“Cooperation and coordination are necessary among all parties in the international community to face those threats effectively and combat the production and illegitimate transfer of nuclear materials and weapons of mass destruction. Our common responsibility requires that we establish a legally binding international legal framework to prevent the dual use of, or access to, such materials on the part of non-State parties. We stress the importance of resolution 1540 (2004), which we consider to be the most effective means available to take international measures to face the danger of the proliferation of weapons of mass destruction and their delivery systems.”

“We believe that the sources of information are not reliable. We do not know what prompts them to provide that information. Some of the sources are not even present in the liberated areas or on the battlefield. The United Nations Assistance Mission for Iraq has noted that it is unable to ensure the accuracy of the numbers contained in the report. We have, on more than one occasion, insisted that imprecise information is a burden on countries that seek to defend their territory against the most merciless terrorist groups. We therefore reject what is presented in the report, to wit, that 12 children were drafted into the popular mobilization forces, which are associated with Iraq's general staff. As such they are subject to the same rules as other armed forces, and therefore cannot conscript children under the age of 18.”

“The child victims who have been exploited by the extremist terrorist groups, in particular young girls who have been sexually assaulted and subject to physical and psychological violence, deserve our absolute protection. I call on the international community to support Iraq in assuming its responsibility to address terrorism and rehabilitate child victims. We attach great importance to the United Nations. We support the United Nations and work with it in Geneva, Baghdad and New York. At the same time, we call upon the United Nations to be as specific as possible in its reports. We demand that it verify the sources of information cited in its reports. “In his report, the Secretary-General notes the kidnapping of more than 1,000 Iraqi children and the recruitment of 19 children as soldiers and suicide terrorists. Da'esh has transformed schools into training camps, thereby depriving children of their right to an education. Those schools have become centres for the torture and murder of teachers who have refused to teach the Da'esh curriculum. In the area of public health, children are among the first to suffer from the actions of Da'esh, which has executed dozens of doctors who refused to carry out its orders. Moreover, the planting of bombs in homes, streets, schools and hospitals has made it very difficult to provide humanitarian and medical assistance to children under siege by Da'esh.”

“The report of the Secretary-General (S/2016/360) notes with great concern the consequences of violent extremism throughout the world, and in particular their effect on children, resulting in the displacement of millions of innocent victims, the majority of whom are children. We share the Secretary-General's profound concern because we are among those States that have suffered the most from foreign extremism and its repercussions on our culture and our age-old civilization. Such is the extremism that created the Da'esh and other terrorist groups that operate under the same premises and share the same goals. Da'esh has committed atrocities against children, whom it uses as a means to achieve its nefarious ends.”

“We will also have to re-assess information provided by witnesses at certain Kuwaiti bases. Announcemts will be placed in the Kuwaiti media to call for witnesses who may be able to provide credible information. All of this is with a view to carrying out furhter exhumation work in areas identified by the witnesses. To that end, the Iraqi Defence Ministry has developed a plan for the second half of this year. Iraq expresses its profound gratitude to the State of Kuwait, to the Amir and to the country's Government and the people for postponing the payment of compensation amounting to $4.6 billion until the agreed-upon date of 1 January 2018. Iraq is committed to protecting and repatriating the residents of Camp Hurriyah. In that connection, we express our appreciation for the efforts of Ms. Lute to find a lasting solution to this issue.”

“The Government of Iraq is committed to making progress on the issue of the missing Kuwaiti citizens and archives. Our national committees are working diligently to determine what happened to the Kuwaiti reported missing. A technical sub-committee has met, as has a Tripartite Committee, which recently held its forty-second meeting, with a view to finding out what had become of the missing Kuwaitis. On 23 May, a meeting was held in Kuwait to discuss developments related to potential burial sites for some of the missing. Since then, the Iraqi authorities have continued their exhumation work on remains at 1,300 sites around Al-Kumaisia, but we have not yet found any evidence of Kuwaiti bodies at the sites in question. We must therefore re-evaluate the witness statements received that attested to the kidnapping of Kuwaitis.”

“We need to mitigate the immediate risks coming from the presence of mines and explosive devices left behind by Da'esh's criminal gangs. We must provide the basic services that people need and create opportunities for their employment. We are grateful to the United Nations and its specialized agencies for the efforts made to provide the Iraqi Government with the support it needs in addressing the domestic situation. We call upon all the States of the world to continue financing these assistance programmes in Iraq. Iraq is working tirelessly to improve its relations with Arab countries and other countries in the region. “In addition, we would like to remind the members of the Security Council that it is extremely important that they call on Turkey to withdraw its forces from Iraq. Turkish forces have violated not just an independent State's sovereignty, but also other principles of the Charter of the United Nations. Turkey should respect the sovereignty, independence and territorial integrity of Iraq and refrain from interfering in Iraq's domestic affairs. Iraq has not violated the sovereignty or territorial integrity of Turkey. We call on the Security Council to order Turkey to immediately withdraw its forces from Iraq, in particular those that made incursions into Iraqi territory without obtaining any authorization whatsoever from the Iraqi Government.”

“In that regard, the Iraqi Minister for Foreign Affairs presented an official inquiry to the Government of Saudi Arabia in order for light to be shed on why Saudi officials permitted Saudi non-governmental organizations to send funds to terrorist groups in Iraq under the pretext that the aid was for the children of Fallujah. We would recall that Security Council resolutions are legally binding on all States around the world and that they are to be respected without exception. That is essential. There can be no exceptions. The Iraqi Government asks all of the countries of the world and the relevant United Nations sanctions committees to respect these binding decisions, work to limit the terrorist capacities of Da'esh and cut off all sources of financing that these terrorist groups enjoy.”

“Falluj ah is, first and foremost, an Iraqi city, and the people of Iraq love and respect that city much more than any of the Da'esh terrorists do, especially since the citizens of Fallujah saw hunger, suffering and death when the city was under Da'esh's control. It is now time to apply resolution 2178 (2014), on foreign terrorist fighters, in order to halt the flow into Iraq of such fighters, who come from more than 120 States Members of the United Nations. We also need to cut off the sources of financing for these groups, including the illicit trade in antiquities and Iraqi oil. We must stop - at the source - logistical aid, medical assistance and arms from reaching to terrorists.”

“Iraq condemns in the strongest possible terms efforts of some Arab and non-Arab media to manipulate information on events through a strong sectarian bias in their reporting. That is exactly what Da'esh has been trying to do through its policies designed to incite hatred. Of course, Iraqis opposed the different terrorist organizations that infiltrated the region, and it was this Iraqi opposition that led to the liberation of Fallujah from the hands of Da'esh. The liberation was a victory for all Iraqis regardless of their community of origin or religious affiliation. The liberation of Fallujah allows us to return to a path ofnational cohesion.”

“In particular, the Government has created stability by providing basic services for the population in general and security services for displaced citizens who seek to a safe return to their places of origin. Thanks to the assistance of the international coalition and funds from United Nations Development Programme, we have been able to make progress towards building a more stable Iraq. More than 700,000 Iraqis have returned to their homes in zones liberated from Da'esh and other terrorist groups. Once again, thanks to significant financial resources provided by the international coalition, we have been able to ensure the security of those areas before displaced persons had begun to return. We have also been able to provide basic services to those people so that they can return to normal life.”

“We will be able to recommence trade between the two brotherly countries of Jordan and Iraq. Through the assistance of the international coalition, the Iraqi Government was able to liberate approximately 60 per cent of territory formerly under the control of Da'esh terrorist groups. We are also carrying out preparatory efforts to liberating Mosul. As the Council is aware, certain operations are already under way under the supervision of the Joint Operations Command, and several villages have already been retaken in the first phase. The Government has already put in place a number of plans to ensure stability in the various areas that have been liberated.”

“My Government acknowledges that the Iraqi army and security services have truly succeeded in liberating the city of Fallujah, whereby we have been able to regain control of a number of villages and neighbourhoods in the city and consequently recover the city centre, formerly under the control of Da'esh. We continue in our efforts to allow internally displaced persons to return safely to their cities, in particular through our work in removing anti-personnel mines. Over the past several weeks, we have fought to liberate Rutbah city, the town of Baghdadi and the road between Haditha and Heet, breaking the siege imposed on Haditha since 2014. We also liberated city of Trebil on the border between Iraq and Jordan. That city will be soon be reopened, as well as the points of entry that will allow refugees to return home.”

“We believe that the world strategy against terrorist ideology must be based on the following measures. First, we need an international list of books and publications disseminating takfiri thought and terrorist ideology that are liable to confiscation by States members of the United Nations and whose sale should be prohibited by national legislation criminalizing the publication of such books. Secondly, States suffering from international terrorism should receive assistance to establish mechanisms and initiatives allowing all stakeholders to combat takfiri sources of terrorism in their national communities. Thirdly, best practices and lessons learned need to be applied in combating the takfiri message of violence, in cooperation with other States.”

“Secondly, we should ensure that ideologies that hark back to old extremist views expounded in books that some publishing houses have printed and reprinted again and again must be confronted. Thirdly, the international community must differentiate between respect for freedom of thought, as it is agreed on internationally, and for takfiri ideological thought, which calls for killing and repressing anyone who does not believe in an extremist ideology. Repressing such ideologies and preventing them from spreading is not a violation of people's right to freedom of opinion. Furthermore, the only way to counter terrorism is to confront the madrasas and takfiri centres that exhort the killing of others. People are only lured by aims that can be attained, and if those objectives are extremist, terrorism will certainly follow.”

“Today an area of Baghdad was hit hard by a number of car bombs, which killed more than 100 people - women, children, merchants and others. Such suicide attacks are among the tools used by terrorists to spread their erroneous ideologies. Their watchwords are killing and destruction and we thank the States that have expressed their condolences today and shared our pain at the loss of so many innocent civilians. Violent extremist ideologies are a direct threat to international peace and security. They are damaging to peace, social cohesion and the stability of States. “On 21 March, they interviewed a witness with regard to suspected burial sites holding the remains of a number of missing Kuwaiti nationals in the Al-Jahrah and Al-Khamisiyah regions. The operation to collect and document all information is ongoing. Let me stress how deep the relationship between Iraq and Kuwait runs. We value the support of the State of Kuwait, its Prince, its Amir and its people in our war against terrorism and in providing humanitarian assistance to Iraqi internally displaced persons. “However, ISIL is preventing people from leaving the city in order to use them as humans shields, just as they did when we retook Ramadi. Let me tell the Council that our security forces have, and continue to, allow the entry of foodstuffs and medication to Fallujah. We have never prevented that. With regard to the Mosul dam, the Iraqi Government has taken major precautionary measures by lowering the water level in the reservoir behind the dam to 307 metres. We have called on our citizens to exercise great caution and to remain a safe distance from the dam in case it collapses. We have contracted the Italian company Trevi to repair one of the floodgates and to train Iraqi personnel to use modern technologies. Our engineers are currently undertaking that work.”

“The Government has also approved the national guard law, providing for the absorption of the fighters of the popular mobilization forces and the tribal members outside the Ministries of the Interior and Defence who all participated in defending Iraq and combating the terrorist ISIL gangs. The aim is to reintegrate them into the national guard in accordance with the matrix of the Iraqi armed forces. The Iraqi Government is working to complete military and logistical requirements to retake the city of Fallujah from ISIL by opening safe corridors for the people of Fallujah towards Amiriyat, Habbaniyah and Subaihat. “Furthermore, Iraq calls on the Turkish Government to urgently withdraw its forces from Iraqi territory. We urge it to respect international law and not to base its actions on utterly unfounded pretexts. Iraq values the positions taken by the international coalition and its participation in the efforts to regain stability and rebuild the areas recovered by Iraqi forces from the ISIL terrorist gangs. The objective is to lessen the humanitarian crisis of IDPs. It requires overcoming the dangers posed by the remnants of explosives and mines left behind by those gangs. It also requires the provision of fundamental services that are essential for the return of IDPs to those towns and regions. I would underline the effective participation by the coalition to rebuild recovered areas and to ensure that locals are able to fight and hold territory.”

“The war against terrorism must be based on the principle ofrespect for all States, especially neighbouring States, and respect for the independence, sovereignty and territorial integrity of Iraq and the non-intervention in its internal affairs. We stress the Security Council's responsibility to demand that Turkey withdraw its forces, which have penetrated 110 kilometres into Iraqi territory without prior authorization from the central Iraqi Government. We consider that a flagrant violation of Iraqi sovereignty. It is also a violation of the principle of good neighbourliness and other principles of international law, as well as the Charter of the United Nations. It undermines confidence in the Security Council's role in safeguarding the principles of the Charter.”

“In that regard, we welcome the fact that United States Secretary of State John Kerry has said that he considers ISIL's actions in Iraq to be acts of genocide and crimes against humanity, particularly those against minorities such as Yazidis, Christians and Shiite Muslims. We urge the Security Council to set up a specific international legal mechanism for investigating and bringing to justice the criminals of ISIL. We urge all States to implement the provisions of resolutions 2170 (2014), 2178 (2014), 2199 (2015) and 2253 (2015), in particular the those pertaining to stopping the flow of foreign terrorist fighters from more than 100 States Members of the United Nations. We also urge them to eliminate the sources of financing and put an end to the smuggling of Iraqi oil and archaeological artefacts across the Turkish border.”

“Iraq urges the international coalition to build on the victories that have been achieved to date in military operations and to take advantage of the weakening of the ISIL groups in order to liberate Mosul. Operations to regain control of Mosul under joint military command are in their early stages, beginning with efforts to take over surrounding villages. My Government commends the Iraqi army for the successes in Ramadi that have enabled us to retake Ramadi and Hit and continue working to clean up remaining pockets in Anbar, paving the way for IDPs to return. Our forces are working hard to regain the cities and towns occupied by ISIL's terrorist gangs in Iraq and to reopen the road between Baghdad and Amman.”

“The three leaderships - the presidency, the Speaker of Parliament and the Prime Minister - are working with the major political blocs elected by the people to implement the Prime Minister's reform programme and enact legislation in the House of Representatives, including on Government reform, the provision of public services and the return of internally displaced persons (IDPs) to liberated towns, with the assistance of the United Nations and donor States, which I would like to thank. I would like to stress that 2016 is a crucial year for Iraq, with regard to combating terrorism and recovering all the territory that has been taken over by the terrorist gangs ofthe Islamic State in Iraq and the Levant (ISIL).”

“We call on the Security Council to consider establishing an international legal mechanism, on the basis of a legally binding agreement or resolution, to prosecute and try foreign terrorist fighters and ensure that the responsibility for apprehending and bringing them to trial for the crimes committed in Iraq falls to the country of which they are nationals. In some cases, those crimes may include genocide and other serious violations, in particular given Da'esh's activities in the Turkmen region of the Kirkuk governorate in Iraq, where it has fired missiles loaded with mustard gas at the minority population. We have submitted a report to the Organization for the Prohibition of Chemical Weapons containing all the relevant information on these incidents.”

“We hope that the Analytical Support and Sanctions Monitoring Team of the Committee pursuant to resolutions 1267 (1999),1989 (2011) and 2253 (2015) concerning ISIL (Da'esh), Al-Qaida,and associated individuals, groups, undertakings and entities will pursue its activities to identify the ways and means whereby petroleum and related products are, inter alia, smuggled across borders and used to finish Da'esh and the Al-Nusra Front. Its work is very important in determining how the petroleum is trafficked and traded, particularly in border regions and settings that lack air coverage and monitoring.”

“The terrorist entity Da'esh exploits the regions under its control in Iraq and Syria in order to fight and to engage in smuggling and trafficking in highly valuable cultural relics so as to finance its terrorist activities and recruit foreign terrorist fighters. It depends on a network of mediators and middlemen in neighbouring countries - Turkey and Syria in particular - who facilitate and streamline the transport of those cultural relics and of petroleum, gas and related products to the markets of Europe and elsewhere. We must closely monitor those middlemen and networks.”

“Such States should be stopped and dissuaded, including those that deliberately ignore the Security Council's resolutions relating to Chapter VII of the Charter of the United Nations, and continue to do business financially and militarily with Da'esh groups, which serves only to improve the capacity of those groups to recruit and incite people to terrorist activities at any time and in any territory or country they choose, as we have seen recently in Baghdad, Brussels and Tunis. That means that such individuals and societies that have dealings with Da'esh should be put on sanctions lists, and that States must be required to detain them and bring them to justice, in accordance with international instruments and legislation.”

“We hope that the Security Council will not confine its efforts to condemning such direct and indirect commercial transactions, particularly those in oil, petroleum products, arms and archeological artifacts, carried out by certain States or their citizens in cooperation with Da'esh. Beyond that, the Council should consider such commercial links to terrorists not just as a means of assistance or support to terrorism, but as a threat in themselves to international peace and security.”

“The recent such attacks, in Brussels, serve only to underscore the fact that the danger of terrorism is never far away from any of us. Strengthening mechanisms for countering the financing of terrorism is a key element in limiting the funding for groups such as Da'esh and others that cooperate with it. Those mechanisms currently in place are not capable of putting an end to such financial transactions, particularly the illicit trade in oil and petroleum-derived commodities, which is the pillar of terrorist activities in Iraq and Syria and one that is conducted on routes well-known to all in crossing the borders of Syria and Iraq, in direct or indirect cooperation with Da'esh.”
