“We have always been at the forefront, but it consolidates regulation and limits the reach of the tobacco industry. We should be clear that tobacco is a uniquely lethal product that, when used as intended, kills two thirds of long-term users. Above all else, it is highly addictive and hard to quit once people are addicted. Most smokers will say that they wish that they did not smoke and had never started, and that they have had their agency removed by their addiction. By passing this legislation, we are giving choice back to young people in the future, who will avoid ever falling into that trap and the addiction that it brings. I have tabled a number of new clauses. I think that the Minister is unlikely to accept them, but I commend them to her for further consideration.”
“It is a pleasure to follow the hon. Member for Newcastle upon Tyne East and Wallsend (Mary Glindon), and I congratulate her on her work on vaping and combating illegal sales. I declare my interest as the co-chair of the all-party parliamentary group for action on smoking and health for nine and a half years. I have seen the work that the Conservative Government did to combat smoking, which led to a dramatic drop, but we are not where we need to be. I commend the Minister and the Government on bringing forward the Bill, and on absorbing almost all the amendments that my colleagues and I proposed in the Bill Committee for the previous Bill to strengthen it and make it much more likely that we can achieve a smokefree England by 2030. As has been said, the Bill will make us a world leader in tobacco control.”

“The Minister will be well aware that 99% of internet traffic is carried on undersea cables. Clearly the Russians and other enemies would seek to disrupt that, so will the Minister look at utilising autonomous minesweepers that could be deployed to protect our undersea cables? In particular, will he commit to looking at introducing them in the Black sea, if there is a truce between Russia and Ukraine, so that those cables are protected as well? That is part of the NATO infrastructure.”
“We also know that there is a reduction in overseas aid, which I make no comment on. However, we want to see a statement from the International Development Minister on which programmes will be preserved and which ones will be cancelled. At the moment, there are only two countries in the world—Afghanistan and Pakistan—where polio is still rife. If we cut those programmes, the risk is that polio would rear its head again across the world and all the money we have invested would be wasted. Can we have a statement next week on that particularly important subject?”
“Unfortunately, House business seems to completely disrupt the meetings that we are meant to have, but I sent a letter to the Leader of the House about potential opportunities for 90-minute general debates when Government business is likely to finish early. Last week I hosted a meeting in this place of Rotary International representatives on the eradication of polio across the world. We heard from Dr Hamid Jafari from Amman, Gulcheen Aqil from Pakistan and Aziz Memon from Pakistan, as well as Dr Sir Emeka Offor from Nigeria. We have invested millions of pounds in trying to eradicate polio across the world. Unfortunately, the new International Development Minister was not able to attend because of short notice of the change of Ministers, and we understand that.”

“The reality is that there is an opportunity for the deal, as proposed by the United States, for a ceasefire to continue, for the release of the hostages and for Hamas to lay down their arms. “The shadow Foreign Secretary, my right hon. Friend the Member for Witham (Priti Patel), mentioned the all-party parliamentary group’s report on the atrocities committed on 7 October 2023, which was brilliantly researched by Lord Roberts and a whole series of different individuals. The document is almost 500 pages long and contains the evidence of what happened not only on that day, but subsequently. I commend it to the Foreign Secretary to read, because in future it will be the definitive history of what happened on 7 October. Will he therefore look at the fact that 59 hostages are still in captivity? It is understood that only 24 of them are alive—probably only barely alive—and 35 are dead.”

“I welcome any measures to reduce the bureaucratic overload in the NHS, so I congratulate the Secretary of State on coming forward with his bold plan. We must also take a sledgehammer to the business case process, which frustrates the delivery of services and new buildings for the NHS. Will he consider bringing NHS-owned land into use for new care facilities and step-down hospitals, for example, so that we can free up hospital beds and get people into the care they need at a much lower cost?”
“In London alone, the deficit for this year is estimated to be £313.8 million, but that will grow to £502 million next year unless more money is put in. Clearly, there is a problem that we need to address. Ideally, those with special educational needs should be taught in mainstream education. However, it is much cheaper for local authorities to have in-house provision and special needs schools in the borough, rather than send children to another more expensive borough. Harrow was granted a new special educational needs school under the last Government. Will the Minister confirm that it will proceed? It has the support of all the headteachers and cross-party support.”

Will the Cabinet Office ensure that full guidelines are given to every Government Department about the procurement of software and the need for security software to be kept up to date? The people who attack us are rapidly improving their capability, and we must be on top of it.”
“Yesterday, the External Affairs Minister from India, Shri Jaishankar, was attacked when he was leaving a public venue where he had been addressing an audience of Indian people in this country. He was attacked by Khalistani thugs. That is against the Geneva convention, and it appears that the police and the security forces failed to ensure that he was made safe. That is an affront to democracy, and an affront to our friends and allies in India. We need to make sure that does not happen again. Will the Leader of the House ensure that the Home Secretary or an appropriate Minister makes a statement to the House about what protection we will have to ensure that visitors to this country are safe?”

“Harrow Crown court has eight court rooms and could help alleviate the capacity problems. Sadly, it has been closed since 2023 as a result of finding reinforced autoclaved aerated concrete in the roof. It was supposed to open last year. That was then moved to April this year, and it is now being said that the court will not open for a further year. Given the improved funding, could the Justice Secretary look at whether we can speed up the process of bringing that court back into action, and help the people who now have to go to Willesden, Amersham, Southwark and elsewhere in London for their cases to be heard, so that they can get justice at a local level?”
“Yesterday the all-party parliamentary group on UK-Israel heard from the families of five of the remaining hostages. It is estimated that of the 59 who are still in captivity, only 24 are alive and 35 have been murdered. The recently released hostage Eli Sharabi described the conditions in which he was detained: he was held in chains, brutally beaten and starved. Alon Ohel, who was held alongside him, remains in captivity. The families believe that the remaining hostages are in a very vulnerable position. Clearly the demand must be for all of them to be released immediately, and that should be the aim of the British Government. What action is the Minister taking to ensure that happens?”
“The Minister is talking about the national security position in relation to the super-embassy. In January the Foreign Secretary and the Home Secretary wrote a letter about the application to the Deputy Prime Minister, who has to make the decision. In the light of the new information that has become available, will the Minister review that letter and take advice on whether the Foreign Secretary and the Home Secretary should be writing to the Deputy Prime Minister to recommend that the planning application is refused, rather than taking all these things into account?”
“I warmly welcome the Minister’s statement. He will probably be aware that at the start of this year our close ally the United Arab Emirates proscribed 19 organisations for their links to the IRGC and Iran, and that eight of those organisations are headquartered in the UK. Will he give a commitment to the House not to take action today, but to review what has been decided by our allies and take action to prevent those organisations from carrying out terrorist activities in the United Kingdom?”
“It is estimated that only 3% of the 3.5 million British citizens abroad participated in the last general election. What action can the Electoral Commission and my right hon. and learned Friend take to ensure that people who are eligible to vote can do so in future general elections?”
“I welcome the Secretary of State’s robust view on the BBC. However, the problem is that the BBC does not refer to Hamas as a terrorist organisation, as it should. Indeed, the problem is that David Collier, an investigative journalist, could actually go through the documentary and identify all the errors that were made while sitting at his computer. If the BBC cannot do that, something is seriously wrong, particularly when it is in the position of commissioning this documentary, not doing it internally. Can the Secretary of State make sure that when she talks to the BBC, it makes extra efforts to ensure that if it commissions these sorts of documentaries, they are actually accurate and not using terrorists and potentially funnelling money to terrorists?”
“Yesterday, the International Atomic Energy Agency announced that Iran is getting very, very close to having enriched uranium, which will enable it to have an atomic weapon. This is obviously a direct threat to peace in the middle east, British interests and those across the world. The Prime Minister and Foreign Secretary are currently in the United States, but I hope we can have a statement next week on the actions the Government will take to prevent Iran from acquiring nuclear weapons and to confirm that snapback arrangements will, if necessary, be put in place, with the necessary implication of ensuring that Iran does not acquire nuclear weapons, as it would destabilise the entirety of the middle east and beyond if it did.”

“I welcome the Secretary of State’s statement. All our thoughts are with the victims and their families. I know the Secretary of State will keep us up to date about the permanent memorial. However, the big failure that she has not spoken about was the testing regime for the products that were put on Grenfell, and on buildings up and down the country. Firms deliberately cheated the testing regime system, so products were signed off as safe. Will she undertake to overhaul safety mechanisms and the testing regime for products, so that buildings, both the ones we have already and those built in the future, will be safe for the residents who live in them?”
“T7. As you will know, Mr Speaker, I rarely, if ever, agree with the Mayor of London, Sadiq Khan. The Secretary of State has set out the position in relation to her change of heart, but will she commit to ensure that any proposal for a third runway at Heathrow will have a full impact assessment before it is approved or denied?”
“Will the Leader of the House use her good offices to encourage the Home Secretary to issue a banning order to prevent this man from coming to this country?”
“In Westminster Hall when we come back, on Tuesday 25 February there will be a debate on maternity services, followed on the Thursday by a debate on rural crime and a debate on women’s health. I will leave the other business for when we come back. On Sunday 23 February, when we are due to come back after recess, the renowned hate preacher Mohamed Hoblos is due to speak in this country. He has been banned in Germany and Holland. The shadow Home Secretary has written to the Home Secretary asking that he be banned from this country. Given that antisemitism is at its highest peak ever and that anti-Muslim hatred is at a peak, it is clear that the last thing we want is someone coming along stirring up racial and religious hatred.”
“I remind the House that the Backbench Business Committee is taking applications for estimates day debates on 5 March, and that applications close a week tomorrow. We will then consider the applications for debates—we understand that there may be several—at our meeting on 25 February. “Clearly, national security concerns are being expressed across the House. Will the Minister ensure that the construction, maintenance and access to software will be carried out by British workers in British shops, and will not be subcontracted to foreign powers?”
“It is welcome news that some hostages have been released, but the shocking scenes that we have seen of brave young women surrounded by terrorists demonstrate that Hamas are still in charge in Gaza. The question now turns to how we ensure that the Palestinian people can return to safe and secure homes, that the terror tunnels are destroyed and that Hamas play no part in the governance of Gaza. Given that Hamas are in charge, and that President Trump has made an announcement about how all this could be done, what will the British Government do to come up with a counter proposal that is both reasonable and achievable?”
“Equally, I gently ask the Leader of the House to ensure that when we ask questions and she diligently writes to Departments, we actually get answers to our questions, because both the quality and the length of time that it takes to get a question answered seem very poor at the moment.”
“I suggest that the Leader of the House would be well advised not to upset any of those sponsors. The Leader of the House does excellent work in advising Government Departments on responding not only to the questions that we raise in the Chamber but to letters and questions raised elsewhere. However, this week the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, the hon. Member for Hornsey and Friern Barnet (Catherine West), met a group of Hindus from Bangladesh because of the atrocities in Bangladesh. I raised the matter in business questions, and Mr Speaker allowed an urgent question on the subject the following week. I think it would be courteous of the Minister to give a statement to the House on what subsequent action she is taking.”
“Applications do not have to come via a Select Committee; the Backbench Business Committee has put the application form on our website, and applications will close, because of the recess, on Friday 21 February. Will the Government ensure that we in the UK gain access to the services market in India, which has previously been denied to UK firms? That is the key issue in our negotiations.”

“We saw horrendous scenes at the weekend of Hamas terrorists parading the brave hostages before they were returned, and shooting fellow Palestinians for alleged collaboration. Also, the Hamas leader and his team have vowed to return to rule Gaza, and to carry out repeated atrocities like those that were committed on 7 October. That shows that Hamas are not going away. It is quite clear that they are determined to get back in control in Gaza. We all agree that Hamas should not be in charge of Gaza, so the key issue is: how will that be achieved?”
“I understand that the Solicitor General wants to maintain the confidentiality of the Law Officers’ office, but the issue before us is whether there is a conflict of interest. For example, the Attorney General has advocated in relation to the policies of the Israeli Government, and then we have had a change of policy by the Government that has been directly influenced by the legal advice that has been given. The challenge is whether that advice has been given on the basis of prejudicial views held prior to entering the Attorney General’s Office. I do not expect the Solicitor General to unveil the details, but she must understand that that is the impression being given. Every aspect of transparency and democracy requires that the advice given by the Attorney General to the Government is impartial, correct and not prejudiced.”
“The film is very controversial, and I am not commenting on its quality or content, but I defend the right of my constituents and other Members’ constituents to be able to view it and make a decision on it. It covers the period when Indira Gandhi was the Prime Minister of India. It is very controversial and there are certain views that it is an anti-Sikh film, but our constituents should be able to see the film and judge for themselves, and not be threatened by thugs who want to disrupt democratic opportunities to see public films. May we have a statement from the Home Secretary next week on what will be done to ensure that people who want to see such films, which have been passed by censors, can do so in peace and harmony? I absolutely defend the right of people to demonstrate outside cinemas, but not to disrupt viewings.”
“With Mr Speaker’s permission, on Tuesday 11 February there will be a debate on the cost of energy. I ask the Leader of the House to advise us, at early notice, of the dates for estimates day debates. On Sunday, many of my constituents gathered and paid for a screening of the film “Emergency” in the Harrow Vue cinema. At about 30 or 40 minutes into the screening of the film, masked Khalistani terrorists burst in, threatened members of the audience and forced the screening to end. I understand that similar disruption took place in Wolverhampton, Birmingham, Slough, Staines and Manchester. As a result, Vue cinemas and Cineworld have pulled the film from being screened.”
