Mr. Alhakim (Iraq) (spoke in Arabic): I would first like to congratulate the People's Republic of China on its assumption of the presidency of the Security Council for this month, and to thank you, Mr. President, for convening today's open debate on the extremely important topic of countering terrorism. I would also like to commend Angola for its wise and successful leadership of the Council last month. Iraq firmly condemns all acts of terrorism and barbarism committed by the transnational terrorist group Da'esh and by groups affiliated with Al-Qaida. We would also like to state that the threat posed by such terrorist groups does not simply affect the security of the people and the Government of Iraq but is rather a threat to international peace and security as a whole and to all the other peoples of our region, without discrimination.

  2. Iraq is faithful to its commitments, especially with regard to the protection of the residents of Camp Hurriya. The Iraqi Council of Ministers is responsible for working with Ms. Jane Holl Lute, the Special Adviser to the Secretary-General for Relocation of Camp Hurriya Residents Outside of Iraq, who is responsible for their assistance. She has visited a number of different countries to convince them to take in and host the residents of the Camp. We are working with the Special Adviser to find a permanent situation for the residents of the Camp. Finally, we would like to thank Mr. Jan Kubis and his team for their assistance and for their very helpful advice provided to the Iraqi Government as well as for the UNAMI activities in Iraq to create a unified, stable Iraq without terrorists.

  3. On 10 January, the Committee met with Mr. Falah Daham, a witness from the Doha region in Kuwait, in order to collect the information he possessed. The Ministry for Foreign Affairs has continued to publish announcements in the local press, without ceasing, in order to encourage citizens to come forth and provide any information they may have on the location of mass graves, archives or any other Kuwaiti property. Kuwait and Iraq are in constant communications in order to update the project of delineating the borders. The most recent event in that context was the high- level meeting of the Iraq-Kuwait Joint Ministerial Committee, which was held in Kuwait in December 2015. The participants in the meeting addressed a number of issues, especially those of common interest economically, politically, socially and environmentally.

  4. Iraq has continued to work to strengthen its ties to other Arab countries and its neighbours, particularly Kuwait, Jordan, Iran and Saudi Arabia. I should also point out that we are in constant contact with the Syrian Government. Iraq remains as fully engaged on the judicial as on the military front. It is committed to achieving progress on the Kuwaiti issue. The Secretary responsible for this case, along with all ofhis employees, has been transferred to the Ministry of Defence. All the archives, bodies, equipment, databases and files have also been transferred to the Ministry of Defence along with him in order to guarantee that the work on this issue continues. It was also done to guarantee the continuation of hearings in order to obtain information on the disappeared Kuwaitis and those disappeared from third-party countries.

The Government of Iraq was not consulted about their entry into Iraq, which is a flagrant violation of the principles of the Charter of the United Nations, the provisions of international law and the relevant Security Council resolutions. The Government of Iraq pays tribute to the efforts and the bravery of the Iraqi security forces and the tribal combatants who are fighting together with them under a unified central command. We pay tribute to them for their military successes, including the retaking of the western, northern and southern areas of the city of Ramadi, and their continued and unflagging efforts to liberate the eastern part of the city in order to be able to return those displaced from it. These joint and united forces continue to labour to fully retake the city captured by Da'esh.

  6. They have coordinated their action with the security forces and have avoided bombing civilian targets, in accordance with the message we delivered through the Security Council in 2014. We would also like to thank the Security Council for urging the international community to strengthen its assistance to the Government of Iraq in its efforts to combat Da'esh and the armed groups affiliated with it. We would first like to ask the Security Council to encourage countries to implement resolutions 2170 (2014), 2178 (2014) and 2199 (2015), including those provisions having to do with border controls and halting the flow of fighters, as well as those related to the prevention of access to arms, the Internet and so forth. We also request that the Council demand that Turkey withdraw the troops whose presence is a violation of Iraqi sovereignty.

What is especially needed is the provision of essential services for the refugees and the displaced, including women, children and ethnic and religious minorities, as well as the establishment of conditions that will enable them to return home and ensure their safety in the liberated towns. We are grateful to the United States and the countries that have committed to helping to finance stabilization programmes for Iraq's liberated regions. On behalf of my delegation, I would also like to thank all the member States of the international coalition, the countries of the European Union and other nations that are not members of the coalition for the part they have played in fighting terrorism and for the military and logistical support they have given the Iraqi security forces, while respecting Iraq's sovereignty and territorial integrity.

  8. They have rendered great service to Iraq at a very difficult time. The war against international terrorism - which includes combatants from more than 100 countries - together with the fall in oil prices, the rebuilding of infrastructure and the restoration of basic services for the displaced in the cities that have been liberated from Da'esh, all represent significant challenges for Iraq. Iraq now has some 3 million internally displaced persons who left the towns occupied by Da'esh in the wake of its acts of terrorism and are now in urgent need of assistance from the international community and international organizations if they are to be able to deal with these problems and their consequences.

The Iraqi delegation would like to express its great appreciation for the efforts of the Jordanian delegation in representing the Group of Arab States in the Security Council during the past two years. I am heartily grateful to Mrs. Kawar and her team for their work on behalf of the Arab region, which is currently going through difficult times. And I thank Chad, Chile, Lithuania and Nigeria for their efforts on the Security Council over the past two years. We offer our sincere condolences to the Egyptian delegation, and indeed to all the staff of the United Nations, on the passing of former Secretary-General Boutros Boutros-Ghali. Daesh has committed reprehensible actions against women, children, civilians, the elderly, minority populations, indeed all components of Iraqi society, to whom the necessary assistance must be extended during the war against terrorism. Iraq calls on the entire world and the forces of the international coalition and their partners in the war against terrorism to help us as quickly as possible and in a stable manner to counter terrorist groups. We must also facilitate the return of displaced persons and the reconstruction of the infrastructure of those cities that have been destroyed. Iraq thanks the international humanitarian organizations for the assistance provided to displaced Iraqi civilians. Those organizations should continue to work with Iraq to provide for the humanitarian and medical needs of wounded Iraqi civilians.

  12. We seek to prevent harm from coming to them by opening safe corridors to evacuate them from combat zones at opportune times. That is what we did in Tikrit, Beiji and Ramadi recently, evacuating 3,700 families under siege. Security, military and air forces are urgently called upon to target only hostile military targets with the greatest precision. We are looking to open centres for displaced persons and provide them with housing, food and medical care while the areas from which they were evacuated are liberated from terrorist groups, and to facilitate their return following reconstruction. We are committed to protecting civilians, and the Government of Iraq is working to provide care to the victims of terrorist operations and compensate those who have suffered losses as a result of military operations.

Islamic State in Iraq and the Sham fighters are systematically and intensively targeting innocent, defenceless civilians in the following ways: summary executions, sexual violence, kidnapping, trafficking in women and children, rape, the recruitment of child soldiers by force, the desecration of religious sites and places of worship, the sacking and destruction of cultural property, and attacks on fundamental freedoms. Such groups use the civilian population as human shields in fighting the security and military forces. Iraq and its partners are waging war against terrorism. But we are also committed to ensuring the protection of civilians, in other words, respecting their rights and their property, in accordance with international humanitarian law. We wish to spare civilians the dangers of war and the impact of combat operations.

  15. Women's rights must be guaranteed by societies and women must not be excluded or deprived of their rights, especially since they often suffer the most in situations of armed conflict. In Iraq, we are making progress towards the completion of a national plan to apply resolution 1325 (2000) on women and peace and security, including with respect to decision-making in those areas.

  16. Such thinking permits massacres, hostage-taking, sexual enslavement, immolation and the other crimes that are being committed against those who hold different religious or other beliefs. The failure to address such delinquent thinking and to eliminate it is a strategic failure of the mechanisms that have been established to eradicate terrorism, namely the programmes within the United Nations or outside it. We must not forget that the pressure on the environment, the scarcity of natural resources and climate change itself are all factors that contribute to the outbreak of wars and conflict. Given that reality, Iraq has made its contribution to the document on climate change whose adoption we expect to see in Paris. Women can contribute to the prevention of conflicts and peacebuilding.

  17. Fair and equal participation and access to resources between neighbouring States along a river, for example, prevent conflict between the countries on that river. The absence ofjustice and equality in regard to water quotas impedes the sustainable development of the area through which that water flows, which contravenes the right to water. Furthermore, mutual investment in the water of an international river contributes to sustainable development among the countries along that river, and that closes the door on conflict. The spread of Takfiri thinking or apostasy throughout the modern world demonstrates the lack of global security, as well as the failure of the international community to face up to the Takfiri thinking of schools whose teaching deviates from regular education.

  18. The objective of creating secure and inclusive societies, based on a solid foundation, is defined in Goal 16 of the 2030 Agenda for Sustainable Development (General Assembly resolution 70/1). Creating such societies requires respect for the principles of the Charter of the United Nations, as well as for international law, which prohibits interference in the internal affairs of States. Such interference exacerbates divisions, including divisions based on religion and belief, and creates insecurity at the domestic level. It unleashes conflict, which leads to destruction and massacres within local societies. It also undermines the development gains that States have achieved over previous decades - gains that are being lost in the wars we are seeing at the moment.

We in Iraq are also affected by the continuing and multiform terrorist operations. We see martyrs die every day. We want to express our thanks to you and your country, Mr. President, for preparing and organizing this open debate on a subject that is of growing importance, given the close link between security challenges and the implementation of the Sustainable Development Goals. The best way to guarantee sustainable peace and tolerance and to prevent conflicts is to reinforce sustainable development and to guarantee equal opportunities for all. We also need to establish justice in the distribution of national wealth, without excluding anyone on the basis of race, ethnic origin or belief.

We take this opportunity to pay tribute to the State of Kuwait for postponing our payment of reparations until 2017, and we underscore our commitment to making progress on the issues of missing persons and the Kuwaiti national archives. We are using state-of- the-art technology to expedite our search for the missing Kuwaiti citizens. We are also making constructive efforts to update our maps ofthe Kuwait-Iraq border. We are committed to protecting the inhabitantts of Camp Hurriya. We are implementing strict security measures to secure their protection. We have also been conducting investigations into the most recent missile attack on the Camp. My country pays tribute to the valiant security forces, the popular mobilization forces, the Kurdish Peshmerga and the tribal volunteers operating under a single, central command, for their military successes in Diyala, Salah al-Din, JurfAl-Nasir, Amerli and Kirkuk; the liberation of Baiji and its refinery, the entire town of Al-Siniya, and some towns of Anbar governorate; and the completion of the siege of all of Anbar town and Ramadi as a prelude to driving out the terrorist entity ISIL. I also thank the Spanish delegation for its able leadership of the Council last month. The main problem facing Iraq today is a complex amalgam of military, humanitarian, economic and security challenges. More than 3 million Iraqis from all communities remain internally displaced due to their cities and towns having fallen under the control of the Islamic State in Iraq and the Levant (ISIL). The Iraqi Government is making every effort to take the appropriate measures to protect the internally displaced persons, including children, women and members of religious and ethnic minorities, and to prepare and establish conditions conducive to their safe return.

Concerning the legal framework for women's empowerment, the Iraqi Constitution has given Iraqi women married to non-Iraqis the right to Iraqi citizenship for their children, on the basis of article 18 bis of the Constitution. Women also have the right to participate in decision-making mechanisms and in fact constitute one fourth of the members of the Iraqi Parliament. 1 take this opportunity to urge the international community to liberate the women captured by ISIL, who are daily subjected to systematic sexual violence.

The constitutional and legal empowerment of women will not lead to any fruitful results unless we condemn all fatwas that permit the enslavement and forced marriage of women and girls, the terrorist attacks that we have been witnessing, and the acts of aggression committed in Iraq by the Islamic State in Iraq and the Levant (ISIL). There have been innumerable attacks against civilians of all factions, all of which has undermined the peaceful coexistence, sustainability and stability that have characterized Iraqi society for decades. The strengthening of the rule of law is essential to the economic empowerment of women and their participation in decision-making processes. Iraq has established four courts on domestic violence and family affairs.

  28. Baghdad was one of the cities hosting meetings of the P-5+1 and Iran, because we were convinced of the importance of the meetings for peace and security in the region as a whole. The agreement is also another weapon in the arsenal that can help us to end all possibility of war in the region. We welcome the Council's unanimous adoption this week of resolution 2231 (2015) in support of the agreement and call for its implementation. We must find a solution that is fair to all Syrians and that will enable them to pursue a life of dignity in a democratic country, achieve national reconciliation and deal with the armed groups in the country. We believe that will have the added effect of improving our fight against terrorism in Iraq, since terrorism does not respect borders and can be found in every region and country in the world. We welcome the agreement on nuclear capacity just signed in Vienna between the P-5+1 and Iran. Iraq is making every effort to support them, as we have been since they began working to find a peaceful solution to the Iranian nuclear issue, and we look forward to giving them our support in the future.

  30. We welcome the support of UNAMI in that regard and hope that it will continue to provide the technical support and cooperation necessary to improve Iraq's capacity in that area. Also, we are continuing to work with Kuwait and with specialized agencies of the United Nations to complete the mapping of the border. It is crucial that we find a way to deal with events in Syria and end the carnage being endured by the Syrian people. We must do whatever we can to find a political solution that will satisfy the demands of all parties to the conflict while preserving the country's territorial integrity and unity, which can best be reached by establishing assurances of non-interference from outside Syria in its internal affairs. We must also do all we can to cut off the flow of foreign fighters into the country.

The Iraqi people understand that the relatives of those who have disappeared are suffering from not knowing the fate of their loved ones, so we continue to make every possible effort to discover the fate not only of Kuwaitis but also of the thousands of Iraqis who lost their lives under the former regime, in order to give their families closure. Regarding the restitution of Kuwaiti property and the Kuwaiti national archives, every three months the Minister for Foreign Affairs has published announcements in various journals, newspapers and elsewhere in the press requesting information on missing Kuwaiti nationals and goods. We believe this to be a key humanitarian issue. We will pursue our efforts to develop the capacity to streamline and improve the process of searching for and investigating missing persons and property.

In the context of the importance we attach to implementing resolution 2107 (2013), particularly paragraph 4, which focuses on efforts to follow up on missing Kuwaiti nationals and property, we have set up various units within our Ministry for Human Rights aimed, where necessary, at finding the grave sites and exhuming the remains of Kuwaiti citizens. Our efforts have also been supported by international expertise. Iraq will continue to make every effort to provide support for finding such disappeared Kuwaiti nationals and to find witnesses who can provide us with credible information on their possible burial sites so we can exhume their remains.

There have been very positive developments recently in the bilateral relations between Iraq and Kuwait, as demonstrated by high-level Visits between both countries aimed at promoting and encouraging improved links between them. We are currently discussing the establishment of an emergency fund to support rebuilding and reconstruction in areas that have been liberated from Daesh. The fourth joint ministerial meeting between Iraq and Kuwait saw significant progress in our bilateral relationships, including the signing of memorandums of understanding promoting cooperation in the areas of security, maritime issues and trade links, all of which should have a very positive effect on political, economic and other links between us.

  34. Iraq faces challenges of great magnitude as a result of the ferocious attacks carried out by terrorist groups on major urban centres, markets, schools and hospitals. In other words, they target civilians, including women and children. The armed groups are also recruiting children, which we are working hard to prevent. It is a source of great concern. We are also working to address the underlying causes of child recruitment. The Iraqi penal and counter-terrorism codes lay out general rules and regulations for sanctioning and punishing anyone who recruits children as fighters or participants in criminal terrorist activities.

As for the fight against violence against women, the promotion of women's rights and the appointment of women to senior posts in Government institutions, we have established a unit within the Ministry of Human Rights to monitor and follow up Violations of the rights of women in Iraq. We have also rolled out a directorate for the promotion of women and women's rights, which works at the level of the Council of Ministers, and a number of gender-specific units within various ministries and institutions. Today women are seen as essential partners in the decision-making process and we have appointed women to key posts in State institutions. Women are also represented in the Iraqi Parliament and in various decision-making posts in ministries and State institutions.

  36. That is proof of the courage of the Iraqi people and their rejection of Daesh's occupation of their cities and Villages. All of these people and groups have been mobilized to support the efforts of the the international forces that are already working hard to combat and to extirpate those terrorist groups. We are working to liberate Fallujah and Ramadi in a two-front. We believe that this is proof of the power of the anti-terrorism coalition. Over the past few years, Iraq has made considerable progress in the promotion of women's rights by adopting various national strategies, policies and programmes of action to that end.

We thank the Security Council for its persistence in calling upon the international community to provide the necessary support to Iraq to combat Daesh and other armed non-State groups affiliated it. We call on the countries of the region to agree to exert greater efforts and vigilance in combating the terrorist threat and ensuring that we can extirpate it. We reiterate terrorism can be effectively countered only if we are persistent and unified. States and international and regional organizations need to work together and towards the same ends. That is the only way we can effectively and efficiently tackle the terrorist scourge. The efforts undertaken to tackle Daesh have been supported by the Iraqi army and police, as well as by members of the popular mobilization forces and the tribes.

  39. The Iraqi Council of Ministers has earmarked half a billion dollars for support in meeting the needs of displaced persons. We look forward to providing more according to our ability. We pay tribute to the role played by the Office of the United Nations High Commissioner for Refugees, which has been working closely with the Council of Ministers and the Government of Iraq in supporting IDPs and refugees. We are also grateful to the agencies that have been working hard to ensure that humanitarian aid is supplied to those in dire need. Our hope is that all the members of the Council of Europe will move swiftly to implement the provisions of the Additional Protocol and that they will duly enact corresponding domestic legislation. The Daesh attacks on cities and villages in the provinces ofIraq have led to huge internal displacements; more than 2 million Iraqis have had to flee Daesh Violence. The Iraqi Government is working hard to meet their needs and to create relevant mechanisms to provide assistance to the Victims of Daesh attacks, in particular the displaced and vulnerable persons, such as women, children and members of ethnic and religious minorities. We are also working hard to create the conditions for a safe and secure environment to allow the return of those displaced persons.

We would therefore like to reiterate once again the importance of promoting international cooperation and for States to honour their commitments under resolutions 2170 (2014), 2178 (2014) and 2199 (2014), which condemn the activities of Daesh and foreign terrorist fighters, and identify the obligations and commitments of States in combating terrorism and the phenomenon of foreign terrorist fighters and in cutting off the funds available to Daesh, for example through oil funds and trafficking activities. We therefore welcome the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism, adopted by the Council of Europe on 19 May.

We believe that it is important for the Mission to continue to provide aid and advice to the Government of Iraq in order to guarantee a dignified life for the families of displaced persons in particular. As we have in the past, we underscore once again today the need to address terrorism and for international cooperation to achieve that goal. Any procrastination allows terrorist organizations to further infiltrate other countries and regions, and to entrench their presence in those areas where they are already operating. The deplorable and tragic events that have taken place in Kuwait, Saudi Arabia, Egypt, Tunisia, Syria, France and elsewhere attest to this.

Once again, we reiterate the importance of the key role played by the United Nations in its support to the Government and the people of Iraq, and in its efforts to foster democratic institutions, provide support to refugees and internally displaced persons (IDPs), and promote human rights - including those of young people, children and women - and judicial and legal reforms in the country. We thank them for all that broad-based support. The Government of Iraq submitted to the Secretary- General and the Security Council a letter calling for an extension of UNAMI's mandate, in line with the wishes of my country that the Mission's mandate be extended until 31 July 2016, on the basis of the principles of resolution 1770 (2007).

Mr. Alhakim (Iraq) (spoke in Arabic): At the outset, I would like to congratulate New Zealand on its assumption of the presidency of the Security Council and for all its efforts to ensure transparency in the conduct the Council's work in July. I also thank Malaysia for its similar efforts during its presidency of the Security Council in June. I also welcome the Special Representative of the Secretary-General for Iraq, Mr. Jan Kubis, head of the United Nations Assistance Mission for Iraq (UNAMI). I thank him and all his team for all their efforts, particularly in the very difficult circumstances currently facing Iraq. Iraq attaches great importance to the work of UNAMI.

Haider Al Abadi, held a conference with broad participation at the regional and international levels, including the United Nations and other international organizations involved with children, on the protection of children. The conference focused on the need to move children far away from conflict zones and to prevent their recruitment in Iraq, highlighting the forced recruitment of children by Daesh in the areas that they control. Iraq also extended an official invitation to Ms. Leila Zerrougui to attend the meeting. To conclude, my delegation would like to reaffirm that Iraq is currently the victim of the most horrific attacks that this society has ever seen. Daesh is seeking to change human values, thoughts and ideas to make them extremist and barbaric, thereby victimizing all of society.

However, we would like to express our reservations concerning certain paragraphs in the report that do not faithfully reflect the current reality in Iraq and that weaken the international front of solidarity aimed at combatting terrorism, as they lack precision and objectivity. Beyond the above-mentioned crimes, the attacks by Daesh against peaceful Iraqi cities have led to the greatest wave of internal displacement that Iraq has ever experienced, as civilians have fled the terrorist cruelty of Daesh. That has increased the suffering of children in Iraq, who have become displaced persons and have been deprived of their education and a peaceful life in their cities. The Government of my country affirms its appreciation for the role played by the Office of the Special Representative of the Secretary-General on Children and Armed Conflict and its role in monitoring of the situation of children in armed conflict and protecting them from the horrors of war.

  49. Daesh has also targeted the educational sector in many ways. It has closed many schools and put them to use for their criminal ends. It has also changed the educational curriculum by adding subject matter that fuels hatred and incites violence and extremism and terrorism so as to influence the beliefs and values of children through miseducation and prepare them to accept terrorist and extremist ideas with a View to creating a new generation of terrorists and murderers. Daesh recruits children by force to commit acts of war in the service of that terrorist organization by carrying out widespread brainwashing operations in order to use children at a later point for suicide attacks and in other acts of war and terrorist acts.

  50. My country's delegation subscribes to the report's finding that underscores the exacerbation of the level of violence in my country beginning in the second half of 2014. There was, indeed, during that period an unprecedented increase in accidents and security incidents and violence targeting civilians in general and children in particular, owing to the barbaric attacks perpetrated against a large portion of my country by the Daesh terrorist organization, especially after Daesh occupied the city of Mosul and other Iraqi cities and towns. Daesh has committed the worst crimes and attacks against Iraqi children, which has reached alarming levels in their cruelty and criminality and can be classified as crimes against humanity, in accordance with the reports drafted by the competent international bodies.
