“Worse yet is that all of those have been exacerbated by the largest single-year outbreak of cholera ever recorded. That epidemic now includes over 800,000 suspected cases of cholera across 90 per cent of communities in Yemen - a country in which only 45 per cent ofhealth facilities are functioning. The responsibility for that devastating situation falls upon the Saudi-led coalition, which seeks a military solution in place of a political settlement to the crisis. Israel has never been blacklisted in the Secretary- General's reports, despite flagrantly targeting Palestinian children. Last year, the Saudi-led coalition was blacklisted for the first time, but surprisingly its name was removed from the list. This year, we note that the name of the Saudi-led coalition is on the list, though as an improving child-killer.”

“On 20 September, the world witnessed how Israeli forces continued to shoot at a 16-year-old boy in Bani Na'im after he had fallen to the ground, following initial gunshots to his legs. That is just one example of the atrocities that the Israeli regime commits on a daily basis against Palestinian civilians, including children, who resist the illegal occupation and apartheid policies of the Israeli regime. It is absurd, however, that in Palestine resistance against foreign occupation is labelled as terrorism by the occupying regime. Yemen has entered the third year of its war, which inflicts a devastating cost on civilians. Around 15 million people lack adequate access to clean drinking water and health services. About 7 million people are faced with the threat of famine.”

“The defeat of Da'esh, Al-Qaida and their affiliates in Syria and Iraq has been a positive development in that regard. However, we must remember that the terrorist groups, such as Boko Haram and Al-Shabaab, are still fully active, ravaging other parts of the world and terrorizing children. Likewise, the targeting of children on religious and ethnic grounds, such as what we are witnessing in Myanmar, is a matter of grave concern. The Secretary-General's 2017 report reveals that the number of Palestinian children in military detention has reached the highest level recorded since 2010, with 444 children, including 15 girls. The use of live ammunition is frequently used by Israeli forces and has led to the killing of 30 Palestinian children this year.”

“I would like to begin by thanking the French presidency for organizing this open debate. I would also like to thank the Secretary-General for presenting his annual report (S/2017/821) on children and armed conflict, as well as the briefers for their valuable input. The scale of Violations committed against children reached an alarming level in 2016. International efforts to hold perpetrators accountable for crimes against children in situations of armed conflict must be strengthened and impunity must end in order to prevent new cycles of violence against children. Ensuring the full compliance of all parties with international humanitarian law, human rights law and refugee law must be the cornerstone of our prevention efforts.”

They are active participants in political life and elections as both candidates and voters. Education has been the centrepiece of our efforts to empower women and girls over the past four decades. It is therefore not surprising that the number of women who study medicine and science in Iran is now double that of men. The role of the private sector, including microenterprise and cooperatives for women's economic empowerment, has increased substantively in Iran. It noteworthy that our national achievements are being made against the backdrop of the most hostile, unilateral and coercive sanctions against Iranians.”

“Experience in our region clearly shows that, following every instance of aggression and foreign intervention, there is a vacuum resulting in instability, which is effectively exploited by those groups that have committed the most serious crimes against innocent civilians, especially women and children, who are the most vulnerable part of the fabric of society. A failed- State situation and post-aggression environment give them a free hand to organize themselves and propagate their ideology. Unfortunately, the Security Council normally does not discuss the role of those who bear the primary responsibility for such scenarios by having created the breeding ground for terrorists. For obvious reasons, it prefers to discuss the symptoms and not the causes. Iranian women are an integral part of a vibrant Iranian society.”

We are witnessing today a United States that is more isolated globally than ever before, while the good- faith nature of Iran's policies and positions has become apparent to the international community. “We have not neglected the serious crises affecting the region, and, on numerous occasions, have proposed plans to end armed conflicts. Unfortunately, almost every one of our proposals, including initiating a forum for regional dialogue, has fallen on deaf ears. However, those crises are perpetuated by those willing to spend their dollars on beautiful American military equipment. Military equipment and weapons targeting women and children in Yemen are not beautiful. Beauty, rather, lies in the eyes ofthe innocent children who are being killed. I am most confident to say that no country has done more than Iran in combating Da'esh in the region. If we had hegemonic ambitions, the nuclear deal would never have been reached.”

“Although the Israeli occupation of Palestinian lands certainly is the main source of instability in the Middle Ease, there are other contributors. Foreign intervention, occupation and its consequent instability and attempts to engineer societies in the Middle East have created breeding grounds for terrorism, terrorists and extremist groups. Those groups, which initially received support from the United States and its allies, have been transformed into the monsters that now threaten those who once supported and created them. The United States tries to give the wrong attribution when it comes to the root causes of insecurity in the Middle East. As our Supreme Leader emphasized only today, we will not waste our time replying to rants of a brute nature.”

“The entirety oflsraeli history begins with the illegal occupation ofPalestinian land and unchecked aggression against its neighbours and other countries in the Middle East - on at least 14 occasions since 1948. That regime arrogantly and flagrantly continues to violate at least 86 Council resolutions, from resolution 54 (1948) to 2334 (2016). Those violations have taken place with the total impunity that the regime continues to enjoy. Israel also continues to flout all international regimes governing weapons of mass destruction by refusing to adhere to the Treaty on the Non-Proliferation of Nuclear Weapons, the Biological Weapons Convention and the Chemical Weapons Convention. The nuclear weapons in the hands of the regime represent the most serious threat to the security of every State in the Middle East.”

“I convey my delegation's appreciation to the French presidency for convening this open debate on the situation in the Middle East, including the question of Palestine. I align myself with the statement made on behalf of the Movement of Non-Aligned Countries. The Israeli occupation of Palestinian lands is central to every conflict in the Middle East. That injustice has continued for more than seven decades and has been exacerbated by Israeli expansionism and aggressive policies towards Palestinians and the whole region. Attempts by the United States to exclude the issue from the Security Council's agenda serves no other purpose than to ignore the suffering of the Palestinian people resulting from Israeli suppression and occupation - the most prolonged tragic situation, supported by the United States in the Middle East.”

“It was in this context that Iran welcomed and participated in the conference hosted by the Russian Federation on 14 April in Moscow, as well as the Kabul process meeting hosted by the Afghan Government on 6 June. The full text of my statement, dealing with regional economic cooperation, combating narcotic drugs and the problem of refugees, will be distributed. Finally, we support the United Nations Assistance Mission in Afghanistan (UNAMA) as well as United Nations agencies in their efforts to provide development and reconstruction assistance to Afghanistan through a genuine commitment by the United Nations to a sustained partnership with that country. We must utilize the UNAMA mandate and its good offices to strengthen national institutions and capacities in priority areas, as requested by the Government.”

Our support for the Afghan National Unity Government is unswerving. We welcome any achievement on the path to an Afghan-owned and Afghan-led peace process leading to lasting and comprehensive peace in the country and the region. “More than a decade after its invasion, Afghanistan, the region and the world are no safer. The deteriorating security situation in Afghanistan has deep roots and cannot be addressed solely through military buildup. The Taliban, Da'esh and its offshoots, such as the Islamic State of Iraq and the Levant - Khorasan Province, continue their heinous attacks against the civilian population. They are reinforcing and recruiting, and continuing complex attacks such as those of 17 May and 31 May attacks, in Jalalabad and Kabul. The proliferation of terrorist groups on Afghan territory necessitates concerted international efforts on counter-terrorism. We need to deal with this increasing threat in a very comprehensive and resolute manner.”

“Let me begin by expressing my heartfelt condolences and condemnation in connection with the most recent terrorist attacks that took place during the Muslim holy month of Ramadan in Kabul, which resulted in considerable damage to surrounding areas and some diplomatic facilities, including ours, as well as the attack on a Shia mosque on 15 June. As the Secretary-General observed during his first visit to Kabul, peace remains the foundation for Afghanistan's sustainable development. At the same time, according to his report (S/2017/508), the security situation in Afghanistan remains extremely volatile, with 6,252 security-related incidents from 1 March to 31 May this year, a 2 per cent increase compared with last year. This is the highest total ever recorded for this period of time since 2001.”

Worse still, that unfortunate misadventure is enjoying the ever-increasing military, logistical and training support of the United States and its Air Force. “Tragedies such as the bombing of the hospital in Kunduz, Afghanistan in October 2015 are declared mistakes and end without any military personnel involved being convicted. In 2016 alone, the Palestine Red Crescent Society reported 416 instances of violence or interference with its ambulances by Israeli forces or settlers, which resulted in the injury of 162 emergency workers, damage to 108 ambulances and the denial of access to health care in 146 cases. That is on top of the illegal blockade against the Palestinians that has continued for more than a decade, denying them their basic human rights, including access to health care, by the Israeli regime, all unabated. Since March 2015, the Saudi-led aggression in Yemen has led to many well-documented war crimes.”

“We condemn all the attacks that have taken place against medical and humanitarian staff, facilities and means of transport throughout the world, especially in Palestine, Afghanistan, Yemen and Syria. It is difficult to understand how it is possible that, at a time of high-tech and high-precision modern bombs, so-called mistakes could happen so frequently, with medical facilities and personnel in areas of armed conflict being targeted. Hospitals are public facilities. Their locations are well known by all parties to the conflict, and necessary protocols are in place to avoid bombing them. Unfortunately, such incidents keep occurring, and the perpetrators continue to claim that they are simply mistakes.”

I align myself with the statement made earlier by the representative of Venezuela on behalf of the Movement of Non-Aligned Countries. Attacks against medical workers and facilities and the humanitarian convoys delivering medical supplies have increased since the adoption of resolution 2286 (2016). In 2016 alone, attacks on health-care facilities, health workers, ambulances and patients increased in 23 countries under these conditions. Those attacks are taking place in various places around the world; but in terms of frequency and ferocity, they are more prevalent in the Middle East.”

“Sanctions, as a form of collective punishment, flagrantly and indiscriminately violate the basic human rights of all citizens, particularly women. The systematic violations of the legitimate rights of the Palestinian people, including Palestinian women, under brutal occupation by the Israeli regime and the illegal blockade on the Gaza Strip constitute massive deprivation of Palestinian civilians and women of their rights. It is unfortunate that women and girls make up a disproportionate number of the victims of air strikes in Yemen. As confirmed reports indicate, the unjustified invasion of Yemen by a Saudi-led coalition has led to the death of more than 10,000 people and the injury of more than 17,000 civilians, including at least 1,677 women and 2,260 children.”

They have suffered the most and have been targeted for systematic sexual exploitation and slavery, rape and other forms of sexual violence by extremists and terrorist groups. “The world should not forget the events and the allegations of weapons of mass destruction in 2003 in Iraq and the consequences of those allegations, which now include the formation of the Islamic State in Iraq and the Levant, which continues to burden the world. It has helped the terrorists and has destabilized the whole region. Surprisingly enough, those who destabilized the region and helped the emergence of terrorist groups are now bashing Iran, which has played a big role in containing and combating such global terror networks. Those familiar with history know that peace cannot be sustained without justice. They did it again in Al-Rashidin on 15 April, when at least 126 people, many of them children, were killed. “One can also cite its well-documented atrocities, apartheid policies and war crimes against the Palestinian people. Its violations started with resolution 54 (1948) and, so far, have extended to resolution 2334 (2016) on illegal settlement activities. The regime enjoys total impunity. The tragedy in Khan Shaykhun took place after the Government of Syria had been verifiably disarmed of all of its chemical weapons by the United Nations; the Islamic State in Iraq and the Levant and the Al-Nusra Front were not. The military action launched by the United States against Syria happened without any verification - either independent or by the United Nations. The attack was a clear act of aggression against a Member State and a violation of the Charter of the United Nations and international law.”

It is the only obstacle in the way of establishing a zone free of weapons of mass destruction in the Middle East. The Israeli regime has flagrantly violated at least 86 of the resolutions adopted by the Security Council in response to the Israeli regime's repeated acts of aggression and illegal occupation.”

“The United States and Israel do not like the reports of the United Nations that document and expose Israeli apartheid and inhumane policies to the world. When the latest report was presented, they reacted by pushing for the report's withdrawal and proudly forcing the resignation of its author. Today, we heard unsubstantiated allegations against my country, which I categorically reject as part of a misleading propaganda campaign against Iran and its role in the region, designed and perpetrated hysterically by Israel and certain countries in the region, including those that fully supported Saddam Hussein's aggression against Iran. The Israeli regime's record is full of aggression against its neighbours, including other countries in the Middle East and beyond. We can count at least 14 instances of that since 1948.”

“They are subjected to widespread targeting and killing of ethnic and religious minorities, abductions and cross-border trafficking of women and children, internally displaced and refugee women and girls, as well as forced marriages to fighters or wealthy foreigners, as in cases involving Da'esh, Boko Haram and similar terrorist and extremist groups. Those cases can emerge as genocide, war crimes and crimes against humanity. First and foremost, we need full respect for Article 4 of the Charter of the United Nations, to deal with the underlying causes of the mass influx of persons. “Complex conflicts created in the Middle East and North Africa have led to the formation of many armed groups, terrorists and powerful international criminal networks and the upsurge in the exploitation of people through trafficking. Such exploitation takes many forms, including forced labour, slavery and recruitment by armed groups. Exploitation in those situations can occur because of the increased vulnerability of people fleeing conflict as a result of widespread human, material and economic losses and general erosion of the rule of law in the affected territories. Under those circumstances, civilian populations are viewed by some armed groups as a resource or commodity to be trafficked.”

“Underlying factors contributing to the phenomenon - particularly foreign aggression and intervention, occupation, war and protracted conflicts, political instability, terrorism, genocide and ethnic cleansing - create conditions under which millions of people become displaced in their own countries, or migrate or seek refuge overseas in a quest for safety, stability and opportunity, at the risk of becoming more vulnerable to crimes such as human trafficking, forced labour or contemporary forms of slavery. Dealing with those underlying causes is the primary responsibility of this Council, and if the Council chooses to ignore them and instead to focus on the symptoms in its debates and deliberations, it will certainly fail to address them in a proper manner.”

“At the outset, I would like to convey my thanks to the United Kingdom for organizing this open debate, and to the Secretary-General and the briefers for their inputs. I align myself with the statement to be made by the representative of Venezuela on behalf of the Non-Aligned Movement. The nexus between conflict-related situations and human trafficking, sexual exploitation, forced labour, slavery and other similar practices and their cross-border dynamics have been well recognized and acknowledged by the Secretary-General in his report (S/2016/949) as a global challenge. But we all know that the global and growing phenomenon and challenge, with its acute humanitarian emergencies, is not the cause; it is just a symptom.”

“Success in voluntary repatriation depends first and foremost on providing for the basic needs of repatriated refugees in Afghanistan, which underscores the need for greater international support. A stronger, coordinated approach between the Government, donors and the United Nations, and an overall strategy for addressing the combined needs of displaced persons and returnees are crucial in order to make the repatriation of Afghan refugees more successful. In conclusion, we support UNAMA as well as United Nations agencies in their efforts to provide development and reconstruction assistance to Afghanistan through a genuine commitment by the United Nations to a sustained partnership with Afghanistan, as set forth in the final report of the Tripartite Review Commission on the United Nations in Afghanistan.”

“They have access to most of the subsidized services available to Iranian nationals, including basic commodities, public transportation, public health and public education. We continue to provide them with social services and educate nearly 400,000 undocumented Afghan students with minimum burden-sharing assistance from the international community. Repatriation of Afghans from Iran remains steady but continues to represent the lowest recorded returnee rate since the establishment of the voluntary return programme in 2002. We welcome all efforts aimed at helping to overcome the main reintegration challenges faced by returnees and to formulate a comprehensive voluntary repatriation and reintegration strategy.”

“Strengthening our regional cooperation with Afghanistan is a priority and a major pathway to consolidating peace and economic development and stability in the region. The trilateral Chabahar agreement between Iran, India and Afghanistan on the development of the Chabahar port, which gives Afghanistan access to world markets through the open seas, and the Khaf-Herat railway are two major transit projects under way. Those projects have the capacity to change the regional economic prospects of Afghanistan. We invite all interested regional actors to consider participating in them. For the past 37 years, Iran hosted no less than 3 million Afghan nationals at any given point.”

“The terrorist attack on 23 July and the most recent organized terrorist attack on the Kabul hospital last Wednesday, 8 March, are clear indications concerning that emerging security threat for Afghanistan and the region. Our support for the Afghan National Unity Government is unrelenting; we stand ready to work constructively with the Afghan authorities. We welcome any Government progress towards peace and hope that an Afghan-owned and -led peace process brings about lasting and comprehensive peace in the country and the region. Iran is indeed very eager to see a peaceful and prosperous Afghanistan as its neighbour, since security in Afghanistan directly and indirectly affects security at our borders and in the region.”

“At the same time, we note that the number of such incidents in 2015 - an increase of 22 percent over 2014 - was the highest level since the United Nations started recording security incidents. This has been a very disturbing trend since 2001. Today, the Afghan National Unity Government is at the forefront of the fight against terrorism. The sustained support of the international community is needed more than ever to support the Government in its fight against terrorism and extremism, as well as to address its security, political, economic and development challenges. In my previous statements, I warned about the emergence of Da'esh and its affiliates in Afghanistan.”

“I would like to express my appreciation to the United Kingdom for having organized this debate and to the Ambassador of Afghanistan for his statement, as well as to Mr. Yamamoto and Ms. Samar. I express our deepest sympathies and condolences to the people and Government of Afghanistan over the two most recent terrorist attacks on 1 and 8 March, carried out by the Taliban and Da'esh, respectively. According to the latest Secretary-General report (S/2017/189), the overall security situation continued to worsen throughout 2016 and into 2017 with 23,700 security incidents - an increase of nearly 5 per cent compared to 2015 and the highest number ever recorded by the United Nations Assistance Mission in Afghanistan (UNAMA).”

“Since there are no simple solutions to complex phenomena such as terrorism, only mechanisms such as these can ensure that our policies are more coherent and coordinated and prevent careless, imprudent or dangerous unilateral action in the name of combating terrorism. In conclusion, we believe in the centrality of the role of the United Nations and other relevant international and regional organizations to counter-terrorism and conflict-prevention efforts. Their involvement will improve capacity-building and further enhance the effectiveness of the general effort to counter terrorist attacks, including against critical infrastructure, and at the national, regional and international level.”

“In places where war continues to be waged, such as Yemen, much of what was already an impoverished civilian infrastructure has been decimated, helping to strengthen terrorism and destabilize the region. In the face of terrorism as a global threat, we must build a stronger collective political will for international counter-terrorism cooperation. At the same time, we emphasize that all efforts to fight terrorism must be conducted in accordance with the purposes and principles of the Charter of the United Nations and international law. We need robust coherent multilateral mechanisms if we are to respond to terrorism as a common threat to our world.”
