  2. We are living in a world with a growing sense of frustration with regard to dealing with the suffering of civilians in conflict. No one is winning wars. For the sake of the millions of civilians who are suffering around the world, the international community urgently needs to end current conflicts and to prevent new ones from erupting.

More than three years of Saudi-led aggression against an already impoverished Yemen has claimed thousands of civilian lives, in particular those ofwomen and children, and brought about the destruction of Yemen's civilian infrastructure - including hospitals, schools, roads, food factories and power plants - thereby depriving civilians of their most basic necessities. Blocking humanitarian access to an already famine-stricken Yemen has led to further deterioration in the humanitarian nightmare in Yemen and led to the most catastrophic humanitarian situation the world has seen for many decades. That aggression continues under the watch of the Security Council. Worse still, this inhumane war enjoys the full military, logistical and training support of the United States.

Those criminal acts took place with total impunity being extended to the Israeli regime by the United States, the same country that later tried to prevent the appointment of a commission of inquiry in the Human Rights Council. The account of Canadian physician Tarek Loubani is very telling, as he recounts: "On 14 May, while treating patients with gunshot wounds in Gaza during the Great March of Return, I was shot in both legs by Israeli forces. One medic on my team, Musa Abuhassanin, was killed while attempting to providing care to Palestinian protesters". That happened with medical staffwearing high-visibility jackets. When they approached injured Palestinians, they did so with their hands raised so as to show soldiers that they were unarmed medical professionals.

  5. We condemn all the attacks that have taken place against civilians, including medical and humanitarian staff throughout the world, especially in Palestine, Afghanistan, Yemen, Syria and Myanmar. The new round of repression and the massacre of unarmed Palestinian civilians in Gaza, including women and children, is the latest in an old pattern followed by the Israeli regime over the past seven decades. On 14 May, the world and the Council witnessed the Israeli army commit yet another war crime in Gaza, killing more than 60 unarmed Palestinian civilians and injuring thousands more in a single day. Given the circumstances, there is no doubt that those vicious attacks and killings were planned and deliberate.

The report shows that at least 26,000 civilians were killed in 2017 as a result of armed conflicts in only six countries, namely, Afghanistan, Iraq, Somalia, the Central African Republic, the Democratic Republic of the Congo and Yemen. The report paints a very bleak picture of the current state ofthe protection of civilians in armed conflict and respect for the rules of international humanitarian law and human rights law. According to the report, attacks against civilians and civilian infrastructure, medical workers, facilities and humanitarian convoys have increased since the adoption of resolution 2286 (2016). Those attacks are taking place in various places around the world, but they are more prevalent in the Middle East.

  7. At the outset, I would like to express my appreciation to the Polish presidency for having organized this debate. I would also like to thank the briefers for their input into today's debate. I align myself with the statement to be delivered later by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. It is most unfortunate that civilians still account for the vast majority of casualties in armed conflicts. As the latest report of the Secretary-General (S/2018/462) indicates, civilian populations continue to bear the brunt of armed conflicts across the globe.

  9. They undermine the principle of the peaceful settlement of disputes and endanger multilateralism and its institutions. It is a regression to the failed and disastrous era of unilateralism and encourages illegality. On 14 May, Netanyahu and his guests celebrated the illegal move of the United States embassy to Jerusalem, violating and mocking international law as well as the many United Nations resolutions regarding the situation of Jerusalem and the inalienable rights of the Palestinian people. At the same time, the Israeli army was creating its latest bloodbath in Gaza, killing more than 61 people and injuring more than 2,500 unarmed Palestinian protesters in a single day - a shameful violation of international humanitarian law and international human rights law.

The official announcement came after multiple and prolonged violations of the J CPOA by the United States, including bad faith, nominal implementation, undue delays, new sanctions and designations, anti-JCPOA statements, refusal to issue the necessary licences, particularly in the past 16 months, as well as systematic and concerted efforts to sabotage the deal by actively dissuading others from doing business with Iran. Considering the fulfilment by the Islamic Republic of Iran of its commitments under the J CPOA, as repeatedly and consistently verified by the International Atomic Energy Agency, these acts and omissions on the part of the United States reflect a complete disregard for international law and the United Nations Charter.

  11. Such practices can undoubtedly be qualified as internationally wrongful acts that negatively affect a rules-based international order and endanger the maintenance of peace and security. It is ironic, given the holding of this open debate, that this very month the international community has witnessed two specific situations where the credibility of international law and international agreements was severely damaged. On 8 May 2018, the United States announced its unilateral and unlawful decision to withdraw from the Joint Comprehensive Plan of Action (JCPOA) and reimpose all United States nuclear-related sanctions. This was a material breach ofthe JCPOA and of resolution 2231 (2015), of which the JCPOA is an integral part.

These practices obviously contravene international law and the Charter of the United Nations, especially where they deprive nations of their lawful and legitimate rights under treaties as well as the fundamental human rights of individual citizens in the targeted States. In many cases, unilateral sanctions are imposed as a result of the extraterritorial application of domestic legislation against legal and natural persons in other countries, in spite of the many General Assembly resolutions against such unlawful measures. Unilateral measures, in the form of illegal recourse to war, occupation, aggression, denial of the sovereignty of Member States or disregard for the immunity of States under unsubstantiated legal doctrines, are obvious manifestations of the rule of power, not the rule of law.

  13. At the same time, some developing countries are unjustly targeted by arbitrary unilateral economic sanctions. Such morally wrong and ethically unjustified unilateral measures not only defy the rule of law at the international level, they also infringe on the right to development, which ultimately leads to the violation of basic human rights. It is a fact that such measures have almost always been initiated by a single Member State, the United States, which is apparently addicted to sanctions and sees them and the use of threats as the only tools available to it in pursuing its agenda.

The prerequisite for a rules- based international legal system is full respect for the sovereignty, independence and territorial integrity of all States and upholding the principles of international law and customary international law. Since the establishment of the United Nations, maintaining international peace and security has been one of the key concerns of the international community. With that in mind, the prohibition of the threat or use of force, as enshrined in the Charter of the United Nations, is an achievement of the United Nations sine qua non. Unfortunately, certain Member States tend to use intimidation and the use or threat of force to impose their will on others. Those practices undoubtedly lead to disorder, instability and insecurity, as we see in some regions, especially in the Middle East.

Indeed, the choice of this crucial topic for our debate is very appropriate and timely.   16. The exceptionalism that has long been accorded to the Israeli regime must now end if the Council is serious about establishing peace and security in the Middle East. The impunity that the regime has enjoyed for so long would not have been possible without the help it receives from the United States and certain interest groups. In conclusion, at a time when the Palestinian people are facing rising Israeli aggression, Iran reaffirms its long-standing solidarity with the Palestinian people, recognizing their decades of resilience despite so much suffering and injustice.   17. As a result of the new and ongoing mass murder in Gaza, dozens of unarmed Palestinian civilians have been killed and thousands wounded so far. Those latest attacks conform to the pattern that has been followed by the Israeli regime during the course of the past seven decades. Given the circumstances, there is no doubt that those vicious attacks and killings are planned and deliberate. Those who support and enable the Israeli regime to commit those types of crimes also have the Palestinians' blood on their hands. The unlawful announcement on Al-Quds Al-Sharif and the imminent transfer of the United States Embassy to that city are another example of the policies that are exacerbating the problems. Those measures gravely contravene international law and the relevant General Assembly and Security Council resolutions.

  18. Indeed, Israel is a rogue regime, by definition. That is an undeniable fact for the international community, except for those who believe that illegal occupation, illegal settlements, apartheid, sieges, regular attacks and mass murder are the legitimate actions of a regime that proclaims itself to be the only democracy in the Middle East. As one prominent Palestinian scholar said three decades ago, what is so extraordinary is that what the Israelis are now doing in the West Bank and Gaza is really a repetition of the experience of apartheid and what the United States did to the Native Americans, putting them in reservations or simply exterminating them in the hope that the problem would go away. Those words are more true today than ever.

No political theatre by the United States and the Israeli regime can cover up the aggressive and expansionist policies of that regime and its behaviour towards its neighbours as the main source of threat to the peace and security of the region. While Palestinian territories and the Syrian Golan Heights remain under illegal Israeli occupation, the Minister of Regional Cooperation of that regime boasts that Israel has carried out more than 100 strikes on Syria and Lebanon, all of which played directly into the hands of terrorists when and where they needed them. Each time we meet in this Chamber, we receive news regarding illegal settlements or aggressive policies implemented by the apartheid Zionist regime. The Israeli regime now works day and night to negate all rights of the Palestinians and to entrench its occupation.

The international community must support the relevant international and regional projects and activities, including those carried out by Afghanistan, the Islamic Republic of Iran and Pakistan, within the framework of the triangular initiative to counter narcotics. We reiterate our support for UNAMA and United Nations agencies in their efforts to provide development and reconstruction assistance to Afghanistan through a comprehensive plan. Sustained ownership and partnership with the Afghan Government are needed in order to utilize the best potential of UNAMA and the United Nations system to deliver the necessary services in priority areas, as advised by the national Government.   23. Over a decade and in total, Iran has funded more than 300 development projects, including reconstruction and building infrastructure totalling $500 million. Such projects have the capacity to change regional economic perspectives and can help prosperity and stability in Afghanistan. During the reporting period, trade through Iran's Bandar Abbas and Chabahar ports increased as of early 2017, marking a significant shift in Afghanistan's access to markets and international trade. The findings of the Afghanistan Opium Survey 2017 of the United Nations Office on Drugs and Crime, indicating an 87 per cent growth in opium production, are alarming given the fact that narcotics provide a major source of income for terrorist groups.

The world should regard the situation in Afghanistan not as an opportunity for competition but as one to establish peace, security and stability through development - a win-win approach for Afghanistan and its neighbouring countries, including those in Central Asia and the international community in general. For more than three decades, Iran has hosted millions of Afghan refugees and has shared much needed subsidized goods and services with them, including basic commodities, public health and public education. This year alone, our schools are providing education to nearly 400,000 undocumented Afghan students. With that in mind, we welcome and urge further efforts to strengthen the process of regional economic cooperation, including measures to facilitate regional connectivity, trade and transit.

The Afghan National Unity Government is in the forefront of fighting terrorism, in particular the Taliban, Al-Qaida, Da'esh and its affiliates, as well as other terrorists and extremist groups and criminals. The sustained support of the international community is needed to support the Afghan Government in that fight and to address its complex security, economic and political challenges. Strengthening our regional cooperation with Afghanistan is a priority and a major step towards consolidating peace and improving its economic status in the region. In that regard, I would like to express my sincere appreciation to Kazakhstan for its initiative to organize a ministerial debate on regional partnership in Afghanistan and Central Asia, as a model to link security and development during its presidency of the Security Council in January.

The Islamic State in Iraq and the Levant- Khorasan Province remained operationally resilient, thereby exacerbating the volatile security situation as conflict between the Government and terrorists, as well as extremist groups, continued throughout most of the country. Iran continues to support the promotion of security and stability and comprehensive and sustainable development in Afghanistan. It supports any Afghan- led, Afghan-owned and Afghan-controlled call for a reconciliation and peace process. It is in that context that we agreed to participate in the Kabul Process - and endorsed its final declaration in February this year - and in similar processes to help achieve peace and security in Afghanistan.

  27. I would like to express my appreciation to the Netherlands presidency for organizing today's debate. I also thank the Ambassador of Afghanistan for his statement. I would like to thank Mr. Yamamoto, Special Representative of the Secretary-General for Afghanistan and Head of the United Nations Assistance Mission in Afghanistan (UNAMA), for his briefing on the Secretary-General's most recent report (S/2018/165). Unfortunately, security remains the major challenge for Afghanistan. According to the Secretary-General's report, 2017 ended with the highest level of security- related incidents ever recorded. A wave of deadly, complex attacks, in particular three major attacks in Kabul with hundreds of fatalities, continued throughout January 2018.

  29. In order to make this farce into something more than a mere waste of time, let us discuss something else that the Council has not but should deal with. The free flow of information has brought with it the spread of fake news and other forms of information wars. These threats are common to all free and sovereign nations. We are not alone in finding it necessary to formulate solutions to these challenges. Recently, French President Macron also lauded efforts to increase transparency about the ownership of websites, including their foreign funding, and the further empowerment of Government agencies to fight against any attempt at destabilization by television stations controlled or influenced by foreign States.

If anything, it is Iran that should be demanding a debate and investigation into how and why foreign elements are allowed with impunity to encourage and support unrest and violence in another sovereign and founding State Member of the United Nations. For example, let us debate why the United States has failed, in spite of repeated official requests, to stop the incitement to violence and the murder of innocent civilians from its territory, or why some European countries continue to provide safe haven to terrorists who are inciting violence and armed rioting as we speak. Why are social media sites that promote and teach the use of Molotov cocktails and boast about people using arms to kill in Iran operate freely in their territory, in spite of clear evidence? These are the real issues that need to be addressed.

Altogether the peaceful, legitimate protests - which my Government has emphatically confirmed are a constitutional right that has been respected since the Islamic Revolution - were abused and hijacked to stage vandalism, hooliganism and, in several cases, the firing of weapons. President Trump and some other United States politicians have enjoined the Islamic State in Iraq and the Sham (ISIS) and its patrons in our region to openly incite and encourage violence. It is the ultimate irony that the country whose Head of State has thrown his lot in with those visiting violence and destruction on Iran should have its United Nations Ambassador, who has a history of ignorant and belligerent comments against my country, bring it as an issue for debate to the Security Council.

  32. This same United States resident publicly stated to United States media, with a complete sense of impunity, that they should burn down Government mosques and police stations. It was clear enough not just to us but also to third parties that Telegram Messenger executives decided to block some ofthe violence-inciting channels, citing a line one should not cross. All ofthis is also well documented in the mainstream media. In one case, a man with an extensive criminal record captured a fire engine and ran it over a car, murdering the driver and his 12-year-old son. In some other cases, hooligans became involved and looted shops and banks.

We have hard evidence of the violence in Iran committed by a handful of the protestors, in some cases resulting in the deaths of policemen and security officers, having very clearly been directed from abroad. These violent elements surfaced in the crowds as early as Friday evening last week, at the inception of the protests. At that point, the hands of elements from outside Iran, including instigators based in the United States and Europe, began to be visible. The incitements to violence included encouraging and training people to use Molotov cocktails, seize ammunition depots and stage an armed uprising. One United States resident took to social media to order the killing of 120 members of our security forces, threatening that those to be included among the killed were their families in their homes.

  34. Meanwhile, Prime Minister David Cameron warned rioters, "You will feel the full force of the law. And if you are old enough to commit these crimes, you are old enough to face the punishment." In the span of merely a few days, some 3,100 arrests were made. The authorities having been told that they could ignore existing sentencing guidelines, two young men who had promoted riots via Facebook, with the proposed disturbances not having been attended by any other people, were handed four-year sentences. I do not recall any country among the self-described civilized democracies bringing any of these reactions to protests to the attention of, let alone opening a debate at, the Security Council.

In 2005 in France, then Interior Minister Nicolas Sarkozy declared a zero-tolerance policy towards protests emanating from the deprived suburbs of Paris and other major French cities, referring to demonstrators - largely poor immigrants - as "scum". With almost 3,000 arrests and several deaths, the unrest was quelled only to re-emerge in multiple other forms, most recently in 2017, when the police rape of a young French citizen of African origin once again triggered protests. I do not, however, recall the Security Council being summoned for a debate on this. In 2011 in the United Kingdom, then Home Secretary Theresa May utterly condemned the violence amid protests in her country, saying that such disregard for public safety and property would not be tolerated.

  36. A total of 63 people were killed during the uprising; 2,383 were injured and more than 12,000 were arrested. I do not recall any member of the Security Council calling for debate on that issue when the United States military was involved in suppressing domestic unrest. Nor was there debate in 1993, when the Federal Bureau of Investigation raided the Branch Davidian headquarters in Waco, Texas, after a 51-day standoff, killing 83 men, women and children, the vast majority of whom were entirely innocent of any crime. It would behoove the United States Ambassador - who perhaps was busy with other priorities at the time of their occurrence - to read up on these travesties ofjustice on American soil before condemning others for far less. But it is not just the United States that has an unenviable record in dealing with protestors.

However, while the United States accuses Iran of suppressing protests, one can only gasp at the hypocrisy when viewing images of Occupy Wall Street protestors being beaten and dragged by American policemen; or, to go back in time, when National Guardsmen fired on and killed peaceful student protestors at Kent State University; or when watching film of the protests outside the Democratic National Convention in Chicago in 1968. More recently, we can rewind to the 1992 Los Angeles riots over the brutal beating of Rodney King by policemen. The killing of innocent African- Americans at the hands of law enforcement continue unabated, as we all know, when the California Army National Guard, the 7th Infantry Division and the 1st Marine Division were called in to restore order.

While President Trump may be enamoured of the fact that no protesters demonstrated against his presence while he was in our neighbourhood a few months ago - he may be unaware that they have no right to protest - the fact is that in every democratic country citizens will, from time to time, take to the streets to protest one thing or another, and Iran is no exception in that regard. In every country the security forces - be they police, national guards or others - are present to ensure that protests remain peaceful, and Iran is, again, no exception.

Since then the United States has, among other things, backed attempted military coups and acts of sabotage in Iran; imposed illegal and inhumane unilateral sanctions against ordinary Iranians; unconditionally supported Saddam Hussein in his eight-year destructive war against the Iranians, including by providing him with chemical weapons; and even directly engaged in military confrontation with Iran in defence of Saddam. I would also refer to the 290 innocent lives lost - including 66 children - on board Iran Air flight 655, which was shot down in July 1988 by the United States Navy in the Persian Gulf. It would be a remiss of me not to recall that the United States shamelessly decorated the Commander who gave the order to fire.

  40. I would be remiss ifI also failed to mention, for those who may not remember, the United States long history of intervention in the internal affairs of Iran. A continuous pattern of disruption in the course of the democratization process in Iran can be traced back to the coup staged by the United States against Iran's democratically elected Prime Minister in 1953. Hostile acts intensified once the Iranians rose up to overthrow their dictator ruler, who was, unsurprisingly, loved by the United States Government.

Following the acts of disruption undertaken by the United States Administration, such flouting international law and disrespecting the practices of civilized behaviour in international politics, it is now desperately reaching for any straw to keep it afloat. There is a long history of United States bullying at the United Nations, but this is a preposterous example. The purely internal affairs of a nation - in this case, protests that the Iranian Government has addressed with the utmost respect for the rights of protestors and made every attempt to deal with peacefully, despite violent infiltrators and direct encouragement by foreign forces, including the President of the United States - cannot be the subject of debate by the world's most important security organ.

It is to the discredit of the Security Council to take up a matter that is of a purely domestic nature while failing abjectly to lift a finger when it comes to genuine issues, such as the long-lasting occupation of Palestinian territory - to which this item is dedicated - and the indiscriminate bombing of Yemen over the past three years, which has so far resulted in the deaths of thousands of human beings and brought hunger, disease and destruction to the Yemeni people. All such failures of the Council are all attributable to the obstructionist approach of the United States delegation, and the list goes on and on. This is nothing but another desperate attempt by the United States Administration to escape forward, as it has lost every shred of moral, political and legal authority and credibility in the eyes of the whole world.

The move by the United States to seize the Council of protests in Iran by some of our citizens for their legitimate grievances - some exacerbated by none other than the United States itself, in dereliction of its obligations under the Joint Comprehensive Plan of Action - is an abuse of its power as a permanent member and an abuse of the Council itself. It is unfortunate that, despite the resistance on the part of some of its members, the Council has allowed itself to be abused by the current United States Administration in holding a meeting on an issue that falls outside the scope of its mandate, putting on display the failure of the Council to fulfil its real responsibility in maintaining international peace and security.

In conclusion, we recognize the important role of the United Nations Office on Drugs and Crime in the global fight against trafficking in persons, because of the significant role it can play in promoting the partnership pillar of the global campaign against trafficking in persons, as well as its function in collecting and analysing relevant information. Its biennial Global Report on Trafficking in Persons is an important element in efforts to implement and follow up on the Global Plan of Action to Combat Trafficking in Persons and in fostering international cooperation in combating this heinous crime.

  45. We support joint measures by Member States, including through regional and subregional initiatives, to step up implementation of the Global Plan of Action to Combat Trafficking in Persons. Indeed, the complex synergy that exists between trafficking in persons and certain organized crimes, such as drug trafficking and the smuggling of migrants, requires better information-sharing, technical assistance and enhanced capacity-building for law-enforcement and justice departments. Meanwhile, education and awareness-raising on the issue of human trafficking should be an integral part of the policies of countries of origin, transit and of destination. People who knowingly or inadvertently use the services provided by persons who have been trafficked are as much in need of training as those who are at risk of being trafficked.

We believe that addressing root causes, working for prevention, protecting victims, prosecuting traffickers and establishing partnerships at the global level must be the pillars of any comprehensive approach to combating trafficking in persons. The Islamic Republic of Iran is committed to preventing and fighting all forms of human trafficking and to countering this horrible crime. To that end, in 2004 our Parliament adopted a law on combating human trafficking that has since been revised to fill gaps and strengthen the domestic legal regime. We urgently need to scale up international cooperation, including in capacity-building and technical assistance, to combat trafficking in persons.

Dealing with these root causes is a primary responsibility of the Security Council, but if the Council chooses to focus instead on symptoms, it will undoubtedly fail to address the causes effectively. The current situation in Libya and the concerns about reported enslavement are examples of such issues. Where is the accountability for the States whose invasion created the current situation in Libya? At the same time, I would like to underscore the vital importance of impartial and reliable data on trafficking in persons at different levels. Those Member States whose destructive military options have left millions at the risk of exploitation and trafficking are in no position to produce politicized reports labeling others and denying their own responsibility.

  48. It must be addressed collectively and comprehensively, including by taking a close look at its root causes. This growing global challenge, linked to acute humanitarian emergencies, is usually a symptom rather than a cause. It is underlying factors -particularly foreign aggression and intervention, occupation, war and protracted conflicts, political instability, terrorism, genocide and ethnic cleansing - that create conditions in which millions of people become displaced within their own countries or seek refuge overseas in a quest for safety, stability and opportunity. These journeys can themselves put migrants at great risk of falling victim to human trafficking, forced labour and contemporary forms of slavery.

  49. We would like to thank the Italian presidency of the Council for organizing today's debate. We also thank the Executive Director of the United Nations Office on Drugs and Crime and the Special Rapporteur on trafficking in persons for their valuable contributions. I align myself with the statement delivered earlier by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. Trafficking in persons, especially in conflict situations, is becoming a global challenge, with growing numbers of victims. As such, it requires a resolute response at the national and international level. Human trafficking is both a source and a result of conflict and instability, and it especially affects society's most vulnerable members.

  50. We would like to take this opportunity to call for the accountability for the war crimes against children committed by anybody, everywhere. Being political and selective in such a case is tantamount to betraying the most vulnerable people on the planet, children, whom this process is designed to protect. It also discredits reports of the United Nations and seriously damages the universality of the application of international humanitarian law.
