What can one expect from militias that steal food intended for women and children? What can one expect from rebels who are prepared to divert humanitarian assistance, resulting in the subjugation or death of Yemenis? Those militias do not believe in dialogue but pursue their own sectarian agenda. They want to sow division within Yemeni society. We must send strong and clear messages calling for an end to such violations and despicable endeavours.

  2. That has led to the further depreciation of the national currency and paved the way for speculative practices, which further undermine the economy and the currency. They blame the Government for that while they are responsible for the suffering of the Yemeni people. They impede humanitarian workers and humanitarian convoys. We call on the international community and the Security Council to put an end to those violations so as to enable humanitarian organizations to identify and reach those in need by providing them with the necessary food assistance. The international community and the Security Council must also take steps to ensure that international standards for the delivery of humanitarian assistance are respected.

  3. The Government is committed to paying the salaries and pensions of all civil servants across the country, including in Houthi-controlled areas and in Al-Hudaydah. The Houthi militias refuse to hand over the income from areas they control to the Central Bank in Aden or its branch in Al-Hudaydah. We call on the international community, sisterly and friendly countries and international organizations to provide the necessary support to the Yemeni people in these dire circumstances so that they can rebuild their State and restore their legitimate institutions. The insurgent Houthi rebels insist on exploiting the economic situation and the people's needs in the areas under their control to destroy the national economy and to put pressure on all financial institutions and professional associations by using arms.

  4. Since the Special Envoy's mandate was first entrusted to him, his priority has always been to build trust among the parties to the Stockholm Agreement. However, the Houthis have failed to implement the Agreement for more than six months. Peace and the implementation of agreements are not a priority of the Houthi militias, which seek only to kill or control Yemenis, achieve their own sectarian agenda and implement the Iranian plan to destabilize the region. The Yemeni Government is making every effort to revitalize the economic situation, improve the livelihoods of the Yemeni people and provide them with the necessary support and services, despite the many obstacles facing it as a result of the coup by the armed Houthi militias.

The militia leaders have strengthened their military positions in the three ports of Saleef, Ras Isa and Al-Hudaydah in order to control the ports, deceive the international community and the Council, undermine the peace process, gain time and prolong the suffering of the Yemeni people. Those who work in the ports and the militia supporters there repeat the Houthi and Iranian slogans. We underscore the importance of putting pressure on the Houthi militias to open the city roads and remove obstacles in order to facilitate the work of the RCC. Any wrongdoing will lead to a wrong outcome, and any unilateral action that does not comply with the tripartite mechanism and include the participation of the Yemeni Government is not acceptable and will not lead to peace or build confidence.

Any upcoming consultations will be meaningless and futile unless all provisions of the Stockholm Agreement are implemented. Any step that ignores this tripartite mechanism does not help to build confidence or ensure the peace process, and also fails to respect the legal tracks and remove all obstacles and impediments to the security and administrative institutions performing their tasks in accordance with the Yemeni law, the spirit and letter of the Stockholm Agreement and the relevant Security Council resolutions, in particular resolution 2216 (2015), on the situation in Yemen. We welcome the visit by Ms. DiCarlo, Under- Secretary-General for Political and Peacebuilding Affairs, who met with the President of the Republic on 10 June. We also welcome the commitment of the Secretary-General to a political solution in Yemen and to fully implementing the Stockholm Agreement before the next consultations.

It is essential that we comply with the agreed terms of reference, agreements and the implementation of the concept of operations that governs the redeployment phases, while promoting the tripartite Verification and Inspection Mechanism, as emphasized by His Excellency Abdrabuh Mansour Hadi Mansour, the President of the Republic, in order to address security issues. As the United Nations strives to implement the Hudaydah agreement, the Government of Yemen stresses the importance of implementing all aspects of the Stockholm Agreement, specifically with regard to prisoners, detainees and forcibly kidnapped or disappeared persons, as well as those still under house arrest, in addition to lifting the blockade on the city of Taiz. Since the beginning of the talks, the Government of Yemen has extended all possible assistance to the Special Envoys of the Secretary-General, with the goal of allowing them to succeed in their efforts towards reaching a comprehensive political solution. I would also like to congratulate the State of Kuwait for successfully presiding over the Security Council high-level meeting this month - led by the Deputy Prime Minister and Minister for Foreign Affairs of Kuwait (see S/PV.8548) 4 during which the Council unanimously adopted a presidential statement on cooperation between the Council and the League of Arab States (S/PRST/2019/5). The Government of Yemen has expressed its full commitment to positively cooperate with the Secretary- General through his Special Envoy for Yemen.

I would like to note that the Yemeni Government has appealed to the Secretary-General regarding the bad situation of the floating oil tanker FSO SAFER in Ras Isa port, which contains 1.14 million barrels of crude oil and could cause a terrible environmental disaster in the Red Sea. The Yemeni Government asked the United Nations to help it in assessing the situation of that oil tanker and to do the necessary maintenance work on it in order to prevent any oil leak.

  17. The Yemeni Government has warned the militias over continuing their abhorrent policies, which prevent targeted people from having access to medicines and medical convoys. The Human Rights Watch report of 9 May also states that the Houthi militias were responsible for horrible explosions in the residential areas of Sawan in Sana'a governorate on 7 April, taking the lives of 15 pupils in neighbourhood schools and injuring more than 100 people, including 45 children. The Houthi militias must also stop confiscating and looting humanitarian aid, targeting humanitarian workers and forcing international organizations to pay customs duties on products that are exempt from such duties by law. Since the signing of the Stockholm agreements, the Ministry of Human Rights has documented the confiscation and looting of 415 trucks containing humanitarian aid, medicines and oil products. In addition, those militias carry out attacks against World Food Programme supplies and the Red Sea Mills, shelling them on 9 May, at a time when millions of Yemenis are suffering from severe malnutrition. The World Health Organization report of 7 May mentions the cholera epidemic, particularly in Houthi- controlled areas.

  19. It is an issue that has a great impact on alleviating the suffering of the Yemeni people, particularly during the sacred month of Ramadan. It will also provide relief to thousands of Yemeni families in which the parents have been separated from their children, as asserted by the President of the Republic in his recent letter to the Secretary-General.   20. The militias also monitor the private sector and use it to serve their narrow interests and fund their war efforts. Those militias have also fomented an oil crisis in the areas under their control in order to promote black market activities and increase oil prices, despite the fact that nine tankers transporting such products have transited through Al-Hudaydah port since the second half of April. We call upon the Council to exert pressure on the Houthi coup militias in order to implement the agreement to exchange prisoners, detainees, the disappeared and those under house arrest, in accordance with the principle of all-for-all that we agreed upon before Stockholm discussions. In order to save the education sector and those who seek to expand their knowledge even while they remain in the destructive grasp of the militias, the Government recently paid 50 per cent of the salaries of university teachers in the zones controlled by the Houthis. The Houthi militias are spreading extremism and sectarianism while the fighting financial institutions that are cooperating with the Central Bank in Aden to make it seem as if the legitimate Government is responsible for the crumbling of the economic and humanitarian situation in Yemen. They also continue to politicize humanitarian action so as to expand the financing of their own war and build their economic networks by collapsing the value of the national currency, obstructing trade movement, transferring goods and money, and carrying out terrorist acts and arrests.

  22. The preferred environment of those militias is that of war and instability. Two oil-pumping stations in the [Kingdom of Saudi Arabia were the targets of terrorist attacks yesterday carried out by drones associated with the Houthi militias, supported and encouraged directly by Iran. The Republic of Yemen strongly condemns such terrorist attacks, which threaten regional security and stability as well as international peace and security. They are part of a terrorist act to destabilize and sow chaos in the region. The Yemeni Government is making every effort to alleviate the economic and humanitarian suffering of our people. In that regard, we are paying the salaries of all civil servants in all governorates of the Republic.

  23. The Yemeni Government has tried to end the war by various means. We have shown the greatest flexibility in implementing Stockholm Agreement by following the directives of President of the Republic Mansour Hadi. We have fully supported the efforts of the Special Envoy and accepted all proposals and plans put forward by Lieutenant General Lollesgaard to achieve peace and bring an end to the humanitarian suffering of our people. However, this desire on the part of our Government has been met with stubbornness and prevarication. The militias have pursued their escalation and refuse to join the peace process.   24. The United Nations has to implement agreements and to refute such fallacious arguments. The Yemeni Government calls for a return to the process provided for in the Agreement, in accordance with the agreed concepts. The Houthi militias reject peace opportunities and want to prolong the war and increase the suffering of the Yemeni people. That would confirm what the Yemeni Government has said many times - that the militias are not serious in their acceptance of peace and the efforts of the United Nations and the Security Council. The decisions they take are no longer their own. Those militias have become puppets in the hands of the Iranian mullahs and regime, which are trying to promote their own sectarian interests in Yemen and the region while blackmailing the international community in order to evade the sanctions imposed on them.

The Houthi militias have tried to avoid implementing first phase of the concept of operations presented by Lieutenant General Lollesgaard, the Chair of the Redeployment Coordination Committee, which was approved by the Yemeni Government and the Houthi militias. It defines the redeployment mechanisms, distances, zones and maps, as well as the roles of the joint control monitoring committees and the verification mechanisms, along with every logistical and technical detail. The Houthi militias try to implement the Agreement in a way that deviates from the concept of operations and through unilateral action that departs from all previous agreements in an attempt to implement the Agreement according to their own vision, which is not based on any terms of reference and understandings.

Before beginning any discussion on any upcoming steps, the Government also reaffirms its right to monitor withdrawals, pursuant to the relevant Security Council resolutions and through the Redeployment Coordination Committee. It is not enough for the Chair of the Committee to provide a summary report of what is happening. We underscore the fact that any attempt by the Houthi militias to withdraw from the ports without any supervision, monitoring and approval by the Committee and its three parties would be a violation of agreements reached in recent months and would undermine the efforts of the international community. This would be a free service offered to the militias, which will not hesitate to repeat their masquerade of unilateral withdrawal, as happened on 30 December 2018 in the port of Al-Hudaydah.

Those militias have opened up new war fronts and pushed their followers into their barbaric war against the Yemeni people, without realizing that the illusions which they are trying to create will vanish and explode in the faces of those who believe that they, with Iran's assistance, can make our people yield and break their determination. This armed group forces girls to be recruited while taking advantage of their humanitarian circumstances. I want to reaffirm once again and to add to what Mr. Lowcock said about the Visa issue. The Yemeni Government has demonstrated its willingness to cooperate with the United Nations and its agencies by issuing visas through all its embassies throughout the world without delay or hindrance. The Government is working with the country team to implement that plan.   39. All of that demonstrates that the Houthi militias do not have a sincere desire to implement Stockholm Agreement. Instead, they are exploiting time, misleading the Council and deceiving the international community. The Houthis are not only creating obstacles to the Al-Hudaydah agreement, but are also refusing to implement the agreement concerning the release of prisoners, arbitrarily arrested detainees, the forcibly disappeared and those who are under house arrest. That was the only agreement which was reached before the round of negotiations in Sweden. The Houthi militias are trying to manipulate the agreement, which calls for the release of everyone, in order to make gains to the detriment of those who and their families are suffering. There can be no political bargaining on this humanitarian issue.

  40. The number of Violations committed by the Houthi militias since 18 December 2018 has surpassed 3,047. They have sought to provoke the national army forces and the Arab coalition, claimed numerous victims and caused enormous material damage. In fact, 134 martyrs have fallen and 668 people have been injured, including women and children. The militias continue to intensify their confrontation with the national army forces. They use the territories of Al-Hudaydah governorate to launch their drones and speed boats. They continue to target civilians and public and private facilities and to send more military reinforcements and fortify their defensive sites by planting mines, erecting barricades and digging tunnels. More than 777 tunnels have been dug to date, while the number was 70 in December 2018.

Last week, the Houthi militias targeted the convoy of Lieutenant General Lollesgaard and humanitarian workers preventing them from reaching the Red Sea Mills, which contain 51,000 tons of grains, enough to feed 3.7 million Yemenis for a month. That could allow the grain stocks to rot. I agree with the representative of the United Kingdom in asking Mr. Lowcock: Who is preventing United Nations agencies and World Food Programme from reaching the Red Sea Mills? The Yemeni Government is always ready to cooperate with the United Nations and its agencies, including the World Food Programme, in order to facilitate access to the Mills and make sure that humanitarian assistance arrives to the safe areas that are under the control of the Yemeni Government.

On the other side, members of the Government team risk their lives to participate in the meetings that are convened by Lieutenant General Lollesgaard in areas under the control of the Houthi militias in order to facilitate the work of the United Nations mission and support its efforts to carry out withdrawals and execute redeployment. The militias target the sites of the joint meetings with the Chair of the Committee by launching mortar shells, drones and Katyusha rockets against them. That is a flagrant Violation of United Nations rules and clear intention to undermine the Al-Hudaydah agreement and the peace process as a whole.

  43. Those militias often send messages to the Council on the eve of its meetings on Yemen, providing verbal acceptance and later refusing to implement on the ground. They go back on their statements by deceiving the international community and the Security Council. The militias hamper the work of the Redeployment Coordination Committee in Al-Hudaydah and prevent any kind of progress. They have repeatedly refused to allow the Chair of the Committee to pass through and meet with the Government team in regions under the Yemeni Government's control.

  44. The Government of Yemen has worked constructively with the United Nations, through its Special Envoy for Yemen, Mr. Martin Griffiths. We have supported all the redeployment and withdrawal plans, including the plan presented by Lieutenant General Michael Lollesgaard on 18 February, which has two phases. We agreed to begin implementing the first phase by taking measures and actions to resolve security- related issues. His Excellency President Abdrabuh Mansour Hadi, during a meeting with the Special Envoy at a time when the Houthi militias had rejected the redeployment, presented his vision for addressing the security issues, including the establishment of a joint tripartite mechanism. That proposal was approved by the Special Envoy and Lieutenant General Lollesgaard. However, the Houthi militias rejected it.

This would be a positive step towards achieving lasting peace based on the agreed terms of reference, namely, the Gulf Cooperation Council Initiative and its Implementation Mechanism, the outcome of the comprehensive National Dialogue Conference and Security Council resolutions, in particular resolution 2216 (2015), with a View to relieving the suffering of the Yemeni people and ensuring that humanitarian assistance reaches those who are starving, ill or suffer from cholera. This disease has resulted in the death of hundreds of our people because the Houthi militias refuse to allow the delivery of vaccines to the areas affected. I would have liked to hear Mr. Lowcock refer to this issue, which has caused an increase in the number of deaths resulting from cholera, which is spreading in areas controlled by the Houthi militias.

Nonetheless, the armed Houthi militias, supported and pushed by Iran, have deliberately worked to ensure the failure of the negotiations and to undermine prospects for peace through their rejection of what was agreed upon by the most recent Stockholm Agreement. More than four months have elapsed without the slightest progress in the implementation of the Stockholm Agreement because the Houthi militias refuse to work towards peace, while using delaying tactics accompanied by arrogance, in order to benefit from the suffering of the Yemeni people and achieve political and military gains so as to implement their sectarian and dynastic projects. During this period, the Government of Yemen has shown a great deal of patience and flexibility, as have our brothers in the coalition, with a View to implementing the Stockholm Agreement.

Mr. Al-Saadi (Yemen) (spoke in Arabic): I would like first of all to congratulate you, Mr. President, on your assumption of the presidency of the Council for this month and to wish you and the delegation of friendly Germany every success. The people of Yemen aspire to peace, security and stability. The need for peace has been repeatedly underscored by President of the Republic Abdrabuh Mansour Hadi Mansour, in particular in his most recent speech before Parliament, which convened in Hadhramaut governorate last Saturday. In this regard, the Yemeni Government has made major efforts to arrive at a lasting peace. To that noble end we participated in many rounds of negotiations under the auspices of the United Nations.

  48. We once again call on sisterly and friendly donor countries, as well as international organizations, to provide greater support and honour their obligations. In that regard, we would like to thank the Kingdom of Saudi Arabia, the United Arab Emirates, the State of Kuwait, the United States and the United Kingdom for their generous support, which is helping to alleviate human suffering in Yemen in the wake of the armed Houthi militias' coup. Today we are at a critical juncture that requires the Security Council to shoulder its responsibilities in order to preserve the significant momentum created in Stockholm and to condemn the party that wants only to see our efforts fail. The Yemeni Government intends to adopt this year's budget, finance the deficit and pay the wages of all civil servants as soon as Government revenues have been collected, including in the regions under the control of the Houthi militias. We are working to find ways to finance the deficit. We hope that the international community will help us in that endeavour so that we can honour our obligations to our citizens. We call on the international community to support our efforts to stabilize the exchange rate and improve the economic situation so that we can alleviate the suffering of the Yemeni people. The Yemeni Government also welcomes the holding ofthe high-level conference to finance the 2019 humanitarian response plan for Yemen, to be held in Geneva on 26 February.

The Government has made efforts and taken measures in that connection, notwithstanding the militias, which are exploiting the resources of our national economy in regions they control in order to finance their destructive activities, prolong the suffering of the Yemeni people and further degrade the situation in those regions. Government efforts have led to positive results, such as the payment of monthly pensions to retirees and salaries to civil servants in Al-Hudaydah governorate, as well as to those working in the education and health sectors. The prices for commodities, such as oil and fuel, have stabilized in regions under the control of the Yemeni Government, in addition to improvements in health, educational and electricity services.
