It is deeply concerning that the threats posed by the Islamic State in Iraq and the Levant (ISIL) (Da’esh) have continued to increase and that Da’esh is trying to regroup and resume its attack capabilities. The African region has been debilitated by ongoing armed conflicts, humanitarian crises, natural disasters and deadly diseases. It is now further threatened by the increasing terrorist presence in the region. 4. “We support the operations carried out by the Somali security forces, AMISOM and international partners against Al-Shabaab and urge the Government of Somalia to redouble its efforts aimed at carrying out security measures for civilian protection and accelerating investigation into the violence against and killings of civilians. In this regard, support for the Somali army and security forces remains critical through training, provision of equipment, capacity-building and implementing operations against Al-Shabaab. It is also important to create a favourable environment and step up protection measures for civilians, including in electoral preparation and polls, especially for vulnerable groups, women and children. Secondly, the continuing volatile security situation remains a concern. 6. “First, the agreement reached by the NCC on the main issues in relation to the election process is an important milestone. It not only removed a major roadblock to elections, but also showed that all parties could work together in the interests of the country. We hope that the election will be implemented in a secure and peaceful manner, based on an agreed timetable. Furthermore, the implementation of a Somali-owned and Somali-led political process should take into account the legitimate aspiration of all Somali stakeholders. Adequate representation of women, minorities and youth should also be ensured. 11. “The humanitarian situation continues to be alarming due to the volatile security situation, combined with the impact of socioeconomic hardship, displacement, the coronavirus disease epidemic and natural disasters, such as the eruption of Mount Nyiragongo. The number of people in need of assistance has risen from 15.6 million in 2020 to 19.6 million this year — 21 per cent of the population. In addition, 27.3 million people — 29 per cent of the population — more than half of whom are women, are facing food insecurity, 6.7 million of whom are at emergency level 4 of the Integrated Food Security Phase Classification. We call on the international community to step up its assistance to the people of the Democratic Republic of the Congo.”

12. “We also commend genuine efforts to increase the representation of women in Government, resulting in a 10 per cent increase — from 17 to 27 per cent — in the number of women members of the Government. However, on the security front, my delegation is troubled by the deterioration of the situation in North Kivu, South Kivu and Ituri due to the increase of illegal activities of armed groups, as well as persistent intercommunal violence in those three provinces and Tanganyika. Many innocent civilians, including women and children, have fallen victims to those hostilities. We reiterate our strong condemnation of attacks against civilians, peacekeepers and humanitarian personnel, and call for strengthening their protection.”

16. “However, given the high demand for medical supplies, coordination among parties in control must be enhanced, and procedures to further facilitate shipments to this area must be simplified. The situation in north-west remains dire. Some 3.4 million people are in need of assistance, most of whom are internally displaced persons. One of every three children of under the age of five is affected by chronic malnutrition. A great number of civilians are depending on the delivery of life-saving aid. The continued operation of the humanitarian system for people in this area through appropriate consultation with relevant parties is critical. For that reason, it is important that the Council reach consensus in finding a solution to this issue.”

17. “At the same time, well-coordinated actions are needed to best ensure respect for international law, including international humanitarian law and relevant Security Council resolutions. While there is no end in sight to the humanitarian crisis, safe and unimpeded and sustained humanitarian access should be maintained in order to enhance the humanitarian response. All efforts and all appropriate channels need to be explored and employed, as appropriate, to meet the needs of the people. 18. “Water insecurity relating to the Euphrates River in the north-east is causing serious challenges in terms of water supply for 5 million people and electricity supply for another 3 million. The issues concerning the Allouk water station and various internally displaced person camps remain unsettled. In the meantime, protection concerns continue to be highlighted. Even though this might be the calmest period of the crisis, instability continues to claim civilian lives. Civilian infrastructure and humanitarian work are being affected by violence, including the most recent incident at Al-Shifa hospital in Afrin. My delegation therefore calls on all parties to refrain from actions that could cause further deterioration in the situation. Efforts to combat terrorist groups designated by the Security Council should continue.”

19. “I thank Secretary-General António Guterres and Acting Under-Secretary-General Ramesh Rajasingham for their remarks. I also thank Ms. Sherine Ibrahim for sharing her insights. I welcome the participation of the representatives of Syria, Turkey and Iran in today’s meeting. Let me start by expressing our grave concern over the deterioration of the humanitarian situation in Syria. It has been getting worse due to the economic crisis and the impacts of the coronavirus disease (COVID-19). Food insecurity, shortages of fuel and basic goods, as well as the severity of the ongoing pandemic, continue to aggravate the predicament of the Syrian people throughout the country. The number of people in need has been on the rise, especially in the past year. It is now around 13.4 million people — over 20 per cent higher than in 2020.”

20. “My delegation fully supports the efforts of the AU, EU other regional and bilateral partners to bring back peace to the Central African Republic. To that end, we recognize the vital role played by the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). At the same time, we are concerned about reports regarding incidents that have affected MINUSCA’s operations in recent months, as well as other anti-MINUSCA rhetoric and actions. The most favourable conditions should be created to assist the Mission in discharging the mandate entrusted to it by the Council. The safety and security of peacekeepers must also be a priority for all concerned. We would like to emphasize the importance of the full implementation of the status-of-forces agreement.”

31. “Accordingly, constructive and non-politicized international cooperation is extremely important to support the efforts of the OPCW Technical Secretariat and the Syrian Government in finding solutions. Differences must also be addressed constructively and must not be politicized. In closing, Viet Nam would like to stress the need for a comprehensive political settlement of the crisis in Syria, led and owned by the Syrian themselves and facilitated by the United Nations, in full accordance with principles of international law and the Charter of the United Nations. The first is continued engagement between the OPCW and Syria. 34. “Sharing the common goal of saving succeeding generations from the scourge of these weapons, we re-emphasize the vital importance of the full implementation by all State parties of their obligations under the Chemical Weapons Convention (CWC). The role of the OPCW as the multilateral body entrusted with assisting the implementation of the CWC is pivotal to the achievement of that goal. In this regard, the work of the organization should be carried out in the most comprehensive, objective and impartial manner. 40. “The longer the conflict and escalation continue without a political solution, the more intense the suffering of innocent civilians becomes. We are especially concerned over reports of the continued increase in displacement and redisplacement, affecting some 100,000 people during the past two weeks, almost 60 per cent of whom are children. In addition, reports indicate that a high number of civilians have been killed, including in camps for internally displaced persons. The temperature there is like in New York now. It is hard to imagine the situation of people without adequate shelter and the necessary supplies, especially women and children. Given the fragile situation on the ground, it is vital for the Security Council to seize the momentum created in Berlin and support the implementation of the Conference’s outcome. While resolution 2510 (2020) is not perfect, it represents a commitment on the part of the international community to strive towards a Libyan-led and Libyan-owned peace process to finally put an end to the conflict in Libya. Viet Nam therefore decided to vote in favour of resolution 2510 (2020).
