“Despite the suspension of Syria's membership in the League of Arab States, which was done in accordance with the rules of the League, the issue of Syria remains a fundamental one for the Arab world, and the League remains interested in a comprehensive, peaceful settlement of the Syrian issue so as to ensure maximum protection for the brotherly Syrian people. The League reaffirms the need to promote its participation alongside the Arab States concerned in the negotiating process to implement the relevant Security Council resolutions. “In that regard, we call on the Council to take action aimed at establishing such a mechanism, based on the report and in cooperation with the Group ofArab States and the League ofArab States, and to ensure that it is under the supervision of the United Nations to protect the Palestinian people. “There is a dire need to create a mechanism under the auspices of the United Nations to protect the Palestinian people through a group of observers who submit periodic and prompt reports to the Security Council. The Secretary-General has submitted a report (A/ES-10/794) to the Security Council and the General Assembly on the establishment of an international mechanism to protect the rights of the Palestinian people, as requested in General Assembly resolution ES-10/20 of 13 June 2018. Despite that effort, the report remains dead letter and the Security Council has taken no measure relevant to it.”

“The Security Council should also intervene to protect the right of the Palestinian people to protest peacefully and express their legitimate stand against the occupation without being subject to vicious attacks by the occupying forces. Since the Land Day incidents of30 March 2018, more than 300 Palestinians have been killed and tens of thousands of others wounded. The demonstrators in question were all peaceful, defenceless civilians demonstrating for the right of return to their occupied territory. The occupation forces attacked them with live ammunition, in flagrant violation of every relevant law, without any accountability whatsoever.”

“At the same time, it is incumbent upon the international community to reaffirm the illegality of such heinous racist laws as the new nation-State law adopted recently by the Knesset, which seeks to deny the Palestinian people of their rights to their historic territories by legislating settlement activities, the confiscation of land, the demolition of homes and the displacement of populations in flagrant violation of international law, international humanitarian law and international human rights law, including the Fourth Geneva Convention. Israel also continues to besiege Jerusalem by surrounding the outer band of the city with settlements, in addition to other projects implemented under the guise of tourism, such as the high-speed train that is on its way to be expeditiously implemented. Another project is the creation of a recreational park connecting the Mount of Olives settlements facing the Al-Haram Al-Sharif from the east.”

“On 20 February, Palestinian President Mahmoud Abbas presented to the Council a practical plan for peace through direct negotiations between Israel and Palestine, based on the two-State solution, the principle of land for peace, the Arab Peace Initiative and other terms of reference that would lead to the establishment of an independent Palestinian State along the 1967 borders, with East Jerusalem as its capital, before the beginning of next year. That should be achieved through negotiations on all final-status issues without exception and without biased external intervention. He reaffirmed the elements of that plan in his speech before the General assembly at the beginning of its seventy-third session.”

“Holy sites should be protected by addressing attempts by Israel to enact a law that permits Jewish worshippers to pray at the Holy Mosque, which is a flagrant violation of the status of Jerusalem as a symbol of coexistence among faiths. “It is a solid foundation for the Security Council to regain the initiative on that important issue and to work with the General Assembly to adopt an effective mechanism that will provide protection in all its forms: physical protection from armed aggression against the defenceless Palestinian people; legal protection in the face of the nation-State law of the Jewish people, which denies the Palestinian people any connection to their historic land; and the protection of Palestinian territory against settlements that contravene resolution 2334 (2016). Most recently, an Israeli attack claimed the lives of seven martyrs east of Bureij camp in the Gaza Strip. “Since the United States stopped supporting UNRWA and in accordance with confirmed 2018 pledges of $716.88 million, as published by UNRWA, Saudi Arabia, Qatar, the United Arab Emirates and Kuwait alone have pledged more than $200 million, in addition to smaller contributions made by other Arab countries. Those donations were made despite the fact that none of those countries contributed to the Palestinian refugee crisis. Lastly, Israel's defiance of the international community reached its peak when the Israeli Knesset recently adopted its nation-State law, stipulating that the State of Israel is for Jewish people alone, not for Palestinians. Hebrew is the official language, not Arabic. Immigration into Israel is permitted to Jews, not to Christians, Muslims or others.”

“Israel's continued closure of the Karm Abu Salem crossing and the prevention of basic needs from entering the Gaza Strip are yet further humanitarian obstacles that have led to enormous suffering and a massive spike in the prices of basic goods, in particular as 49 per cent of Palestinians in Gaza are unemployed. The United States decided to stop financing UNRWA and froze its economic aid for the Palestinian Authority. Israel refuses to transfer taxes and custom fees to the Palestinian Authority, as it must pursuant to the Paris Protocol.”

“The Israeli aerial bombardment of Gaza on 13 July, which targeted women and defenceless children, only strengthens our conviction that we need an effective international mechanism to protect the Palestinian people against barbaric Israeli aggression, in accordance with the aforementioned General Assembly resolution. “Furthermore, the Israeli settlement expansion is not only overwhelming, but has been extended to include a campaign of ethnic cleansing against the Palestinian people. Since the events of Land Day, on 30 March, and according to the Israeli authorities, the Israeli army has killed more than 150 defenceless Palestinian demonstrators, including at least 22 children, and injured more than 15,300, some of them critically. “President, to launch a regional dialogue similar to the Helsinki process that was launched in Europe in the 1970s, with the participation of foreign partners, such a process should be based on the Arab Peace Initiative and on the Joint Comprehensive Plan of Action on the Iranian nuclear programme, in order to foster trust among Arab countries and Israel and Iran. “We see that Arab conflicts have become proxy wars for the major Powers, which limit our capacity as Arabs to do away with the conflicts once and for all and to develop ourselves. That is not really what these major Powers should be doing in terms of their responsibilities at the international level, especially when they are permanent members of the Security Council. We do not have enough time to delve into an in-depth analysis of the root causes of the conflicts in Middle East. “That clearly shows that we need positive efforts in order to resolve the differences between Arab countries and to strengthen common Arab action, particularly since the Arab countries have all the necessary human and material resources to do so. Fifthly, the Middle East region, in particular the conflict areas, has become a battleground between the major Powers. We have seen the use of the veto by the major Powers in the Security Council, particularly when it comes to issues relating to Palestine and Syria and other urgent Arab issues. “Some support the Shiites to destabilize the Sunni countries and give support to extremist terrorist groups such as Da'esh, the Al-Nusra Front and others in Arab countries, in order to show that Governments are weak and rejected by the people. Fourthly, the Security Council and the international community wrongly interpret differences among Arabs, which contradicts its position in other parts of the world where there are different political groupings and where we see that the Council and the international community support the settlement of disputes. They put the common interests over and above individual interests without foreign intervention. What exacerbates the situation is the plethora of foreign mediators who have opinions differing from those of the Arab peoples and from those of the Arab States themselves.”

“We see this very clearly in the increase in the number of flagrant violations and acts of interference in the internal affairs of Arab countries that support certain religious and ethnic movements, in order to defend restricted interests that have nothing to do with the aspirations of the Arab peoples for change. There are many clear examples of that. There are those that support the Kurds and incite them to declare their independence. “Furthermore, we see chemical weapons being used in Syria, and the United Nations is not even able to investigate and determine who is responsible. All of that indicates that the Middle East region could move into a new phase of an arms race for conventional, and perhaps nuclear, weapons in order to try to strike a certain strategic balance when it comes to armaments, particularly with the growing international concern about Iran's nuclear capability. “Such negotiations will be replaced by an attempt to launch major economic projects in the West Bank and Gaza financed and supported by Arab countries and others. There is no doubt that the situation will not be helped by excluding Jerusalem from the final status negotiations, seeking a unilateral decision, averting the issue of refugees by failing to fund the United Nations Relief and Works Agency for Palestine Refugees in the Near East, or failing to fund the activities of the Palestinian Authority. There are also the attempts to stand in the way of Palestinians protecting themselves from Israeli military aggression. Some 13,000 have been injured and more than 130 have been martyrs, all of which shows that there need to be an exhaustive attempt to bring the peace process back on track to where it should be.”

“First, there is a lack of a clear political end to the peace process in the Middle East that would take into account the plan submitted by Palestinian President Mahmoud Abbas to the Security Council on 20 February (see S/PV.8183), as well as various Arab League summit- and ministerial-level resolutions, particularly in the light of the United States Administration's decision to recognize Jerusalem as the capital of Israel, defying the international legitimacy, all previous agreements and conventions and contradicting all the relevant General Assembly and Security Council resolutions. The media is also reporting that the United States will no longer pursue negotiations on the five final status issues as a basis for peace.”

“That endeavour began with the initiative of the late President Anwar Sadat, who visited Israel, the signing in 1978 of two Camp David framework agreements for peace between Israel and Egypt and Israel and Palestine, the two peace treaties between Egypt and Israel and Jordan and Israel, followed by the Oslo negotiations, the Madrid Peace Conference and the 2002 Arab Peace Initiative. All of those endorsed a two-State solution as the basis for a fair and comprehensive settlement of the conflict. A road map was adopted with the five final status issues, which continue to be the elements for a genuine peace process. In parallel, the Quartet was established to directly oversee the implementation process.”

As most speakers have said today, the Middle East is the cradle of civilization. But since the founding of the United Nations, it has witnessed several devastating wars in which international foreign Powers have participated. “The League of Arab States and its member States call on all peace-loving countries to do the same and to express their rejection of Israel's candidacy, given that it is continuing to occupy territories in Palestine, Syria and Lebanon; to violate the norms of international law, humanitarian and human rights law; and to explicitly disrespect the international legitimacy of Security Council and General Assembly resolutions. Israel openly disrespects the United Nations and its principal organs and Member States - whose goal is to maintain multilateral international legitimacy, the Organization's solid foundation - by falsely accusing them of being biased against it.”

“Hence, on the basis of the provisions contained in Article 23 of the Charter of the United Nations, the 22 States members of the League of Arab States believe that Israel is not qualified to be a candidate for non-permanent membership in the Council for 2019- 2020, given that it lacks the main prerequisite needed as stated in that Article, which is to contribute to the maintenance of international peace and security and to achieve the lofty goals of the United Nations.”
