“The targeting of oil facilities and refineries in Iraq in areas that witness many terrorist attacks is one of the most serious attacks on Iraq's economy and infrastructure because the country depends primarily on revenue from oil. The liberation of Iraqi cities that were previously controlled by Da'esh gangs usually comes at great economic cost. In the battle to reclaim Mosul, ISIS gangs planted mines and explosive devices in citizens' homes and in public buildings and on bridges to destroy them and prevent security forces from advancing towards these cities and towns. These challenges have grown as oil prices have fallen on the global market, since petroleum revenues form the core of Iraq's national budget.”

“These gangs have increased their technical capacities for the purpose of carrying out cyber attacks and have recruited foreign terrorists who have advanced skills to carry out such complex attacks. Among the most important trends that can be observed in the conduct of terrorist organizations, in particular of Da'esh terrorist gangs, is the continued targeting of critical infrastructure in Iraq, including bridges, power lines, telecommunications towers and oil pipelines. Terrorism has impacted many projects that constitute the backbone of Iraq's infrastructure. Terrorists have also burned monuments, mosques and universities. Such terrorist attacks have increased the cost ofdevelopment projects because ofthe growing cost of security measures necessary to protect construction sites.”

“The attacks destroy and impede the functionality of critical infrastructure and cause serious damage. ISIS gangs are working to strengthen their organizational capacities and strategies aimed at recruiting supporters from developed nations who have received an education in prestigious Western universities. These highly educated recruits allow terrorist organizations to carry out transborder cyberattacks that evade all national restrictions, thereby creating a reality in which there are in fact no borders. Strengthening international cooperation in the area of counter-terrorism is extremely important, in particular because ISIS perpetrates its crimes through decentralized networks.”

“Mr. Alhakim (Iraq) (spoke in Arabic): At the outset, allow me to thank Ukraine and its Minister for Foreign Affairs for convening this important open debate on the protection of critical infrastructure. Iraq also welcomes today's adoption of resolution 2341 (2017) , which Iraq co-sponsored. We must not attribute terrorism to any religion, culture, nationality or geographical region, as affirmed by numerous Security Council resolutions, the most recent of which being resolution 2253 (2015). The challenges represented by terrorist organizations, such as the Islamic State of Iraq and the Sham (ISIS) terrorist gangs, emanate from their high organizational capacity, which allows them to perpetrate terrorist attacks in cyberspace that have a direct physical impact on critical infrastructure.”

“The Iraqi Government attaches great importance to the sincere relations that link us to the brotherly Kuwaiti State. We greatly appreciate the tireless support from that brotherly country, in particular the provision of ready-made schools in liberated areas, which allows students to return to classes until their permanent schools have been rebuilt. We welcome the efforts and the good offices of Russia, Iran and Turkey to reach a comprehensive Syrian settlement that can be accepted by all Syrian parties. We thank them for the efforts they are undertaking to eradicate terrorist groups in Syria, to put an end to regional and international support for those groups and to put an end to the recruitment of more terrorists.”

“The Ministry of Defence and the Ministry of Foreign Affairs have stepped up their efforts to disseminate information on this issue via television, satellite stations and Government publications in order to obtain testimony and reliable information, with a view to carrying out visits on the ground and achieve concrete results. A number of technical meetings have been held, and excavations have taken place in a number of regions; 158 trenches were dug in Karbala recently, in the presence of Witnesses, but no human remains were found. The Iraqi Ministry of Defence is providing the funding necessary for 2017 so as to ensure that excavations can continue in many areas, including Khamisiyah, Radwaniyah, Aynial-Tamr, Sulaymaniyah and Salman Pak.”

“In the context of enhancing our brotherly ties to Kuwait, the high-level joint ministerial commission met in Baghdad on 28 December 2016, under the joint chairmanship of Mr. Ibrahim Al-Jaafari, Minister for Foreign Affairs of Iraq, and Sheikh Sabah Khalid Al Hamad Al Sabah, Minister for Foreign Affairs of Kuwait. At that meeting, a number of issues of common interest were discussed, and in this regard the Iraqi Government reaffirms its commitment to sparing no effort to achieve progress on the issue of disappeared Kuwaiti citizens and Kuwaiti archives. The joint commission as well as the national commissions are interviewing witnesses to determine the fate of disappeared persons, not only Kuwaiti citizens but also nationals of other countries.”

“Iraq thanks and attaches great importance to the efforts of those friendly countries that have worked to restore stability and ensure reconstruction in those areas retaken from terrorist groups linked to Da'esh, with a view to alleviating the humanitarian crisis affecting displaced persons. However, we deeply regret the executive order of 27 January last, which includes restrictions on citizens of seven countries travelling to the United States, including Iraqis. This order is affecting a friendly, allied State that is linked with the United States by a strategic partnership. Given that it comes at a time when our brave fighters have achieved major progress in combating Da'esh in Mosul, we call on the United States Government to rethink its position. In this regard, we reiterate our resolve to enhance the strategic partnership between our two countries and to broaden the possibilities for cooperation, particularly in the combat against terrorism.”

“Binali Yildirim, particularly as concerns the Bashiqa camp in Iraq. The communique also refers to the need for respect for the unity, sovereignty and territorial integrity of Iraq, and we look forward to its implementation as soon as possible with a view to strengthening bilateral relations in various areas, including the combat against terrorism, so as to ensure security and stability along the border between the two countries. “They have informed the ministry responsible for IDPs and immigration on the expected number of IDPs before beginning the liberation of the eastern side of Mosul so that the necessary steps can be taken with regard to providing shelter and emergency assistance. The Ministry of Trade has quickly provided food in the liberated areas, in cooperation with the local Governments of Ninawa. I am pleased to inform the Security Council that the Council of Representatives of Iraq intends to approve the candidates for the positions of the Minister of Defence and the Minister of the Interior. This will allow the success achieved on the ground to be consolidated. The Government of Iraq welcomes the joint communique adopted following the visit to Iraq of the Head of the Turkish Government, Mr.”

“More than 2,000 Iraqi families have been able to return to their homes in the western part of the city, which has been freed from Da'esh criminals. Their return is continuing following the removal of explosives and mines. We also thank the local population for their active participation in the cleanup of the streets in the liberated neighbourhoods. The President of the Council of Ministers and Head of the Armed Forces has issued urgent decrees, which are to be implemented immediately. Those decrees go to the relevant authorities to ensure security and the provision of emergency aid and shelter to those displaced from Mosul. This is based on the Ninawa liberation humanitarian plan, which was a joint operation for the liberation of Ninawa.”

“The Government of Iraq highly commends the sacrifices made by Iraqi forces under the joint supervision of the international alliance. We welcome the successful liberation of Mosul. The western part of that city has been fully liberated, and that includes 87 neighbourhoods. Iraqi forces are completing the preparations for taking over the eastern part of the city. Mr. Al Abadi, who is President of the Governing Council of Ministers, has signed a memorandum to launch reconstruction projects in the various liberated neighbourhoods and to undertake demining. That will open the way for the return of internally displaced persons (IDPs) and for the provision of services to the Iraqi people so that life can resume as normal.”

Transparent democracy, the rule of law and good governance are the preconditions for a peaceful society. The only way to achieve a peaceful way of living is to create a context in which the various political currents can discuss how to change society. “Iraq remains in a state of war against all of those terrorist groups, which have gravely threatened peace in our country. Despite the process of reconstruction in our country, basic services have been in decline. Economic and social indicators, in particular on health care, are in free fall. Poverty is increasing. There are also waves of internal displacement. The number of casualties is growing. Terrorism has increased the feeling of insecurity and has led to upheaval. That, in turn, also impedes socioeconomic growth in our country. All of that has led to setbacks in the gains that have been made by our country in terms of sustainable development. A functioning society is essential for peace and security.”

“I would also like to thank Spain for the excellent manner in which it presided over the Council last month. Terrorism is carried out by international terrorist organizations such as Da'esh and the Al-Nusra Front. It leads to instability and an absence ofpeace. It also leads to armed conflicts around the world. Da'esh and other terrorist groups having seized large areas of territory in Iraq, Syria and Libya, and have taken terrorism to a new level. They, along with other terrorist organizations, are attaining ever-greater capacity. They have powerful modern weapons and know the secrets of technology, which they make use of to gain supporters and recruit foreign terrorist fighters, as well as to propagate their extremist and violent ideology. No country is immune from those dangers.”

“The two delegations have reached an agreement to start an 18-month project for the creation of new maps. Iraq appreciates the genuine efforts of the United States of America and the Russian Federation to reach a comprehensive solution in Syria for the Syrian people who have suffered for six years from terrorism, destruction, killings and displacement. There must be communication to reach an intra-Syrian solution that is satisfactory to all parties. There must be an end to the terrorist gangs - and the international and regional support they receive - and the recruitment of terrorists. We call on Syria's neighbours to respect their boundaries. They must close the borders to the terrorists and should not provide them with logistical support as such actions would be in violation of Security Council resolutions.”

“Field visits are carried out in order to obtain more reliable information and achieve tangible results in locating the burial sites of the missing persons and Kuwaiti prisoners. We have held many joint technical meetings, excavations have been undertaken and witnesses interviewed. From 14 to 18 July, we excavated 120 locations in Karbala, but found no human remains. The plan of the Ministry of Defence of Iraq is to carry out excavations in Khamisiyah, Radwaniyah, Ayn al-Tamr and Sulaymaniyah, as well as in another location in Salman Pak. With a view to promoting brotherly relations with Kuwait, we have held, in New York from 24 to 28 October, a joint technical workshop on the new maps of the internationally acknowledged boundaries between Iraq and Kuwait. The workshop was held under the supervision of the United Nations.”

Iraq reaffirms the historic links between the peoples of Turkey and Iraq, but we reject these statements, which have become more explicit and clearly indicate the intentions of Ankara officials who claim that the Iraqi cities of Kirkuk and Mosul were once Turkish cities. The Security Council must firmly counter these expansionist expressions of greed against a State that is a founding Member of the United Nations and a country with full sovereignty. We urge the countries of the world to implement resolutions 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015), in particular with regard to stopping the flow of foreign terrorist fighters from more than 120 States Members of the United Nations.”

“Furthermore, we condemn the racist statements of the Turkish Prime Minister, which gave rise to sedition among the Iraqi people. He maliciously attempted to undermine Iraq, which is winning in its fight against the ISIL terrorist gangs, who receive support in the form of logistics, human resources, funding and health care from Ankara, which is trading in our artefacts and oil with with ISIL terrorist groups. We have called on the Council to take immediate steps to throw the Turkish forces out of our territory. The Minister for Foreign Affairs, Mr. Al-Jaafari, in his letter dated 14 October 2016, informed the President of the Security Council that we reserve the right to act in self-defence and to apply the rules of engagement with the aggressive Turkish forces in locations that are close to our points of engagement with ISIL.”

“That is in addition to providing jobs and services so that normalcy could be restored. In Tikrit, 95 per cent of the population has returned. More than 200,000 citizens have returned to their homes in Ramadi. More than 90,000 citizens have returned to Fallujah. The Iraqi House of Representatives voted against the incursion of Kurdish forces into Iraq's territory and rejects the presence of any forces on Iraqi territory without the approval of the central Government. It considers the Turkish forces in Camp Bashiqa to be aggressive forces of occupation and has given instructions to have them thrown out of Iraqi territory if they do not heed Iraq's calls. We also rejected the Turkish Parliament's extension of the presence of those forces.”

“My Government commends the achievements made in Mosul by the Iraqi army, the Peshmerga, the People's Mobilization Forces and the tribal forces, through the joint operation command and with the assistance of the international coalition. They have been victorious in liberating most villages and towns on the periphery of Mosul and have made incursions into the Left Bank. They have liberated a number of neighbourhoods in the centre of the city, and work assiduously to demine areas in preparation for the return of internally displaced persons. More than 900,000 Iraqis were able to return to their homes in areas that were liberated from ISIL. That was made possible with financial support from the international coalition. The areas were secured before the return of internally displace persons.”

“We will work hard with the new Administration to enhance that relationship. The Iraqi Government provides all of the necessary means to ensure that the efforts of its security forces meet with success as they combat terrorism and work to retake all of the territories under the control of ISIL terrorist gangs. The Prime Minister of Iraq and Commander-in-Chief, Mr. Al Abadi, has directly supervised those operations from day one. He oversees all joint field operations and security sectors with a view to defeating the ISIL terrorist gangs. In the past few weeks, Iraqi forces, with the assistance of the international coalition, have liberated the towns of Al Qayyarah and Sharqat, in addition to other villages in the Ninawa and Salah al-Din governorates, which were under the control of ISIL terrorists.”

“Iraq urgest all States Members of the United Nations to fully implement the provisions of resolution 1540 (2004) by adopting robust, effective measures to prevent the proliferation of nuclear and other weapons of mass destruction and their delivery systems. In view of the increasing terrorist threats and the possibility of the use by terrorist groups of such weapons, we call for the further enhancement of international and regional cooperation in this area so as to contain and fully eliminate the threats by providing the necessary know- how, technical assistance and capabilities to all States parties to enable them to detect such weapons and the materials used in their manufacture.”

“Article 9 (a) of Iraq's Permanent Constitution stipulates that the Government of Iraq shall fully implement its international commitments in the area of nuclear and other weapons of mass destruction. It also prohibits all means of their development, manufacture, production or use. Iraq has therefore subscribed to all international treaties and agreements in the area of weapons of mass destruction, as well as conventions, agreements, protocols and international resolutions against terrorism. We make every effort and take the necessary steps to prevent any deviation in the peaceful uses of such materials, thereby complying with our commitments under the relevant international instruments.”

“In that context, I would like to stress that we have regularly briefed the Secretariat on the Government of Iraq's implementation of the provisions of resolution 1540 (2004) through executive and legislative measures aimed at preventing access to weapons of mass destruction by terrorist groups. We again stress our resolute support for all international efforts aimed at preventing terrorist groups from accessing weapons of mass destruction and their means of delivery, as well as trafficking in such weapons or the materials used in their production, in implementation of resolution 1540 (2004) and other relevant international resolutions. Iraq also stresses the importance of promoting relevant national and international legislation in that regard.”
