“We urge both sides to work together to forge ahead and consider all available alternatives to facilitate the team’s visit to Damascus. Notwithstanding the progress that has been made towards the complete elimination of chemical weapons, the serious threats that they pose continue to exist, in particular when they are acquired by terrorist groups such as the Islamic State in Iraq and the Levant (Da’esh), which poses a grave threat to international peace and security. As we recently witnessed in Al-Hasakah, terrorist groups continue to develop their methods of attack, seeking to obtain advanced weapons such as chemical weapons to achieve their dangerous goals. Accordingly, we stress the importance of continuing the fight against Da’esh in Syria to prevent it from rearranging its ranks or acquiring chemical weapons.”

“The use of such weapons constitutes a flagrant violation of the provisions of the CWC and the international law and poses a serious threat to international peace and security. Achieving progress on the chemical-weapons dossier related to the Syrian crisis requires addressing the existing gaps. For that reason, it is imperative for us to continue making that international effort. In that regard, we welcome today’s press statement (SC/14876) commemorating that anniversary. The United Arab Emirates would like on this occasion to reiterate its principled position of rejecting and explicitly condemning the use of chemical weapons anywhere, by anyone and under any circumstances.”

“We also reiterate our call on all Libyans to avoid tensions and disputes. We commend the good offices of the United Nations and its initiative to help to resolve the Libyan crisis, as well as Egypt’s hosting of all parties to facilitate dialogue concerning the constitutional basis. To prevent escalation and further division in Libya, it is important that the 5+5 Joint Military Commission maintain its impartiality and distance itself from the current political tensions. We also stress the importance of maintaining the permanent ceasefire agreement, including the phased, gradual and balanced withdrawal of foreign forces, fighters and mercenaries from Libya. As the Prosecutor previously explained, efforts to implement the action plan for the withdrawal of those forces would promote greater stability in Libya and help prevent atrocity crimes.”

There is competition for power, the mobilization of militias and a lack of clarity surrounding the path of the political process. Yet, we are optimistic that our Libyan brothers will make it through this critical stage. In that regard, the United Arab Emirates reiterates that there is no alternative to a Libyan-led political dialogue, which is the only way to end the Libyan crisis. We welcome all Libyan efforts aimed at achieving those goals.”

“As the July renewal of the cross-border aid mechanism to Syria approaches, we hope that the Council will consider the matter in an objective and logical manner. We need to cooperate on this file, regardless of any differences on other files, to ensure that aid reaches those in need, both through cross- border and crossline operations. In that context, the United Arab Emirates welcomes the crossing of the third humanitarian aid convoy from Aleppo to north- west Syria, based on resolution 2585 (2021). In conclusion, the positions of all members of the Security Council on this file are clear. In the coming months, it is important to focus on how to revive meaningful discussions in order to resolve the Syrian crisis, rather than merely managing it.”

“We also note that the living conditions in Syria remain difficult, particularly given the unprecedented rise in the prices of basic commodities due to the economic crisis in Syria, which coincides with increasing international prices of food and energy, in addition to the significant damage to the electricity sector as a result of terrorism and war. We would also like to specifically draw attention to the difficult conditions of women and girls in Syria, which is manifested in the alarming increase in suicide among women and the continued crimes of sexual violence. “Progress in the political process requires addressing security challenges, including through de-escalation and by securing a ceasefire throughout Syria. That is particularly pertinent given the recent deterioration in the security situation, as seen in Al-Hol camp and in the recent increase in murders and violence against women. In that regard, it is important to preserve the humanitarian foundations and purpose of the camp, while also addressing the root causes of extremism and terrorism that threaten the security and stability of Syria and the region, particularly given attacks by Da’esh against civilians in Deir ez-Zor, Al-Hasakah and eastern Homs. Regarding the humanitarian situation, we underline the importance of focusing on providing basic needs and essential services to the Syrian people, including electricity, water and food.”

“We also support the call made at the latest emergency Arab Ministerial Committee meeting regarding the need to relaunch serious and effective negotiations to restore confidence in the feasibility of the peace process and put it on a clear path towards a negotiated solution based on the two-State solution, whereby the Palestinian State would live side by side with Israel in peace, security and mutual recognition. That constitutes a strategic Arab choice and a regional and international necessity. The current situation, which has already led to hundreds of injuries and arrests among worshippers as well as severe damage to the facilities of the Holy Mosque, underscores the need to ensure the protection of worshippers, while simultaneously refraining from any provocative actions in Al-Aqsa Mosque.”

“Secondly, the human suffering created by the conflict requires significant resources for rendering aid to those in need. In particular, we commend the generosity in hosting large numbers of refugees shown by neighbouring countries and others, particularly Poland and Romania, which together have taken in more than 3.4 million Ukrainians, as well as Moldova, which has taken in more than 400,000 refugees, a number equivalent to 15 per cent of its own total population. As we have heard from today’s briefers and indeed in all our meetings on Ukraine since the conflict began, almost two months ago, the human costs of the war are staggering. “It is imperative that women’s leadership and participation take place not only at the end of the conflict, but also in the design and implementation processes for its peaceful resolution. Women have now been leading local reconciliation and dialogue efforts for many years in eastern Ukraine. Such efforts should not be forgotten. Rather, they should be recognized, built upon and mobilized to drive efforts towards peace. Secondly, sex-disaggregated data collection on the impact of the conflict remains a valuable tool, including in strengthening accountability for conflict- related sexual violence. That can ensure that restorative justice can be achieved. Thirdly, a gender-responsive approach must be implemented in all humanitarian efforts during and after the conflict.”

“That contributes to a lack of critical maternity care for pregnant women, both within Ukraine and for those fleeing abroad, as the United Nations Population Fund has warned. Finally, the conflict is disrupting children’s access to education. Every child has a right to education, and the lack thereof can further block their opportunities and ability to contribute to Ukraine’s future. That risks a generational effect. Accordingly, the United Arab Emirates would like to highlight three areas to support women and children impacted by the conflict in Ukraine. First, we see the ongoing negotiations between the parties as a positive development, and we call on them to guarantee women’s full, equal and meaningful participation in all peace efforts.”

“Their participation in conflict prevention, peacebuilding, reconciliation and reconstruction must be guaranteed, not only because of the impact the conflict has on them but also because it has proved to result in more sustainable and longer-lasting peace. Since the beginning of the conflict in Ukraine, the overwhelming majority of the 4.3 million people who have fled to neighbouring countries are women and children. There have been deeply disturbing reports of conflict-related sexual violence and of persons who have fallen prey to criminal organized gangs running human- and sex-trafficking rings. According to the World Health Organization, 89 health-care facilities across the country have been impacted by attacks, undermining the right of women and girls to access health care.”

I would also like to thank Ms. Bahous, Mr. Fontaine and Ms. Cherepakha for the briefings and insights they shared. When the Security Council adopted resolution 1325 (2000), on women and peace and security, more than 21 years ago, it recognized the disproportionate impact of conflict on women and girls. Women are not only exposed to grave violations of international humanitarian law but are also particularly vulnerable to gender-specific risks. However, the women and peace and security agenda also recognized that women and girls are active agents of peace who can drive efforts and provide solutions.”
