4. “Since the adoption of the Charter, the international community, through the Security Council, has not flagged in its efforts to promote peace and security around the world. However, despite our many successes, several hotbeds of tension continue to afflict the world and currently represent a genuine threat to our collective security. The decades-old Israeli-Palestinian dispute is representative of those conflicts, the regional and international repercussions of which continue to undermine peace and security on a global scale. We also welcome the fact that United States and Russian mediation efforts led to Turkey's decision to suspend its offensive against Kurdish forces in north- east Syria. My country encourages the continuation of dialogue with both Turkey and Kurdish forces and urges all actors in the Syrian crisis to take further action to de-escalate. 20. “According to estimates by the United Nations Children's fund, to date nearly 165,000 people, including 80,000 children, are being affected by the military escalation in north-east Syria, not to mention the impact of the clashes on sanitation infrastructure, including a water treatment station that serves the drinking-water needs of approximately 400,000 people in the area of Hasakah. My delegation resolutely condemns the attacks on civilian populations and infrastructure and reminds those leading the offensive that conducting military operations does not exempt them from their obligations under international humanitarian law, which include the protection of civilians and educational and health infrastructure, as well as the provision of humanitarian assistance.”

Once a place of refuge for thousands of Syrians fleeing the fighting in their country, the Turkish-Syrian border has become, since the outbreak of the Turkish military offensive, a high-risk area that has reignited the concern of the international community about the already very worrisome humanitarian situation in the country.”

34. “This bleak picture is further magnified by the 2 million Yemeni children who are not being educated due to the closure or destruction of their schools. Worse, 2,500 of them have been forcibly recruited to participate in factional fighting. My country also continues to be concerned about the equally disastrous economic situation. In its report Assessing the Impact of War in Yemen, published on 9 October, the United Nations Development Programme underlines the continuing rise in the poverty rate, which increased from 47 per cent in 2014 to 75 per cent in 2019. The report also notes that a protracted conflict would make Yemen the poorest country in the world in a few years, with 79 per cent of the population living below the poverty line, including 65 per cent living in extreme poverty.”

Cote d'Ivoire notes with deep concern the extent of the continuing deterioration of the humanitarian situation in Yemen, which raises fears of widespread famine. According to United Nations specialized agencies, 80 per cent ofthe population, that is, 24 million people, are in need of humanitarian assistance and protection. On top of that, approximately 17.8 million of them lack drinking water and 19.7 million have no access to adequate health care.”

The election of the chairs, vice-chairs and rapporteurs of the parliamentary committees, an essential cog in the institutional machinery, is also to be welcomed. That report should enable the Council to decide on the withdrawal of UNAMID on the date foreseen. My delegation hopes that any UNAMID withdrawal will be orderly, based on a phased approach and take into account security progress and vulnerabilities. It also must consider the need to maintain reserve capacities until the final closure of the mission. 42. “In that context, Cote d'Ivoire once again reminds the parties to the conflict that reconciliation and lasting peace in Darfur will be possible only in an environment marked by definitely silencing the guns and holding a dialogue-based process to resolve the crisis. We therefore encourage the new Sudanese authorities to contribute actively to that process by engaging in negotiations with the armed movements in Darfur, with a view to creating the conditions needed for the withdrawal of UNAMID in June 2020. My delegation is of the view that the relative stability in the situation in Darfur cannot overshadow the persistence of security vulnerabilities, as illustrated by sporadic incidents between security forces and civilians, intercommunal tensions and the criminal activities of armed movements. The establishment of the Sovereign Council and the appointment and inauguration of Mr. Abdalla Hamdok as Prime Minister open up a new chapter in the Sudan's history. Those developments must be consolidated by the formation of the future transitional Government.”

We commend Mr. Jean-Pierre Lacroix, Under-Secretary- General for Peace Operations, and Mr. Sma'il Chergui, African Union Commissioner for Peace and Security, on the quality of their briefings. By adopting resolution 2479 (2019), on 27 June, which authorizes the technical renewal of UNAMID's mandate until 31 October, the Security Council granted itself a four-month evaluation period, at the end of which it must decide whether or not to withdraw the mission.”

47. “The serious humanitarian crisis faced by Syria has been inextricably linked for many years to the conflict in the country. The responds to the needs of people facing extreme hardship must therefore be accompanied by greater efforts aimed at achieving an immediate ceasefire, which is essential to the safe delivery of humanitarian aid and the resumption of political dialogue, which is the sole prerequisite for a peaceful and lasting solution to the crisis in Syria. In conclusion, C6te d'Ivoire reiterates its support for the Special Envoy of the Secretary-General and encourages him to pursue his mediation efforts with a view to relaunching the political process, in line with the relevant provisions of resolution 2254 (2015).”

48. “In that regard, Cote d'Ivoire again calls on the parties to the conflict to put an immediate end to hostilities and to strictly respect their obligations under international humanitarian law. We encourage them in particular to take all measures necessary to protect civilians and civilian infrastructure. With regard to the serious plight of refugees and internally displaced persons, my country urgently appeals to the international partners to honour the funding pledges they made at the third Brussels Conference on Supporting the future of Syria and the region, held from 12 to 14 March. According to Ms. Najat Rochdi, Senior Humanitarian Adviser to the Special Envoy to Syria, of approximately $3.3 billion needed to provide assistance for more than 11 million Syrians, only 23 per cent has been raised thus far this year.”

49. “In addition, my country regrets that, since 29 April, there has been a resumption of fighting in Idlib governorate, which has further exacerbated the already precarious conditions of approximately 3 million people. According to estimates from the Office for the Coordination of Humanitarian Affairs, the new outbreak of violence has claimed many lives and led to the displacement of more than 400,000 people, while approximately 11.7 million displaced persons will need urgent assistance, including 5 million who face extreme hardship. The humanitarian situation has become increasingly worrisome, given the recurring attacks over the past few months on vital civilian infrastructure in north-western Syria, in particular health facilities and schools, as well as water treatment plants.”

C6te d'Ivoire once again welcomes the agreement establishing a demilitarized zone in Idlib, signed on 17 September 2018, between Russia and Turkey, which has made it possible to avoid the large-scale offensive so dreaded by the international community. Unfortunately, the agreement has only been partially respected, in some measure because of the refusal of armed groups to withdraw from the demilitarized zone.”
