The Houthi militias were compelling bank executives not to provide any amount of money to the Central Bank in Aden, but were instead asking them for profits, which, according to their estimate, would reach 30 per cent. One of the largest banks had to cease its activities in Sana'a and in all other branches located in areas under the control of Houthi militias.   2. We hope that the meeting of the special committee on the Taiz declaration of understanding, to be held at the end of this month, will lead to the hoped-for results. Our families in the Hajour regions are suffering barbaric and savage attacks by Houthi militias. All kinds of weapons are being used against them. These regions are suffering under siege, and the aim is to get the militias' hands on the property of civilians. This is a flagrant violation of international humanitarian law and international human rights law. Such attacks must cease; the areas must be liberated; and civilians, including women and children, must be saved. Yemeni banks recently witnessed a campaign in which bank executives were arrested because they had opened lines of credit for traders at the Yemeni Central Bank in Aden in order to import commodities.

  3. We also call on them to identify those who are hindering the Agreement and to ensure the delivery of humanitarian aid to all regions now under the control of Houthi militias. The Yemeni Government also stresses the need to free all prisoners, locate all missing persons, release victims of arbitrary detention and house arrest and find those who were subject to forced disappearance. We will leave no stone unturned in our attempts to achieve this humanitarian goal. We also need to put an end to the arrests of civilians carried out by militias. Even some Yemeni women have been arrested, which is unprecedented in our history. We call on those militias to lift the blockade in Taiz so as to let citizens move freely and to allow the delivery of humanitarian assistance in order to alleviate the suffering of the people.

  4. There are significant stocks there that could feed 3.7 million people for a month, but the Houthi militias are not allowing the United Nations to go beyond the front lines to get to the Mills. This has been going on for five months, which means that the stocks are now in danger of spoiling. In addition, 20 per cent of the stocks have been burnt by fires started by Houthi shells, according to the former Chair of the Redeployment Coordination Committee, Mr. Cammaert. We therefore call on the Security Council and the international community to ensure that the responsibility is met to save the Al-Hudaydah Agreement and put pressure on the Houthi militias so as make sure that the Agreement is fully implemented within a clear, agreed time frame.

  5. From 18 December 2018 to 12 February 2019, we saw 1,177 violations of the ceasefire in Al-Hudaydah, and 80 civilians were killed and 503 wounded. The militias are continuing to use weapons of all kinds to target houses, public spaces, companies and army barracks. They are redeploying in cities, laying mines, trenching and building blockades so as to provoke the national army and coalition forces with a view to undermining the Stockholm Agreement. The Houthi militias are also using mortar shells against the Red Sea Mills as barbaric tactics to exacerbate the suffering of the Yemeni people, while ignoring the efforts of the United Nations. The Yemeni Government shares the grave concern of the Under-Secretary-General for Humanitarian Affairs with regard to the inability of the United Nations to access the Red Sea Mills since September 2018.

Indeed, we welcome all efforts to implement the Stockholm Agreement so as to achieve a lasting and comprehensive solution based on the aforementioned three terms of reference, which constitute a solid foundation for a fair, comprehensive and lasting solution to the conflict in Yemen.   7. The Yemeni Government reiterates its full commitment to implementing the Stockholm Agreement and also approved the first stage of the redeployment in Saleef, Ras Isa and Al-Hudaydah. The second phase involves measures concerning the return of the security and administrative authority, the coast guard and the Red Sea Port Authority to manage ports and cities under Yemeni law, as well as implementing the spirit and the letter of the Stockholm Agreement itself. The Yemeni Government is committed to achieving peace and to putting an end to the coup and to the suffering of the Yemeni people, as well as rebuilding State institutions and a new federal Yemen. In that regard, the Yemeni Government has participated in all relevant talks and made many concessions in order to reach a political solution that meets the aspirations of the Yemeni people in terms of security, stability and peace. We call upon the Security Council and the international community to monitor the violations that Houthi militias continue to commit in an attempt to create obstacles to what was agreed upon in Sweden. During the past four weeks since the entry into force of the ceasefire agreement on 18 December 2018, violations by the Houthi militias, supported by Iran, numbered 573 up until 14 January, claiming the lives of 41 martyrs and resulting in 396 persons being injured. The Government of Yemen calls upon the Security Council to shoulder its responsibilities and condemn such violations in the strongest terms, as they jeopardize the implementation of the Stockholm Agreement.   15. International efforts to reweave the fabric of Yemeni society must not be undermined. Lasting peace in Yemen requires an end to the illegal coup d'etat against legality, national consensus and the political process as a whole, during which national institutions were taken hostage. Achieving lasting peace depends on the agreed terms of reference and the relevant Security Council resolutions, in particular resolution 2216 (2015). That resolution stipulates, inter alia, the withdrawal of Houthi militias from all cities and State institutions, the laying down of their arms and preventing the Houthi militias backed by Iran from ignoring the Council's resolutions and blackmailing the international community with the aim of prolonging the war and increasing the suffering of the Yemeni people.

Those militias also detained an assistance convoy sent by the Yemeni Government, in agreement with the Houthi militias and overseen and organized by General Cammaert, Chair of the Redeployment Coordination Committee, as well as in accordance with confidence-building measures and Stockholm Agreement. At the last minute, those militias aborted the agreement, in total disregard for the lives of the Yemeni people who are suffering because of the war imposed on them by those militias.   17. Their overall cargo was 25,050 tons of food supplies, 25,980 tons of diesel oil and 9,025 tons of oil. Houthi militias also bombed a garage containing four aid trucks transporting assistance provided by the King Salman Humanitarian Aid and Relief Centre, which had been headed for Al-Bayda governorate. Those militias also set fire to WFP depots, burned more than 4,000 tons of wheat in Al-Hudaydah and attacked WFP warehouses four times in several areas of the governorate. They used neighbouring buildings as military barracks, as made clear in the letter from the Executive Director of the WFP dated 28 December 2018.

During that same period, the militias plundered and seized 697 relief trucks on the road that connects the governorates of Al-Hudaydah, Sana'a, Ibb, Taiz, Hajjah and Dhamar and in other militia-controlled governorates. The most recent incident involved the seizing on 29 December 2018 of a 32 ton-truck in Al-Hudaydah port that had been headed for Sana'a governorate. The militias contravened the agreement in relation to permitting that truck to pass through which was made in the presence of the Chair of the Redeployment Coordination Committee. In October 2018, Houthi militias seized 51 tons of wheat provided by the WFP, which would have fed more than 3.7 million people for over four months. The seizure of the last four rescue ships and oil tankers by the Houthi militias in Al-Hudaydah and Saleef ports occurred in September 2018.

  19. On 5 January, the militias seized 72 relief trucks of the World Food Programme (WFP) headed for Ibb governorate. The Yemeni Government called on the United Nations to intervene urgently and exert pressure on the Houthi militias to immediately release the trucks and to condemn those barbaric acts, which have aggravated the situation in militia-controlled areas and contributed to the suffering of the Yemeni people. The militias also seized more than 88 rescue and commercial ships as well as oil tankers, preventing them from entering Al-Hudaydah and Saleef ports in Al-Hudaydah governorate between May 2015 and December 2018, from which 34 ships were seized for more than six months, to the point where their cargo had spoiled.

  20. The Stockholm Agreement is clear and straightforward. It cannot be reinterpreted, especially concerning the confirmation that the responsibility to maintain security in the ports and the city of Al-Hudaydah rests on local security forces, in accordance with Yemeni law. The appropriate judicial processes therefore need to be respected. International law, the Charter of the United Nations and Yemeni law all recognize just one Yemeni Government, which is the legitimate Government headed by President Hadi. That Government is responsible for local forces, local authority and the institutions of the Yemeni State. However, the Houthi militias are not satisfied with just carrying out violations, but rather they are seeking to impede humanitarian action.

The Houthi militias are not satisfied with just hampering the withdrawal from the ports and city of Al-Hudaydah, but over the past three weeks have set up 109 new earthen barriers and dug 51 additional trenches, which have made the movement of the citizens in the city more difficult while also impeding relief assistance. The Yemeni Government reiterates its support for the Chair of the RCC to fully carry out his role, namely, to implement the Stockholm Agreement on Al-Hudaydah, in line with the agreed upon provisions. The redeployment concept is clear pursuant to the Stockholm Agreement and resolution 2451 (2018). The Yemeni Government stresses that any delays or any extension of the timeline stipulated in the Agreement should not be permitted as a tactic of the Houthi militias that want to hinder the implementation of the Agreement.

Since the ceasefire was announced on 18 December, the Houthi militias have continued to carry out ongoing violations of the ceasefire agreement and the redeployment agreement in the city of Al-Hudaydah. Up until 7 January, there were 434 such violations, leading to major losses, the killing of 33 martyrs and injuries to 263 persons. Snipers have been used, as have mortar fire and medium-range ballistic missiles. Those violations can no longer be considered individual acts. They were surely systematic provocations by the Houthi leaders who want to undermine the Stockholm Agreement.

Those proposals included the reopening of Sana'a airport for domestic flights through Aden International Airport, as well as proposals pertaining to the support of its financial institutions and the Central Bank of Yemen in Aden in order to enable it to pay the salaries of all civil servants in accordance with the December 2014 payrolls. In conclusion, the outcome of the consultations held in Sweden is a serious step towards building trust. It bodes well for achieving peace, which is awaited by the great people of Yemen. Based on our national responsibilities towards our citizens, the Government of Yemen has attached great importance and priority to the humanitarian issue over the past four years, including launching its decentralization relief and humanitarian programme.   36. Fourthly, freedom of trade and the movement must be allowed for commodities and money transfers among various governorates and bank branches and traders. Fifthly, exports of oil derivatives must resume, including ensuring their safe passage from areas that are under the control of the coup militias. Sixthly, coup militias must be stopped from interfering in the trade in oil derivatives and stop promoting the black market, especially when those militias sell at 150 per cent more than the regular prices, which worsens the deterioration of the humanitarian situation and the suffering of the citizens and could lead to the collapse of the local currency. Seventhly, all international organizations working in Yemen or supporting it must make all their financial transactions through the Central Bank of Yemen.

First, the relevant State institutions must be allowed to undertake their independent national duties and shoulder their responsibilities to safeguard the humanitarian and economic situations, especially the Yemeni Central Bank, the Ministry of Finance and all other affiliated institutions. Secondly, coup militias must be stopped from carrying out practices that terrorize traders, banks and bankers. That will enhance the ability of the Government to shoulder its responsibilities, particularly to pay salaries and improve the humanitarian situation. The Government cannot undertake its economic and humanitarian responsibilities throughout Yemen without the support of the international community in all areas, or do so without compelling the coup militias to cease their activities and measures that lead only to further humanitarian and economic deterioration in Yemen. Hence, the following should be implemented.

Fifth, we have restored and regularized the payment of pensions in all governorates by the legitimate Government, despite the fact that the coup militias have confiscated the balances of different pension funds and institutions from the Central Bank in Sana'a. Sixth, we have established an integrated system of procedures and execution plans on promoting State resources and rationalizing expenses to ensure the sustained and organized payment of salaries for civil servants all over the country. Seventh, we are coordinating intensively with our brothers in the Kingdom of Saudi Arabia to implement reconstruction and development programmes in Yemen.

Third, we have provided financial and banking services and the necessary foreign currency to import basic foodstuffs to all Yemeni governorates at adequate prices, which are lower than the prices on the black market. That led to the availability of commodities in all governorates at reduced prices by all traders, as a result of the efforts of the legitimate Government to promote food security and restore its normalcy throughout the governorates. Fourth, we have curbed the use of petroleum products and derivatives to finance armed groups and undertake money laundering, while reactivating the monitoring and regulating mechanisms to help achieve peace, enhance State institutions and promote our national economy.

  41. First, we succeeded in halting the economic breakdown and bringing about relative stability to the local currency, by promoting its value against foreign currencies. The exchange rate of the Yemeni Rial against the dollar moved from 840 rials to the dollar to approximately 450 rials recently. Second, we restored a large part of cash and commercial transactions from the black market to the formal banking sector, which is committed to the international requirements and standards of transparency and combating the financing of terrorism and money laundering, especially after the Houthi militias used such money during the previous period in the black market in order to finance their activities after they took control of the Central Bank in Sana'a in 2015.

The international community must bring further pressure to bear on the Iranian regime so as to alleviate the suffering of the Iranian people and harness its resources for the prosperity of its people, instead of leveraging support for terrorist groups and its proxies in the region. The Government of Yemen undertook a number of measures to face the economic breakdown and deterioration of its currency, as well as to restore the Yemeni economy from the black market to the formal banking system. It also undertook measures to manage and regulate the demand on foreign currency. The most important results from the package of decisions and measures undertaken by the Government are as follows.

We recently heard members of the Security Council and the international community in this Chamber express their deep concern for the continued Iranian support to the Houthi militias, including supplying them with missiles and weapons, in clear violation of international resolutions, especially resolutions 2216 (2015) and 2231 (2015). Iran continues to destabilize the region through its Houthi proxies and Hizbullah in Lebanon and other countries of the region. The Iranian regime will not succeed with that policy, and Yemenis will not accept such a policy of destabilizing security and stability. Iran must end its malice and stop interfering in the internal affairs of my country.

His Excellency President Abdrabuh Mansour Hadi of the Republic of Yemen emphasized that the Yemeni Government is ready to participate anywhere and anytime in any future peace consultations, on the condition that the Houthi militias actually implement what was in Sweden. We had also hoped to reach agreement on the remaining issues, such as taking confidence-building measures concerning the opening of Sana'a airport, ending the siege on the city of Taiz and reaching an economic agreement. However, the intransigence of the Houthis, backed by Iran, and their insistence on continuing the suffering of the Yemeni people have squandered our hope.

We will seize any serious opportunity to bring about real, just, comprehensive and sustainable peace, based on the three terms of reference agreed upon, namely, the Gulf Initiative and its Implementation Mechanism, the outcomes of the National Dialogue Conference and the relevant Security Council resolutions, in particular resolution 2216 (2015). The Government of Yemen reaffirms that it will continue its sincere efforts to reach peaceful solutions that put an end to the coup d'e'tat, restore the legitimate State institutions and resume the political process from where it was stopped before the coup.

Their efforts facilitated the holding and success of that round of consultations, as well as reaching an agreement to put an end to the suffering of hostages, prisoners, detainees and those who have been missing and forcefully disappeared or abducted. The return of those people will ensure smiles on the faces of their mothers, children and parents. In addition, the efforts made have led to an agreement on the withdrawal from the port city of Al-Hudaydah and the declaration of understanding on Taiz. The Government of Yemen has made many concessions to end the suffering, which continues to burden the living conscience of everyone. We have said time and again that we stand ready to go all the way to bring peace to Yemen, because we are the ones most keen to end the suffering of our people.

  47. We have signed more than 75 agreements with those militias since the start of their aggression, which has been sponsored by Iran for four years. They did not implement their side of the agreements. We look forward to the United Nations shouldering its responsibility for implementing the agreements. What was recently agreed upon with the Houthis will remain a dead letter until implemented on the ground. That would then reflect their sincere intentions and pave the way towards further positive steps on other matters. In that regard, we highly appreciate the efforts made by Special Envoy Griffiths and his team, as well as the countries sponsoring the political process in Yemen, particularly our brothers in the Kingdom of Saudi Arabia, the United Arab Emirates, the State of Kuwait and the Sultanate of Oman.

I would also like to express my sincere thanks and appreciation to Secretary-General Antonio Guterres for his personal commitment to, and interest in, supporting the efforts at bringing peace to Yemen, as well as for attending the final consultations in Sweden. We have come to this meeting today filled with great hope and optimism thanks to what was achieved in the consultations that concluded yesterday in Sweden, which focused on confidence-building measures. Although we had greater hopes to bring to an end to everything causing the suffering of the Yemeni people, we remain cautious due to our previous experiences, especially as the Houthi militias have not only shown a lack of commitment to previous agreements but have in fact turned against them every time.
