The States Members of the United Nations must be consistent in their action when protecting children in armed conflict. When holding to account those who have committed violations against children in armed conflict, we must adhere to the principles of objectivity, non-selectivity and impartiality. No one should be exempt, be they non-State armed groups or State armed forces. In that regard, we must also say a word about the situation of Palestinian children, who have been enduring acts of aggression and violence perpetrated by the occupying Power. In addition, more than 700 children have been arbitrarily detained in Israeli prisons.

In that regard, we call for the cessation of all foreign military intervention, in particular in those regions, as well as for the end to the destabilization of entire societies for geopolitical and economic purposes, the transfer of weapons, and the funding, training and safe haven given to extremist and terrorist groups. We urge all States to take action in line with the Charter of the United Nations, the provisions of international instruments and Security Council and General Assembly resolutions. Similarly, we are concerned about that fact that addressing the terrorist threat has also led to an increase in the number of human rights violations and greater suffering among the civilian population, in particular, children.

  4. This year's report also mentions that attacks carried out by terrorist organizations, such as Da'esh, Al-Shabaab and Boko Haram, among others, have had serious repercussions on children. Such terrorist entities commit barbaric acts that are a threat to humanity itself, and lead to abuses and violations of children's rights. In that regard, we reiterate our ongoing condemnation of the fact that foreign military intervention and wars in the Middle East and North Africa have been one of the main reasons why children become victims of violence and why their societies get destroyed, which, in turn, strips them of their rights and their future.

  5. There is something very wrong with humankind in today's globalized society. We believe that the best strategy that we can employ to shield children from the pernicious consequences of war is one of conflict prevention and resolution, principally by addressing its overall root causes. It is a contradiction to want firm and lasting peace when there is a considerable number of boys and girls who grow up surrounded by armed violence and hatred, as well as by economic and social deprivation, which is the result of poverty and social exclusion. Marginalization, along with the impact of armed conflict, puts in serious jeopardy the chances for children and adolescents to shoulder responsibility, in a few years, for the future of countries with a culture of peace and sustainable development.

In that regard, according to the report of the Secretary-General (S/2017/821), in some countries, very few cases of violations against children were recorded in 2017 or there was a reduction in the number of violations. However, in other countries, the gravity of such violations has worsened with a shocking number of deaths, mutilations, cases of recruitment, exploitation, sexual abuse and direct attacks on boys and girls - with record numbers of such crimes and violations recorded in several areas. For Venezuela, it is tragic and ethically unacceptable that such violations continue to take place, and that obstacles to protecting children affected by armed conflict still exist. Apparently, our collective conscience remains unmoved, and we fail to adopt urgent measures that would enable us to reverse the situation.

We also appreciate the briefings by the Secretary-General and his Special Representative for Children and Armed Conflict, Ms. Virginia Gamba, to whom we express our full support. We are also grateful for the statement made by Mr. Mubin Shaikh and welcome the presence Mr. Romeo Dallaire. Children continue to be the main victims of armed conflicts, which take place in various regions throughout the world and in which their human rights are severely violated by the actions of armed groups, including terrorist organizations and the military forces of some States.

In conclusion, our country will continue to be a part of regional efforts within the framework of the Bolivarian Alternative for the Peoples of Our America and the PetroCaribe Energy Cooperation Agreement, and within the framework of United Nations cooperation with the Haitian people, with a view to helping that country overcome the economic and social problems that have for decades affected the brotherly Haitian people in the land of Pe'tion.   11. In accordance with General Assembly resolution 71/161, Venezuela made a financial contribution to the United Nations Haiti Cholera Response Multi-Partner Trust Fund. That contribution was intended to support the Secretary-General's initiative to continue to address both immediate and long-term needs in dealing with the cholera epidemic in that sister Caribbean nation. Now that the work of MINUSTAH has concluded, the United Nations Mission for Justice Support in Haiti, which will succeed it with new functions, will be focused on supporting the Haitian National Police, promoting the rule of law and strengthening the promotion and protection of human rights.

  12. We remain concerned about the impact of the outbreak and spread of cholera in Haiti since 2010. We commend the courage of the United Nations in recognizing its responsibility for the initial spread of the virus and in demonstrating its commitment to providing direct assistance to the victims of the epidemic. That is why it is necessary to strengthen stable mechanisms of cooperation so as to be able to put together a timely and effective response, with a view to strengthening Haiti's national plan for eliminating cholera by 2022, and in order to contribute to a transition from emergency humanitarian interventions to development programmes in the country. In that regard, we strongly support the new approach of the United Nations to combat the spread of cholera.

It is worth mentioning that since the beginning of the Bolivarian Revolution, Venezuela's cooperationwith Haiti has beenaimedat empoweringthe Haitian State through the strengthening of institutions, as demonstrated by the fact that all funds given by Venezuela for cooperation to Haiti are administered by the authorities of that Caribbean nation. Likewise, since 2005, within the framework of the PetroCaribe Energy Cooperation Agreement, our country continues to provide 100 per cent of the country's fuel-supply needs and 20 per cent of the country's electricity production, as well as various initiatives and projects prioritized by the Haitian Government, which, in recent years, have had a positive impact on the reconstruction efforts in Port-au-Prince and on the economic and social development of that sister nation.

In that regard, and as we have done in similar disasters in the recent past, Venezuela heeded the request of the Haitian authorities to provide immediate and ongoing assistance to help overcome the difficulties. That is the essence of solidarity and cooperation among brotherly nations. It is for that reason that cooperation must be focused on the social-development agenda, within the framework of the Sustainable Development Goals, in particular those dealing with the eradication of poverty and the reduction of inequalities, with emphasis on the consequences of the disasters caused by climate change in the Caribbean. In recent years, Haiti has experienced the effects of natural disasters, which have had a devastating effect on its population and its economic and institutional structure. The aftermath of the January 2010 earthquake and the passage of Hurricane Matthew in 2016 continue to be felt and have aggravated even further the overall situation in the country, particularly in the humanitarian sector.

It is necessary to remember those events as the root causes of the instability throughout the history of that brotherly country in order to understand why the Haitian people have sunk into a deep crisis of political instability and a dramatic situation of poverty and social injustice. The fight against poverty and for social justice in Haiti, the poorest country in our America, still requires solidarity and direct support for stable assistance mechanisms, in addition to cooperation, in order to address the challenges and structural problems in that country. For example, according to data from the Food and Agriculture Organization of the United Nations, between 2014 and 2016, more than 5 million Haitians, equivalent to 47 per cent of the population, were undernourished.

Despite the progress achieved, serious challenges remain as a result of prolonged crises and numerous natural disasters, which have had a negative impact on the political, economic and social life of that brotherly country and require the sustained cooperation of the international community. The colonial Powers made Haiti pay dearly for its freedom and independence. Throughout the nineteenth century, the Haitian people were forced to pay exorbitant sums to the former colonial Power. Moreover, the entire twentieth century was marked by military interventions and brutal dictatorships. Without a doubt, all of that has negatively affected the stability of the country.

Haiti and the Haitian revolution served as an inspiration to our nineteenth-century patriots and to the Liberator, Simon Bolivar, who, 200 years ago, was supported by President Alexandre Petion and the Haitians in the heat of our war of independence. Our country is fully committed to the social development of a free and sovereign Haiti. Since the beginning of our Bolivarian revolution, with the presidency of Commander Hugo Chavez Frias, our cooperation with Haiti has expanded and deepened in an extraordinary way, and that cooperation is built on the principles of solidarity and social justice. A deep sense of solidarity motivates Venezuela's aid to Haiti. We recognize the remarkable efforts made by Haiti in recent years to promote peace, stability and development.

Haiti occupies a special place in the minds of Venezuelans. Both nations are united by deep historical, political and cultural ties that stem from the struggle for independence.

  26. In fact, according to the latest report by the United Nations country team, most projections for 2020 have deteriorated further and faster than expected. In that sense, the continued obstruction of the reconstruction of homes, property and civil infrastructure destroyed by the Israeli aggression of 2014, as well as the extremely slow pace of Gaza's recovery due to Israel's current illegal blockade, have forced thousands of families to remain displaced and homeless. That has also prevented the reconstruction of critical infrastructure, including that related to the electricity supply, which has resulted in serious repercussions on humanitarian, socioeconomic, psychological and environmental conditions.

The Movement calls on Israel to immediately and completely cease all settlement activities in the occupied Palestinian territory, including in East Jerusalem, and to fully respect all of its legal obligations, including those stipulated in the Fourth Geneva Convention of 1949. The Movement also recalls the call of the Security Council to end all acts of violence against civilians, including acts of terror, as well as acts of provocation, incitement and destruction. With regard to Gaza, the situation remains of great concern to the Movement, particularly with respect to the deteriorating humanitarian situation, which will by untenable by 2020, according to United Nations officials in the field.

In that regard, the Movement's member States strongly condemn the recent provocative decisions by Israel, the occupying Power, to carry out its settlement activities, which are in grave violation of international law and the relevant United Nations resolutions, including resolution 2334 (2016). We are also alarmed and deeply deplore the blatant contempt of Israel, the occupying Power, for the unequivocal decision of the Security Council in that respect, which clearly reaffirmed that Israeli settlement activities are not legally valid and constitute a flagrant violation of international law.

In that regard, it is worth mentioning the most recent issuing by the Israeli occupying authorities of permits for the construction of more than 1,800 units of illegal settlements in East Jerusalem, as well as the fact that those policies continue irrespective of the fact that they will result in the eviction and expropriation of more Palestinian property, including the Sheikh Jarrah neighbourhood. Instead of ending its violations, reversing their negative tendencies on the ground and demonstrating its commitment to the two-State solution on the basis of the pre-1967 borders, as required by the Security Council and the international community, Israel continues to act in contempt of the Council and in violation of its legal obligations.

In addition, we reaffirm that the ongoing Israeli occupation and the Palestinian-Israeli conflict as a whole continue to pose a serious threat to international peace and security that requires attention and an urgent solution, in accordance with international law, the relevant United Nations resolutions and, of course, the Charter of the United Nations itself. In that regard, the Movement stands ready to contribute to the achievement of a just, lasting and peaceful solution. That was also the case almost a month ago when, on 27 May, the Ministerial Committee of the Non-Aligned Movement on Palestine issued a political declaration of support and solidarity with the Palestinian people to solemnly commemorate the fiftieth anniversary of the beginning of the Israeli occupation of Palestinian lands and other Arab countries in 1967. The declaration also sought to reflect upon other upcoming solemn anniversaries, including the seventieth anniversary of the General Assembly's decision to split Mandated Palestine by adopting resolution 181 (II) in 1947, as well as the seventieth anniversary of the Al-Nakba, which the heroic Palestinian people have resisted. In that regard, we emphasize that ajust and lasting solution to the question of Palestine in all its aspects remains a priority on the agenda of the Movement.

The member States of the Movement encourage cooperation between the international community and the relevant international and regional organizations to strengthen national capacities, in line with General Assembly resolution 70/36, with a view to strengthening the national capacities of States and curbing the proliferation of weapons of mass destruction, including to non-State actors and terrorist groups - in keeping with the relevant obligations in the framework of the international legal architecture related to weapons of mass destruction.

On the other hand, the member States of the Movement stress that the most effective way to prevent the acquisition of weapons of mass destruction by terrorists is the total elimination of such weapons, while emphasizing the need to urgently make progress in the area of disarmament and non-proliferation in order to contribute to the maintenance of international peace and security and to boost global counter-terrorism efforts. That issue is of particular concern to us, given the fact that terrorist groups have used chemical weapons in the past, including in countries that are part of the Movement.

Similarly, with respect to biological weapons, the countries of the Movement that are States parties to the Biological Weapons Convention are of the view that the Convention represents an important component of the international legal architecture related to weapons of mass destruction, but recognize that the lack of a verification system continues to undermine the effectiveness of the Convention, and urge parties that reject the resumption of multilateral negotiations on a legally binding protocol to reconsider their policy. Similarly, in relation to chemical weapons, the countries of the Movement that are States parties to the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction (CWC) note with satisfaction its effective operation as the only comprehensive multilateral treaty banning an entire category of weapons of mass destruction, establishing a system of verification and promoting the use of chemicals for peaceful purposes. With regard to future priorities, the countries of the Movement that are States parties to the CWC consider that the primary objective should remain the complete elimination of all categories of chemical weapons, with the firm conviction that all pillars of the Convention will be treated in a balanced way.

On that occasion, the Heads of State and Government also reaffirmed the Movement's principled positions on nuclear disarmament, which remains its top priority, and on the non-proliferation of nuclear weapons in all its aspects, while emphasizing the importance of ensuring that efforts towards nuclear non-proliferation are concurrent to efforts towards nuclear disarmament.   50. We hope that such an important group will not be subject to budget cuts. The theme of sexual violence must be addressed within the context ofpeace processes and ceasefires, as well as in all demobilization and reintegration processes in which the United Nations participates. Mediators and special envoys involved in such processes must have the requisite training in order to respond appropriately to the issue as it emerges in various specific contexts. In addition, efforts must be pursued to improve the preparedness of all field staff and to increase the number of gender experts and women's protection advisers in the various missions.
