“The prohibition of these weapons, including through the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction, is one of the most important achievements of the international community. Therefore, maintaining the consensus on which this prohibition was established is part of our responsibility to maintain international peace and security. In conclusion, the United Arab Emirates reiterates its call for all diplomatic means to be used to alleviate the suffering of civilians and to stop the hostilities. “First, we look positively at the ongoing negotiations between the Russian Federation and Ukraine. We hope that these negotiations will pave the way for calm to allow humanitarian organizations to carry out their tasks and meet the needs of civilians. In this context, there is an urgent need to take concrete steps aimed at de-escalating the situation on the ground and building trust between the two parties, including by concluding agreements that enable humanitarian organizations to deliver aid safely to those in need, establish corridors for exiting civilians and reach an agreement on ensuring their protection.”

I thank Ms. Rosemary DiCarlo, Mr. Raouf Mazou and Dr. Tedros Ghebreyesus for their comprehensive briefings. What we have heard today reflects the serious deterioration of the humanitarian situation as a result of the continued conflict in Ukraine. The number of refugees is increasing at an alarming rate. Civilians throughout Ukraine continue to suffer owing to the obstacles hindering the delivery of humanitarian assistance, such as food, medical equipment and other basic needs. At the same time, the damage to the civilian infrastructure will aggravate the humanitarian situation in major Ukrainian cities, especially Mariupol. In this context, my country would like to focus on four main points.”

“The remnants of terrorist cells in the country, especially cells affiliated with Da’esh, could exploit a security vacuum to reorganize their forces and form new hotspots of terrorism in the southern border areas, particularly in the Libyan desert and the Sahel region. In this regard, we appreciate the Libyan forces’ role in confronting Da’esh terrorist elements in southern Libya. The achievements made in the security environment have contributed to the improvement of the economic and humanitarian conditions in Libya. According to a report by the United Nations Office for the Coordination of Humanitarian Affairs, the number of people in need of assistance has decreased by 36 per cent this year compared to last year.”

“We look forward to intensifying efforts to make tangible progress in implementing the Commission’s plan, which calls for the simultaneous, phased, gradual and balanced withdrawal of foreign forces, foreign fighters and mercenaries from Libya. In that regard, we reiterate our previous calls to deal with the withdrawal in a serious manner, as this issue impacts all tracks in Libya, especially the security and military tracks. Additionally, all regional and international parties must take serious and concrete steps to unify the Libyan military and security institutions and to maintain security and stability in the country, as well as in neighbouring countries. “All parties should commit to focusing on a comprehensive national reconciliation process and engage in a frank and transparent dialogue with all stakeholders that does not exclude any segment of Libyan society. This would maintain the country’s unity and protect its national institutions from partisan interests and disputes. In this regard, we stress the need to involve women and youth in every step of Libya’s State-building process. In terms of the security situation in Libya, my country commends the critical work of the 5+5 Joint Military Commission to achieve stability and peace in Libya. As a priority, all diplomatic efforts must continue to advance the political process. All efforts must be focused on the holding of free, fair, inclusive and credible presidential and parliamentary elections, as affirmed by resolutions 2570 (2021) and 2571 (2021), as well as the outcomes of the second Berlin Conference. This must be carried out as soon as possible and on a date agreed by the Libyan people. “With regard to the FSO SAFER oil tanker, we commend the tireless efforts of the United Nations Office for the Coordination of Humanitarian Affairs in facilitating the most recent agreement and we appreciate the role of the Kingdom of the Netherlands. We hope that the agreement will prevent a disaster from occurring. To that end, we must make all efforts to pressure the Houthis to honour their commitments and cease their strategy of procrastination. We note that any agreement with the Houthis on the issue must take into account their pattern of behaviour. As we have seen over the past four years, the Houthis have made insincere promises as a negotiation strategy, while at the same time completely ignoring the warnings of an imminent environmental disaster in the event that urgent maintenance work is not completed.”

“We reaffirm that the continued imposition of sanctions on the Houthis is necessary until they realize that there is no alternative to a political solution chosen by the Yemeni people. We reiterate our deep concern about the seriousness of the humanitarian situation in Yemen and the suffering of millions of Yemenis, especially women and children, who lack basic services. Furthermore, the health system is collapsing amid the worsening economic situation in Yemen. The exacerbation of those conditions is closely related to the Houthis’ continued military escalation and their acts of violence against civilians in Yemen. The Houthis’ obstruction of humanitarian aid shipments and confiscation of food supplies confirm the extent to which the Houthis have ignored and exacerbated the needs of the Yemeni people.”

“What is lacking, however, is a revitalized diplomatic approach and the genuine political will of the Houthis to engage in such initiatives. In that regard, we note the importance of ensuring the meaningful and active participation of women in the political processes. The United Arab Emirates condemns the continued attacks launched by the Houthi terrorist group, including the recent drone attack against a refinery in Riyadh, as well as their repeated attacks against Abha airport and the missile launched towards the Red Sea. Such violations confirm once again the urgent need for Member States to strictly implement their obligations, as provided in the arms embargo imposed by resolutions 2216 (2015) and 2624 (2022). That requires redoubling efforts to combat the smuggling of weapons and their components to Houthis via land and sea routes.”

“In the light of this intransigence and these escalatory actions, my country welcomes the adoption of resolution 2624 (2022) and calls on all Member States to abide by it. However, we would like to clarify that the ultimate goal is not to impose sanctions, but to end the crisis through a political solution. That, in turn, requires the international community to use all means at its disposal to continue putting pressure on the Houthis to stop their violations and hostilities, return to the negotiating table and seriously engage in the political process. We stress that the previous initiatives and negotiation frameworks, especially the Saudi initiative to end the war, provide a solid basis for the resumption of the political process.”

“By continuing to choose violence over peace and imposing their control over millions of Yemenis by force, the Houthis have demonstrated that they do not want the war to end. While the Houthis continue to reject calls for a ceasefire and pursue their grave violations against civilians, Houthi leaders in Sana’a continue to refuse to positively engage with the United Nations and with efforts to end the war. The Houthi escalation has reached the level of launching terrorist attacks on neighbouring countries and threatening maritime navigation. Such actions foretell the future that will befall the region if the Houthis are not deterred and their grave violations do not come to an end.”

In recent years, many regional and international attempts have been made to achieve a comprehensive political settlement to the Yemeni crisis that would meet the aspirations of the Yemeni people. The United Arab Emirates has been eager to support all United Nations mediation efforts and peace initiatives, based on our firm conviction that this is the only way to put an end to the crisis. However, the Houthis have not taken advantage of those initiatives to reach a peaceful settlement. They have used them to continue their hostilities, undermine stability and expand their military presence on the ground.”

“Ultimately, the United Arab Emirates hopes to see the comprehensive review results reflected in the further renewal of the 1540 Committee and its Group of Experts in November. In that regard, the wants to highlight the following aspects of the work of the Committee. First, the Committee should urgently facilitate arrangements for open consultations with Member States, international, regional and subregional organizations, civil society and the private sector as part of the comprehensive review. We support the Chair’s efforts in that regard. It will be critical for Member States and other stakeholders to exchange views and best practices. Secondly, the Committee should consider streamlining its work and making it more accessible.”

“Resolution 1540 (2004) has long been central in the efforts to ensure that terrorists and non-State actors do not acquire, develop, traffic in or use weapons of mass destruction. The Committee has played a vital role in supporting the global non-proliferation architecture by facilitating assistance and matchmaking for Member States in their respective efforts to implement resolution 1540 (2004). The United Arab Emirates supports the continuation of the comprehensive review of the status of implementation of resolution 1540 (2004) following postponements due to the coronavirus disease (COVID-19) pandemic. We believe that the review process will strengthen the overall shape of the Committee and address the existing gaps identified by Member States and other stakeholders during consultations.”

“The current global non-proliferation regime is vulnerable to the emerging threats posed by the illicit use of modern technologies, such as unmanned aerial vehicles, synthetic biology and artificial intelligence, which non-State actors and terrorists could exploit. The international community should therefore address such threats by reviewing the existing disarmament and non-proliferation instruments, including the 1540 Committee. Furthermore, Governments should do their part by periodically enhancing their national policies. For its part, the United Arab Emirates recently initiated a nationwide assessment for public and private sectors to develop appropriate measures against proliferation financing.”

“The continuation and the worsening of the crisis threaten food security, especially as exports of wheat from Ukraine have stopped. Ukraine is one of the five largest exporters of wheat in the world and an important source of wheat for the World Food Programme. The situation will particularly affect developing countries that depend on wheat imports amid an increase in its global prices. In addition to the crisis in Ukraine, participating States of the OSCE have several security and political concerns, including frozen conflicts in Georgia and Moldova and tensions in the Balkan peninsula, as well as the situation in Nagorno-Karabakh. Resolving such tensions requires balanced diplomacy, based on a holistic vision that champions dialogue and seeks to address existing differences.”

“We believe that its role is essential today, particularly given that Europe is currently facing one of its greatest challenges in the past two decades. As we follow the current events engulfing Europe with great concern, we believe that we can benefit from the expertise and mediation efforts of the organization to find a solution to the conflict in Ukraine. The role of the organization is also important given the continued deterioration of the security and humanitarian situation in Ukraine. That situation has in turn impacted the wider region, especially as Ukrainians search for safety away from the conflict, resulting in an increasing number of refugees, who now exceed 2.5 million. As such, reflecting their concerns contributes to reaching comprehensive and realistic solutions. Resolution 1631 (2005) affirms the role of those organizations and enhances their cooperation with the United Nations in maintaining international peace and security. We are pleased to see the United Nations strengthening its relations with various regional organizations, including the Organization for Security and Cooperation in Europe. The organization has a long history of working to resolve conflicts and ease tensions in Europe.”

“In the context of the presence of terrorist groups and armed militias in Syria, such as the terrorist organization Da’esh, and these groups’ efforts to develop their weapons and combat capabilities, special importance should be accorded to preventing terrorists from obtaining chemical weapons, in accordance with the relevant Security Council resolutions. Accordingly, we stress the importance of continuing to combat Da’esh in Syria to prevent it from reorganizing its ranks or acquiring chemical weapons. In conclusion, the United Arab Emirates stresses the need to continue working with State parties and the Organization for the Prohibition of Chemical Weapons to eliminate this peril, which poses a grave threat to international peace and security.”

“In principle, a constructive and meaningful dialogue between the Organization for the Prohibition of Chemical Weapons and the Syrian Arab Republic should be encouraged. Furthermore, the modalities of their cooperation should be improved upon, in line with the principles on which the organization was established and its technical nature, which includes consensus and non-politicization. We believe that facilitating the Declaration Assessment Team’s visit to Syria will contribute to achieving these goals.”

“I shall now make a statement in my capacity as the representative of the United Arab Emirates. At the outset, I would like to thank Mrs. Izumi Nakamitsu for her briefing. The total elimination of chemical weapons is a shared goal among the international community, considering the horrific effects of their use. In this context, we reiterate the principled position of the United Arab Emirates, which rejects and condemns the use of chemical weapons under any circumstances, by anyone and anywhere, especially as their use constitutes a flagrant violation of the provisions of the Chemical Weapons Convention and international law and is also a serious threat to international peace and security. With regard to today’s discussion, any tangible progress in the chemical weapons file of the Syrian crisis requires addressing the existing gaps.”
