“Funding routes overlap, responsibilities can be blurred and reporting is inconsistent. Learners and employers alike often face confusion when they should face clarity. On funding, the bill will place a duty on the Scottish Funding Council to ensure the availability of apprenticeships and work-based learning, and it will give ministers clearer powers to support training for employment. On governance, it will make important changes to how the SFC operates, and it will create a new apprenticeship committee to ensure that apprenticeships get the focused oversight that they deserve. On student support, it will clarify the rules for Scots studying at private institutions in the UK, putting those arrangements on a clear statutory footing.”
“I welcome Ben, son of Pherson, to his new role. I also welcome the opportunity to reiterate and summarise the aims of the bill and to offer my support for it at stage 1. In a nutshell, the bill will reform how funding and governance work across the tertiary education landscape in Scotland. I believe that it represents a serious and timely effort to strengthen our system of post-school education, training and apprenticeships. It is about providing clarity, stability and fairness to learners, institutions and employers alike. Although there are always areas for improvement in bills, I strongly believe that this one deserves support at stage 1 to get things moving in the right direction. We all know that the present system is complex and, at times, fragmented.”

“They should be met by the UK Government. It is unfair for local councils to bear the financial burdens of failures and risks that are associated with UK Government facilities. The polluter pays principle must apply, and the UK Government must take full responsibility for the consequences of its defence infrastructure. Scotland has said before and will say again that nuclear weapons have no place here. However, until that day comes, we must demand transparency, accountability and, above all, safety. The people of Scotland are entitled to nothing less, and I urge all parties to put aside differences, come together and support calls for an independent UK inquiry to be held now. 16:50”
“The inquiry should also consider the adequacy of current regulatory arrangements and the extent to which military nuclear sites are subject to the same environmental standards as civilian facilities. Emergency preparedness is another area of concern. It is not sufficient for local authorities alone to bear responsibility for responding to nuclear incidents. We are talking about national facilities, and the implications extend beyond local boundaries. There must be a national emergency response plan. I ask the Scottish Government to confirm whether it knows of such a plan existing at Westminster, whether it is in the public domain and whether it can be made available for scrutiny. A further area of concern, which is often unreported, is the costs incurred by local authorities in preparing for and responding to nuclear incidents.”
“Only last week, I asked the Cabinet Secretary for Climate Action and Energy whether the UK Government had made any information available to the Scottish Government on addressing the radioactive waste that was released by the nuclear safety failure and on the work of cleaning the affected area and ensuring the physical health of local residents following the event. She was compelled to reply, “The short answer is no.” That is simply not acceptable, and it is why I am today asking the Scottish Government to formally request that a UK-wide inquiry into the incidents be established. Such an inquiry must be independent, transparent and comprehensive, with a clear mandate to investigate the state of nuclear safety at the facilities and to recommend necessary reforms.”
“The Ministry of Defence’s written response to my correspondence reiterates its commitment to international best practice and to oversight by the Defence Nuclear Safety Regulator and the Office for Nuclear Regulation. It also outlines plans to publish annual statistics on nuclear site event reports. Although those measures would be welcome in principle, they fall short of the transparency that is required in practice. The refusal to release incident-specific data, with the citing of operational security, prevents meaningful scrutiny and accountability.”
“I have therefore written today to the convener of the Net Zero, Energy and Transport Committee, calling on it to undertake an inquiry into the incidents and to investigate, among other aspects, the adequacy of current oversight mechanisms, including the role of SEPA and United Kingdom regulators; the transparency of reporting and public communication regarding radioactive discharges; the existence and adequacy of emergency response plans, including whether a national plan exists and is publicly accessible; and the financial implications for local authorities and whether costs are being appropriately met by the UK Government. The UK Government’s response to the issue has been woefully inadequate.”
“The incidents were brought to light only by dogged journalism after the Scottish Environment Protection Agency refused to release critical documents relating to radioactive leaks until it was compelled to do so by the Scottish Information Commissioner, who stated that disclosure of the leaks threatened “reputations”, not national security. It is an outrage that reputational protection was put above public health, environmental safety and democratic accountability, and that only adds further weight to demands for urgent scrutiny.”
“The fact that such an event occurred between January and April of this year and that it follows a similar incident that took place in the previous year demands urgent scrutiny. The environmental implications of those incidents cannot be overstated. Loch Long is a vital natural resource that supports biodiversity, local communities and economic activity. Reports of repeated leaks, infrastructure failures and increased tritium emissions from Coulport between 2018 and 2023 raise legitimate concerns about long-term environmental degradation, and the potential consequences for marine ecosystems and public health must be taken seriously.”
“The recent disclosures about radioactivity contamination and repeated safety breaches raise serious and legitimate concerns that demand the attention of the Parliament and the wider public. The motion highlights the occurrence of a second category A nuclear safety event in two years, alongside a series of near-miss incidents and breaches, including the reported contamination of Loch Long. Those revelations, which have been confirmed by Ministry of Defence documentation and investigative reporting, are deeply troubling not only for communities in Argyll and Bute and the wider west of Scotland, but for the integrity of environmental and public health protections across Scotland. Category A incidents, as defined by the Ministry of Defence, are the most serious classification of nuclear safety events.”
“It is with a heavy heart that I bring this debate to the chamber. For most of my adult life, I have campaigned on the dangers of nuclear weapons, and here we are again. From manning stalls on cold winter nights to the highs of having the honour of being part of the Parliamentarians for Nuclear Non-Proliferation and Disarmament team that was nominated for the Nobel peace prize in 2017 in my capacity as co-president of the global group of PNND, I would give all of that up in a heartbeat to see a Scotland that was free of these terrible weapons and a nuclear weapon-free world. Sadly, however, that is not what we have today, which is why this debate is so important.”

“I experienced one example of extremely good work in the village of Dunkeld and Birnam, in my constituency, where, in collaboration with Scottish Water, the village was able to reduce water use by 1 million litres in one year. By community engagement and awareness and by doing simple things around the use of water, that small village in Perthshire was able to reduce water consumption. That is part of the mix of interventions required to address the point that Mr Rowley put to me, which Mr Kidd has reinforced. I encourage more awareness of such campaigns and I will reflect with ministers on what more needs to be done to increase that awareness.”
“Even in a country synonymous with rain, the effects of climate change will make it necessary to be prudent about how much water we use and when and why we use it. Therefore, what can the Scottish Government and its agencies do to publicise and promote everyday tips so that all of us can conserve water and ensure that we are using Scotland’s water sensibly? The First Minister: The work that Mr Kidd talks about is important and those steps are all part of the water is always worth saving campaign by Scottish Water and SEPA. Although we have a history of abundant water supply, this summer has demonstrated that that can be challenged by climate change.”

“Let us be clear that the proposal and its specifics have already been comprehensively explored and documented. The idea of a two-state solution is not embryonic but is ready for implementation, down to the smallest of details. That brings me to what I believe is a central and recurring theme in this debate—that of education. If we are to form opinions and make informed decisions, education is key. Too often, young people—and, indeed, many of us, as well as Israelis and Palestinians—feel helpless, believing the situation to be intractable. That leads to hopelessness when, in fact, hope is justified. I understand that steps in Scotland to provide schools with materials on the wider context of the situation have been stalled.”
“I will happily share it with colleagues across the Parliament. The declaration also calls for the restoration of the two-state solution to the centre of the international agenda. Even though the two-state solution is not only central to, but essential to, a just peace for all parties—Palestinians and Israelis—it is much misunderstood in today’s world. Many see it as simply entrenching division through the creation of hard borders between two nations. Nothing could be further from the truth. The proposal envisages an interim period during which negotiations on final status would take place. At that point, there would be no hard borders. Instead, there would be a joint administrative body—something more akin, in my mind, to a confederation of co-operation and shared interests.”
“Despite some opinions to the contrary, I believe—and I hope—that Scotland can play a meaningful role in furthering efforts to achieve a lasting and just peace between Palestinians and Israelis. This Monday, as part of the Scotland forum 2025, which promotes international co- operation and understanding, Scotland welcomed elected representatives from across the Nordic nations. We gave them the time, space and opportunity to discuss and agree on a joint position on the question of Israel and Palestine. The resulting Nordic initiative on Israel and Palestine, adopted in Edinburgh this week, calls on all Governments to recognise the state of Palestine. I understand that that historic declaration, which is the first joint declaration by the Nordic states, will be published this week and be open for all parliamentarians to support.”
“I whole-heartedly voice my support for the motion while, at the same time, rejecting those voices that would seek to silence Scotland’s right to speak on such important issues. Such voices echo hollow with hypocrisy, on the one hand calling for the vocal condemnation of the atrocities of 7 October 2023—a condemnation that I have repeatedly made and make again today—and, on the other hand, calling for silence on the atrocities that we have witnessed since then. I agree with the sentiment that words alone are no longer enough and I believe that, almost two years on, it is time for action. The UK Government must, without delay, put its words into practice and recognise the state of Palestine.”

“Curriculum Scotland would be built on the resources that currently sit in Education Scotland’s curriculum directorate and in the existing accreditation team. Those staff would move over, and the budget would move with them. 19:30 If the opportunity had been presented to address some of the concerns that members and experts have about Education Scotland’s functions through the bill, we could have looked at doing that. However, because of the bill’s scope—and, I am told, because what is proposed is an extension of Government rather than an independent body that would develop the curriculum, as it should be—that was not possible. That is why my proposals are to set up curriculum Scotland. Finally, members might ask, “Why legislate for this now?” The evidence is already before us.”
“As we have heard, some members have suggested that we should leave accreditation where it is for now and ask ministers instead to conduct another review. I do not share that view, as members know. I will not reiterate it, but members have another opportunity to reject a further review. There is no substitute for decisive action by moving the accreditation function from the qualifications body. Placing it in curriculum Scotland would achieve independence. A review merely promises to think about independence another time. Learners who will sit exams next year deserve certainty now. Colleagues might ask whether that would add cost, but it would not. I have heard members across the chamber talk about the setting up of a body.”
“It would accredit and regulate qualifications, separating those functions from the awarding body while keeping them alongside the curriculum experts who understand what is taught in classrooms. This is a key opportunity for Parliament to set up a curriculum body and deliver on what those studies and experts suggested, and to pull accreditation out of the qualifications body, which, as we have already debated, needs to happen. Reporting annually to Parliament would be another duty of curriculum Scotland. It would report on standards, coherence and cost, which would give the Parliament the transparency that it has requested at every stage of scrutiny. Funding and reporting routes mirror those already approved for qualifications Scotland and the chief inspector, giving Parliament an annual set of plans, performance and spending.”
“Curriculum accreditation and improvement are spread across too many bodies that do not always speak to one other, and are incoherent. My amendments in the group propose a remedy to that—curriculum Scotland, a single arm’s-length organisation that would steer what is taught, guarantee the standard of certificates that flow from that teaching and drive the continuous improvement of both. Amendments 6 and 7 aim to establish the body, and amendments 180 to 192, 250, 254, 256, 262 to 264 and 312 would give it its powers and governance and reporting duties. Curriculum Scotland would develop the national curriculum, ensuring that what a child learns in primary school links coherently to the knowledge and skills that they are interested in and will need in secondary school and in the workplace.”
