“That twelfth round of negotiations, the Astana process and all the other peace initiatives will be conducive to the establishment of a framework for consultations in which all the parties to the Syrian crisis can agree on issues related to relaunching the political process, combating terrorism, returning refugees and beginning post-crisis national reconstruction. Cote d'Ivoire welcomed the joint communique issued after the talks, which stressed the importance of accelerating the operationalization of the constitutional committee and affirmed the participants' willingness to support the Special Envoy's efforts. My delegation also believes that the initiatives to advance the political process for ending the crisis must be supported by confidence-building measures among the parties to the conflict.”

“To conclude with the question of the implementation of the mandate of UNISFA, Cote d'Ivoire commends the invaluable support that it has provided to the Joint Border Verification and Monitoring Mechanism in terms of stabilizing the Abyei Area, in accordance with the relevant Security Council resolutions. The Council's unanimous decision to extend the mandate of UNISFA until 15 October reflects its recognition of the progress made by the parties, in particular concerning the implementation of the measures set out in paragraph 3 of resolution 2438 (2018). The Sudanese and South Sudanese parties should see in that decision the Council's encouragement to work harder to find lasting solutions to their border disputes by implementing the border agreements and operationalizing the Joint Border Verification and Monitoring Mechanism.”

“My country also urges local communities to refrain from any actions that could jeopardize the current stability, the conclusion of the negotiations on the final status of Abyei and efforts to build resilience. On the humanitarian front, my delegation commends the United Nations agencies and humanitarian organizations, which in spite of the difficulties encountered are making considerable efforts to provide assistance on many levels to the people living in the Abyei Area, thereby helping to respond to the urgent health, education and subsistence needs of vulnerable populations. “Cote d'Ivoire calls on all parties to speed up the process of implementing those procedures. With regard to the political situation, my country notes with regret that the parties have not been able to capitalize on the recent improvement in their relations to accelerate the implementation of the provisions of the agreement between the Government of the Republic of the Sudan and the Sudan People's Liberation Movement on temporary arrangements for the administration and security of the Abyei Area of 20 June 2011. Cote d'Ivoire therefore urges the Sudanese and South Sudanese parties to work towards the rapid deployment of a common administration for the Abyei Area with a view to consolidating the gains made with the support of UNISFA.”

“Like the Israeli-Palestinian conflict, the ongoing crises in the Syrian Arab Republic and Yemen are also a matter of concern to my delegation. With regard to Syria, cote d'Ivoire believes that the following three major actions could help to further strengthen the international community's peace efforts: first, maintaining the ceasefire in Idlib governorate in order to prevent further loss of life and a worsening of the humanitarian crisis; secondly, ensuring the sustainable delivery of aid by removing all obstacles and ceasing hostilities; and, lastly, engaging stakeholders in implementing the relevant provisions of resolution 2254 (2015).”

“My country is deeply concerned about the consequences of the Israeli-Palestinian conflict on the humanitarian situation, particularly in Gaza, which is Characterized by increasingly difficult access to health-care services, ongoing water shortages and power outages. The humanitarian crisis is aggravated by a difficult socioeconomic situation, marked by irregular payments of civil servants' salaries and a sharp increase in unemployment, in particular in Gaza, where more than 50 per cent of the working population, most of whom are young people, has been affected. Cote d'Ivoire therefore reiterates its appeal to international partners to continue their material and financial support for the United Nations Relief and Works Agency for Palestinian Refugees, whose work is vital for populations in distress.”

“The Israeli-Palestinian dispute is today one of the most complex conflicts, which the international community has been facing for several decades. Despite numerous mediation efforts by the United Nations and bilateral partners, the crisis remains unresolved. The ongoing political and security challenges in the Gaza Strip and the West Bank, including the situation in Hebron, as well as the serious humanitarian crisis affecting Palestinians have, over the years, eroded the hopes for a lasting peace that were raised by the Oslo Accords, which were signed in 1993. In addition, the shrinking space for possible political compromises between the parties, as well as recurrent inflammatory ideology and rhetoric, are exacerbating armed tensions and confrontations.”

“We condemn the attacks on schools and call on all the parties to the conflict to implement the United Nations action plan to end the use of child soldiers in Yemen and respect the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict. In that regard, my delegation would like to commend UNICEF for all its efforts in support of education in Yemen and encourage it to continue its programme for paying the salaries of approximately 100,000 teachers in arrears. We welcomed the holding on 26 February of a pledging conference in Geneva at which donors raised the significant amount of $2.6 billion for financing the United Nations humanitarian response plan in 2019.”

“It has affected nearly 22 million Yemenis, 14 million of whom are acutely food insecure and exposed to endemic diseases that are difficult to eradicate. In addition, C6te d'Ivoire remains particularly concerned about the resurgence of the problem of child soldiers in the Yemeni crisis. We are also deeply concerned about the extent of the dropout rate affecting children in Yemen. According to the United Nations, more than 2 million of the 7 million children of school age are not in school. According to several non-governmental human rights organizations, that situation is the result of the non-payment of teachers' salaries and the destruction of school buildings.”

“Cote d'Ivoire welcomes the adoption of resolutions 2451 (2018), 2452 (2019) and 2456 (2019), which respectively established the Redeployment Coordination Committee and the United Nations Mission to Support the Hudaydah Agreement (UNMHA) and renewed the Security Council Committee established pursuant to resolution 2140 (2014) and the mandate of the Panel of Experts. However, we note with regret that despite the progress that has been made, including the conclusion of the Stockholm Agreement, providing for a ceasefire and the withdrawal of forces, there have been more than 3,000 cases of violations of the truce. Since 2015, the continuing hostilities have forced Yemen to endure the worst humanitarian crisis in the world, according to the United Nations.”

“Cote d'Ivoire would once again like to commend the Secretary-General for his tireless efforts, which have helped to make it possible to achieve the ceasefire needed to launch an inclusive dialogue. We also welcome the adoption of resolutions 2451 (2018) and 2452 (2019), which have established a framework for a sustainable way out of the crisis in Yemen. We believe that the implementation of the Stockholm Agreement on a ceasefire and of resolutions 2451 (2018) and 2452 (2019) offers some hope for peace for the Yemeni people, on whom the years of war have inflicted so much suffering. That is why we deplore the recurring violations of the ceasefire, which seriously undermine the prospects for settling a crisis whose humanitarian consequences are the worst the world has seen in the past few decades, according to the United Nations.”

“My delegation therefore urges the Government, with the support of the international community, to increase measures to strengthen the technical capacity of cooperatives, access to land and markets and the fight against corruption and to take into account the gender dimension to promote the empowerment of women. My delegation also encourages the Colombian authorities to redouble their efforts to ensure the continuity of basic services, in particular health, education, water and electricity services in the most remote rural areas. In the area of justice, my delegation encourages the Government to continue its efforts to facilitate the smooth functioning of the Special Jurisdiction for Peace and to provide adequate responses to outstanding issues regarding legal guarantees.”

“Similarly, it remains concerned about the increasing activities of illegal groups and criminal organizations, the growing illegal economy and the taking up of arms again by some FARC members, frustrated by the slow pace of the peace process. In that context, the challenge of economic reintegration, which is at the heart of the peace process, deserves particular attention. In that regard, my delegation welcomes the increase in the number of approved income-generating projects to a total of 20 to date. However, it believes that the difficulties in former combatants accessing such opportunities for economic reintegration remain an obstacle to the peace process.”

We offer our condolences to the grieving families and our wishes for a speedy recovery to the injured. My country calls on the National Liberation Army to renounce all armed action and resolutelyjoin the peace and reconciliation process. “Indeed, the FARC effectively occupies the five seats granted to it in the Colombian Congress, and arrangements are under way to enable it to take part in the 2019 regional and local elections. Cote d'Ivoire welcomes all those encouraging developments and urges the Colombian authorities to continue their efforts to address all the challenges related to peacebuilding. In that regard, we call for a synergy of actions among the Government, State institutions, political parties, civil society and the private sector, with the support of the international community. Cote d'Ivoire is of the opinion that the general aspiration for peace deserves to be strengthened and protected from any action that could affect the valuable achievements of the peace process.”

“My delegation welcomes the determination of the new authorities to pursue the peace process through concrete actions, including the implementation of the "Peace with legality" plan, aimed at eradicating violence in conflict-affected areas, promoting rural development and launching a new anti-drug policy. We also welcome the preparation and presentation of draft laws on peace, the regular holding of hearings of the Special Jurisdiction for Peace, the commencement of the work of the Truth Commission and the resumption of the work of the National Reintegration Council to promote income-generating activities. “With regard to the tangible results of the peace process, my delegation welcomes the combination of the political will shown by the Colombian authorities with the commitment of the other stakeholders in the process, which has enabled the progress unanimously recognized by the international community. This combination of actions by all actors in the peace process has made it possible to move from a rationale of conflict to one of peace. Accordingly, after several decades of conflict, Colombia held its first peaceful and inclusive elections, which saw the participation of the FARC-EP, now transformed into a political party, the Fuerza Alternativa Revolucionaria del Coman (FARC). In the same vein, the legal framework to promote the implementation of the Peace Agreement and transitional-justice institutions have been put in place.”
