At the outset, I would like to express my deepest condolences to the people and Government of France, Iraq, Russia and Lebanon for the tragic loss of life of a number of their fellow citizens, as a result of the recent heinous terrorist acts. NAM. acknowledges the interconnectedness of economic development, social development, environmental protection, peace and security, human rights and the rule of law. Efforts to transform the United Nations into a more effective instrument for preventing conflict should take into account the need for a balanced, coherent and comprehensive approach, in accordance with its Charter and international law.

The provisions of that resolution should be implemented in a manner that ensures the strengthening of the foundations of stability and security in Lebanon and prevents Israel from undertaking its daily violations of Lebanese sovereignty. With regard to the occupied Syrian Golan, the Movement condemns all measures taken by Israel, the occupying Power, to alter the legal, physical and demographic status of the occupied Syrian Golan, which have intensified since the outbreak of the Syrian crisis. The Non-Aligned Movement demands once again that Israel abide by resolution 497 (1981) and withdraw fully from the occupied Syrian Golan to the borders of 4 June 1967, in implementation of resolutions 242 (1967) and 338 (1973).

  4. again urges the Security Council to act resolutely and forthwith to end the plight of the Palestinian people and the Israeli occupation, support the realization of the inalienable rights of the Palestinian people, and establish peace and security by resolving this prolonged conflict, which has so severely destabilized the region and undermined international law and the international system as a whole. Lebanon continues to suffer from continuing Israeli violations of its borders and incursions against its territory, along with years of occupation and aggression. Unfortunately, Israel continues to violate Lebanese airspace and has been intensifying its incursions over Lebanon. The Security Council, in particular, must uphold the duties assigned to it by the Charter to address the situation and act with urgency to implement its own resolutions, respond to those critical developments and advance a peaceful solution based on United Nations resolutions, the principle of land for peace and the Arab Peace Initiative. The current dangerous situation, including in occupied East Jerusalem, cannot abide further delay or aggravation. The time to act is now to save innocent civilian lives, including by providing protection to the Palestinian people, in accordance with the relevant provisions of international humanitarian law, and to revive the gravely diminished prospects for peace.   6. believes that the continuation of Israel's illegal settlement campaign, which is at the core of the 48-year foreign occupation, remains the major obstacle to peace, undermining all efforts to resume a credible peace process and casting serious doubts on Israel's alleged commitment to ending its foreign occupation of Palestinian land and achieving the two-State solution on the basis of the pre-l967 borders and a just, lasting and comprehensive peace. NAM. calls once again upon the international community to act collectively and forthwith to compel Israel, the occupying Power, to cease its destructive and illegal practices and abide by all its obligations under international law, including humanitarian and human rights law, in the occupied Palestinian territory, including East Jerusalem.

That situation requires immediate attention by the international community, in particular the Security Council, which must act to bring a halt to all such violations of international law, including humanitarian and human rights law, committed by the occupying Power, which is further destabilizing the situation and threatening international peace and security.   8. Today, the situation in occupied Palestine, including East Jerusalem, continues to deteriorate at an alarming rate, as a result of Israel's crimes and violations against the Palestinian people. More than 49 Palestinians, including children, have been killed by the Israeli occupying forces, and more than 1,800 Palestinians have been injured, many severely, by the live ammunition and other weaponry used excessively and indiscriminately by the occupying Power against the defenceless civilian population under its occupation.

  12. A careful review of those trends indicates that the Council could have opted for alternative provisions to respond more appropriately to particular cases. Instead of making excessive and quick resort to Chapter VII, efforts should be made to fully utilize the provisions of Chapters VI and VIII for the pacific settlement of disputes. Chapter VII should be invoked, as intended, as a measure of last resort. Unfortunately, provisions of Articles 41 and 42 have in some cases been resorted to with undue speed before other options were fully exhausted.

The decision by the Security Council to initiate formal or informal discussions on the situation in any Member State or on any issue that does not constitute a threat to international peace and security is contrary to Article 24 of the Charter. In such cases, there is a need for the Council to remain strictly within the powers and functions accorded to it by Member States under the Charter. In recent years, the Security Council has been too quick to threaten or authorize enforcement action in some cases, while remaining silent and inactive in others. Furthermore, the Council has increasingly resorted to Chapter VII of the Charter of the United Nations as an umbrella for addressing issues that do not necessarily pose an immediate threat to international peace and security.

Ninth, the Council should cease its ongoing attempts to shift issues on the agenda of the General Assembly or the United Nations Economic and Social Council over to the Security Council and the encroachment by the latter on the functions and powers of the Assembly. The Non-Aligned Movement rejects the use of the Security Council as a tool to pursue national political interests and agendas, since that practice aggravates rather than alleviates situations and runs counter to its mission as enshrined in the Charter. We reiterate the necessity of non-selectivity, impartiality and accountability in the work of the Council.

We also call on the Council to elaborate on the circumstances under which it adopts the various outcomes, whether resolutions, presidential statements, press statements or other elements to the press. Sixth, the Council should, pursuant to paragraph 1 of Article 15 and paragraph 3 of Article 24of the Charter of the United Nations, submit special reports for the consideration of the General Assembly. Seventh, the Council should ensure that its monthly assessments are comprehensive and analytical and that they are issued in a timely fashion. The General Assembly may consider proposing parameters for the elaboration of such assessments. Eighth, the Council should fully take into account the recommendations of the General Assembly on matters relating to international peace and security, consistent with paragraph 2 of Article 1 of the Charter.

  16. Meetings should be open, especially when they include briefings by the Special Envoys or Representatives of the Secretary-General and the United Nations Secretariat. Fourth, the establishment of subsidiary organs by the Council should be in accordance with the letter and spirit of the Charter of the United Nations, and those organs should function in a manner that provides adequate and timely information on their activities to the broad United Nations membership. Fifth, the annual reports of the Security Council to the General Assembly should be more explanatory, comprehensive and analytical, assessing the work of the Council, including such cases in which the Council has failed to act, and should include the views expressed by members during the consideration of the agenda items.

  17. First, the provisional rules of procedure of the Security Council, which have remained provisional for 70 years, should be formalized in order to improve its transparency and accountability. Second, the number of public meetings should be increased, in accordance with Articles 31 and 32 of the Charter of the United Nations, and the meetings should provide real opportunities to take into account the Views and contributions of the wider membership of the United Nations, particularly non-members of the Council whose affairs are under discussion by the Council. Third, closed meetings and informal consultations should be kept to a minimum and should be the exception rather than the rule, as they were meant to be.

Examples of that failing can be seen in its reluctance to convene open debates on some issues of high significance, its holding of unscheduled open debates with selective notifications, its practice of repeatedly restricting participation in certain debates and of discriminating between members and non-members of the Council, particularly with regard to the sequence and time limits of statements allowed during the open debates. In View of the time limit and the fact that the NAM position on the subject at hand is reflected in the May 2014 final document of the seventeenth Ministerial Conference of the Non-Aligned Movement, I will confine myself to the following nine specific measures that NAM. calls for with a View to improving the working methods of the Council and enhancing its efficiency in fulfilling its primary responsibility.

The decrease in voluntary repatriation underlines the importance of meeting the reasonable needs of repatriated refugees in Afghanistan so that that trend can be reversed, and underscores the need to mobilize more international support for that purpose. We also continue to support hundreds of thousands of Afghan students, from primary to university education, pending their eventual repatriation. We support UNAMA, as well as United Nations agencies, in their efforts to provide development and reconstruction assistance to Afghanistan through robust regional engagement on issues such as border security, immigration, the return of refugees and drug control measures.

  22. Narcotics are not only a social health challenge but also, and more important, a major source of income for extremist and terrorist groups. Therefore, the international community should especially appreciate and support the triangular initiative of Afghanistan, Iran and Pakistan on cooperation in countering narcotics. It is a useful initiative that will benefit Afghanistan as well as transit and destination countries, and must be supported by the international community. Hundreds of thousands of Afghan refugees continue to live in Iran. We continue to participate in the work of the Tripartite Review Commission in order to plan for the voluntary, safe, dignified and gradual repatriation of Afghan refugees and the continued management of the refugee population in Iran.

  23. With regard to counter-narcotics efforts, we are particularly concerned about reports indicating that opium poppy cultivation in Afghanistan has shown an increase in recent years. That increase is primarily due to the prevailing insecurity and poverty. It represents a real threat to the region and beyond and should be addressed by the international community in a very serious and comprehensive manner. In that context, we welcome the initiatives taken by the countries of the region, including China, Pakistan, Tajikistan, Turkmenistan, Uzbekistan and Iran. Strong support and commitment from international donors, the Afghan authorities and the United Nations Office on Drugs and Crime are essential to deter the menace of drug cultivation and drug trafficking.

Iran stands ready to increase its bilateral cooperation, particularly on security matters, counter-narcotics efforts, development projects and economic cooperation in the fields of infrastructure and agriculture, as well as in efforts to find durable solutions for Afghan refugees. There is great potential to be explored in the fields of trade and transit. We expect the tripartite agreement between India, Afghanistan and Iran on the Chahbahar port facilities to be finalized by the end of September. Access to that port would be very beneficial for Afghanistan as a land-locked country. The completion of the two ongoing railroad projects from Iran to the Afghan cities of Harat and Farah is also an important step in the enhancement of the economic activities between the two countries and within the region.

With the increasing prominence of Daesh and its affiliate in Afghanistan, along with the vast spectrum of terrorist and extremist groups, as the Secretary-General's report suggests, international and regional Powers have a greater responsibility to the National Unity Government and can reap enormous benefits from assisting it, especially in its fight against terrorism. Iran welcomes the statement by President Ghani concerning the signing of the joint comprehensive plan of action between Iran and its negotiating parties. We appreciate his characterization of the plan as an opportunity to strengthen peace, stability and economic cooperation in the region. With respect to bilateral cooperation, we see the expansion of our political and economic ties with neighbouring Afghanistan as a priority.

  26. The deterioration of the security situation, especially in the north and west of Afghanistan, is a matter of concern. We condemn all violent attacks committed by the Taliban and all other terrorist groups, as well as any cooperation with them, since we believe cooperation would encourage them in their odious behaviour, and would therefore be counterproductive to the establishment of peace in Afghanistan. Afghanistan should become the object of regional and international cooperation, rather than of competition, so that peace, security and development can be established and strengthened in the region.

Because the assumption of full leadership is indeed a major step towards establishing peace and prosperity in the country, Iran continues to fully support the National Unity Government of Afghanistan and remains confident that it is well positioned and possesses the necessary capacities to address the political, economic and security challenges it faces. The most recent report of the Secretary-General on Afghanistan (S/2015/684) indicates that, although the overall number of attacks shows a very slight decrease as compared to 2014, the sustained conflict has grown in both intensity and geographic scope. There was a visible spike in terrorist attacks in Kabul following the confirmation of the death of Taliban leader Mullah Omar.

Those and other systematic violations 4 including the demolition of homes, the forced displacement of Palestinian civilians, the arrest and detention of Palestinians, including children, and incessant violence, terror and provocations by Israeli settlers and extremists, including at sensitive religious sites, particularly the Al-Aqsa Mosque in occupied East Jerusalem 4 have persisted unabated, worsening the already fragile situation on the ground, and must be addressed immediately to avert further destabilization and to salvage the two-State solution based on the pre-1967 borders. It is unacceptable that this humanitarian disaster, deliberately inflicted on the Palestinian people by the occupying Power, remains without redress and that, one year later, not a single home of the more than 12,000 homes completely destroyed has been rebuilt, as the illegal Israeli blockade continues to obstruct reconstruction; more than 100,000 people remain homeless; and socioeconomic conditions continue to deteriorate, as Gaza continues to be suffocated by the blockade and isolated from the rest of Palestine and the entire world. It is unacceptable that Israeli impunity persists without consequence. There can be no justification for such inhumanity and criminality. We appeal to the Security Council once again to uphold its Charter and moral duties and act to redress this injustice.

Israel has not been held accountable for those crimes, despite the fact that the occupying forces launched tens of thousands of missiles, bombs, artillery shells and live ammunition against the defenceless Palestinian civilian population in a brutal onslaught that killed more than 2,200 Palestinians, the majority of them civilians, including hundreds of children and women; injured more than 11,000 people; displaced hundreds of thousands; and terrorized the entire population.

  37. The Secretary-General's annual report on children and armed conflict (S/2015/409) states that at least 540 Palestinian children were killed during the conflict, and 2,955 were injured. At least 262 schools, 274 kindergartens and 17 hospitals in Gaza were damaged, while only three schools were damaged in Israel. That report concludes that the unprecedented and unacceptable scale of the impact on children in 2014 raises grave concerns about Israel's compliance with international humanitarian law, notably the principles of distinction, proportionality and precaution in attack, and respect for international human rights law, particularly in relation to the excessive use of force.

According to the report of the Human Rights Council's Independent Commission of Inquiry, the scale of the devastation in Gaza was unprecedented, and serious violations of international humanitarian law, in some cases amounting to war crimes, were committed by the Israeli occupying forces. According to the Secretary-General's summary of the Board of Inquiry report (S/2015/286) into certain incidents affecting schools run by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), as a result of Israeli actions during the 2014 conflict, at least 44 Palestinians were killed and 227 injured at seven UNRWA schools that were used as emergency shelters.

In doing so, the Council would be fulfilling its duty under the Charter of the United Nations to maintain international peace and security and make a genuine contribution to a solution ofthe Palestinian-Israeli conflict, which is at the core of the Arab-Israeli conflict and remains a source of grave concern for the region and the international community and for the prospects for global peace and stability. This time last year, Israel was carrying out an act of military aggression against the besieged Gaza Strip that lasted for 51 days, during which it inflicted widespread death, injury and trauma on Palestine's civilian population and massive destruction of their homes and infrastructure.

That is directly owing to Israel's illegal policies and practices, which have entrenched the occupation, caused widespread suffering and flagrantly undermined all peace efforts, to a point where the viability of a two-State solution has been cast into grave doubt. The question of Palestine has been on the United Nations agenda for more than 67 years, almost as long as the Organization has existed, so it is not for lack of attention that the conflict and its injustices continue. That is due rather to a lack of political will and the Security Council's repeated failure to uphold its responsibilities, leaving the Palestinian people with little hope of realizing their right to self-determination and freedom and the justice and peace they have been denied for so long. Despite decades of the Palestinian people's good-faith participation in peace efforts and a clear commitment by them and their leadership to international law, reaffirmed by Palestine's recent accession to several international conventions and treaties, Palestine's plight and predicament have worsened on all fronts.

The Non-Aligned Movement would like to take this opportunity to reaffirm its longstanding solidarity with the Palestinian people and to reiterate its support for their realization of their legitimate national aspirations and inalienable rights, including self-determination and freedom in an independent State of Palestine, with East Jerusalem as its capital, along with a just solution to the plight of Palestinian refugees, in accordance with General Assembly resolution 194 (III). We should keep in mind that the resolutions of the Security Council and the General Assembly contain the fundamental principles for a just, lasting and peaceful solution.

  44. The country that invaded two countries of our region and created grounds favourable to the growth of terrorism and extremism is not well placed to raise such accusations against mine. The feckless and reckless actions of the United States in our region over many years are at the root of many challenges that we are now facing in our neighbourhood. Iran is a stable country in an unstable region. As we want our stability to endure, we promote stability in the region and help our neighbours to stabilize and cooperate towards that end. In conclusion, let me also inform you, Mr. President, that my delegation, upon instruction from my Government, is forwarding the statement of the Islamic Republic of Iran following the action taken today by the Security Council, to be circulated as a document of the Security Council.

Only by honouring commitments, displaying good faith and adopting the right approach can we ensure that diplomacy will prevail over conflict and war in a world that is replete with violence, suffering and oppression. In this context, the Joint Comprehensive Plan of Action provides a solid foundation for further and more effective diplomatic interaction. Let me thank those Ambassadors who supported the Joint Comprehensive Plan of Action and those countries that helped this deal to happen. I also wish to briefly react to some baseless accusations leveled by some speakers in today's meeting. It is ironic that the Ambassador of the United States accused my Government of destabilizing the region and of terrorism.

We believe that the nuclear warheads stockpiled by the Israeli regime constitute a grave threat to peace and security in our unstable region, and that the Security Council should live up to its primary responsibility under the Charter of the United Nations and take the action necessary to neutralize this threat. To conclude, let me recall that Iran, a nation with a rich culture and civilization, has withstood enormous millennial storms while being steadfast in preserving its independence and identity. These have not been acquired by oppressing others or reneging on commitments. The steadfastness that our delegation showed during the negotiations was based on the fact that we only accept commitments that we can abide by. As Iran is resolute in fulfilling its obligations, we expect that our counterparts shall also remain faithful to theirs.

  47. In so doing, it has proved once more that it does not see peace in our region to be in its interest and considers peace to be an existential threat to itself. The Iranophobia that it tries to spread in the region and beyond also serves that nefarious purpose. We therefore alert our friends and neighbours not to fall into Israel's trap. In this context, it is also not surprising that the Israeli regime is the only obstacle in the way of establishing a nuclear-weapon-free zone in the Middle East, the concept for which my country initiated more than 40 years ago and has promoted ever since.

Thirdly, in the wake of this major development in the region, we renew our confirmation to our neighbours and friends in the Persian Gulf and the wider region that Iran is ready to engage in good faith with all of them based on mutual respect, good-neighbourliness and brotherhood. We have many common challenges in our region to address and many common opportunities to benefit from. This is the time to start working together against our most common and important challenges, which include above all violent extremism. Fourthly, the Israeli regime, following its general policy to stoke tension in the region, has done all in its power to sabotage and defeat any effort to resolve the standoff over Iran's nuclear energy programme.

We therefore earnestly hope that it helps turn a page in our region that can enable countries to close ranks, fight resolutely against violent extremism and move towards greater cooperation in addressing the grave threats facing the region and the world. While every country in the region has a very high stake in defeating terrorism, violent extremism and sectarianism, the Plan of Action's participants are facing similar challenges to their security from such phenomena. With the dust settled over the nuclear issue, we are now free to focus on real issues and to benefit from an improved environment conducive to wider cooperation among all actors.

First, the deal, sealed on the basis of mutual respect and understanding, is an important victory for diplomacy over the pressure and coercion exerted on Iran, which have produced no results over the past 37 years. It reinforces our faith in diplomacy as the most rational way to resolve differences in our interconnected world, and it shows that diplomacy can work and prevail over war and tension. It therefore sends a clear message to those who still believe they can achieve anything through force and coercion. Secondly, the Joint Comprehensive Plan of Action has the potential to help trigger major developments in the region aimed at achieving greater cooperation and coordination in addressing the real issues at hand.
