I appreciate your efforts as President of the Security Council for this month and wish you every success. I also want to thank the Secretary-General, the Special Representative of the Secretary-General on Sexual Violence in Conflict and the briefers for their statements. I congratulate the Security Council on its adoption ofresolution 2467 (2019), on sexual violence in conflict. Our world is experiencing an unprecedented wave of violence and conflict, which various extremist groups, such as Da'esh, Boko Haram and others, have used as a tool to sow terrorism and terrorize societies, in particular the most vulnerable and marginalized groups, especially women and girls.”

“The Kingdom of Jordan hosted a meeting between the Government of Yemen and the Ansar Allah group, which was convened by the Special Envoy of the Secretary-General for Yemen. The aim was to discuss the exchange of prisoners. We stand by our brothers in Yemen in order to resolve the crisis and stop their suffering. Wars and crises have depleted our resources, frustrated our youth and deprived the region of the stability and security needed to achieve economic growth that meets the demands of developed societies. Finding solutions for the problems in the region requires addressing the deep-rooted causes of political, economic and social crises, as well as establishing policies and mechanisms so as to enable our young people to actively participate in peacebuilding and promoting a culture of tolerance and coexistence.”

“We must all continue to work towards a political solution to the crisis, in accordance with resolution 2254 (2015), so as to ensure Syria's recovery and that it becomes a pillar of stability in the region and a component ofjoint Arab action, while allowing for the voluntary return of refugees and the resumption of development and construction in Syria and the States of the region, which have politically, economically and socially suffered as a result of the crisis. With regard to the crisis in Yemen, my country welcomed the political detente during the Stockholm negotiations, the Al-Hudaydah ceasefire agreement, the exchange of prisoners, the access by humanitarian convoys to besieged areas in the city and the establishment of a framework for future negotiations.”

“That would require intensified efforts to overcome obstacles impeding the resumption of direct negotiations between Palestinians and Israelis. It also requires the cessation of all unilateral Israeli measures, foremost of which is the settlement construction. The most important issue is Al-Quds Al-Sharif, which is a holy city for more than half of the world's population, including Muslims, Christians and Jews. We must all preserve Jerusalem, with its ancient history and various religions, a holy city that brings us together and is a symbol of peace. In that context, Jordan reaffirms its steadfast commitment to defend and protect the holy places of Islam and Christianity in Jerusalem, within the framework of the historic mandate of the Hashemite custodianship over those holy sites in Jerusalem.”

“We have made every effort through peaceful means to advance the peace process and reach the noble goals of restoring all their land for a comprehensive, just and lasting peace, so as to meet the aspirations of the brotherly Palestinian people and all the peoples ofthe region. That would end their suffering and great human plight while granting them their legitimate rights to freedom, a State and a dignified life on their land. The two-State solution, which guarantees the establishment of an independent, sovereign and viable Palestinian State on the borders of4 June 1967, with East Jerusalem as its capital, living in peace and security alongside Israel, is the only way to end the Palestinian- Israeli conflict and bring about comprehensive regional peace.”

Experience demonstrates that genuine participation of women has a positive impact on the success and sustainability of security and peace plans. Women play a major and impressive role in building peace. It is impossible to uphold peace in societies without the serious and true participation of women. Nonetheless, it is impossible to achieve the goals of the 2030 Agenda for Sustainable Development and sustainable peace without empowering women and girls, achieving gender equality and eliminating all forms of discrimination.”

“We have to provide rehabilitation programmes so that women refugees and displaced women can be productive members of society and continue their education during the period of displacement and after they return to their countries. In that regard, Palestinian women are facing difficulties in the occupied Palestinian territories, and we commend their resilience and endurance. Palestinian women are victims of punitive Israeli policies, including restrictions on their movement and arbitrary detentions. Even girls under the age of 18 have been arrested. We must also underscore the violations carried out by the Israeli occupying forces against the women of Jerusalem as part of Israel's policy to change the identity of the historic holy city.”

“As a co-Chair of the Group of Friends on Countering and Preventing Violent Extremism, Jordan attaches particular attention to protecting women and girls from violent extremism. We take into account the sensitive and pivotal role that women can play in protecting societies from extremism and promoting culture of peace. Arab women have not been spared the conflicts that have shaken our region for years, or their consequences. Women and girls have suffered the most from displacement, killing and sexual violence. It is important that we pay the necessary attention to this issue so that women and girls become empowered and able to resist.”

“That is consistent with Jordan's intervention plan to address the Syrian refugee crisis. The plan also takes into account the challenges resulting from that crisis. Fourthly, we want to promote a social culture that supports gender equality and highlights the important role of women and young women in creating a culture of peace. We want to prepare those women to become ambassadors of peace in their communities. At the moment, we are preparing a project to ensure that Jordanian women can participate in mediation and peace negotiation. In that connection, we underscore the importance of transforming the role of the United Nations from peacekeeping to prevention and addressing the root causes of conflicts. “We have also deployed around 2,573 women police agents and officers to work in terrorism and extremism prevention programmes. Secondly, we aim to achieve women's active participation in addressing terrorism and violence, as well as in peacebuilding and peacemaking, through awareness-raising and training initiatives to renounce extremism and establish ways to prevent it while activating resolution 2250 (2015) on youth, peace and security. Thirdly, we intend to provide humanitarian, psychological, social, legal, medical, educational and rehabilitating services, as well as to facilitate access to those services for Jordanian women and girls, in addition to women refugees and vulnerable segments of the society that are more exposed to violence and have a genuine need for protection from sexual and physical violence.”

“The Jordanian national plan establishes the following four strategic objectives for the implementation of resolution 1325 (2000). First, women's active participation must be strengthened in the security and military sectors and in peacekeeping so asto maintain gender equality and promote women's participation in most field units up to 5 per cent by 2020. We are also working to involve women from the general security sector in various peacekeeping missions. Currently, we are also working to increase the participation of military women in military observation missions and among staff officers in order to reach 15 per cent by the end ofthis year. That is consistent with the Secretary-General's initiative on peacekeeping action.”

“Jordan attaches particular importance to women's empowerment at all levels because of our conviction that women are essential to establishing sustainable peace. Our national plan also meets the strategic objectives with regard to armed conflict included in 1995 Beijing Declaration, including women's increased participation in conflict resolution and decision-making. The plan also takes into consideration our commitment to achieving the 2030 Sustainable Development Goals (SDGs), in particular SDG 5, on achieving gender equality and empowering women and girls, and SDG 16, on promoting peaceful and inclusive societies to achieve sustainable development, providing access to justice for all and building effective and accountable institutions in that regard.”

“The Hashemite Kingdom of Jordan believes that women's role in achieving peace and security is important. In response to resolution 1325 (2000), we have developed a Jordanian action plan in order to activate that resolution for the period 2018-2021. The plan was launched in March by the Jordanian National Commission for Women, which is officially responsible for implementing it, with broad participation of civil society stakeholders. The national plan is in line with Jordan's commitments under relevant regional and international treaties and conventions, in particular those concerning the role of women in the prevention and resolution of conflicts, as well as in the post-conflict period, and carrying out relief and humanitarian work, in addition to ensuring immunization against extremist thought.”

“Despite the efforts of the international community to reduce the deficit, which stood at $446 million at the beginning of this year and now stands at $64 million, we continue to face that problem at the beginning of each year. We must therefore come up with innovative ideas and constructive initiatives to ensure predictable and sustainable funding for UNRWA so that it can carry out its United Nations mandate, respect the rights of refugees to live in dignity, guarantee the rights of more than 500,000 refugee children to go to school and continue to provide them and their families with vital services. “My country condemns the forced displacement and deportation of the inhabitants of Khan Al-Ahmar as part of an expansionist settlement policy that Israel uses to impose a fait accompli and to undermine the two-State solution, threatening further instability in the region. The serious financial deficit of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is hampering its ability to provide basic services to millions of refugees and poses a threat to the stability ofhost communities. “The Kingdom condemns in the strongest terms the ongoing Israeli violations and provocations against the Al-Aqsa Mosque in Haram al-Sharif. We particularly condemn the provocative incursions by Israeli extremists and settlers into the courtyards of Haram al-Sharif, which are systematically carried out under the protection of the Israeli police. Such actions are condemned and rejected. They violate the sanctity of that sacred place and upsets worshippers and Muslims all over the world. They also violate Israel's obligations as an occupying Power under international law and international humanitarian law, as well as all international conventions and norms that emphasize the need to respect places of worship for all religions.”

“Our message to the world is that the injustices suffered by the Palestinians must come to an end so that the brotherly Palestinian people can establish an independent and sovereign State. “Their human rights continue to be systematically violated and they are deprived of their fundamental rights, in conjunction with dire economic and social conditions, particularly in the Gaza Strip. That has led to a substantial increase in poverty and the denial of the most basic human rights. It highlights the magnitude of the historical injustice being suffered by those people and requires positive international action to end the tragedy. There must be coordinated efforts to ensure the flow of humanitarian assistance within Syria and to support host countries and communities, including Jordan, as we encourage the voluntary return of Syrian refugees to their homes as an inevitable outcome. “De Mistura and the United Nations to reach a solution to this crisis through the formation of a Syrian constitutional committee as soon as possible, thereby launching a political process that would include all Syrian parties and components under the auspices of the United Nations. My country currently hosts 1.3 million of our Syrian brothers. We have exceeded our absorptive capacity and are doing all we can to support and assist those refugees, despite the enormous pressures of their presence on the national economy. The costs of hosting Syrian refugees, as well as the direct costs of the Syrian crisis to the Kingdom, have now exceeded $10 billion. This amount includes the costs of education, health care and subsidies for electricity, water, sanitation and the use of infrastructure, as well as security and other costs.”

“In order for mediation to be successful it must address the root causes of problems before they escalate. Mediation must also take into consideration the suffering of people and the different dimensions of conflicts, including humanitarian, economic, social and geopolitical factors. It should also seek to promote tolerance, justice and coexistence as the ultimate goals for all humankind. All forms of discrimination and injustice must be eliminated in order to sustain peace and combat exclusion and poverty. It is also necessary to implement the 2030 Agenda, as that would contribute to preventing conflicts, developing social peace and alleviating humanitarian suffering, which can lead, in many cases, to violence, extremism and conflict.”

“We have always stated that there is no military solution to the crisis; the only solution is a political one that meets the aspirations of the brotherly Syrian people and preserves the unity and territorial integrity of Syria with security and stability. Jordanian diplomacy has also played an important role in establishing a de-escalation zone in southern Syria by reconciling differences and building trust among the parties. Jordan is a contributor to international peacekeeping operations. It contributes more than 100,000 troops, including Jordanian women. That is clear in the current bloody conflicts in the Middle East, most important the Palestinian-Israeli conflict. Jordan has sought, through different means and with all parties, to reach a comprehensive, lasting and just solution to that crisis - a solution that meets the aspirations of the Palestinian people to freedom, dignity and their own State along the 4 June 1967 borders and with East Jerusalem as its capital. From here within the Chamber, we call on the international community to step up its mediation efforts in the Middle East as a peaceful means of settling disputes, reconciling differences and stopping bloodshed, so as to ensure the stability of the region and the world.”

We stress the importance ofimplementing the agenda ofthe Secretary-General for building and sustaining peace, which places prevention at the heart of the United Nations activities to prevent conflicts. We emphasize the importance of his efforts to strengthen and support United Nations peace operations so that they are able to confront emerging challenges to international peace and security. Mediation is an effective tool that can be used throughout the stages ofconflicts, not only to settle them but also to prevent them or address their root causes and contain their effects. The longer the conflict goes on, the more the solutions become complicated and the more difficult the mediation becomes.”

“The political solution to the Syrian crisis is the only means to end acts of killing and destruction. More than half of the world's population is under the age of 30, and 70 per cent of them are in regions that are experiencing armed conflicts, namely, the Middle East and Africa. International developments, especially in the Middle East, have created instability and left their impact on children and young people, most of whom cannot gain access to education and the vital services they need, whether due to displacement or the decline of national economies owing to these continued conflicts. Once again, we call for the necessary conditions to be provided so that a generation of young people can contribute to the building and prosperity of the Middle East and beyond.”

“The Kingdom hosts 1.3 million Syrian refugees, with whom we have been sharing food, water, schools and medical care until such time as they are able to return home. We have also worked tirelessly to bring an end to the crisis in the south of Syria. In recent weeks, efforts have allowed us to encourage the parties concerned to reach a ceasefire and achieve reconciliation in the south-west of the country and to ensure that assistance is provided to displaced persons near the Jordanian border. We have made efforts to allow for the return of these people to their villages in Syria. We hope for a political process, under the auspices of the United Nations, that is global and comprehensive, preserves the territorial integrity of Syria and its citizens, and ensures the return of refugees pursuant to resolution 2254 (2015) and Geneva agreements.”

“Despite recent contributions, the dangerous shortfall in UNRWA's finances could undermine the provision of essential services in education, health care and social support and have an impact on millions of refugees, in particular young people and children caught up in attempts to politicize this essential Agency, which is providing vital services in the context of the ongoing Israeli occupation of the Palestinian territories and the inability of refugees to return to their homes. The Syrian crisis is entering its eighth year and Jordan's borders remain open to our Syrian brothers, in particular for the delivery of humanitarian assistance by the United Nations under resolution 2165 (2014). Humanitarian assistance is continuously provided to our brothers in the south of Syria.”
