“We would like to recall here that the commitment of Member States to implement the relevant Security Council resolutions is the best way to combat the effects of terrorism on the global population. Terrorism has affected infrastructures and cities in Iraq and thereby impacted economic activities. That in turn has had a negative impact on sustainable development and economic progress in all of its aspects, including socioeconomic and environmental. Iraq is in great need of development, good governance and sustainable democracy. It also is in need of a favourable environment for foreign investment as it needs stability at the level of macroeconomic policy.”

“There is no doubt that all peoples of the world aspire to the best possible development so that they can benefit from welfare and prosperity. However, without security there will be no development. Although it has considerable human potential and resources, Iraq is faced with conflicts and danger that threaten its national project, which is to build a democratic political regime representative of all elements of Iraqi society and seeks to guarantee the participation of all Iraqis in the choice of their leaders through a transparent and fair electoral process. We are of the firm conviction that this will be the first step on the right path to build a stable and safe future for Iraq and all Iraqis so that they can have inclusive development as they wish. Threats caused by terrorist activities are one of the greatest dangers faced in Iraq.”

“It should blacklist the companies and individuals that deal with such partisan entities. There should be accountability in accordance with international law and international legal frameworks. Implementation of resolutions 2170 (2014) and 2178 (2014) would limit the spread of terrorism and transnational organized crime. Transnational organized crime supports a lifeline of financial resources for terrorist organizations. International and regional cooperation and implementation of those two resolutions are crucial, especially in the areas of security, intelligence, border control and capacity- building. Iraq is a glaring example of a country suffering from trafficking of its cultural and religious patrimony. We therefore support the adoption of a bold and firm resolution under Chapter VII of the Charter.”

“The ISIL terrorist organization exploits areas under its control in Iraq and Syria by looting, smuggling and trading in valuable artefacts in order to fund its terrorist activities. It relies on a network of Iraqi intermediaries, both Arab and Kurdish, as well as networks in the neighbouring countries of Syria, Lebanon and Turkey, to transfer oil, gas and artefacts to countries in Europe and other regions. The terrorist organizations, intermediaries and States that make up this complicated web and illegally and illegitimately purchase the Iraqi property that I just referred to are not bound under Chapter VII of the Charter of the United Nations, and thus they threatens international peace and security. The Security Council should take decisive action to end such activities.”

“ISIS benefits from existing smuggling networks in the region. Weak border controls, owing to the Syrian crisis, and ISIL's control of Iraqi cities and territories close to the Syrian border have both contributed to establishing increasing numbers of such organized criminal networks, which move freely across the territories concerned and traffic in archaeological artefacts. We urge States Members of the United Nations to remain committed to complying with resolution 1483 (2003), particularly paragraph 7, which states that "all Member States shall take appropriate steps to facilitate the safe return to Iraqi institutions of Iraqi cultural property and other items of archaeological, historical, cultural, rare scientific, and religious importance illegally removed".”

“The report of the Analytical Support and Sanctions Monitoring Team of the Committee established pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and associated individuals and entities (S/2014/815) indicates that, according to media reports, the Islamic State in Syria and the Levant (ISIL) is the wealthiest terrorist organization in the world. Its strength and funding are derived from criminal means and activities that intimidate and terrorize people through kidnapping, extortion, robbery, the smuggling of valuable historical artefacts and trafficking in women and children, as well as the control of oilfields in Iraq and Syria. The smuggling of oil and Iraqi artefacts, along with the trafficking in persons and human organs, are ISIL's most important sources of funding.”

“There has been a change in the nature of terrorism and its connection to organized crime. Both are conducted across borders, and both constitute threats to the security and stability of peoples. Both undermine economic and social development. Both help to deplete States' resources. Both undermine democratic governance. They have brought about many humanitarian crises and made it difficult to deliver humanitarian assistance to thousands of internally displaced persons and refugees. The report ofthe Monitoring Team (see S/2014/815) submitted pursuant to resolution 2170 (2014) and its recommendations are very important. We would like to invite the Security Council to implement those recommendations and to ensure that Member States comply with them. “Drying up the sources of terrorist financing is a key step in the fight against terrorism. As long as ISIL is able to sell oil, it will maintain its presence in Iraq. We deplore the fact that Iraqi and non-Iraqi individuals from countries in the region and even European States have been involved in the illegal trade in oil, buying it from Daesh. Iraq welcomes the Manama declaration, adopted at the international meeting on combating terrorist financing held recently in Bahrain. Iraq would like to once again thank and recognize the efforts made by all Member States to fight terrorism. It reiterates that terrorism is an persistent global phenomenon, and greater solidarity and coordination are required in order to eradicate it. Iraq believes that drying up the sources of terrorist financing is a crucial element in that fight.”

“Daesh killed more than 1,700 Iraqi civilians in June at Camp Speicher; executed hundreds of Iraqi Sunni tribespeople, including some from the Al-Bunemer tribe; they also killed and displaced members of the Christian and Yazidi minority groups and Shiite, Turkmen, and Kurdish minorities. It also sold young Yazidi girls into slavery. That provides ample proof that that terrorist group, with its absolutist rhetoric and view of the world, constitutes a threat to all of the religious and ethnic segments of Iraqi society. That is why the Iraqi armed forces, the Peshmerga, the police, popular movements and heroic tribal factions have responded to the call by the legitimate Iraqi Government and the religious authorities to fight against the Daesh terrorist entity.”

“We would therefore like to invite the Security Council to take firm measures against the organizations and States that authorize such networks to exist within their territory and that facilitate the transit of foreign terrorist fighters across their borders. We would also like to invite the Security Council to fully and strictly implement the provisions of resolution 2178 (2014) and demand its implementation by all States. Each day, that confrontation exacts a heavy toll. We are extremely concerned at the fact that the terrorist ranks continue to swell, now numbering approximately 15,000 individuals from more than 80 different countries. Those individuals are active on the ground in both Iraq and Syria. Those statistics point to the existence in a number of States of international networks that are very well organized and meticulously coordinated. “Jane Hall Lute, who is seeking the transfer of the camp residents to other countries. We thank the countries that have taken in some of those people, in particular Albania, which recently agreed to host 240 of them. We appeal to the international community and the Iranian Government to take in their own nationals so as to resolve this problem as soon as possible. Iraq's international policy is based on respect for common interests, non-interference in the internal affairs of States, and respect for international law and its own obligations. In that respect, the President of the Republic has visited the Kingdom of Saudi Arabia, while the Prime Minister and the Foreign Minister have visited Jordan, Iran, Turkey and Kuwait to bolster cooperation, underscore the importance of the struggle against terrorism, and strengthen economic relations.”

“The looming winter, with its biting cold, is a further threat to refugees without a roof over their heads, and portends a humanitarian catastrophe that has led the United Nations to raise its alert readiness to level 3. The Iraqi Government and the Kurdistan Regional Government have assisted over 270,000 Syrian refugees, whom Iraq has hosted since 2011. Despite that heavy burden, the Iraqi Government has continued to provide protection to the inhabitants to Camp Hurriya in Baghdad. The Iraqi Government continues to meet the humanitarian needs of the inhabitants of the camp. “In turn, the Iraqi armed forces and the Peshmerga, in cooperation with popular forces and in coordination with members of clans and tribes in the provinces of Diyala, Salah al-Din, Anbar, Kirkuk, Mosul and Babil, and with major international support, are confronting terrorism in order to rid the country of it. “The Government is cooperating with all political blocs to adopt a budget so as to address the issue of revenue-sharing and improve economic performance, which was negatively impacted by the lack of a budget for 2014 and the drop in oil prices. Among the fruits of the Government's efforts so far we would note the agreement reached between the oil ministry and the government of the Kurdistan region, which will promote the settlement of pending issues between Baghdad and Erbil. When the international community realized the threat posed by ISIS, it stepped up its efforts and began cooperating to combat terrorism. Today we must strengthen cooperation in particular with the countries of the Arab region. We have clearly voiced our wish to cooperate and to strengthen relations with brotherly, friendly neighbouring countries.”

“The Government is addressing pending issues so as to implement the plan of action to which it committed itself, to ensure a safe and stable future guaranteeing equitable treatment for all citizens under the law. Its priorities are combating the Islamic State in Iraq and Syria (ISIS) and corruption, and bolstering relations with its neighbours. The new Government has taken a number of decisions, in particular to stop targeting terrorists in populated areas so as not to harm people or their property. Iraq is suffering from the greatest terrorist threat in the world. Despite this, the Iraqi Government and people were able to hold free elections for the third time since the change. The peaceful transfer of power while upholding constitutional standards has consolidated the young democratic experience of my country. “Fourthly, States should take strong national measures to eliminate the sources of financing for terrorists by freezing the assets of individuals and entities that finance terrorism. Fifthly, Iraq calls on all States to criminalize ISIL and urges them to present the names of individuals and entities that support such groups. Sixthly, we need to call for the adoption of an international statement that clearly states that such terrorist groups are criminals. “It is essential to control the borders and to bring criminals to justice under international law, while respecting the territorial integrity and sovereignty of Iraq. Secondly, States need to follow very closely the individuals and entities on their territory, in particular those who might be recruited by terrorist groups, by preventing them from travelling to Iraq or Syria to join the ranks of ISIL or Jabhat Al-Nusra. It is also crucial to ban the dissemination of radical documents and extremist ideology through social networks around the world. “Terrorism is an international scourge that knows no borders. The proliferation of ISIL across the Syrian, Iraqi and Lebanese borders is clear proof of that. That group must be defeated, which requires the united efforts of all regional and international actors. Iraq therefore calls for the implementation of all the resolution's provisions in order to ensure the following. “The support of the Security Council for the efforts of the Iraqi Government to fight terrorism, as reflected in its resolutions, will remain ineffective as long as Member States do not implement such resolutions, especially as concerns cooperation between the countries of the region, with a view to dismantling terrorist networks and working together to address the sources of terrorism, imposing sanctions and prohibiting activities that encourage Wahhabi thinking. Failing that, we would warn once again that allowing an extension of the influence of the so-called Islamic State in Iraq would undermine the security and stability of the region as a whole and hence international peace and security. We therefore seek the Council's constructive assistance in putting an end to its spread. Yes, the Council is capable of doing this.”

“Moreover, the stability of Iraq is pivotal to the stability of the region as a whole, but no Government could possibly ensure political stability in the absence of security. The terrorist acts that are taking place in Iraq must be countered strictly through international and regional cooperation, so that Iraq can restore peace and security. “Jane Holl Lute, in her efforts to relocate the residents of that camp to other countries and thereby end their illegal status in Iraq, a situation which has been ongoing for more than two decades. We call on the international community to fulfil its obligations to the residents of that camp and to move them to third countries, especially given that my country has fulfilled all ofits international commitments in that respect. The Iraqi political leadership is aware that the national unity Government must take decisive steps to protect the stability of Iraq as a homogeneous State. Iraq can overcome the status quo by resolving problems related to national unity, participation and citizenship.”

“In cooperation with other Government authorities, the Ministry for Human Rights is carrying out excavations and investigations in the governorates of Karbala and Al-Muthanna. Although no remains have yet been found, Iraq is determined to achieve tangible results in that regard. Moreover, cooperation with the Arab Republic of Egypt has been enhanced, as have relations with Iran, through the signing of bilateral economic and legal cooperation agreements. Iraq continues to protect the residents of Camp Hurriya in Baghdad and to provide them with all of the necessary humanitarian assistance, even though they belong to the Mujaheddin e Khalq terrorist group. In that respect, we commend the efforts of the Special Adviser to the Secretary-General, Ms.”

“They are doing so while respecting international humanitarian law and attempting to avoid civialian casualties as much as possible, in line with the Iraqi Constitution, which provides that no one can be arrested or detained without a warrant and that prisoners have a right to defend themselves at every stage of an investigation. Iraq is implementing a balanced international policy aimed at establishing cooperation with neighbouring countries and the rest of the world. We have enhanced our relations with the fraternal State of Kuwait through a number of agreements. Diplomatic relations are being restored through the opening of new Consulates in various Iraqi cities. Iraq is also making every effort to find the remains of missing Kuwaitis and that country's national archive.”

“In that regard, we would like to express our gratitude to the Security Council for issuing a statement on Monday 21 July in which it strongly condemned the persecution of minorities in Iraq by the terrorist ISIS organization. The most recent report issued by the Office of the United Nations High Commissioner for Human rights, of 18 July, confirms what the Iraqi Government had asserted, namely, that the flagrant violations perpetrated by ISIS last month were crimes against humanity and war crimes. Iraqi security forces are currently working with volunteers and tribes in order to confront terrorism and gradually to restore control.”

“The Government of Iraq, in cooperation with the United Nations Assistance Mission for Iraq and the relevant United Nations agencies operating in Iraq, is attempting to mitigate the suffering as much as possible so that the security forces can regain control over Iraqi territory. ISIS has established a caliphate State in the territories it controls, changing its name to the Islamic State. In recent weeks, as part of an organized and systematic effort, it has targeted religious facilities and destroyed holy sites of both Christians and Muslims. It is also undertaking so-called sexjihad. The terrorist ISIS organization has issued a decree to compel Christians to pay heavy penalties or convert to Islam, be murdered or leave the city of Mosul. As a result, that city is now devoid of Christians.”

“In areas controlled by the terrorist ISIS organization there have been abductions of diplomats and the perpetration of massacres against civilians, as well as mass executions - all of which constitute war crimes, as United Nations High Commissioner for Human Rights Navi Pillay has stated. Terrorist attacks in Iraqi governorates have led to a mass exodous that has affected more than 1 million people, who have fled to the Kurdistan region and to other parts in central and southern Iraq in order to escape ISIS oppression. Refugees are enduring harsh conditions during the hot summer, which coincides with the fast during the holy month of Ramada.”

“We have therefore continued to work on the consequences of the continuation of the conflict in Syria, especially with the establishment of terrorist organizations such as Jabhat Al-Nusra and the Islamic State in Iraq and Syria (ISIS). What we have warned about is precisely what has happened. A stream of armed terrorist groups have crossed the border from Syria into Iraq. Early last month, with the growth in the strength of ISIS, which enjoys full logistical, financial and military support from external sources, ISIS launched a broad attack in areas in the north and west of our countries, involving a number of major cities. As a result, Iraqi security forces had to withdraw.”
