I also want to express our appreciation to the Deputy Special Coordinator for the Middle East Peace Process for her remarkable briefing to the Council. We are meeting today at a time when the world is shifting its focus to our Arab region, which has recently witnessed a growing international movement. We hope that movement will attract more international attention to the main issues in our Arab region and the Palestinian question above all, including through more effective participation by the major Powers, regardless of their orientation or affiliation.”

“Thirdly, the Council should intensify efforts to reinvigorate the peace process in the Middle East and assist the Quartet at the ministerial level to start preparing for direct negotiations between Israel and Palestine, leading to the convening of the international peace conference that President Abu Mazen requested from the Secretary-General Guterres in his repeated calls to the Council since 2018 and during recent sessions of the General Assembly. “In that regard, the League of Arab States commends the work of the conscientious Norwegian leadership of the Ad Hoc Liaison Committee for the Coordination of the International Assistance to Palestinians to that end. Fourthly, a double standard must not be applied and Israel must be held accountable for all violations against the Palestinian people. “The new Israeli Government is also illegally designating civil society organizations that defend the rights of the brave Palestinian people as terrorist organizations, which is also a violation of all international human rights norms. Without a doubt, the claim of the new Israeli Government that it cannot change the vicious settlement policy of the previous Government and that it is unwilling to make any compromises in peace negotiation processes cannot be justified by the fragility of the Israeli Government’s coalition or the fear that such compromises would threaten the survival of the current Government. “The League of Arab States stresses the need to respect the Charter of the United Nations, uphold its well-established rules and implement them within the multilateral framework, in accordance with presidential statement S/PRST/2020/1, adopted at the high- level debate convened by Viet Nam on 9 January, on upholding the United Nations Charter (see S/PV.8699 et seq.). “We call for an end to all settlement activities and related confiscations, displacement and demolitions, which are at variance with international law. We call on countries that have yet to recognize the State of Palestine to do so expeditiously in order to uphold international legitimacy, which is under threat. We call on the International Criminal Court (ICC) to open investigations into violations of international humanitarian law and international human rights law. The Prosecutor of the ICC has concluded that the conditions have been met for launching an investigation in order to promote the principles of accountability and prosecution. “Since the adoption of resolution 2334 (2016), which affirms the illegality or illegitimacy of settlements, there has been a relentless increase in the number of Israeli settlements, right under the nose of the Security Council, at a dire rate not seen since the conclusion of the Oslo Accords in 1993. That was also confirmed by the announcement of the construction of 2,000 new settlement units from the beginning of this year and the transformation of large portions of Area C into nature reserves. “At the outset, we thank the Security Council presidencies of South Africa and the United Kingdom for providing the opportunity to assess the implementation of resolution 1325 (2000). The League of Arab States welcomes the new policy adopted by the United Nations Department of Political and Peacebuilding Affairs on promoting the political analysis of conflicts, taking into account gender perspectives and encouraging the participation of women in all stages of peace operations, including field operations. “We also stress Syria's sovereignty over the Golan, in accordance with resolution 497 (1981), which was adopted unanimously. We also reiterate that we are ready to officially refer the issue to the Security Council and the International Court of Justice, notwithstanding the fact that Syria's membership in the League is still suspended. We are undertaking consultations in that regard with the parties concerned, in coordination with the Arab member in the Security Council. In conclusion, the League of Arab States will continue to play its key role, together with the United Nations, the African Union and the European Union, in support of the efforts of the Special Representative of the Secretary-General and Head of the United Nations Support Mission in Libya, Ghassan Salame, to bring about comprehensive peace.”

“The League nevertheless reiterates the need to stop Turkey's military aggression in Syria and the withdrawal of all Turkish aggressive forces from Syria. We call on the Security Council to shoulder its responsibilities and ensure the prevention of any provisional agreement that would undermine the territorial integrity and unity of Syria or have a negative impact on the international efforts under way that have enabled the eradication of Da'esh in Iraq and countered its activities in Syria, the latest of which was the targeting the leader of Da'esh in the north-western part of Syria, which was announced yesterday. In that regard, the League of Arab States reiterates the contents of the outcome document of the regular Arab Summit held in Tunisia, which refused to recognize Israel's sovereignty over the occupied Syrian Arab Golan.”

“While we were expecting a de-escalated situation thanks to the efforts ofthe Special Envoy of the Secretary-General for Syria, leading to the establishment of the Constitutional Committee, we were surprised by the withdrawal of United States forces from the north-eastern part of Syria, which enabled Turkey to launch a military offensive in Syria with a view to establish a buffer zone. Although Syria is a suspended member of the League of Arab States, on 12 October the Council of Ministers of the League adopted resolution 8454, condemning fully the Turkish act of military aggression and explicitly calling on the Security Council to intervene to stop it. We commend the efforts undertaken by the United States and Russia, which have led to successive agreements with Turkey, including ambiguous arrangements on Arab Syrian territory.”

“The recent Arab ministerial meetings held in Cairo in September and the ministerial coordination meeting held at the beginning of the seventy-fourth session of the General Assembly adopted declarations confirming the firm and unequivocal position of the Arab League, including the need for the Security Council to counter these threats. Although we have communicated all of those statements to the Secretary-General to be circulated to the Security Council and the General Assembly as official documents, I will focus only on their most salient points. First, we condemn Iranian interference in the domestic affairs of Arab States, in particular in the Arabian Gulf region. We condemn military actions carried out and supported by Iran against the Kingdom of Saudi Arabia, the United Arab Emirates and in the Gulf of Oman.”

“We welcome the reports on illegitimate Israeli settlement activities, which are provided pursuant to resolution 2334 (2016), which is and will remain a milestone in the work of the Council and a cornerstone ofinternational legitimacy that must be respected. Iran's flagrant interference in the internal affairs of Arab countries continues. Iran is supporting terrorist organizations and cells that are opposed to the Governments of Arab countries, which is a source of deep concern for the League of Arab States and the international community. That is why the Arab Summit, held in Mecca in May, dealt with that issue and issued the Mecca communique, reaffirming the declaration issued at the previous Arab Summit held in Tunisia.”
