That is our collective international responsibility until we find a just solution to the Palestinian refugee issue within the framework of a comprehensive solution and in accordance with the Arab Peace Initiative and the relevant international resolutions, first and foremost General Assembly resolution 194 (III) of 1948. We reaffirm that there can be no military solution to the crisis in Syria. In that regard, we call on all fraternal and friendly States to vote in favour of extending the mandate of UNWRA and to work to meet its financial needs and maintain its role and mandate until a just solution is achieved with regard to the Palestinian refugee issue, in accordance with international law and in a manner that guarantees refugees the right of return and compensation. However, Israel's daily actions, which include violations of the rights of the Palestinian people, illegal settlement activities and the confiscation of property and attacks on Islamic and Christian holy sites, undermine any chance of achieving peace in accordance with a two-State solution, which is the only path to just and comprehensive peace. Israel's continued violation of resolutions of international legitimacy and its persistent occupation, oppression and repression will neither achieve peace and development in our region, nor will it guarantee security or stability. Next month, the General Assembly's Special Political and Decolonization Committee will consider its agenda item on the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNWRA).

That is the land where prophets have walked and where generations of Muslims, Christians and Jews have sought to live in obedience to God, teaching their children compassion, mercy and respect for others. Segregation, forced displacement, violence and mistrust do not belong in that Holy Land." (A/74/PV3, p. 39) Based on our strong belief in those principles, the Hashemite Kingdom of Jordan continues to strive to protect Jerusalem and its holy sites - both Islamic and Christian - and to preserve its Arab, Islamic and Christian identity, as well as its legal and historical status. In his speech before the General Assembly at its seventy-fourth session, His Majesty King Abdullah II ibn Al Hussein, who is the custodian of Islamic and Christian holy sites in Jerusalem, stated the following: "It is a terrible irony that a land holy to three faiths that share the great commandment to love one's neighbour should ever be a place of conflict.

  7. My country hosts 1.3 million Syrian brothers and sisters. Despite the fact that the capacity of the Kingdom has been exceeded, we spare no effort in responding to the needs of the refugees and assisting them, notwithstanding the resulting enormous pressure on our national economy. In that regard, we reiterate that the refugee crisis is an international responsibility and therefore requires a collective solution. International aid to date has not been commensurate with all the needs of the refugees and host communities, for whom we need a more coordinated effort. The Hashemite Kingdom of Jordan encourages the voluntary return of Syrian refugees to their homes.

We also welcome the announcement by the United Nations of the agreement reached by all parties regarding the formation of the Constitutional Committee, which will launch the political process (see S/2019/775, annex). This is a positive and long-awaited step to which all relevant parties contributed and merits success. That requires cooperative efforts so as to build on the agreement rapidly and effectively in order to reach a comprehensive solution to the crisis that is acceptable to Syrians and that will restore security, stability and unity to Syria and free the country of terrorist gangs, while creating a climate conducive to the voluntary, safe and dignified return of refugees. All the aforementioned also requires greater efforts ensure the necessary funding so as to restore stability throughout the Syrian territory.

We have worked with the international community to find a peaceful solution that would spare Syria and its people destruction and displacement, put an end to the humanitarian repercussions and mitigate the suffering of the fraternal Syrian people. Jordan will continue to support all efforts to achieve a political solution of the Syrian crisis, in line with resolution 2254 (2015), by engaging positively with the international community both through our membership of the small group and as an observer to the Astana meetings. In that regard, I express my appreciation for his ongoing tireless efforts to reach a political solution to the Syrian crisis, which culminated recently in the announcement of the formation of the Constitutional Committee. We express our categorical rejection of settlement policies in the occupied Palestinian territories, including East Jerusalem, which include the construction of settlements and the expansion of existing settlements, the policy of land confiscation and demolition, the expulsion of residents and the construction of surrounding roads, as well as other policies and measures aimed at forcibly displacing residents. That represents a flagrant violation of international law and Security Council resolutions. We call on the Israeli authorities to immediately cease those practices, which deepen despair, increase tension and have a fundamental impact on the two-State solution. The Syrian crisis has now entered its ninth year.

In that context, I would like to extend my sincere thanks to all of the countries that participated in UNRWA's pledging conference, held last month, for their continued political and financial support for the Agency. That support sends the message to millions of Palestinian refugees that the international community will continue to fight for them until a just and fair solution is reached. The adoption of resolution 2334 (2016) reflected the international community's condemnation of all Israeli settlement activities. The issue of Palestinian refugees is one of the final-status issues to be dealt with within the framework of a comprehensive solution, in accordance with the Arab Peace Initiative and resolutions of international legitimacy, the most prominent of which is General Assembly resolution 194 (III), and in a manner that guarantees refugees the right to return and receive reparations. Until such action is taken, it is essential that the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) continue to provide basic services to more than 5 million Palestinian refugees in order to guarantee them a decent standard of living.

  16. We condemn the opening by the occupying Israeli authorities of the so-called Pilgrims Road in the village of Silwan, which leads to the holy sanctuary of Al-Aqsa Mosque. We caution against those irresponsible and illegal measures that are increasing tension. We express our categorical rejection of all Israeli attempts to change the identity of the Old City of Jerusalem, in particular the Al-Aqsa Mosque and its adjacent sites. Such Israeli practices constitute a flagrant violation of international law and international humanitarian law and are in continued violation of UNESCO's resolutions calling for the cessation of all illegal Israeli excavations in the Old City of Jerusalem which are in clear contradiction of international norms.

That occupation is a source of conflict and violence that will continue to grow if the Palestinians do not enjoy their legitimate right to freedom and statehood, with East Jerusalem as their capital. Jordan is continuing its efforts to protect Jerusalem and its Islamic and Christian holy sites by continuing its custodianship. His Majesty King Abdullah II ibn Al Hussein is devoting all of the Kingdom's available resources to preserving the Christian, Islamic and Arab identity of holy sites and their historical and legal status quo. We recall here that Jerusalem is the basis for peace. Compromising Jerusalem and its holy sites therefore constitutes a threat to international peace and security.

Jordan and New Zealand recently co-chaired a meeting of the Christchurch Call to Action to Eliminate Terrorist and Violent Extremist Content Online, with the participation of major global technological and Internet companies, to raise awareness of the threat created by the spread through social media of Obscurantist ideologies in societies and countries. At the same time, we are seeing the ongoing Violation of every fundamental human right in the occupied Palestinian territories, accompanied by Israeli violations of the principles of the Universal Declaration of Human Rights and norms of international humanitarian law.

  21. Obscurantist and extremist ideologies have fuelled destructive conflicts all over the world, particularly in the Middle East. Jordan has therefore implemented a number of global initiatives aimed at prevention, with the goal of confronting erroneous ideologies promoted by terrorist groups against the Islamic faith. We have also worked hard to spread a culture of harmony and coexistence in the region and internationally, as well as introducing the youth, peace and security agenda in the Security Council with a View to immunizing and empowering young people.

  22. Jordan has been participating in peacekeeping operations under the umbrella of the United Nations all over the world for decades. More than 100,000 male and female Jordanians have participated in peacekeeping operations and have provided protection to civilians amid difficult and complicated circumstances. For example, Jordan has run a number of field hospitals in Iraq, the West Bank, the Democratic Republic of the Congo, Liberia, Ethiopia and other countries. The Jordanian military field hospital in Gaza has continued to help civilians through the provision of treatment and medical services and has provided services to more than 2.5 million patients since its creation in 2009. The third pillar is related to combating terrorism and violent extremism.

  23. We have also cooperated with the United Nations in order to bring essential humanitarian assistance to the needy through our borders. We have implemented projects aimed at building the capacities and resilience of local communities hosting Syrian refugees by creating and providing work opportunities for them and for the refugees, with a view to strengthening their resistance to crises. Jordan has also provided a wide range of educational, health and legal services, as well as mechanisms for protecting refugee women, girls and children from physical and sexual Violence in the camps, because we fully believe in a zero-tolerance policy on sexual exploitation and abuse.   24. I would like to briefly mention the three fundamental pillars of Jordan's humanitarian role in providing protection, security and safety for civilians in armed conflicts. The first pillar is in regard to refugees. The crises and wars that the Middle East continues to endure have had repercussions for our country. In the past few decades we have hosted waves of refugees who found safe haven in Jordan for themselves, their families and children until their voluntary, safe and dignified return to their countries could be assured. The Government has cooperated with international donors to improve the infrastructure of refugee camps by providing roads, crossings, sanitation networks and education, food, medicine and health services, despite the scarcity of resources and economic challenges in Jordan.

The acts of Violence being perpetrated around the world, and the scourge of war in many of its regions, accompanied by gross violations of international humanitarian law, require concerted international efforts to support the protection of civilians in armed conflicts. Over the past 20 years we have witnessed positive developments on the Security Council's agenda in that regard. However, despite such developments, civilians still constitute the vast majority of the victims of armed conflict. Notwithstanding these challenges, Jordan has always been an advocate for peace and an effective mediator in establishing peace and security, not just in our region but all over the world.

I wish to recall Jordan's pledge during the latest Peacekeeping Ministerial at the end of March to provide a mechanized infantry battalion, a special operations unit, a level-II field hospital and a protection unit, in addition to the resources we have already provided. We look forward to the Jordanian police unit beginning its work in the near future, having been selected to participate in the United Nations Interim Security Force for Abyei. We also look forward to reviving our participation in peacekeeping operations, which has been limited over the past few years owing to the situation in the Middle East. In conclusion, I can only ask for God's mercy for those peacekeeping martyrs who have sacrificed their lives for a world of peace and security.

The Hashemite Kingdom of Jordan is committed to implementing its action plan for women and its priorities with a view to increasing the participation of women in peacekeeping operations at all levels. The Jordanian Armed Forces - Arab Army - managed to increase the number of women observers and staff officers to 15 per cent by the end of last year. We reaffirm our continued support for the Secretary-General's efforts regarding a zero-tolerance policy on sexual exploitation and abuse. The Hashemite Kingdom of Jordan will continue to support the efforts of the United Nations to achieve, maintain and build peace at all levels.

The second is directed at the Jordanian Armed Forces and other Arab countries and aims to increase the knowledge and experience of participants in terms of their cultural awareness regarding the customs, traditions and religions of different peoples. At the level of peacekeeping policing, Jordan's General Security Directorate decided in 2015 to establish a Department of Peacekeeping Operations, which includes the Police Training Institute for Peacekeeping Operation, in order to provide participants with advanced policing skills, in line with the highest international standards. Through development and restructuring, Jordan looks forward to becoming a regional centre for specialized training in peacekeeping and peacebuilding operations.

  30. The Institute has started to provide courses on cultural awareness in 2003, given the importance ofthat topic for the success of peacekeeping missions in different areas of conflict. The courses are divided into two. The first is directed at friendly foreign countries and aims to increase the knowledge and experience of participants in terms of their cultural awareness regarding Arab and Islamic traditions and customs, as well as social, ethnic and family structures, religious aspects, stereotypes, and working with translators and negotiators, taking into account the nature and place of the mission.

As a result of the continuing evolution of the concepts of United Nations mandates and their different nature, Jordan established a National Peace Operations Training Institute in 1996 to train members of the Jordanian Armed Forces of all ranks on peacekeeping operations, as well as training sisterly and friendly troops. From its establishment to the beginning of this year, the Institute has trained 66,000 soldiers from Jordan and other countries. The Institute offers several courses, including mechanisms of action for peacekeeping operations, the protection of civilians and children, disarmament, rehabilitation, international law and humanitarian law, among others.

The Government of the Hashemite Kingdom of Jordan attaches special importance to and greatly supports the Secretary-General's efforts to reform and restructure the Department of Peacekeeping Operations with a view to improving the performance of its missions. Jordan is proud to be among the first countries to support the Secretary-General's Action for Peacekeeping initiative, in line with our country's principles. Based on our vision and the humanitarian role of the Jordanian Armed Forces 4 the Arab Army - and the General Security Apparatus, the Hashemite Kingdom of Jordan has been participating in United Nations peacekeeping operations all over the world for many decades, contributing more than 100,000 men and women. Throughout that period, the Kingdom of Jordan has never hesitated to participate in United Nations missions, despite the difficult tasks and dangerous environments. We are a model example in respect of conduct and discipline, while maintaining high levels of readiness and competence, which have been internationally recognized.

Jordan continues to support Iraq in its counter-terrorism endeavours and will continue to support the country in its reconstruction and stabilization efforts, given Iraq's fundamental role as a pillar of security and stability in the region. Finally, the crises in the region require all of us to show greater levels of cooperation in order to combat common challenges and build a future that our peoples deserve - one that is more secure and stable, that provides our youth with excellent opportunities and prospects, and our societies with sustainable development, and that is full of hope and prosperity.

On the occupied Syrian Golan, it remains our position that it is an occupied Syrian territory, in accordance with all resolutions of international legitimacy, particularly resolution 497 (1981), which was adopted unanimously by the Council. The escalation in Libya must come to an end, which will require a calm and restrained approach. We stress the importance of reaching a political solution and supporting the efforts of the United Nations to overcome the crisis, guarantee security and ensure the stability and territorial integrity of Libya. It is important that we pursue our common global efforts to combat terrorism, obscurantism and extremism. In spite of the defeat of Da'esh in Iraq and Syria, the threat of terrorism has not yet ended and remains a challenge.

Political approaches should be based on the principle of protecting the sisterly country of Syria, preserving its independence and territorial integrity and ensuring the safe and voluntary return of its refugees to their country, cities and villages of origin. That is the objective around which we must all unite. On behalf of the international community, Jordan has hosted its brothers from Syria and shared its available resources with them. We will continue to do so until their safe and voluntary return has been secured. In that regard, I wish to emphasize the need to support the host countries of Syrian refugees, which is a shared responsibility.

  38. We recall the visit of the Secretary- General earlier this month to Jordan, where he met with a group of aspiring UNRWA students in the Al-Baqa'a refugee camp. We support the Secretary-General's call to allow 700 UNRWA schools to continue to provide education to more than 530,000 male and female Palestinian students in its five areas of operation. With regard to the Syrian crisis, we reaffirm Jordan's firm position that a political solution to the crisis must be reached. Syria must recover and restore its role as a cornerstone of stability in the region and a key component of joint Arab action.

  40. We underscore the freedom of entry to or exit from the Al-Aqsa Mosque. We condemn the repeated Israeli violations of the Al-Aqsa Mosque, the latest example of which was its being stormed by hundreds of extremists over the past few days under the protection of the Israeli police and special forces. In that context, I recall the final communiques issued at the Arab-European summit, held in Sharm El-Sheikh in February; the Arab Summit, held in Tunisia in March; the Russian-Arab Cooperation Forum, all of which emphasized the importance of the Hashemite custodianship of Islamic and Christian holy sites in Jerusalem.

  41. Jordan will continue to carry out its national and historical duty to support the Palestinian question which is a first priority for Jordan." The Hashemite historical custodianship of the Muslim and Christian Holy Sites in Jerusalem is a task that was entrusted to us, and we will continue to carry it out to the best of our ability. We stress in that regard that Jordan will fully use its capacities to preserve the current historical and legal status of the Holy Sites and to ensure that Israel, the occupying Power, respects its commitment under international law to guarantee the security of the faithful, so as Jerusalem can remain a symbol of peace and harmony.

  45. As a pioneer among countries that combat terrorism and violent extremism, Jordan seeks to address terrorism and fight violent extremism. It is also keen to protect women and girls from the danger of violent extremism. We stress the key and pivotal role ofwomen in guarding societies against extremism and promoting a culture of peace. We underscore our collective responsibility to establish peace as a priority and to combat all attempts to sow sedition, hatred and sexual violence. In that regard, we underline the importance of ensuring the necessary funding for the implementation of our national, regional and international plans.

  46. The plan is based on four main pillars: participation, protection, assistance and recovery. The plan also meets the strategic goals for armed conflict set out in the 1995 Beijing Declaration, including strengthening the participation of women in operations to prevent conflicts, building and enhancing peace, security and stability, resolving conflicts, decision-making and participating in peacekeeping operations. The national plan also takes into account our Kingdom's commitment to the 2030 Sustainable Development Goals and focuses on the role of youth and men as partners in supporting women's participation and strengthening efforts to prevent and resolve armed conflicts. The plan also reflects Jordan's commitment to respecting human rights and promoting the principles ofjustice, equality and participation.

Furthermore, we have provided a wide range of education, health care and legal services for the protection and empowerment of women and girls, as well as to strengthen their resilience and their ability to adapt. In addition, we have launched job and rehabilitation programmes to allow male and female refugees to earn a livelihood, be rehabilitated and work so that they will be able to return voluntarily and safely to their country and communities. Based on my country's conviction that women play an important role in establishing and building national, regional and international peace and security in line with resolution 1325 (2000), on women and peace and security, the Jordanian National Commission for Women, with the broad participation of civil society actors, launched a 2018-2021 national plan to implement resolution 1325 (2000).

This flow of refugees has put various pressures on the host communities and led to changes in attitude and social behaviour that threaten peace and security in the host communities and the refugee camps. Those changes have had an impact on the situation of women and girls, such as early and forced marriages, sexual and physical Violence and a loss of civil and legal rights. The Hashemite Kingdom of Jordan has tackled those challenges, in coordination with its various institutions, in line with its national assistance plan for the Syrian refugee crisis. To that end, we have established and implemented mechanisms and measures such as awareness-raising campaigns in local host communities and refugee communities.

  49. Jordan has always sought to be a major driving force for peace and security. In spite of the challenges, the lack of resources, the flow of refugees and our geographical position in an area that has suffered from conflicts, we have managed to transform many of those challenges into opportunities to offer health care, education and jobs, as well as to involve our men and women in building, development and relief efforts. The Syrian refugee crisis, as a result of which we have hosted 1.3 million refugees, the majority of whom are women and girls, demands joint efforts with security and humanitarian organizations at all levels in order to provide the refugees with services.

We have seen in Iraq, Syria, Myanmar and other countries serious violations and heinous sexual violence being committed, which have led to social and psychological trauma that threatens the fabric of our societies and international peace and security. The coordinated and prompt response of the international community and the United Nations system is very essential to address the needs of women survivors of violence and to rehabilitate them in their societies and in areas of conflict. The role of civil society organizations and local communities to that end is also pivotal, without forgetting the importance of collective international efforts in strengthening accountability and laying the groundwork for justice. Those are all extremely important factors in combatting sexual violence in areas of conflict.
