“Can I tell you why I don't think about legacy? That's already looking back. I'm looking ahead. It's just like some people in politics want to get their enemies. And if someone does something to me, I want to move on. I want to make new friends, new allies. And the high-speed rail, climate change, affordable care act, rebuilding the roads and bridges of California, that's plenty to do. That's very exciting. And so that's something to do. Now, if you get doddering and you got nothing to do and no one's picking up the phone to call you, well, maybe you want to think about your legacy. That's called a memory. I'm not in memory yet. I'm in action and I like being in action.”

“No, I never talk about a legacy. I don't. I do what I'm doing because I think it's the right thing. I'm excited about it. I'm working on climate change. I'm going to China in a couple of weeks. I want to work because I think President Xi now with Trump kind of backsliding on climate change is an important, maybe the most important person now in the world. And California is important too. California, China have to do the heavy lifting to keep us on track to reduce our carbon footprint. It's crucial, it's existential, and I think I can make a contribution. That's what I'm doing.”

“That's true. And I know because I've been here and not been here. So when governors are out, no one remembers them. All the excitement and the detail, it passes. In fact, I told my father once. He said history will record. I said, Dad, history doesn't record the activities of governors. Everybody does fade out. So I'm very aware of that.”

“Well, it tells you California is a fabulous place. And it also tells you that maybe I have some skill. The difference between now and when I first started, I was 36. I had very little regard for experience. In fact, I thought experience was the problem. Remember, they talked about read an expert. And the red was the revolutionaries and experts were the people who knew what they were doing. Now I'm more into the expert category. I know what I'm doing and I have people around me who know what they're doing. So I find that's experience. Now I say there's no substitute for experience.”

“Today, we don't have a deficit. We eliminated the wall of debt. We have a Rayday fund of $7 billion. And the unemployment is 4.9. We've created over 2 million jobs, and the growth rate in the last 12 months is 40% faster than the national average. Despite our taxes and our regulations and our pro-environmental dealing with climate change efforts.”

“Maybe, yeah. Well, I guess I feel that my grandmotherly wanted to get out of there. She was the youngest daughter, and they have a little picture in 1895 of my grandmother when she was, I think she was like 17. And she scratched it out so you couldn't see her. It's only the women at the mountain house. And the next year she left for San Francisco. She wanted the bright lights. And she got the bright lights. And her son became Governor of California and her grandson became governor too. Now I feel I'm returning to the place where it began in America and kind of getting that Germanic perseverance and understanding of how to live.”

“Well, I just can remember my grandmother telling me how wonderful it was and how people would come by and stay at the mountain house and they would have, they were so interesting. Now, when you see how remote this place is, I was there yesterday, maybe four cars came by. So I can imagine a hundred years ago it was even more remote. But it's surrounded by mountains. It's not on a mountain. It's in a valley surrounded by mountains and full of oak trees. And it has a beauty and has a remoteness. And so all of that put together.”

“They would stop at the mountain house. And that mountain house burned down in 1971 and I'm building the latest mountain house. It'll have a similar function, although since we don't have horses, it will be very different.”

“No, Rattlesnakes gets to 105, 108 degrees. It's hot. I drilled the first well. They used to get water off the roof and put it in an underground cistern and then pump it up when they needed it. And there's no electricity, of course. There's a little creek. So my great-grandfather on my father's side left Germany on the ship Perseverance, which I think is highly emblematic of what was to follow. And he got out to Sacramento in 1852. And his eighth child was my grandmother. And she used to take care of me as a little boy. Actually, I was 36 when she died, so I heard a lot of stories about how wonderful the mountain house was. It was a stagecoach stop. And when people would leave the Sacramento Valley and go toward the coast, go to the mines or go to the spas after 10 or 12 hours.”

“Say you as governor a little bit. I think he was a fair guide. I asked him for a budget increase and he gave me half of it, I think. But he was a man of stature and he was because of his Hollywood persona, there was a certain distance, but a certain kind of iconic John Wayne orat to him, and he never lost that.”

“disarray that we have today horrors now we are on the brink of that today we don't know quite where we are but when you have as many 15 000 nuclear organs between russia and america china's starting to build up putin building new weapons the congress now wants to embark upon a trillion dollar nuclear buildup very dangerous so whatever else we're doing with putin or syria or ukraine we've got to have a dialogue just like eisenhower invited khrushchev. They spent a couple of days at Camp David. That's what Trump should be doing. And instead of having less talk with the Russians, we need more talk. And that's not to say that they shouldn't have a nice investigation. They should, but we should not forget the fact that we are living under the shadow of nuclear annihilation. And it's more dangerous. They're all saying that. And look at the Cuban Missile Cries. Luck. That's what McDamara calls it, that we got out of it.”

“It's greater than ever. But this other issue, when Russia, under Putin and under whoever they have, has 7,000 nuclear warheads, we have 7,000. You got Pakistan and India building, Pakistan builds 20 nuclear weapons a year, and there's material loose in the world that if a terrorist got it, it could get it to Washington and blow up the White House and the Congress. This is an existential danger. And whatever they want to do about Russia and the influence of the election, they have to keep a separate channel of communication. And it doesn't exist. I don't think Obama tried hard enough with Putin, and Trump has made some noises, but the U.S. Senate's got to get with it. And I really believe that this is a danger that we're really sleepwalking, just like in World War I. They're all happy. This will be a short war. Everything's fine. It wasn't fine. It destroyed empires. It promoted Hitler. It promoted the Arabs.”

“Well, I've seen this for a long time when I was governor the first time, the nuclear freeze movement was at its zenith, and I supported that, and it was passed in California, a nuclear freeze. But we didn't do that. We went into the hyperdrive with the Reagan nuclear buildup, which luckily was counteracted.”

So we've got to adjust. You can't keep the same game going. Spain used to be the king of the mound. Britain, the sun never set on the British Empire. The sun will set on America if we don't wake up. We're a multiracial society. It's a different kind of world out there. And we are not going in the right place. We are overextended. We're underinvested. And we're totally polarized. That is not a formula for greatness.”

“Well, it's always a concern, but remember, where did the concern about immigrants work? It worked where people were insecure in California. Hillary won by 3 million votes, and we have the most immigrants. 25% of every California is foreign-born. We have millions of undocumented workers all over the place. And we've taken a very positive and more hospitable approach than Mr. Trump is doing.”

“Through our collective institutions called government, called schools, called hospitals, called building roads and bridges, called building trains. And that is far from where the politics is today. But people just keep getting frustrated because the global economy is going to undermine jobs and wages. It's going to continue to do that, while at the same time it's going to enrich people in Silicon Valley, in Wall Street. Just take Wall Street. Their profits are enormous relative to their size and what are they producing? They're just producing paper to facilitate transactions. They're not building any roads. They're not educating any kids. They're not healing any sick people. So I do think we're going to need a greater populism, but a greater and creative use of the public sector to deal with automation and America's new role in the world.”

“Supplement And you know what that means? That government is going to have to play a bigger role, not a smaller role. And the irony of Trump is his message about they've basically forgotten you, the global economy. Well, unless you dig a hole and put up walls, which maybe he's trying to do, you can't protect people. And even that wouldn't protect him. So what you need to do is you have to have a strong for government. The public sector has to increase its role, not decrease. And that's something that goes totally contrary. So infrastructure, for example. Infrastructure, public service, taking care of the elderly. There are so many universal health care preschool. What we need to do are things we associate with government. Right now, even Democrats make fun of government. No, we better wake up and find a creative way that we can act in”

“That's the other side of globalization. Foreign trade, all the low-paid workers, that's one thing undermining jobs. The other is technology, automation, something people have been thinking about since the 60s. It is a real threat. How do you connect income when there's not work? So that's something that we have to talk about. And we do many things in California to supplement incomes.”

“Yeah, it did. Now let's contrast. Democrats, not very many, but enough and some independents who voted for Obama went for Trump in those swing industrial states. In Orange County, the heartland of republicanism, they went for Hillary Clinton. The reason for that is in Orange County there's more hope, there's more prosperity, there isn't the insecurity that you'd have in Akron, Ohio or in Detroit, Michigan, where people feel they've been left behind by globalization. And what they were looking for is not someone who is part of the establishment. They wanted someone who was going to be different, who was going to take on something different. “A little different because she was a lawyer and the Attorney General was all about the lawyer. And now we're broadening our horizons here. We're building a ranch right where my great-grandfather ran a stagecoach stop the mountain house. So we got a lot on our plate. And we had to move into the mansion. We had to redecorate it, completely fix it up after 40 years in the collect. So yeah, we do things together, but she's not sitting over there at the governor's office quite like she did in the Attorney General's office.”

“Now we've got houses there. I said we want to bring 10,000 people downtown. People said, what are you talking about? This was a deteriorated downtown. And all of a sudden we got, not all of a sudden, eight years later, we were on our way to 10,000 people. And now it's probably 20,000. So it's concrete. It's real. It's in your face. Sacramento, you know, you may have to take a plane to get here. In Oakland, you just walk right to the mayor's office. Hey, what are you doing? So it's much more, and by the way, some of these anarchists that are yelling at Anne Coulter, I encountered those people. In fact, I was in my office and people broke in. I didn't have all that much security. And I was holding the door and they overpowered me. And they came in. And luckily the police was meeting in the next down the hallway and they came in and dragged him down the stairs. So there it was. So that was a little more hand-to-hand combat. And I did like it.”

“First of all, I want to underscore unusual move. Some of my old political advisors thought it was crazy. How can you go from governor to mayor? So it's, oh my goodness, I run for mayor, but I thought it through and I decided this would be really something important to do. Now what I learned, of course, is a mayor is totally different than being a governor. And what I mean by that, governors deal with a more general situation. I deal with laws. Are you going to put in this environmental law, this school law, this criminal law? But when your mayor, you talk about this school. You talk about this corner. This was two people were murdered at 20th Street or something. It's very concrete. Housing. These are the run-down area. Here we have some builders who want to come in and build on it.”

“Well, when I was in the seminary where we only spoke Latin, we were only allowed to speak English twice a day. We never left. All we did was pray, read, meditate, and do manual labor. That was our main function. And after I said, okay, I got this one. Now I want something completely different. I went to Berkeley, and it was January 1960, and Berkeley was, wow. I used to just kind of lie on my bed. Oh, man, it was just too much. And it was a whole world. This was the time of Albert Camus and the absurd and existentialism and the beatniks, or at least the after effect of beatnik. Yes, I like to try different things. I like to go from A to Z and then back again.”

“Mother Teresa will often say this the poor in America are suffering more than the poor in India. She felt because their family, their religious tradition, their customs, they had more of a grounding or certainty or something. And I did feel, I felt Calcutta was a very exciting place. “Well, the home for the dying, people would come in, you'd feed them, one guy actually shave them, bathe them. And then some of them died. And one guy got better and they gave him a shirt and give him a couple hundred rupees and out the door he goes. And that's, wow. I mean, there's life. Life and death. And it's not this hospital tubes technology. giving care, compassion, help. Some make it, some don't. So that's a realism that we don't get in our high-tech kind of world. And when I saw people living on the streets, I talk about, because we see that now in California and other places, families living on the streets, very colorful, the smoke going up from Calcutta, a lot of pollution, but it had a vibrancy.”

And when she, in effect, gave me that command, yeah, I'm doing that. This was a person who, when she said, do it, I wanted to do it. There was obedience to the voice of authority. She spoke with authority, even though she was a very small woman, very simple in her blue and white sorry, but I think an incredible presence, the likes of which I have not seen any other human being.”

“Well, no, I'll tell you what I did. I went to the Safaya University, and that's the Jesuit school. I said, is there any Jesuit priest here who can tell me about Zen Buddhism? And the guy came and Father LaSalle, who's a German Jesuit, who happened to have been in Oshawa when the atomic bomb dropped. He was an older man. And I talked to him. He said, well, you know, I want you to go to my teacher, which is Yamada Roshi, which was a Japanese Buddhist. And I said, okay, I think I will. So I met the guy and I decided to come back. And so I did retreats under the Buddhist Yamana Roshi, and I did two retreats under the Jesuit, Father LaSalle. And he was a Jesuit that did follow that particular form of meditation, which has a tradition within the Catholic Church going back hundreds of years, but very different than the Jesuit.”

And then when I'm Secretary of State, I'm running for government. He said, you can't run for governor, run for Attorney General. So I never took my father's advice. But looking back, he had some pretty good advice. Now that I see it. But of course, if you're totally traditional, you don't get anywhere. If you're totally innovative, you don't get anywhere either. “I was getting a little tired of politics at that point. Governor was a tough time that we were in a recession. We didn't have enough money. People were getting kind of unhappy. I remember this was the ascendancy of Reagan. And then there was this, which I didn't know at the time, but I know so well now, the committee on the present danger. Casper Weinberger and Pearl and all these conservatives were building up this fear of Russia, and let's go to the military and build it up and lower the taxes on the rich. I was counter to the trend. And so I could feel that, and I wasn't that popular. So I felt it was time to get out. In fact, I said, I think that California needs a rest for me. I need a rest from them. “Chaos in you. Trump is undermining the stability of the insurance markets that President Obama created with the Congress. But here's the big issue. What's important? What's important is healthcare. I have my health insurance, my Medicare, my state health care. The rich people have it. The 500 CEOs that are all now making millions and millions of dollars, much more than their counterparts did 40 years ago, all the big people, all the important people have all the insurance they want. Why can't ordinary Americans have the same thing? It's as American as apple pie. We're a rich country, the richest in the world. We can take care of it. And to the extent that we can improve on Obamacare, do it. But even Trump said we're going to cover everybody and it'll be better. Well, you ought to live up to that. “Well, we expanded. We increased by 50% the number of people who are getting Medicaid. Very powerful. But of course, the federal government's paying for that, most of it. So the money really made a difference. But, of course, I think we carried it out well. The exchange where we're helping people buy insurance, that worked in California like it didn't work in many other places because one, we started early, we had one leader to run it. We didn't have a bunch of people running around clashing and the person we had in charge knew what they were doing. So I think we've constructed through great experience and good leadership and clarity of purpose of the exchange that has over a million people and has not had the problems of other states. So the fact is Obama, the Affordable Care Act is not perfect. Nothing could be given the complexity of our healthcare system.”

But on the other hand, which is something to understand about politics, getting rid of it is even a bigger problem because now you have 24 million people that are getting real decent health care, and Americans, I think, do want health care. So I think the Democrats on emphasizing this, they're doing well. And I think the climate change is important, and I think the whole matter of Wall Street is important.
