More than five months into the war, United Nations figures reveal a staggering humanitarian crisis. Nearly 16 million people need assistance and more than 12 million have been forcibly displaced, including approximately two thirds of Ukraine’s children. As the battlefield expands, a growing number of people whose movement is limited due to age, illness or disability are caught in the midst of the heaviest fighting. The war’s devastating toll continues to be felt outside Ukraine, as it exacerbates food shortages and commodity- price increases, and thereby threatens the lives and livelihoods of people around the world.”

“The international community should support recent positive steps and encourage further steps to help both parties return to the negotiating table and reach a two-State solution based on relevant international resolutions and the Charter of the United Nations. The tension, escalation and violent clashes that we have seen in the occupied Palestinian territory during reporting period require the parties to refrain from taking any provocative measures that may exacerbate the situation. We also emphasize the need to stop all illegal practices in the occupied Palestinian territory, including East Jerusalem, that undermine the two- State solution and the prospects for peace. Those practices include the construction and expansion of settlements, as well as the confiscation of Palestinian lands and property.”

“As the Libyan parties were unable to reach consensus on certain issues regarding Libya’s draft constitution, which serves as the basis for the presidential and parliamentary elections, we note that the continued deadlock in the political process has disrupted the daily life of the Libyan people and their legitimate aspirations. It also has led to frustrations that have been reflected on the current security situation. It is imperative to maintain the momentum and progress achieved in the recent meetings held in Cairo and Geneva. We call on all parties to do their utmost to overcome the remaining protracted contentious issues on the draft constitution and fulfil the demands of the Libyan people. That announcement falls under more than $3 billion support from the Kingdom of Saudi Arabia and the United Arab Emirates, including $2 billion as a Saudi-Emirati deposit in the Central Bank of Yemen in Aden. In conclusion, we reiterate our support for the efforts aimed at alleviating the suffering of the brotherly Yemeni people and to establish security, peace and stability in Yemen.”

“Furthermore, there is a need to prioritize measures regarding the protection of civilians, including by stopping all violations of the truce while clearing Yemeni land of mines and their remnants. According to United Nations reports, mines unfortunately continue to cause a large number of those killed and injured since the beginning of the truce. In this vein, we commend the King Salman Humanitarian Aid and Relief Centre through MASAM project for removing nearly 350,000 explosive remnants of the war so far. Such important humanitarian efforts help save countless lives at a time when the Houthi militias are ignoring the safety of the population and causing damage and destruction throughout Yemen. We also stress the urgent need to address the situation of the FSO SAFER oil tanker to avoid a serious environmental catastrophe.”

“We therefore demand that the Houthi militias immediately lift restrictions on the movement in Taiz, while demonstrating flexibility in all United Nations-led consultations. We look forward to the renewal of the mandate of the United Nations Mission to Support the Hodeidah Agreement. We hope that the legitimate concerns of the Yemeni Government regarding the provisions of the resolution and the numerous reports of the militarization of ports are taken into account. In that context, we stress that the Houthis must stop their escalation, including launching drones and missiles at civilian areas. “Despite the continuation of the truce, we condemn the continued collective punishment imposed on Taiz, which has been besieged for over seven years as the Houthis continue to block the main roads leading to the city. That has forced civilians and cargo trucks to take longer and more dangerous paths. We had hoped that the Special Envoy’s briefing would include positive news for the more than 4 million residents of that besieged city. We deplore the Houthis’ rejection of United Nations proposals so far despite several rounds of consultations in Amman, as well as the visit of the Special Envoy to Sana’a and Muscat to meet with the negotiators of the Houthi militias. The Houthi intransigence is a cause for real concern, as it undermines the prospects for sustainable peace and pushes us back to square one.”

“The Da’esh terrorist organization continues to launch attacks in Deir ez-Zor, Al-Hasakah, eastern Homs and Hama, such as the recent attacks in Raqqa that claimed many victims. In that regard, the United Arab Emirates is deeply concerned about attempts by that organization to expand its activities and get close to Damascus, which would have repercussions for the civilians and the security and stability of Syria. “With regard to the significant escalation of hostilities in northern Syria, especially in the areas of Tall Rifaat, Manbij, Ayn Issa and Tall Tamr, my country reaffirms its rejection of any foreign interference, including acts of aggression in northern Syria, given the aim of preserving Syria’s unity, independence and territorial integrity. “It also maintains the unity of the State, guarantees the rights of its citizens and promotes their language, culture and aspirations. In the context of Syria, resolution 2254 (2015) identified the constitutional process as one of the main pillars for reaching a political solution to the crisis. Therefore, the Constitutional Committee represents the only platform for advancing a constructive, Syrian-led and Syrian-owned dialogue, without foreign interference or dictates, in order to advance the political process. Despite significant disagreements about some of the texts it considered at its eighth session, the Constitutional Committee took some positive steps towards finding common ground on a number of other texts.”

“MONUSCO’s cooperation with all relevant political stakeholders remains essential to helping ensure an environment conducive to the upcoming elections. In the context of the Mission’s withdrawal from Tanganyika province pursuant to resolution 2612 (2021), we look forward to continuing to build on the gains achieved. The United Arab Emirates also supports all efforts that contribute to alleviating the suffering of the people of the Democratic Republic of the Congo and help the country to achieve a sustainable peace.”

“Similarly, we stress the need for the international community to redouble its efforts to tackle the worsening humanitarian situation in the Democratic Republic of the Congo. Various United Nations reports indicate that almost one third of the population there is in need of humanitarian aid and that the number of forcibly displaced people is increasing owing to the continuing acts of violence. It is imperative to ensure the protection of civilians and humanitarian workers as well as the safety and security of United Nations personnel and facilities. Finally, I reiterate the continued support of the United Arab Emirates for MONUSCO. We stress the importance of its presence in the Democratic Republic of the Congo to deterring armed-group activities.”

“In the context of the third Heads of State Conclave, convened on 20 June in Nairobi, we would affirm the need to continue efforts that strengthen regional cooperation and achieve peace in the Democratic Republic of the Congo. Long-term stability also requires addressing the root causes of the conflict, particularly in the light of recent reports on the escalation of hate speech and incitement to discrimination across the country, which the Special Adviser on the Prevention of Genocide has condemned. We commend in this regard all efforts made to address those challenges and to establish a culture of tolerance and peaceful coexistence in the Democratic Republic of the Congo, including through initiatives led by MONUSCO.”

“In that context, the United Arab Emirates condemns all forms of sexual violence and stresses the need to hold perpetrators accountable, with the possibility of sanctioning them under paragraph 7(e) of resolution 2293 (2016). Improving the security situation requires allowing time for the leaders of the Democratic Republic of the Congo, as well as those of neighbouring countries, to exchange ideas and forge a common understanding on how to address the increasingly complex threats posed by armed groups. In that regard, the principles outlined in the Peace, Security, and Cooperation Framework remain essential to that end.”

“With regard to the current security situation, we stress the importance of de-escalation, especially in the light of the rising tensions in eastern Democratic Republic of the Congo, driven by the increasing number of violent attacks by armed groups. We also stress the need to spare no effort to ensure that armed groups lay down their weapons so as to enable progress to be made in the implementation of the Disarmament, Demobilization, Community Recovery and Stabilization Programme. We also express particular concern over the situation of women and girls in eastern Democratic Republic of the Congo, as they continue to face risks as a result of the deteriorating security situation.”

“We look forward to renewing the mandate of the United Nations Support Mission in Libya next month with a substantive draft resolution that strengthens the Mission’s mandate and enhances its capacity to support Libya. Similarly, we look forward to the appointment of a Special Representative of the Secretary-General to Libya at the earliest opportunity, in line with the requirements of the current situation. In conclusion, we call on all our brethren in Libya to safeguard the achievements made since the ceasefire agreement, while unifying all vital Libyan institutions and avoiding disputes. The protracted transition period must be brought to an end in order to provide a dignified living for all Libyans in a unified, secure and stable country.”

“In that vein, we stress the need to implement Security Council resolutions on the withdrawal of foreign forces, fighters and mercenaries from Libya in a simultaneous, phased, gradual and balanced manner. Security vacuums must not be left for exploitation by extremist and terrorist groups that are waiting for any opportunity to expand and extend their control in Libya. We therefore continue to support the efforts of the Libyan forces in combating terrorism, especially by securing the southern Libyan borders. In addition, political differences must not be a reason for the spread of hate speech or incitement of violence and infighting. Efforts should be intensified to combat such discourse in all its forms, in support of achieving peace and stability in Libya.”

“As a matter of priority, security and military institutions should be consolidated, and disarmament issues must be addressed. In that context, my country supports the initiative of the Libyan Presidential Council on national reconciliation, as well as efforts to address the general situation with a view to protecting Libyan civilians, particularly women and children. We also support the statement by the Secretary-General of the League of Arab States calling on all Libyan parties to maintain the ceasefire agreement, prevent its collapse and warn against the use of weapons. In that context, we welcome the resumption recently of the 5+5 Joint Military Commission under the auspices of the United Nations. That is a positive development in the light of the complex situation.”

“That will enable our Libyan brothers to take concrete steps based on a constitutional framework to facilitate the holding of free, fair, inclusive and credible parliamentary and presidential elections on a date agreed upon by Libyans themselves. In that context, we value the tireless efforts of the United Nations and the Arab Republic of Egypt in facilitating those consultations and encourage active follow-up to those endeavours over the coming period to maintain the current momentum. Paving the way for stability requires the removal of all obstacles to calm and ending the political divide between the Libyan parties. The most important of those obstacles is tackling the causes of insecurity, especially in the light of the escalation and recurrence of clashes among armed groups in Tripoli and the military build- up in its vicinity.”
