“We welcome the efforts of the Secretary-General and others in trying to bring the sides together. We also welcome their efforts to mitigate the broader impacts of the conflict, including by seeking to facilitate grain exports from Ukraine to help ease global food insecurity. “There are a number of ongoing investigatory and fact- finding efforts, including the Independent International Commission of Inquiry on Ukraine established by the Human Rights Council, with a mandate to investigate all alleged violations and abuses of human rights and international humanitarian law. Impartially establishing facts and circumstances is fundamental to achieving justice for victims and survivors as well as to combating impunity more broadly. It is therefore essential that appropriate mechanisms be given the time and space necessary to carry out their activities. Finally, the violence in Ukraine is a stark reminder that the Council must prioritize conflict resolution and de-escalation. Our focus must be on finding a diplomatic solution that will ease human suffering.”

“Secondly, the Council must redouble its efforts to address the malicious use of technology to spread hate speech. The use of digital technologies to propel the spread of misinformation, disinformation and hate speech poses a particularly serious challenge in conflict zones. Threats to humanitarian workers are particularly insidious given the multiplicative effect on the civilians they are trying to assist. To counter the effects of incitement, we need to identify and employ effective counter-narratives, support media literacy and engage more closely with the private sector. Thirdly, we believe that thorough investigations and data collection are essential for accountability.”

“Indeed, yesterday the General Assembly marked, for the first time, the International Day for Countering Hate Speech. Nevertheless, we continue to see a rise in incitement globally. In that regard, I would like to highlight the following points. First, we condemn in the strongest terms all forms of hate speech and incitement. The United Arab Emirates has consistently taken a strong and principled stand, both domestically and internationally, against hate speech and intolerance. Hate fuels extremism and threatens peaceful coexistence. Constructive dialogue is vital to fostering tolerance and can serve as a basis for reconciliation. Women in particular are critical to long-lasting, peaceful solutions and therefore must be full, equal and meaningful participants in all peace efforts, including mediation and dialogue.”

“We express our deep concern for the civilians trapped in Severodonetsk, including at the Azot chemical plant. We are dismayed that amid heavy combat there have been no significant improvements in the delivery of humanitarian aid to those in need. The unimpeded delivery of humanitarian assistance to civilians and allowing safe and voluntary passage to those seeking safety remain an absolute necessity and should be at the forefront of the Council’s considerations. We stress once more that all parties must abide by their obligations under international humanitarian law. As has been noted repeatedly in this Chamber, preventing incitement to violence is a key component of protecting civilians. Recognizing this, the international community has sought to take steps to counter hate speech.”

“At the outset, I would like to thank Ms. Alice Nderitu for her informative briefing, and we listened carefully to Ms. Liubov Tsybulska and Mr. Jared Cohen. Today we are reminded once again of this war’s terrible human cost, with thousands of people killed, millions displaced and tens of millions around the globe facing increased food insecurity. As the conflict extends into its fifth month, it is clear that the humanitarian needs are immense and will require a prolonged response. Last week, the United Arab Emirates delivered 27 tons of food and medical supplies to assist those fleeing the conflict. With the intense fighting in eastern Ukraine, there are increasingly alarming reports of civilian casualties and diminished access to necessities such as food, clean water, electricity and sanitation.”

“With regard to the recent damage incurred at Damascus International Airport and its subsequent closure, we stress the importance of protecting civilian infrastructure in order to ensure the continuity of humanitarian operations in the area. “Last year, the members of the Council spoke with one voice and unanimously adopted resolution 2585 (2021), through which they noted, for the first time, the importance of supporting and implementing early-recovery projects in Syria. The adoption of the resolution reflected the need for urgent relief on the ground. Accordingly, we must now consider how to intensify early-recovery efforts by rehabilitating and rebuilding the infrastructure of basic services that was destroyed. In addition, international programmes for food security, water, electricity, health and education should be promoted as key parts of early-recovery efforts, which have become essential in the light of the global food and health crises.”

“As for the cross-line delivery of aid, the United Arab Emirates welcomes the recent passage of the fifth convoy into north-west Syria. In that context, we reiterate the need to increase the number of cross- line humanitarian operations so that it becomes closer to that of operations passing through the cross-border mechanism. The United Arab Emirates appreciates United Nations efforts in that regard, and we call on all parties to allow those convoys to urgently pass through smoothly and without hindrance to ensure the delivery of humanitarian relief to those in need. The parties on the ground should not be able to control the passage of aid or use it as a bargaining chip.”

“Furthermore, in the context of the current situation in northern Syria and the ongoing escalation on the Türkish -Syrian border, we demand that the cross-border aid delivery mechanism not be used to achieve political interests. Its misuse will undermine its credibility as a purely humanitarian mechanism. It should not be used as a tool to interfere in Syria’s affairs. In that regard, we stress the importance of the delivery of humanitarian aid to those in need through the Bab Al-Hawa crossing by United Nations humanitarian agencies and their partners on the ground. We also highlight the need to provide protection for humanitarian workers, especially after the targeting and killing of a humanitarian worker in the Al-Bab area last week.”

“Although the purpose of the mechanism is still relevant and urgent, it should be noted that it is an exceptional and temporary measure. It should not be considered as a long-term solution, especially in the light of the changing conditions on the ground, including the increase in the number of people in need. Today more than 14 million people in Syria are in need of humanitarian assistance, as compared to 10 million people in 2014. Therefore, humanitarian plans must be consistent with the requirements of the current phase of the crisis, namely, an increase in the number of cross- line convoys in conjunction with additional support for early recovery projects.”

The unanimous adoption of resolution 2139 (2014) reflects the moral responsibility of separating humanitarian duty from political considerations, thereby ensuring the delivery of aid to those in need in Syria.”

“In the meantime, the EU’s support to humanitarian organizations in Ukraine and to civilians in need with more than €373 million in assistance has been a crucial lifeline for those civilians. The EU also continues to make important contributions in response to food insecurity and in addressing global public health. “My country has been keen to support that unit and provided it with $0.5 million, as we believe that it is critical to have a gender-responsive approach during investigations into Da’esh’s crimes. Supporting victims also includes the restoration and rebuilding of Iraq’s deeply rooted cultural heritage, which Da’esh has attempted to destroy in order to completely erase the identity and history of Iraqi communities. The crimes committed by Da’esh have affected historical and sacred sites, such as Al-Tahera and Al-Saa’a Churches, as well as the Al-Nuri Mosque in Mosul. The United Arab Emirates is currently contributing to rebuilding those three landmarks in cooperation with the United Nations Educational, Scientific and Cultural Organization, as part of international efforts in the context of the Revive the spirit of Mosul initiative.”

“Furthermore, we commend the Team’s use of advanced technology and applications, such as Zeteo, which has greatly improved the Team’s ability to identify perpetrators of terrorist crimes. We encourage the further development of such methods, which can be replicated in future investigations related to similar crimes in other areas. That highlights the important role that technology plays in maintaining international peace and security. “Priority must be given to completing the remaining case briefs without delay and to achieving justice for the families of the victims so they can bury their loved ones with dignity. Moreover, in accordance with resolution 2379 (2017), all the available evidence must be supplied to the relevant Iraqi authorities as the primary intended recipients, so that it can be used in court to hold Da’esh members accountable for their crimes and to ensure justice. We commend UNITAD’s efforts to provide expertise and technical support to Iraq, including providing the Government with an advanced Laboratory Information Management System, which uses DNA matching to identify victims. We emphasize the Team’s important role in digitizing and archiving the evidence that is currently available at Iraqi courts to preserve it from any damage.”

“In that regard, the United Arab Emirates commends the considerable efforts of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ Islamic State in Iraq and the Levant (UNITAD) and the progress that has been made on several cases during the reporting period, particularly with the completion of the initial assessment report on the case related to Da’esh’s development and use of chemical and biological weapons, as well as the investigations into the funding of its terrorist crimes. We urge UNITAD to continue investigating crimes committed by Da’esh against local communities, including the Yazidis, and to complete its search for mass graves in Sinjar, Tal Afar and elsewhere in order to identify the victims.”

“For the process of State-building to continue, all of Libya’s vital institutions must be united and distanced from disputes. They must be independent and allowed to carry out their work despite the current political situation and turmoil. We emphasize that those institutions belong to the Libyan people, and that it is important to preserve Libya’s resources and wealth and to manage them fairly, transparently and equitably. In conjunction with that, it is also important to step up efforts to establish the rule of law throughout Libya and maintain its security and stability. That will also help to address the issue of migration in Libya and the wider African region, which requires the international community to support countries of origin and transit while addressing the root causes of migration.”

“We must not lose sight of the importance of focusing on achieving comprehensive national reconciliation and initiating genuine dialogue that includes all segments of Libyan society. That will support confidence-building among all the parties and political actors in Libya, preserve the unity and the interests of the Libyan State and promote peaceful coexistence among its citizens. If sustainable peace is to be achieved, the 5+5 Joint Military Commission must maintain its impartiality. We also call on the Commission to resume its meetings, with a view to safeguarding the security and military gains that have already been achieved, particularly with regard to combating extremism, terrorism, border infiltration and smuggling.”

Nevertheless, despite the current differences between them, we are encouraged by the efforts of the Libyan parties to defuse tensions and avoid falling into a spiral of violence, giving the intra-Libyan dialogue a chance to move forward. Their efforts deserve the support of the international community at this critical juncture.”

“The primary goal for all must be the return of the parties to direct and serious negotiations that lead to a political settlement based on the two-State solution and the establishment of an independent and sovereign Palestinian State along the 4 June 1967 borders, with East Jerusalem as its capital, living side by side with Israel in peace and security and mutual recognition. Thirdly, we underscore the need to address the difficult humanitarian conditions facing the Palestinian people, especially given the increasing levels of food insecurity due to inflation and rising global food prices. Both sides must be encouraged to reach understandings that improve the economic and living conditions of the Palestinian people.”

“Similarly, the recent decision to force more than 1,000 Palestinians to leave their homes in Masafer Yatta, located in the south of the West Bank, will further exacerbate security and humanitarian conditions for the population. Not only is that an illegal practice but it also undermines peace efforts and should therefore be halted. Secondly, we must take urgent and proactive measures in the Council to help maintain calm and prevent another cycle of conflict. It is necessary to intensify contacts and diplomatic endeavours with and between the Palestinian and Israeli sides to discuss ways of restoring calm and building confidence between them. In particular, local and regional coordination should be strengthened to maintain the historic and legal status quo of the holy sites in Jerusalem.”

“In response to those developments, we must consider formulating short-, medium- and long-term solutions. In that regard, we would like to highlight the following points. First, all parties have a responsibility to exercise restraint, reduce tensions and refrain from any steps that might inflame the situation on the ground, especially around the holy sites in the city of Jerusalem. As a top priority, the continual confrontations in the cities of the West Bank must be stopped. “Achieving long-term stability in Iraq requires further promoting economic development and rebuilding vital sectors, including the health, education and energy sectors. Despite the relative improvement in the humanitarian situation since 2017, Iraq still needs international support to meet the needs of its people. The United Arab Emirates has supported Iraq in various fields, including through facilitating the return of displaced persons to Mosul, providing medical equipment to address the coronavirus disease pandemic and rebuilding areas liberated from Da’esh. I would like to highlight the rebuilding of a mosque and two churches in Mosul as part of a joint project that started in March between the United Arab Emirates and UNESCO in the framework of the “Revive the spirit of Mosul” initiative.”

We reiterate our categorical rejection of regional interference in Iraq’s internal affairs, under any pretext, and stress the importance of other countries respecting Iraq’s sovereignty, unity and territorial integrity, as well as the need to abide by the principle of good-neighbourliness, in accordance with international law, including the Charter of the United Nations. “Those efforts included Iraq’s participation in the Aqaba summit, held in March with the United Arab Emirates, Jordan, Egypt and the Kingdom of Saudi Arabia, during which several regional issues of importance were discussed, including the mitigation of the impact of the global economic crisis on the region, especially in the sectors of energy and food security. Among the most prominent challenges the upcoming Government will face is the continued activities by the remnants of the terrorist Da’esh organization and its attempts to regain influence. Da’esh carried out nearly 69 attacks during the reporting period covered by the Secretary-General’s report (S/2022/368). The United Arab Emirates strongly condemns those terrorist acts and commends the achievements of the Iraqi forces in combating terrorism.”

We stress that the country’s limited resources should be directed towards the fulfilment of basic needs and necessities of the people. In order for the international community and the United Nations to help its people, the Government of the Democratic People’s Republic of Korea should engage constructively in a dialogue with United Nations officials, including the United Nations Resident Coordinator, and should allow them to return to the country to carry out their vital activities.”

The reports showing that the Democratic People’s Republic of Korea is preparing to conduct another nuclear test are troubling. We call on the Democratic People’s Republic of Korea to respect relevant international law and norms.”
