For its part, the federal council on combating human trafficking, set up in July, is responsible for designing a federal strategy to combat human trafficking and exploitation and promote the adoption by various jurisdictions of standards of conduct, protocols and intervention networks to ensure effective protection and respect for the rights of victims of trafficking and exploitation. The federal council is made up of national ministries, Government agencies and representatives of civil society. We therefore believe that it is important that the Security Council, as the principal organ of the United Nations, be sensitive to the problem of trafficking.

  2. The executive committee, set up in September 2013, is tasked with implementing a national programme to combat human trafficking and exploitation and protect and assist victims. It includes representatives from the Ministry of Security, the Ministry of Justice and Human Rights, the Ministry of Social Development and the Ministry of Labour, Employment and Social Security. The executive committee develops and implements awareness-raising campaigns and is in charge of training civil servants to address the problem of trafficking in persons, sexual exploitation and related crimes in order to understand the complexity of the crime and its direct links to drug trafficking and organized crime.

  3. Under the coordination of the International Labour Organization, Argentina has played an active role in the development of Alliance 8.7, in order to achieve that Goal. Argentina has long been committed to combating trafficking in persons as one of the worst forms of violence against human beings, which endangers the dignity of all people. Our commitment has always placed priority on preventing this crime and punishing its perpetrators, while improving the Government's ability to assist and protect its victims. At the national level, we established an executive committee on combating the trafficking and exploitation of persons and protecting and assisting the victims, as well as a federal council on combating trafficking.

The United Nations Office on Drugs and Crime has developed extensive experience in implementing appropriate mechanisms and tools to address the issue, including, among other initiatives, the Voluntary Trust Fund for Victims of Trafficking in Persons and the provision of technical assistance to States. Argentina values and acknowledges those efforts. In that context, it is important to note that Goal 8.7 of the Sustainable Development Goals (SDGs) expressly refers to the problem of combating forced labor, modern slavery and trafficking in persons. Moreover, its implementation, review and monitoring is carried out under the framework of the mechanisms established by the 2030 Agenda for Sustainable Development.

Indeed, the General Assembly has discussed this issue and adopted resolutions on combating trafficking since the forty-ninth session, through annual resolutions that have fed into and promoted the negotiation and adoption of the United Nations Convention against Transnational Organized Crime, and in particular its Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, to supplement the Convention. Also, in 2010, the General Assembly adopted the United Nations Global Plan of Action to Combat Trafficking in Persons, and since 2014 has observed the World Day against Trafficking in Persons on 30 July. Those instruments have also provided a clear mandate for the United Nations Office on Drugs and Crime in the framework of the fight against trafficking.

Argentina would like to point out that, while the threat of trafficking in persons may in fact increase in conflict situations, it is important to bear in mind that the United Nations has already developed a sophisticated system to fight trafficking, which has been designed through resolutions of the General Assembly, in particular under the agenda items entitled "Crime prevention and criminal justice" and "Advancement of women".

  9. We should also recall that international humanitarian law forbids attacks during armed conflicts aimed at preventing people's access to water, used as a weapon of war. In accordance with the Charter of the United Nations, the Security Council has the primary responsibility for maintaining international peace and security. Argentina continues to maintain a constructive position, but we believe that the Council should not distort its functions by acting on issues that are beyond its remit or link environmental problems to security issues, since in the case we are discussing, water is not in itself a cause of conflict.

I would like to reaffirm the definition of water security for the strategic plan of the eighth phase of UNESCO's International Hydrological Programme as "the capacity ofa population to safeguard access to adequate quantities of water of acceptable quality for sustaining human and ecosystem health on a watershed basis, and to ensure efficient protection of life and property against water-related hazards". (IHP/ZOIZ/IHP-VIH/lRev, p. 5) In that context, Argentina supports the concepts of the integrated management of water resources, of watersheds and the need for cooperation and rational use where resources are concerned, at both the regional and international levels, in order to achieve sustainable water management.

We should recall that General Assembly resolution 1803 (XVII) and the outcome document of the 2012 United Nations Conference on Sustainable Development on "The future we want" (General Assembly resolution 66/288, annex) recognize the right of peoples and nations to permanent sovereignty over their natural wealth and resources. Argentina supports the development of the concept of the right to water and sanitation as a human right that every State must assure for individuals subject to its jurisdiction, without regard to other States. Similarly, and more recently, with the adoption of the 2030 Agenda for Sustainable Development, the international community established that one of its Goals is to "[e]nsure availability of water and sustainable management of water and sanitation for all".

Mr. Garcia Moritan (Argentina) (spoke in Spanish): I would like to thank the Government of Senegal for organizing today's open debate on water, peace and security, and for the related concept note (S/2016/969, annex). At the United Nations and in the principal international forums where water issues are discussed, as well as in the multilateral and bilateral international conventions, water is considered a fundamental element in development and our continued existence. In that context, we are concerned about some of the statements in the concept note, such as that water has always been considered a driver of conflict. There is no evidence for that notion. In Argentina's view, water is a catalyst for peace and countries' efforts aimed at cooperation, dialogue and integration should be founded on that concept.

On 28 September, we were saddened to learn of the passing of the former President of Israel, Shimon Peres - a statesman who worked tirelessly for a two- State solution that would allow Israel to live in peace with Palestinians and the other countries ofthe region. His commitment was acknowledged when he received the Nobel Peace Prize, along with Yitzhak Rabin and Yasser Arafat. Similarly, Israel and Palestine must work together to build peace, while the international community must not shirk its responsibility to work jointly on a solution to the decades-long conflict.

My country believes that the holy city must be a peaceful place where people can come together, and that unrestricted access to the holy sites must be ensured for the three main monotheistic religions of Judaism, Christianity and Islam.   16. Settlements impede peace and weaken the prospects of two States living in peace and security, and thereby promote the perpetuation of an unsustainable status quo. At the same time, Palestinian leaders must honestly address Israeli security concerns. Hamas and other Palestinian groups must end incitements and attacks against Israeli citizens. Rocket launches from the Gaza Strip against Israel must also stop immediately. My country strongly condemns all terrorist attacks and is therefore convinced that just as there is no military solution to the conflict, no solution can be imposed by terrorist methods. Argentina reaffirms the special status ofJerusalem, in accordance with the relevant United Nations resolutions, and rejects any unilateral measure to alter that status.

We support a just, comprehensive and lasting peace on the basis of the two-State solution, with the State of Israel and the Palestinian State coexisting side by side in peace and security on the basis of the 1967 borders and other decisiosn reached by the parties in the negotiating process. Likewise, we acknowledge the right of the State of Israel to live in peace alongside its neighbours within safe and internationally recognized borders, as well as the right ofthe Palestinian people to establish an independent and viable State recognized by all nations. My country reiterates its concern over the persistent and ongoing expansion of illegal Israeli settlements in the occupied Palestinian territories, and calls for an end to such expansion.

  18. To that end, Argentina and 69 other Member States have asked the President of the General Assembly to hold a meeting to discuss the item. We anxiously await the informal meeting of the General Assembly to be convened tomorrow. The situation of Syrian refugees is particularly alarming. In May, the Argentine Republic dispatched a contingent of White Helmets to Lebanon in order to offer their assistance to a refugee camp. Likewise, as President Macri announced at the Summit for Refugees and Migrants on 20 September, Argentina expressed its intention to receive 3,000 Syrian refugees with the financial support, technical assistance and logistical backing of the international community. Argentina is also deeply concerned by the deadlock in the negotiations between Israel and Palestine.

My country favours a solution to the conflict through dialogue and diplomacy; respect for international law and the sovereignty, independence, national unity and territorial integrity of States; the rejection of the acquisition of territory by force and trust in the constructive role and persuasive power of the international community to find paths towards dialogue and progress in negotiations. Regarding the situation in the Syrian Arab Republic, Argentina is deeply concerned about the humanitarian situation in the country and condemns all acts of violence, in particular against the civilian population. We regret the fact that the Security Council has been unable to reach an agreement to adopt measures with a view to establishing a ceasefire and ensuring access to humanitarian assistance, especially in Aleppo.

On Friday, 7 October, the mobile hospital unit of the Argentine Air Force, which is part of the United Nations Stabilization Mission in Haiti (MINUSTAH) and is made up of 12 doctors and nurses, was deployed to Les Cayes, the capital of Sud department, which was severely affected by the hurricane. Furthermore, the White Helmets Commission ofArgentina's Ministry for Foreign Affairs is developing an offer of humanitarian assistance, be presented in the coming days, to help the people of Haiti. We are receiving alarming information from our Embassy in Haiti regarding the loss of human lives, the destruction of infrastructure, the loss of crops and a lack of drinking water.

  26. Argentina views the global review of the implementation of resolution 1540 (2004) from its traditional two-fold perspective. The first is respect for the right to the development and peaceful use of advanced technologies, while the second is the non-proliferation of weapons of mass destruction - whether nuclear, chemical or biological - and their means of delivery and related technologies.   27. Through that declaration, our countries committed themselves to refrain from developing, producing, stockpiling, transferring or using chemical and biological weapons. Resolution 1540 (2004) has been an opportunity to deepen cooperation among Latin American and Caribbean countries in order that all the countries of the region can access the necessary technology and capacities to respond to current non-State threats. Argentina provides assistance and training for the identification of sensitive items both at the regional and subregional level, as well as in the context of South-South cooperation with African countries. Our commitment to region is clear. Argentina will continue offering assistance to countries that request it.

  28. The first is a national system for the issuance of transparent and standardized lisences. The second is the effective implementation of existing legislation applicable to export controls. The third is promoting corporate awareness about the importance of this system for industrial development and the safety of international trade. And the fourth is close regional cooperation. With regard to our region, it is important to highlight the unwavering commitment to non-proliferation by the countries of Latin America and the Caribbean, which have been pioneers in establishing a zone free of weapons of mass destruction. This year marks the twenty-fithth anniversary of the Mendoza Declaration, signed on 5 September 1991 by the Ministers for Foreign Affairs of Argentina, Brazil and Chile, later also joined by Bolivia, Ecuador, Paraguay and Uruguay.

Since its adoption, Argentina has joined the consensus in the Security Council because it strengthens the capacity of multilateral institutions and strengthens the United Nations as the appropriate forum in responding to challenges to international security. Argentina submitted its first report on 26 October 2004, and subsequently updated it. The latest is currently being drafted. We have demonstrated an undeniable commitment to the non-proliferation of weapons of mass destruction. To date, we are the only Latin American country to have joined the five export- control regimes, namely, the Australia Group, the Zangger Committee, the Nuclear Suppliers Group, the Wassenaar Arrangement and the Missile Technology Control Regime. The Argentine Republic is convinced that an effective system of export controls must be based on four basic pillars.

The United Nations, and the Security Council in particular, has repeatedly stressed that the proliferation of weapons of mass destruction poses a threat to international peace and security. The Council sent a clear message in 2004 by adopting resolution 1540 (2004), which provides a response to the growing risk of weapons of mass destruction falling into the hands of, and be used by, non-State actors. The resolution was a milestone in for the first time putting all Member States on an equal footing in the field of non-proliferation and establishing common standards for the national monitoring of sensitive technology exports.

In conclusion, we reiterate once again the need to adopt an unequivocal approach that considers children associated with armed groups, including those associated with violent extremist groups, and children displaced by armed conflict as victims and not as perpetrators or security threats, since their recruitment, kidnapping, displacement and other causes of their alleged involvement in armed conflict or violent extremism is of a forced manner. States must endeavour to ensure the full protection of their human rights and seek alternatives to detention to ensure their effective rehabilitation and reintegration into society, based on the principles of international humanitarian law, international human rights law and international refugee law.

  32. We reiterate our strong support for the Safe Schools Declaration adopted in Oslo in May 2015 and sponsored by Argentina and Norway. It commits States to implementing the Guidelines for Protecting Schools and Universities from Military Use during Armed Conflict, thereby ensuring the right to education and the protection of children and young people in conflict situations. We urgently call upon United Nations Member States, especially the members of the Security Council, to endorse the Declaration, in view of the celebration in Buenos Aires next March of the second International Conference on Safe Schools.

Argentina continues to strongly support the Secretary-General's zero-tolerance policy in that regard and the various measures proposed in the respective reports and those contained in resolution 2272 (2016), emphasizing the central importance of prevention and protection efforts concerning victims. We express our concern about and strongly condemn the increasing use of schools for military purposes and the increase in attacks on schools and hospitals. We believe that the issue deserves particular attention on the part of the international community in that it radically affects the right to education and health of thousands of children worldwide. In that connection, we highlight the adoption of resolution 2286 (2016) as it concerns the protection of hospitals from armed attacks.

The protection of children under a human rights approach must remain our priority and should therefore be taken into account when defining the mandates of peacekeeping operations and special political missions, as well as in the Security Council's peacebuilding actions and the efforts to combat violent extremism. In that connection, it is essential to maintain and strengthen the capacity of peacekeeping operations to document and verify violations of the rights of children. With respect to the ongoing occurrence of cases of sexual exploitation and abuse of children in peacekeeping missions, we cannot fail to note that the situation is serious and represents the ultimate challenge for the future of the missions and the image of the United Nations.

We firmly support the need to agree on and implement measures to increase pressure on State and non-State actors who persist in committing violations and to pursue relationships with non-State actors with a view to releasing, rehabilitating and reintegrating the children associated with such groups. On that last point, we welcome the progress made during the past year in the framework of the peace accords in Colombia. Furthermore, we welcome the commitments made by various Governments in the framework of the Children, Not Soldiers campaign and call for the full implementation of the action plans in accordance with those commitments.

That commitment has been demonstrated repeatedly, as we were one of the first States to ratify the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict, which entered into force in 2002, and supported the adoption of resolution 1261 (1999) and subsequent resolutions. It is necessary to work closely with providers of these services to address the rising numbers of foreign terrorist fighters, not only to detect and stop their recruitment but also to neutralize mass propaganda that justifies and glorifies crimes.   42. For our region, although far from the conflict zone, the threat of foreign terrorist fighters is still a concern that requires preventive actions. In this sense, the issue is being followed by the Specialized Forum for Terrorism of the Southern Common Market and Associated States, in which Argentina stresses the importance of strengthening cooperation with countries of the region through cooperation and effective border control. Nevertheless, we should highlight the performance of MINUSTAH personnel, who continue to make great efforts, while prioritizing certain areas in order to fulfil thir mandate due to a reduction in staff. With regard to policing, Argentina recognizes the work done on capacity-building for the Haitian National Police under the development plan for the period 2012-2016. We note, however, that, 10 months from the end of that span, the level of compliance is 60 per cent, as well as the need for greater commitment from the international community to strengthen both the police component and to promote the reform of the security sector. In that regard, Argentina looks forward to the next report of the Secretary-General in order to learn more precisely about the levels achieved.

With regard to the report of the Secretary-General, Argentina is concerned about the increasing violence in the course of the electoral process during the last months of2015 and early this year. We remain confident that the work of the transitional Government can help both to reduce Violence and to successfully conclude the electoral process. Argentina deeply regrets that situation, although it cannot help but recall that, when the extension of the mandate of MINUSTAH was decided by resolution 2180 (2014), with the consequent downsizing, we, along with other countries of the region, supported the need to maintain an increased military presence until the electoral process could be considered successfully completed.
