  2. We highly appreciate the efforts made by Egypt to promote Palestinian reconciliation and call upon all concerned to abide by international law and United Nations resolutions on this issue. Regardless of the enormous efforts made by the international community, prospects of a sustainable political solution to the conflict seem to be on a dangerous trajectory, as the Secretary-General has warned. Viet Nam urgently appeals to all parties concerned to make greater concerted efforts to put an end to the pain and suffering of the people on the ground and to bring the peace process back on track.

Viet Nam time and again has reaffirmed its support for the legitimate struggle of the Palestinian people for their inalienable rights, including the right to self- determination and the establishment of an independent and sovereign State. We strongly believe that the two- State solution is the optimal way to end the conflict and to fulfil the aspirations ofboth Israelis and Palestinians. We wish to see two States, Israel and Palestine, living side by side in peace and security along the pre- 1967 borders. We call for unity at both the national level, with a genuine intra-Palestinian reconciliation, and the international level, with continued and consistent support in words and in deeds.

  4. Regarding the ongoing situation in Gaza, we call on Israel and the Palestinian Authority to act seriously to prevent any further deterioration of the humanitarian situation. There can be no lasting solution for Gaza without a lifting of the blockade and the restoration of the power of the Palestinian Authority in Gaza. My delegation highly appreciates the tireless efforts of the United Nations Relief and Works Agency for Palestine Refugees in the Near East to ease the suffering of Palestinians. A just, comprehensive and lasting solution to the conflict can be achieved only through earnest and constructive dialogue and negotiations, in accordance with international law, including all relevant United Nations resolutions, particularly Security Council resolutions 478 (1980), 2254 (2015) and 2334 (2016).

  5. The situation is a denial of the fundamental rights for the people on the ground and undermines all efforts towards a peaceful solution for the Israeli-Palestinian conflict. Viet Nam condemns all acts of violence against civilians and excessive use of lethal weapons. We urge all concerned parties to exercise restraint and to refrain from all acts that would escalate tensions. We share the concern that Special Coordinator Mladenov expressed in his briefing to the Council last month that no step had been taken by Israel to cease settlement activities in the occupied Palestinian territories and the recent announcement of the construction of 840 new housing units in Ariel (see S/PV.8489). We are also concerned over the launching of rockets from the Gaza Strip into Israeli civilian areas.

  6. First of all, I would like to thank the German presidency for convening this important open debate. I also thank Ms. Rosemary DiCarlo, Under-Secretary-General for Political and Peacebuilding Affairs, for her valuable briefing, as well as Ms. Nada Majdalani and Mr. Gideon Bromberg for their interventions. Viet Nam aligns itself with the statement delivered by the representative of the Bolivarian Republic of Venezuela on behalf of the Movement of Non-Aligned Countries. Viet Nam is deeply concerned over the continued negative trends on the ground, particularly deadly clashes, incitement to violence, provocations, illegal settlement expansion, displacement of people and the dire humanitarian situation in Gaza and the West Bank. It is ultimately the people who suffer the most.

In 2016, the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children adopted a work plan with 16 thematic areas, including the elimination of violence against children and the right of children to participate in all affairs that affect them. ASEAN also has been working closely with external partners in that endeavour. It has been two decades since the first open debate of the Council on this agenda item (see S/PV.3896). Next year will also mark the twentieth anniversary of resolution 1261 (1999) - the first resolution on children and armed conflict. Those outcomes reflect our dedication to this important matter, and we realize that much remains to be done. ASEAN reiterates its strong commitment and stands ready to work with other external partners to ensure a better future for children all over the world.

  8. Such guidelines need to fully address the needs of children during and after armed conflicts. Thirdly, ASEAN emphasizes the importance of constructive engagement among relevant partners, in line with the principle of the primary responsibility and authority of States, including closer coordination between the Special Representative of the Secretary- General for Children and Armed Conflict and concerned States to ensure comprehensive, accurate and objective reporting. Fourthly, ASEAN encourages those countries that have yet to ratify the Convention on the Rights of the Child to do so, as proof of their unwavering commitment to child protection issues. For ASEAN, the protection of children is always high on our agenda.

  9. Attacks on schools, students and education personnel are alarming as children are put at risk and deprived of their opportunities to learn and grow for a better future. These ongoing shocking realities call for greater consensus and stronger actions by the international community. In that regard, ASEAN would like to highlight the following points. First, more coordinated and responsive strategies at the national, regional and global levels are urgently needed, ranging from bringing an end to and preventing the use and recruitment of children, as well as ensuring their reintegration and rehabilitation and accountability for perpetrators. Secondly, ASEAN looks forward to the development of practical guidelines for the integration and inclusion of child protection issues in peace processes.

I have the honour to speak on behalf of the States members of the Association of Southeast Asian Nations (ASEAN): Brunei Darussalam, Cambodia, Indonesia, the Lao People's Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. We are honoured to acknowledge the presence of the Prime Minister of Sweden and take this opportunity to express our appreciation to Sweden for moving this agenda forward. We extend our thanks to all of the briefers for their statements. While welcoming the positive developments in the protection of children in armed conflicts, ASEAN remains deeply concerned over the alarming increase in grave violations against children.

The Association of Southeast Asian Nations (ASEAN), of which Viet Nam is a very proud member, is a community striving for peace, harmony and shared responsibility, and has been playing the central role in building our region's security architecture, thereby contributing to the maintenance of peace and security in South-East Asia. ASEAN has also worked, with much success, to seek solutions to disputes and prevent conflicts, including in the East Sea. ASEAN has always been committed to upholding the primacy of international law, including the 1982 United Nations Convention on the Law of the Sea, and diplomatic and legal processes, to ensuring the full and effective implementation of the Declaration on the Conduct of Parties in the South China Sea and to striving for an early conclusion of a code of conduct in the South China Sea.

We also believe that additional internationally binding legal instruments are much needed and should be strengthened to effectively control the proliferation of nuclear weapons and other weapons of mass destruction to non-State actors, to combat transnational human and drug trafficking and to prevent the propagation of violent extremist ideology and terrorism. More attention should be given to assisting Member States in addressing the root causes of conflicts, promoting national reconciliation, reconstruction and development and enhancing good governance and institutional capabilities, which are key factors that lead to sustaining peace.

Such endeavours also need the shared responsibility of all Member States, with strong political will and the active participation of the relevant international, regional and subregional organizations. Furthermore, we should strengthen close coordination and cooperation within the United Nations system, particularly among the Secretary-General, the Security Council and the General Assembly, in order to develop a long-term and comprehensive strategy for conflict prevention and sustainable development, with due respect for national independence, sovereignty and integrity.

We treasure the values outlined in the vision of the new Secretary-General for fulfilling the purposes and principles of the Charter of the United Nations with regard to the maintenance of international peace and security. As indicated in relevant resolutions and reports during the past reviews on the United Nations peace and security architecture, there is an urgent need to put conflict prevention and dispute settlement at the core of the Organization's work, as provided for in Article 33 of the Charter. In order to achieve such goals, the Security Council should continue to promote robust leadership and actively assume its primary responsibility to maintain international peace and security.

The Asia-Pacific region is no exception and is wracked with intractable conflicts over natural resources and territorial disputes, including in the East Sea - also known as the South China Sea - that could undermine international peace and security. Therefore, it is high time for the United Nations to renew its commitment to taking effective collective measures for the prevention and removal of threats to peace. The United Nations should continue its leading role in promoting a collective security architecture. For such an architecture to work, we must strengthen multilateralism, advance the establishment of rules and norms and ensure respect for and compliance with international law, without any threat or use of force.

I would like to join previous speakers in congratulating the President on Sweden's assumption of the presidency of the Security Council for this month and in thanking the President for convening this very important meeting on conflict prevention and sustaining peace. My sincere congratulations and warm welcome also go to the new non-permanent members of the Security Council and the new Secretary-General. I would like to wish them tremendous successes throughout their terms. Our world today is facing a multitude of complex emerging and recurring security challenges, both traditional and non-traditional. Prolonged disputes not only hinder the development efforts; they are also potential causes of conflict.

Therefore, the monitoring and reporting mechanism established by resolution 1612 (2005) should operate with the participation of and in cooperation with national Governments, and all actions undertaken by United Nations entities within the framework of the mechanism must be designed to support and supplement the capacity of national Governments for the protection and rehabilitation of children. In conclusion, we wish to reiterate our continued commitment to working with Council members and the international community to defend and promote the best interests of children affected by armed conflict.

  19. The role of UNICEF, all relevant United Nations agencies and the other actors of the United Nations system is therefore indispensable. In order to ensure the successful implementation of such a strategy, coordination among those agencies and actors should be enhanced to maximize scarce resources, avoid duplication of works and strategically address issues of common concern. It is also important that we not forget that States bear the primary responsibility for protecting their civilians, including children, in armed conflict. The United Nations should encourage and help States to exercise that responsibility.

Back in 2008, during our tenure in the Council, Viet Nam organized an open debate on the issue of children and armed conflict with a View to strengthening the commitment and efforts of the Security Council, the United Nations and the international community at large towards achieving a long-term and sustained solution to the issue of children affected by armed conflict. In fulfilling those aims, Viet Nam shares the View that there is a need for a preventive strategy that addresses the root causes ofarmed conflict by promoting sustainable development, poverty eradication, national reconciliation, good governance, democracy, the rule of law and respect for and protection of human rights, and the reintegration and rehabilitation of children associated with armed forces and armed groups.

In that context, Viet Nam attaches great importance to the protection of children affected by armed conflict, and strongly condemns all violations of international law committed against children in conflict situations. Viet Nam is pleased that the issue of children and armed conflict continues to receive the attention it deserves on the agendas of the United Nations and the Security Council. Viet Nam supports the continued efforts of relevant United Nations bodies to protect children affected by armed conflict in accordance with their respective mandates.

We are encouraged by the Council's unanimous adoption of resolution 1998 (2011), and the adoption by the General Assembly of resolution 66/139 on strengthening collaboration on child protection within the United Nations system, which all 10 members of the Association of Southeast Asian Nations co-sponsored. At the same time, my delegation remains concerned that, with armed conflicts escalating in many parts of the world, children continue to fall Victim to killing, maiming and all other sorts of violence and, most currently, the appalling trend of using boys and girls, some as young as eight years old, as suicide bombers and "victim" bombers. The work of the United Nations on children in general, and on children and armed conflict in particular, is therefore among its most important activities.

I thank the Secretary-General for his comprehensive report on this subject (S/2012/261). I am also grateful to the Special Representative of the Secretary-General for Children and Armed Conflict, the Under-Secretary-General for Peacekeeping Operations and the Executive Director of UNICEF for their briefings. Viet Nam welcomes the significant progress achieved over the past year on the signing of action plans to end the recruitment and use of child soldiers and to secure their release.
