“I have to say at this point that I am the chair of Moving On Inverclyde, an addiction service, and that it has not expressed those concerns to me. I truly hope that Sir Keir Starmer’s Government listens to those concerns, and I would expect Labour MSPs to raise the issue with their Westminster counterparts. Let us be clear: the Scottish Labour Party time and again comes to the Parliament and challenges the Scottish Government on a range of issues, yet it has stayed silent on the fact that its Westminster bosses are raiding Scotland’s healthcare budget by increasing the NI burden that is placed on the NHS and on public services as we go forward into the next year. “Stuart McMillan: I have heard what Mr Marra has had to say, and I am very much aware of the document that sets out that figure. That is one of the things about politics: there is a range of ideas and suggestions, and not everyone is always right. One other aspect of this debate is that Labour has failed to acknowledge that Scotland has a larger public service workforce than England. The Barnett consequentials will not provide us with the full amount that is needed to cover the extra NI cost. I have written to the UK Government specifically about the impact that Labour’s national insurance hike will have on Scotland’s social care sector. Organisations that work in my Greenock and Inverclyde constituency have expressed their concerns to me.”
“As has been widely reported, the policy, which is a tax on jobs, will have a huge impact on our health and social care services and on public services overall. It is disingenuous for Labour to boast about providing Scotland with a greater budget settlement only to ignore the implications of its NI tax hike for Scotland’s finances. The financial burden of that policy will wipe out more than £700 million of the funding that is being provided to the Scottish Government, which means that our public services and third sector organisations will not be able to reap the full benefits of the investment. Michael Marra: Does the member recognise that the Fraser of Allander Institute has set out that the cabinet secretary’s proposals would actually cost £636 million of the Scottish Government’s budget?”
“That facility supports a wide range of services, provides access to high-quality healthcare and offers a more welcoming environment for staff and patients to work in. That is why the plans for a new-build Port Glasgow health centre must be progressed. I know from my recent correspondence with NHS Greater Glasgow and Clyde that that project remains a priority. I welcome today’s news that the Scottish Greens and the Liberal Democrats will support this year’s budget, because it will provide our health board with much-needed clarity on what capital resources it will receive and so will inform its infrastructure planning. Speaking of healthcare more generally, it would be remiss of me not to mention the impact of the UK Labour Government’s plan to increase the national insurance contribution, which has already been touched on in the debate.”
“It delivers a record £2 billion increase in front-line NHS spending, taking overall health and social care investment to £21.7 billion, and that includes an increase in capital spending power of £130 million from the position in 2024-25. I make special mention of the increase in capital spending power for our health service because of my constituency. We need a new-build health centre in Port Glasgow and further investment in the Inverclyde royal hospital. The cabinet secretary is aware of my concerns on those matters. I remain of the opinion that the IRH needs to be replaced, but I recognise that the capital that is required for the project is significant. However, investment in the building is taking place. I welcomed funding from the Scottish Government to deliver the new Greenock health centre, which opened in 2021.”
“The parties that are represented in Parliament hold differing views on various issues. However, I believe that, for the most part, we all agree that Scotland’s public services are the backbone of our society. Where we disagree typically is on how public services are funded and run, particularly the NHS. “Judging by Sue Webber’s comments, I am not sure whether she is saying that there were never any potholes in Scotland until the SNP came to power, or that there are no potholes elsewhere in the UK. Sue Webber: I am pretty sure that an intervention from me was expected, given that I was mentioned in the member’s opening sentence. Constituents of mine are sick-fed up of potholes. They want them to be fixed and filled, and they want the money to get to local authorities to enable them do so. Bob Doris: Edinburgh is a Tory council. Stuart McMillan: There are potholes all over the place, and, as my colleague quite rightly indicates, the City of Edinburgh Council is run by a coalition of the Conservatives, Labour and the Liberal Democrats, so I suggest that Sue Webber contact her own colleagues on the council to get the potholes fixed.”

I note the minister’s comments about the 25 per cent increase in investment so far this session. Will she outline how the Scottish Government will continue to adequately invest in high-quality services and staff in our social care sector, particularly in the Scottish budget for 2025-26? Maree Todd: Our proposed budget for 2025-26 provides record funding of £21.7 billion for health and social care, with an uplift that exceeds consequentials and takes funding to an all-time high. That is why Scottish Labour will support the Government’s motion tonight, and it is why I have lodged an amendment saying that we have to look at redress in full and understand what people are asking of us. “suffered injustice because of maladministration in DWP’s communication about the 1995 Pensions Act.” Shirley-Anne Somerville: Just to be clear, in the statement by the Secretary of State for Work and Pensions setting out the UK Government position, she did not say, “I don’t agree with the ombudsman’s suggestion and recommendation for compensation, but we will go away and have a look at it.” Instead, the UK Government has closed the door to the WASPI women at this point. The point that we need to get to is action. Surely, the best way—the quickest way—to do that is to support the ombudsman’s recommendation. Let us get past the debate and get on to delivery. Paul O’Kane: As I have said previously, in this speech and in my other contributions on this matter, the door should not be closed and there is a process that should be explored.”
“I recognise that many women, often from lower- income backgrounds, were at greater risk of being adversely affected by that maladministration, and I believe that they were put at a disadvantage because of the late notice that they received. Indeed, that position is explicitly recognised in the report, in paragraphs 495 to 498, which set out that “Not all women born in the 1950s will have suffered an injustice because of DWP’s maladministration in communicating” the pension age but that it is likely that there will be “a significant number of women born in the 1950s who have ...”
“That is something that we debated under the previous First Minister, when we had debates and discussions on this topic and on trying to design a system—crucially, in conjunction with WASPI women—that can seek to give the redress that is required to a person because of their individual circumstances. As I have said, and as I am trying to outline to members, I have spoken with many different WASPI women who have had different experiences. Their experience of maladministration and the injustice towards them has been different, and they often have different views of how recompense should be made. Therefore, it is important that we look at all of the ombudsman’s recommendations and try to arrive at a system that will, in particular, allow us to address those who have had the most detriment to them in terms of that maladministration.”
“On Paul O’Kane’s point about paying a fair level of compensation, surely the UK Government should be paying the full level of money that has been taken away from these WASPI women, not a bit now and a bit at some point further down the line? Paul O’Kane: I have to say to the member that, in a spirit of consensus, I am trying to make points relating to the PHSO report, and the PHSO has outlined a number of recommendations. The Cabinet Secretary for Social Justice is shaking her head, but this is what is in the report. There are a number of options—either looking at a flat rate of compensation, which I will come on to, or looking at individual circumstances. The PHSO report deals solely with maladministration and is not looking at the wider issues of detriment.”

We recognise that health inequalities in Scotland have widened in recent years due to several issues, particularly Covid-19. “I again commend that work, but let us also recognise that, up and down the country, football clubs are providing key services and support to their local communities. That is not the stuff that makes the headlines, but it is absolutely right that Parliament recognises and acknowledges the incredible value in it. I could not put it better than to quote the words of George Adam. Such collaboration fuels “our collective pride and ambition ... it is a celebration of who we are and what we can accomplish together.” For that, I am immensely grateful. “Many—including St Mirren, as we have heard today—operate in areas of significant deprivation. Where football can and does play a key role, the challenges for Government are in the move from reactive to preventative healthcare. Those challenges include tackling the social issues of obesity; more people suffering from mental health issues; providing support for and empowerment of local communities—fan ownership of St Mirren is a fantastic example of community empowerment—development of long- term sustainable models to reduce pressure on the public purse; and addressing inequalities and the increased cost of living. Today’s debate was focused on the excellent work of St Mirren in partnering with the University of the West of Scotland.”
“Does the minister recognise the European Football for Development Network, of which Greenock Morton Football Club is a member, which helps to promote clubs across the European continent, particularly some of the smaller clubs, which then mix with some of the major players such as Bayern Munich, Juventus and Manchester United? Maree Todd: I am very happy to recognise it. Scotland has some of the best community football clubs in Europe—organisations that are deeply rooted in their communities and help to support players, coaches, volunteers and parents. The role of such clubs in our society is fundamental and can often be the glue to connect communities far beyond other statutory and non-statutory organisations. The breadth and diversity of the communities that those clubs serve is considerable.”
“I am grateful to all those who have been working across NHS 24 for the work that they have done under the considerable pressure that has resulted from demand across the system.”
“This winter, a record number of NHS 24 call handlers have been available to direct people to the most appropriate care, and that has helped to reduce the number of unnecessary accident and emergency department attendances. As of September 2024, NHS 24 had in post a total of 1,492.3 whole-time equivalent staff, and the number of staff in post in NHS 24 has increased by 54.5 per cent over the past 10 years. During my most recent visit to NHS 24, before Christmas, in addition to the direct service that NHS 24 provides, I heard about the work that the breathing space team provides in supporting people who find the festive period to be incredibly challenging from a mental health perspective.”
“I understand that a record number of NHS 24 call handlers will support the public to access the most appropriate care this winter, as services deal with increased demand. Will the cabinet secretary highlight how effective that has been so far this winter and how the Scottish Government will continue to support that service to ensure that patients receive the right care in the right place at the right time? Neil Gray: I thank Stuart McMillan for raising that point. As part of the winter plan, we committed to providing NHS 24 with additional staff to support demand over the winter period. That recruitment has been successful, with call handler numbers now at full establishment and additional clinical staff being in post.”
