“We believe that it is necessary to continue our coordination with our brothers in the Palestinian authorities to put an end to the Israeli occupation and respond to our brothers' aspirations to liberty and an independent State. The Hashemite Kingdom of Jordan continues to defend Jerusalem and its sacred Muslim and Christian sites because we have historical guardianship over them in East Jerusalem. “My country reiterates that international efforts to politically resolve the Syrian crisis must continue by guaranteeing the sovereignty and territorial integrity of Syria in the context of a solution that is accepted by the Syrians in accordance with resolution 2254 (2015). Jordan has attempted to reduce the level of violence and to bring about stability in Syria. This can be seen in the de-escalation agreements in the south of Syria, and this is a very important step in stopping violence and creating the conditions necessary for a lasting political solution in Syria and for the return of refugees. We are very concerned at what is taking place in southern Syria, and we reiterate the importance of respecting the de-escalation agreements. We call on the international community to put an end to the military escalation in southern Syria.”

“We must also make every effort to strengthen the humanitarian and ethical role of the international community to assist the Palestinian refugees and provide financial support to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) through long-term funding. “As for East Jerusalem, it is an integral part of territories occupied in 1967. There must be an effective international response to the needs of countries that are suffering from conflict, and help must be offered to the countries of the region that are hosting refugees. Jordan has been dealing with various waves of refugees, the latest of which is that of Syrian refugees, which puts a strain on various parts of our society, as Jordan hosts more than 1.3 million Syrian refugees. We ask the international community to take responsibility and help Jordan to deal with them, because we cannot take the strain alone.”

“This is the only solution that will create an independent, viable State of Palestine within the borders of4 June 1967, with East Jerusalem as its capital, which can live in peace and security alongside Israel. The Hashemite Kingdom of Jordan would warn against Israeli attempts to change the identity and character of Jerusalem and to make changes to the historical and legal status of the Al-Aqsa Holy Mosque, because this would affect millions of Muslims throughout the world. “Such crises are attributed to the surge in sexual violence in conflict, which is one ofthe most horrendous tactics of war and terrorism used to intimidate women and children, threatening security and undermining any chance for peace. The unprecedented wave of crises witnessed by the world has exacerbated all forms of violence against civilians - women, men and children. This is a threat to security and could undermine the potential for peace. Violence has become pervasive all over the world: Afghanistan, the Central African Republic, the Democratic Republic of the Congo, Iraq, Syria and Myanmar, to name but a few. Violence against the Rohingya is particularly despicable. This painful phenomenon requires a coordinated and prompt response from the international community, including by meeting the needs of the survivors of violence.”

“It is important to execute the Secretary-General's agenda for building and sustaining peace, which places protection at the core of the work of the United Nations in conflict prevention. Once again, we reiterate that the root causes of conflicts should be addressed. “Within the framework of helping our Palestinian brothers in Gaza, King Abdullah II has instructed the General Command of the Jordanian Armed Forces to enhance the capacities of the Jordanian field hospital in the Gaza Strip and to equip it with all the personnel and equipment necessary to provide the health care required by our Palestinian brothers and sisters due to the violations perpetrated by the Israeli occupation. “Israel used excessive force against unarmed Palestinians in the Gaza Strip, mostly women and children, who were exercising their legitimate right to peacefully protest against oppression and occupation. Israel killed more than 61 Palestnians, including eight children, over the past two months. This is a new crime that is pushing the region towards violence. Peace cannot be built on the debris of the legitimate aspirations of peoples or on bloodshed or violence or perpetual occupation and siege. Peace can be built only by recognizing the right of all peoples to live in dignity, to independence, to freedom and their inalienable rights.”

“I also wish to express my condolences to the bereaved families of the victims of the unjustifiable, illegal and inhumane Israeli violence against innocent civilians who recently protested against the Israeli occupation of the Gaza Strip. Two years ago, the Security Council unanimously adopted resolution 2286 (2016), on the protection of civilians in armed conflict, to deter any acts of violence, attacks or threats facing civilians - as well as medical and humanitarian personnel - in armed conflicts. “De-escalation agreements are an excellent opportunity to end the fighting and to strengthen security in Syria. We stress that the ongoing violence will move us further away from a political solution and pave the way for a new wave of internally displaced persons (IDPs) and refugees. This would also undermine humanitarian efforts to deliver assistance to civilians and IDPs in besieged and hard-to-reach Syrian areas. The ongoing fighting will also serve terrorist groups and pave the way for such groups to strengthen their abilities following the successful efforts made to undermine their capacities and presence in Syria, Iraq and the region, which would definitely have dangerous repercussions for international and regional relations.”

“The continued deficit in its budget will have serious repercussions for the humanitarian situation and the services provided to more than 5 million Palestinian refugees if we do not address the situation in the coming months. Concerning the Syrian crisis, we reiterate that the conflict can be resolved only through a political solution, pursuant to the Geneva communique (S/2012/522, annex) and resolution 2254 (2015) and on the basis ofthe principles of the sovereignty and territorial integrity of Syria, in a way that meets the aspirations of the Syrian people. We have also included a youth pillar in our comprehensive strategy to combat violent extremism, and amended our national laws to include provisions that enhance the role of youth and their positive political participation. “The aim is to follow up the implementation of resolution 2250 (2015) and maintain international political momentum. Jordan has cooperated with other United Nations agencies and partners to create programmes for young men and women refugees, in particular Syrian refugees. At the national level, we have also developed policies and strategies in line with resolution 2250 (2015). We established the Youth 2250 project, which seeks to raise awareness among young people about the implementation of the resolution. In that regard, we thank the European Union for funding the project. Jordan also developed a national youth strategy for the period 2017- 2025 in order to identify priorities in supporting youth, including training programmes for civic education and participation in decision-making at the local level.”

“That constitutes a road map for the implementation of resolution 2250 (2015) and for enhancing the participation of youth in peacebuilding and their ability to create positive change. We call for the implementation of such a mandate - particularly as we are investing in the capacity of young men and women, providing them with useful political participation and ensuring all forms of protection against violence - so that they are able to exercise their rights. We support national, regional and international partnerships and the establishment of new dialogue and accountability mechanisms at the United Nations level. Jordan has begun to implement resolution 2250 (2015), as well as other relevant recommendations, and has established the Champions for Youth group. So far, it includes 24 member States, in addition to the European Union.”

“We are implementing the Sustainable Development Goals and the 2030Agenda for Sustainable Development. In that connection, our national strategies and policies have linked the important role of young men and women to those goals, which we cannot achieve without youth participation and without providing every opportunity for youth to build their capacity and realize their potential in order to achieve development. In our younger societies, youth are the link between peace, development and human rights. Jordan welcomes the progress study mandated by resolution 2250 (2015). The report of the Secretary-General on peacebuilding and sustaining peace (S/2018/43) enjoys our support, as do the recommendations that are part of the reform of the United Nations development system and other United Nations reform processes.”

“Jordan believes that investment in youth is done through a number of means: first, by establishing a modern educational system that caters to labour market needs and eliminates poverty and unemployment; secondly, by enhancing the culture of peace among youth, improving their participation in decision-making at the national and political levels and encouraging their voluntary work; thirdly, the economic integration of youth into their societies that goes beyond simply providing them with job opportunities and by enhancing their participation in strategies at the national and local levels; fourthly, by enhancing the role of the media through different platforms that would support youth and improve media coverage on the positive input of youth and their role, as well as encouraging creativity; and fifthly, by enhancing the role of youth in social peace and cohesion and enhancing dialogue for the exchange of experiences.”

“To that end, with the cooperation of Norway, we participate in the Group of Friends on Preventing Violent Extremism, which supports the United Nations Office of Counter- Terrorism and provides guidance to youth through United Nations agencies' various counter-terrorism initiatives and projects. We are also the co-facilitators of the sixth review of the United Nations Global Counter- Terrorism Strategy. We hope that a draft resolution is agreed to improve the international response to countering terrorism. It is not enough to invest in policies and security plans. We must invest in policies and sustainable development plans that focus on quality education, employment, the role of women and addressing the root causes of inequality and social injustice and that enhance the loyalty of youth to their societies and homelands.”

“They need to contribute to policies and institutional programmes regarding their future, which would help us empower and support them in improving them skills and realizing their true potential. In turn, that would serve their societies and countries. Resolution 2250 (2015) was therefore a historic resolution aimed at peacebuilding, sustainable development and enhancing trust between youth and those who provide them with empowerment, as well as the activation and operationalization of the role played by civil society and youth organizations. Jordan takes a leading role in the fight against terrorism at the regional and international levels. We have established several initiatives and believe there must be concerted international efforts against terrorism, violent extremism and radicalization, while employing a moderate counter-narrative.”

“The international developments and challenges that we face, especially in the Middle East, have created a reality that lacks stability and has negatively impacted youth and children, who have lost their opportunities and access to quality education due to displacement and slow economic progress. That requires serious international and national attention to provide development needs in the areas most affected by conflict, as part of the conflict prevention effort. That would help to enhance the resilience of youth vis-a-vis the challenges they face. In the light of the reality in our region, we have launched the youth, peace and security agenda based on our conviction that there needs to be a voice given to youth at all levels.”
