“Something has changed. You know, when I ran as governor, it was a winning message as a conservative. And governing that way was a winning strategy. And we, you know, I got a majority of the Hispanic vote. I won a majority of the Democratic Hispanic vote. I mean, it's something along the way. “We're having a hard time recognizing that 2019 is different than 1999 or 1989. We're stuck with policies that may have been relevant 30 years ago, but are not relevant now. So changing your policies to reflect the world we're in now is more than appropriate. And I think giving people a second chance is really important. “I did I voted for it. In a perfect world, we'd have a system that was efficiently dealing with this, the restoration of civil rights, but we have a million people. We never caught up. When I was governor, I don't think it got any better after I left. So I think that's a signal of moving towards a restorative justice approach. “Yeah, there are very few people in prison for drug offenses that relate to their addiction. There are some that are dealers, maybe the level of dealing is too low or whatever. But we created not so much because of it wasn't informed necessarily by Noel struggles, but it added an element to it. We created a drug strategy to deal with this. It was actually the first thing I did. So before Noyle had her problems, it became a high priority for the legislature and the incoming governor to create this forefront strategy that could be applied today in states to deal with the opioid epidemic. It's more treatment, get law enforcement involved in a more compassionate way, create prevention coalitions to bring awareness to the challenges, benchmark it to measure how all this stuff works.”
