“The Palestinian people, especially in the Gaza Strip, have been subjected to Israeli aggression leading to the martyrdom and injury of thousands of civilians, mostly women and children, the destruction of infrastructure and residential buildings while occupied by their residents, the killing of entire families and the prevention of the entry of water, food and medicines to Gaza, which are paramount to a war crime and a crime against humanity. In that context, we call on the Security Council and the international community to shoulder their responsibilities and to work towards an immediate ceasefire in order to avoid further bloodshed. Humanitarian assistance must urgently reach the Gaza Strip. “Women participated in the comprehensive National Dialogue Conference, which ended in January 2014 and was an important national event and an outstanding model that reflected the political will to give women the role they deserve, as they represented 30 per cent of conference members. Women also participated in the constitutional drafting committee: four of the 17 committee members were women. An independent national committee with a high level of participation by women was also created to investigate human rights violations, including all violations against women throughout the country, and to refer such violations to the judiciary in order to hold the perpetrators accountable.”

“They have prohibited travel and the movement of women without guardians between the governorates and towns, and they have recently separated girls and boys in all educational establishments and Government institutions, thereby depriving women of their right to education and to work outside the house and their right to political and social participation and to contribute to building the society. They have imposed restrictions on all fundamental freedoms, including coercive measures against girls in educational institutions. That is a measure that threatens social peace, coexistence and tolerance among the Yemeni people who have enjoyed those things for many centuries. All of that comes on top of the unjust besieging of the city of Taiz and the closure of all roads.”

“They have recently stepped up their threats against maritime lines in the Red Sea, the Bab Al-Mandeb Strait and the Gulf of Aden, and they consider those to be military zones. They have even threatened to attempt to try out new weapons in the Yemeni islands. They have threatened to target the commercial ships and oil carriers in universal trade corridors. Once again, those militias, backed by the Iranian regime, are trying to destabilize the security and stability of the region and threaten international maritime shipping lines and global energy security. They are thereby undermining any peaceful resolution to the Yemeni crisis. The Houthi militias’ opportunistic behaviour in their approach to peace and their continued intransigence requires a closer look by the Security Council and the international community.”

“As the Council unanimously adopted resolution 2691 (2023), which extends the mandate of the United Nations Mission to Support the Hodeidah Agreement, we would like to recall that the Houthi militias continue to undermine the Stockholm Agreement, in particular the Hodeidah Agreement. The Houthi militias are rendering it meaningless by placing many restrictions and obstacles on the work of the Mission, with the aim of preventing it from fulfilling its mandate, restricting its movement and trapping it in the areas under the control of those Houthi militias. They do not allow the Mission’s patrols to move freely within the city to monitor the ceasefire and verify any violations. In addition, Houthi militias continue to commit violations in the Al-Hudaydah governorate.”

“They are obstructing the efforts of the Yemeni Government to provide basic services and to pay the salaries of public employees. They prevent the Yemeni Government from including employees living in areas under the control of Houthi militias. That approach could jeopardize all prospects for peace and undermine efforts to end the war and could put the lives and livelihood of Yemenis at risk. It has led to a reduction in public revenues and adversely impacted the economy and the ability of the Government to provide basic services and pay salaries and has made the situation in Yemen more complex. In addition, the Houthi militias continued their assault on the private sector. Most recently, they stormed the Chamber of Industry and Commerce in Sana’a. They forcibly replaced its board of directors with another that is loyal to them.”

Most recently, they have detained 17 Baha’is in Sana’a, including five women. They have become among the forcibly disappeared. They have stormed numerous homes and terrorized numerous families. “They continue to open extremist jihadi mobilization and recruitment centres that they call summer camps. That behaviour is typical of racist terrorist groups. In the case of the Houthis, it complements their totalitarian vision that belongs to the dark ages, in which humanitarian instruments — and civilization itself — are seen as a threat to their existence. The Houthi militias have also been targeting the health sector by launching erroneous media campaigns that oppose vaccinations, in particular the immunization of children. As a result, diseases that Yemen eliminated some time ago, such as polio and measles, have re-emerged. The militias have also given expired drugs to children with cancer, which has led to the death of some of them. That is an issue to which the Secretary-General report does not refer.”

Violating children’s rights is not an unintentional sin committed by the Houthi terrorist militias; it is a deliberate tactic that lies at the core of their vision. “The report of the Secretary-General refers to many violations suffered by children in areas under the control of terrorist Houthi militias. It is unfortunate, however, that the report does not refer to violations involving distorting school curriculums and establishing the so- called summer camps, through which thousands of Yemeni children are being indoctrinated, brainwashed and inculcated into extreme terrorist ideas of death and hatred. We are surprised that the international community has remained silent about the open recruitment operation being carried out by those militias, which is the largest in the history of humankind. That operation is inconsistent with calls for de-escalation and for bringing the conflict to an end. It is also inconsistent with all international instruments and norms.”

“Omar Abdi, Deputy Executive Director for Programmes of the United Nations Children’s Fund, for their briefings. The Yemeni Government has reviewed the 2022 report of the Secretary-General on children and armed conflict (S/2023/363). We draw the Security Council’s attention to the fact that national reports warn that Houthi militias have used the humanitarian truce in Yemen to intensify mobilization and recruitment campaigns, whereby they recruited more than 30,000 new children. At the beginning of this summer, the leaders of those militias stated that they are targeting 1.5 million children through the so-called summer camps, which is an effective way to recruit children and send them onto the battlefield.”

“Mr. Al-Saadi (Yemen) (spoke in Arabic): At the outset, Mr. President, allow me to congratulate you on assuming the presidency of the Security Council this month and to wish you and your team every success. I would like to congratulate Ambassador Nusseibeh and the delegation of the United Arab Emirates for assuming the presidency of the Council last month. I would also like to thank Mr. António Guterres, Secretary-General of the United Nations, and his Special Representative, Mrs. Virginia Gamba de Potgieter, for their efforts to protect children in regions of armed conflict. This issue is a priority for the Republic of Yemen, which is a country suffering from armed conflict. I would particularly like to thank Mrs. Gamba de Potgieter and Mr.”

“We reaffirm our readiness to provide all the facilities required to implement the rescue plan with a view to avoiding the serious repercussions of an imminent environmental, economic and humanitarian disaster. In conclusion, the Yemeni people yearn for peace and look forward to a future of security, stability and development. They do not want further suffering and continued conflict, and neither do they wish to see more drones, ballistic missiles or landmines.”

“The Yemeni Government commends the progress made in the safe rescue operation of the FSO SAFER oil tanker. We also commend the United Kingdom and the Kingdom of the Netherlands for their efforts to bridge the funding gap in order to start the implementation of the rescue plan led by the United Nations. We call on donor States and organizations, as well as friends of the environment and the private sector, to contribute to bridging the funding gap. We also urge the implementing agencies to adhere to the time frame and to the strict environmental requirements for the rescue operation, in accordance with local and international laws and regulations. We need sustainable solutions if Yemen and the region are to be protected from future risks.”

“The Yemeni Government reaffirms its consistent position on the need to end the suffering of all detainees, prisoners and kidnapped individuals and to close the humanitarian dossier by finalizing the detainees exchange agreement, based on the “all for all” principle, as stipulated in the Stockholm Agreement. We call on our partners to exert further pressure on the Houthi militias to refrain from using the humanitarian dossier as political blackmail and to uphold their commitments under the Stockholm Agreement, including with respect to joint visits to each other’s detention centres and shedding light on the fate of the thousands of kidnapped and disappeared persons in the militias’ prisons, including Mohammad Qahtan, as set forth in resolution 2216 (2015).”

“Yemen calls on all friendly States and international donor organizations to step up humanitarian, development and economic assistance to Yemen in order to contribute to its economic stability, overcome the current challenges and alleviate the suffering of the Yemeni people. We all remember the touching images of the released detainees. We all remember them shedding tears of joy and celebrating their freedom. Their release would not have happened if it had not been for the flexibility shown by the governmental negotiating team and the efforts of the Kingdom of Saudi Arabia, the Special Envoy and the International Committee of the Red Cross to end the suffering of thousands of Yemeni people.”

“Under the guidance of the Presidential Leadership Council, the Government is implementing administrative, financial and economic reforms in the governmental sectors in collaboration with our brethren in the Coalition to Support Legitimacy in order to address weak institutional performance at the central and local levels, owing to the complex nature of the circumstances and challenges. In that context, the Yemeni Government appreciates the leading role of our brothers in the Kingdom of Saudi Arabia and the United Arab Emirates in implementing many development projects and crucial humanitarian interventions, transitioning them to sustainable development projects, which attests to the strategic partnership and the brotherly ties between their peoples.”

“In the light of all the current humanitarian and economic challenges and the economic impact of the Houthi militias’ attacks on the oil sector, the plundering of tax revenues, the refusal to pay salaries, the increased infliction of suffering and intransigence on citizens, the Yemeni Government will spare no effort to alleviate the suffering of our people and meet their basic needs by providing essential services, despite scarce resources and dire economic circumstances.”

“The militias persist in their attacks and attempts to tighten even further the unjust siege, including by repeatedly targeting infrastructure, including the targeting with missiles and drones of the vital Al-Kadha-Taiz road on 5 May, while it was under construction to alleviate the suffering of inhabitants. The Yemeni Government calls on the international community and the Security Council to live up to their commitments and exert further pressure on the Houthi militias and on Iran, which supports them, to choose peace and engage positively with peace efforts to end the prolonged humanitarian suffering. We also stress the need to monitor the behaviour of the militias in order to successfully end the conflict.”

“While our children are being recruited in Yemen, the militias are planting mines and explosives on our land, which kill Yemenis on a daily basis. They are starving and impoverishing our communities, and they are preventing businesses and charities from doing their work, which led to the heinous crime that resulted in the killing of more than 80 people and dozens of injured people in Sana’a last month. For more than eight years, the city of Taiz and its 4 million inhabitants have lived under the ongoing suffocating siege imposed by the Houthis, as the latter have ignored their commitments under the ceasefire agreement and the Stockholm Agreement.”

“They persist in violating the norms of international humanitarian law and international human rights law. They continue restricting rights and freedoms, including by intentionally creating chaos and depriving Yemeni women of their fundamental rights and effective participation in building and developing Yemeni society. They are arresting journalists and targeting civilian neighbourhoods, which has led to the deaths of civilians, most of them women and children, and internal displacement. The militias also deploy their fighters on the front lines, and they are organizing military summer camps to attract and recruit hundreds of thousands of children to send them to the front lines in the largest recruitment campaign that humankind has ever known, in plain sight of the international community.”
