“In parallel to the need to de-escalate the Israeli- Palestinian conflict, Cote d'Ivoire believes that inter-Palestinian unity is essential to advance national aspirations for independent statehood and sovereignty. My delegation therefore encourages Hamas and the Palestinian Authority to pursue dialogue in order to achieve the Palestinian Authority's effective return to Gaza, which would allow for better management of the current humanitarian situation. Furthermore, my country welcomes the prospect of the first Palestinian elections since 2006 being held in 2020 and hopes that the elections will be held throughout the Palestinian territory on the basis ofa broad consensus.”

“My delegation also remains concerned about the continuing deterioration of the humanitarian situation in Gaza, which remains strongly affected by the blockade in force, water and electricity shortages in a context of acute economic crisis, and mass unemployment among young people. We call on the international community to provide the necessary humanitarian assistance to the Palestinian people in need, as well as to work towards the economic recovery and reconstruction of the Gaza Strip through adequate funding and investment. My country also welcomes the announcements of contributions to the budget of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, with a view to reducing the budget deficit it is facing.”

“In fact, my country notes with regret that, in his most recent report (8/2019/938), the Secretary-General once again highlights the lack of implementation of resolution 2334 (2016) in a list of acts contrary to the spirit of the resolution. So as not to undermine the two-State solution for peacefully coexistence, it is urgent that the parties refrain from any provocative actions or statements that would exacerbate tensions, which often degenerates into violence against the populations. These deadly acts of violence remind us of the urgent need to work for the relaunch of the Israeli- Palestinian dialogue, which unfortunately has not seen any significant progress since the Oslo Accords of 1993 and 1995.”

“Accordingly, my delegation commends the outstanding work of the United Nations and its partners in providing relief to more than 3.5 million people in need. My delegation urges the entire international community to maintain its financial support for the humanitarian response plan for Afghanistan in order to provide the assistance necessary to populations in dire need. Cote d'Ivoire therefore deplores the restrictions on humanitarian agencies' access to vulnerable populations, as well as attacks on humanitarian workers, which constitute a violation of international humanitarian law. Cote d'Ivoire encourages the forces engaged in Afghanistan to further strengthen joint operations with the defence and security forces in the provinces most affected by insecurity and calls on stakeholders to honour their funding pledges to the Afghan army.”

“The year 2019 was particularly deadly, with 1,174 civilians killed in the third quarter, which, according to the United Nations, represents an increase of 42 per cent from the previous year. My country therefore believes that the efforts of the international community and, above all, those of the Council must seek to end to the deadly violence that will have a lasting impact on the most vulnerable segments of the population, particularly women and children. With regard to the humanitarian situation, we must recall that, 18 years since the fall of the Taliban regime, the protection of civilians and the delivery of humanitarian assistance remain significant challenges, especially in provinces under Taliban control.”

“In this regard, we invite the Taliban to demonstrate its determination to participate in the negotiations by putting an end to the violence and resuming direct political dialogue with the Afghan authorities. My delegation also calls on all countries of the region to support those talks so as to ensure regional peace, stability and security. With regard to the security situation, my country is concerned about the continuing violence and insecurity in Afghanistan. According to available information, it is estimated that 40,000 civilians have been killed since 2001 and more than 120,000 injured. Moreover, since the beginning of the war, at least 62,000 Afghan soldiers and police officers have lost their lives.”

“Concerning the political situation, my delegation welcomes the fact that, despite a difficult security backdrop characterized by deadly attacks and attempts at intimidation, the Afghan authorities successfully held presidential elections on 28 September. The holding of the elections reflects the commitment of the Afghan people to peace, progress and the building of a democratic society. “United Nations missions are comprised of a mosaic of contingents and personnel who, while driven by a common quest to achieve peace and stability in countries in conflict, come from different countries and cultures, which necessarily influences their perception of their obligations in the context of peacekeeping in difficult settings. The great merit of the Police Commissioners who have just briefed us, as well as that of their colleagues in other United Nations missions, lies justifiably in their daily efforts to maintain the cohesion and unity of action of their forces so that, despite the many challenges they face, they can continue to be the most effective instrument of the United Nations in the service of peace.”

“What is his assessment of the support provided by the United Nations police units in restoring the Malian State's authority throughout its national territory, including the redeployment of police and judicial institutions? What is the connection between the role of the United Nations police and the self-defence groups on the ground? Women's contribution to peace and security is today at the heart of the concerns of the international community. My country believes that women deployed in United Nations peace missions make a major contribution to the promotion of national reconciliation. However, it is clear that the goal of increasing their numbers is far from being achieved. We therefore call on the Council to work diligently with a view to strengthening the presence of women within these missions.”

“In the light of all that, and in recognizing the importance and complementarity of the Strategic Guidance Framework for International Police Peacekeeping, my country would like to stress that, based on its recent experience, greater emphasis should be placed on the application of guidelines regarding the strengthening and development of the capabilities of police components, as well as their role in the protection of civilians. We welcome the progress made by the Office of the Prosecutor in that area. In conclusion, Cote d'Ivoire reiterates its commendation and support to Prosecutor Bensouda and her Office for their perseverance in implementing the principle of accountability for crimes under the Court's jurisdiction.”

“In that regard, Cote d'Ivoire hopes that the upcoming international conference on Libya to be held in Berlin will help to silence the guns and sustainably revive the political process with a View to ending the crisis. A stable security environment is key to ensuring more effective cooperation between Libya and the ICC. C6te d'Ivoire notes with regret that the ICC's arrest warrants for Libyan nationals have not yet been executed, due mainly to the current security situation, which is affecting the institutional capacity of the Government of Nation Accord to fulfil its obligations under the Rome Statute. We therefore call on the Libyan parties to remove all the obstacles to full cooperation with the ICC in order to bring the alleged criminals to justice before the relevant international tribunals.”

“The deterioration in the security situation has allowed the Libyan branch of the Islamic State in Iraq and the Levant to take root. The attack in Benghazi on 10 August that claimed the lives of three members of the United Nations Support Mission in Libya (UNSMIL) demonstrates the need to draw the attention of both the Council and the International Criminal Court to the activities of that terrorist group. My country is therefore concerned about the decision taken by the European Union, in a context marked by continued violations of the arms embargo on Libya, to temporarily suspend the deployment of its naval assets in Operation Sophia, starting on 27 March of this year. It is also troubling that the efforts to secure a ceasefire and bring the parties to the conflict back to the negotiating table may be futile.”

We commend Ms. Fatou Bensouda, Prosecutor of the Court, for her detailed briefing. Cote d'Ivoire would like to assure her of our full support and to urge all States, including States that are not party to the Rome Statute, to fully cooperate with the ICC in order to end impunity. My delegation notes with concern that since the previous report of the Prosecutor (see S/PV.8523), the security situation in Libya has deteriorated considerably, owing to the ongoing violence that began on 4 April between the forces of General Khalifa Haftar and those of the Government of National Accord led by Prime Minister Faiez Serraj.”

“An agreement between the two countries should also allow Serbia to suspend its international campaign to persuade countries that have recognized Kosovo as an independent State to revoke such recognition. In conclusion, C6te d'Ivoire reiterates its support for the efforts of the Special Representative of the Secretary-General and all the personnel of UNMIK and the Kosovo Force, as well as the European Union. It calls on the international community to provide significant support to the special trust fund in support of the Roma, Ashkali and Egyptian communities in Kosovo. “In addition, my delegation calls for the early resumption ofnegotiations, under the auspices of the European Union, in order to build new momentum in the reconciliation process, the promotion of human rights and on the path to settling the issue of the full international recognition of Kosovo and its participation in all international organizations. With regard to that last point, my country would like to reiterate its call for the total elimination of customs duties on goods imported from Serbia and Bosnia, in accordance with regulations applicable to countries that have signed the Central European Free Trade Agreement in recent years. Indeed, that tariff barrier hinders not only efforts to reach an agreement between Kosovo and Serbia but also initiatives aimed at Kosovo becoming a member of the European Union.”

We also reiterate our call for constructive dialogue between the Office of the United Nations High Commissioner for Human Rights and the Burundian authorities with a view to a lasting resolution of their disagreements. In conclusion, C6te d'Ivoire appreciates the significant contribution that Mr. Kafando has made to the implementation of the political process for stability in Burundi and thanks him for his personal commitment and for all his efforts over the past two years.”

The issue of the voluntary repatriation of refugees and the return of internally displaced persons to their areas of origin is still one of the international community's core concerns. “We believe that only a calm sociopolitical environment and an inclusive process in a more open political space can guarantee the credibility of the election. In that connection, we welcome the efforts made by the Burundian authorities to raise awareness among the relevant stakeholders on best practices to be observed during the 2020 general elections, as evidenced by the meeting on 21 August organized jointly by the First Vice-President of Burundi and the Minister of the Interior, for the benefit of political party leaders, local authorities and representatives of the defence and security forces. “My country sees this resolution as an expression of the Security Council's full support for the efforts made so far by Mr. Horst Kohler, Personal Envoy of the Secretary-General for Western Sahara. It is our firm hope that the next Personal Envoy will build on Mr. Kohler's achievements and on the agreement of the four participants to meet again in the same format. To that end, it is important that the stakeholders continue to engage in order to reach a just, lasting and mutually acceptable solution based on bold compromises to end regional differences. “For example, a social programme adopted by my Government in January with a fund of F727.5 billion, equivalent to $1.455 billion, places the empowerment of women at the heart of its priorities and reinforces actions already undertaken by the Support Fund for Women of Cote d'Ivoire, which has so far enabled 170,000 women to emerge from poverty by financing their projects. In conclusion, my delegation urges all actors concerned to take all necessary measures for the implementation of resolution 1325 (2000) and the related subsequent resolutions 1889 (2009), 2122 (2013) and 2242 (2015), which enshrine the fundamental imperative of the role of women in conflict prevention and the restoration of lasting peace and stability.”

“In the light of that imperative, Cote d'Ivoire - which is so far still the only country to have been removed from the list annexed to the Secretary-General's reports on sexual violence in armed conflict - attaches particular importance to the empowerment of women. Among other things, that commitment on the part of the Ivorian authorities has materialized in the creation of a Government department dedicated to the empowerment of women and the allocation of funds for financing micro-projects that help women.”

“The adoption in March 2018 of the Continental Results Framework, aimed at collecting quantitative and qualitative data on the implementation of resolution 1325 (2000), has made it possible to coordinate and strengthen major initiatives that have been undertaken, including promoting parity in executive and legislative systems and enhancing the role of women in mediation and prevention strategies. Ensuring greater participation by women will first require adequate education, health and empowerment opportunities for women and girls. That will make it possible to improve women's socialposition andtherefore their more active participation in all sociopolitical mechanisms for conflict prevention and peacebuilding.”

“At the subregional level, my country supports the actions of the Network on Peace and Security for Women in the Region of the Economic Community of West African States, which seeks to coordinate and support women's initiatives and the role of women in conflict prevention, peacekeeping, security and the promotion of human rights, particularly those of women and other vulnerable groups. At the regional level, Cote d'Ivoire welcomes the African Union's commitment to the implementation of resolution 1325 (2000) in the context of a coordinated approach with the regional economic communities.”

“Well before that, on 6 March, Parliament decided to grant a subsidy to political parties in which women's level of representation in elected bodies - in municipal or regional councils, for example - reached 30 per cent. With regard to women's contribution to conflict prevention and resolution, the Government contributed to the launch on 26 January 2018 of a national network of women leaders, and in June 2017 committed fully to the creation of the African Women Leaders Network, which seeks to enhance women's contributions to peace and stability on the continent. We have also supported women's contribution to peacekeeping operations by including female personnel in Cote d'Ivoire's contingents in the Democratic Republic of the Congo, Mali and the Central African Republic.”

“In the light of the achievements of the past 20 years and the challenges that remain, my delegation believes that we must continue efforts to include women in the mechanisms for strengthening peace and security. To that end, it is essential to further open the political space for women in times of both peace and conflict and to ensure their empowerment as agents of economic and social development. In recognition of the decisive role of women and following our post-electoral crisis, the Government of Cote d'Ivoire has worked to position them at the heart of our national peacebuilding strategy by increasing their representation in our national political parties and political institutions such as the Parliament and the Senate. In that connection, on 16 July the Parliament enacted a law on the representation of women in elected assemblies.”

“As the twentieth anniversary of resolution 1325 (2000) approaches, it is worrying to see, as the Secretary- General's report (S/2019/800) indicates, that despite generally encouraging progress, the implementation of the commitments agreed on to increase women's contribution to peace and security still has not yielded the desired results. Many sociopolitical, economic and cultural constraints continue to hamper women's full participation in strengthening peace and security, including in many countries affected by armed conflict or emerging from crisis. The fact is that although women are among the primary victims of all types of Violence in armed conflicts, they continue to be confined to peripheral roles in negotiations and in strategies for emerging from crisis and peacebuilding, despite their evident added value.”
