s call for stronger long- term financial planning, and I hope that those publications demonstrate our commitment to delivering sustainable public finances. On public service reform, although those documents set out a clear path for future spending in Scotland against a backdrop of constrained resources and rising demand for public services, reform is essential. Our public service reform strategy, which was published in June last year, included an ambitious £1 billion efficiencies target that focuses on reshaping our public sector workforce so that we have the right number of people in the right roles.”
