In that regard, we stress the important role played by the trilateral mechanism consisting of the African Union, the Intergovernmental Authority on Development and UNMISS, particularly in the election preparations and in meeting related deadlines. We believe that the independent assessment presented by the Secretary-General on UNMISS’ implementation of its mandate related to the protection of civilians and the practical recommendations therein will enable the United Nations to bring about the greatest possible positive change on the ground. We also appreciate the special role played by UNMISS in addressing and preventing sexual violence. Secondly, we hope that efforts will be redoubled during the upcoming period to accelerate the implementation of the road map for the Revitalized Agreement. We believe that recent gains reflected in the adoption of critical legislation to enable the elections and the constitution-making processes are reasons for optimism.

We believe that restoring security and enhancing sustained stability in South Sudan require addressing the root causes of violence and establishing a culture of peace at the societal level, while working to strengthen the capacities of security institutions. We hope that the first batch of the necessary unified forces, which was deployed last month, will help to improve the security situation and end the cycle of violence among communities. We underscore the important role played by the United Nations Mission in South Sudan (UNMISS) in protecting civilians by encouraging dialogue and facilitating reconciliation among communities.

Our meeting today coincides with South Sudan entering the final phase of its transitional period, which requires strong partnership among various segments of society and at all national levels to achieve the desired progress and fulfil aspirations of the people of South Sudan. In that context, I would like to focus on three issues. First, the United Arab Emirates expresses its concern about the continued deterioration of the security situation, the brunt of which is inflicted on innocent civilians. We reiterate the recent call by the Security Council in its press statement (SC/15523) to contain the violence and defuse tensions among the affected communities.

We appreciate the efforts that he and his team are making to support peace in South Sudan, including his continued engagement with countries of the region in support of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan. We also thank Ambassador Biang for his briefing on the work of the Committee established pursuant to resolution 2206 (2015), concerning South Sudan, and commend him on his tireless efforts as Chair of the Committee and his outstanding leadership during the recent visit by Council members to assess the progress made. I also welcome the participation of the representative of South Sudan in this meeting.

Lastly, it is important to reach a comprehensive approach to address the various challenges in the Democratic Republic of the Congo, including those related to climate change and conflict prevention, while responding to urgent needs on the ground. Those are fundamental issues that ensure the stability of the Democratic Republic of the Congo in the long term. We reaffirm the United Arab Emirates’ commitment to constructively engage with Council members during the negotiations on MONUSCO’s mandate to ensure that the Council provides adequate support to the Democratic Republic of the Congo in line with the country’s priorities.

Although the expansion of the operational capabilities of humanitarian organizations’ emergency systems has enabled them to reach 3 million people, there are still some serious obstacles preventing that aid from reaching more than 2 million people who are still in need of support. Fourthly, regarding the Council’s current deliberations on the future of MONUSCO, we emphasize the need to prioritize the aspirations of the people of the Democratic Republic of the Congo. In that context, we appreciate the efforts of Special Representative Keita with her team and their cooperation with the Government of the Democratic Republic of the Congo to develop a plan to gradually accelerate MONUSCO’s withdrawal.

  11. Thirdly, the deteriorating humanitarian situation in the Democratic Republic of the Congo requires a collaborative response from both the Government and the international community. Focus should be on meeting immediate needs while also planning for a long-term improvement of the humanitarian situation. According to the International Organization for Migration, the number of internally displaced people has risen to unprecedented levels in the Democratic Republic of the Congo. There are currently 7 million displaced persons, most of whom fled owing to the intensification of conflict in North Kivu. In that regard, we stress the need to continue making efforts to reach all those in need.

  12. We must also ensure that local, regional and international partners continue their efforts to prevent and de-escalate tensions whenever they arise. That requires strengthened communication and coordination among various actors in that respect. During the current transitional phase, namely, the withdrawal of the East African Community regional force and planning for the deployment of the Southern African Development Community force, as well as the accelerated gradual withdrawal of MONUSCO, it is important not to leave any vacuum that armed groups might exploit to undermine peace efforts. There is therefore a need for enhanced coordination between the withdrawing forces and the incoming ones.

  13. We also stress the need to protect women and girls from acts of violence, especially sexual violence, which has reached unprecedented levels. As United Nations agencies indicate, insecurity in the east of the country has led to a significant increase in sexual violence incidents since March 2022. Therefore, addressing those worrisome situations in a sustainable manner requires an integrated approach that strengthens the capacities of the relevant institutions to respond to and protect from sexual violence. Secondly, it is important to continue dialogue and constructive communication between the Democratic Republic of the Congo and regional actors, especially in neighbouring countries. The security and stability of the Democratic Republic of the Congo relies on the security and stability of the region.

Their continued exposure to attacks by armed groups is very worrisome, especially in North Kivu, where there is growing violence stemming from the violation of the ceasefire between the Mouvement du 23 mars (M-23) and the army of the Democratic Republic of the Congo. In that context, we reiterate our condemnation of acts of violence committed by armed groups, including M-23, upon whom we call to recommit to the ceasefire and to what was agreed upon in the Luanda communiqué, issued in November 2022. We also call once again on all other armed groups to lay down their arms, to permanently and unconditionally cease their hostilities and to seriously engage in the disarmament process. We reaffirm the United Arab Emirates’ firm commitment to supporting the sovereignty and territorial integrity of the Democratic Republic of the Congo.

In that context, we encourage the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and the United Nations country team to continue providing the support needed to ensure the success of the electoral process. It is also important to ensure the full, equal and meaningful participation of women in all phases of the electoral process, as their role is pivotal in society for building and consolidating peace. We convene today at a very critical moment for the Democratic Republic of the Congo. In nearly a week’s time, the people of the Democratic Republic of the Congo will be heading to the polls to participate in an electoral process that we hope would help shape the future of the country in line with their aspirations.

  17. That is particularly critical for children, nearly 1 million of whom are suffering from acute malnutrition, besides those children who are displaced and living in difficult conditions. The closure of more than 1,000 schools is unacceptable. We must protect the future of this generation and empower them, because one day they will lead the country. And we want to emphasize that addressing all of those challenges in a sustainable manner requires making tangible progress on the political and security tracks so that stability and prosperity can prevail in the Democratic Republic of the Congo.

With regard to the request of the Government of the Democratic Republic of the Congo to accelerate the withdrawal of MONUSCO, which was also mentioned by President Tshisekedi Tshilombo in his address to the General Assembly last week, we stress the need to take into account the views of the host State in our deliberations and to ensure continued dialogue and communication between the Government and MONUSCO, while placing the aspirations and expectations of the Congolese people at the centre of discussions on the future of MONUSCO. Finally, the United Arab Emirates urges the relevant United Nations agencies to continue working with the national authorities to alleviate the dire humanitarian situation in the Democratic Republic of the Congo.

  20. All armed groups must abide by international humanitarian law and cease all forms of violence against civilians. In view of the regional ramifications of the conflict in the eastern Democratic Republic of the Congo, we stress that resolving differences and de-escalating tensions in the region requires an inclusive, African- led peace process that relies at its core on dialogue and constructive engagement among local, regional and international partners. Therefore, we believe that the current regional mediation efforts are commendable and deserve support, and we hope that the summits and meetings recently held in the region will help to mobilize the momentum needed to consolidate security and stability.

  21. Such a preventive approach is critical for bolstering long-term security and stability and preventing conflicts from escalating. We remain concerned by insecurity in the eastern part of the country, given the continued activity of armed groups. We stress the need for the Mouvement du 23 mars (M-23) to respect the ceasefire. We also reiterate our calls on the M-23 and all other armed groups to lay down their weapons and cease their hostilities, which we condemn, and to do so permanently and unconditionally. We believe that, in the near future, a comprehensive approach will be needed to address insecurity in the country and provide protection to communities. Particular attention must be given to the situation of women and girls, whose protection must be ensured.

In the upcoming period, it will be important for MONUSCO to continue to facilitate inclusive political participation in the electoral process, including by promoting women’s full and meaningful participation, in order to ensure the effectiveness of those efforts. As the Secretary-General’s report (S/2023/691) indicates, the workshops organized by MONUSCO in recent months in Bunia and South Kivu contributed to an increase in the number of women candidates for political office. We look forward to the consolidation of those important gains. We also hope that the Mission will focus, within its mandated tasks, on promoting tolerance and peaceful coexistence across communities and countering hate speech, in line with resolution 2686 (2023), on tolerance and international peace and security.

The United Arab Emirates appreciates the affirmation by the Government of the Democratic Republic of the Congo of its commitment to holding the elections as planned by the end of this year, the recent publication of the list of candidates by the National Independent Electoral Commission and the extension of invitations to regional and international electoral observers and the relevant United Nations bodies. We hope that the concrete steps that the Arab Republic of Egypt continues to take within the framework of the neighbouring countries initiative will contribute to facilitating cooperation to achieve stability in the Sudan. More broadly, the United Arab Emirates supports regional efforts to end the conflict, including by the African Union through its road map, the League of Arab States and the Intergovernmental Authority on Development. In order for such efforts to succeed, it is necessary to continue coordination on all mediation tracks, as unity of purpose is key to achieving an immediate and permanent ceasefire and the resumption of the political process. In conclusion, the United Arab Emirates reaffirms its solidarity with the fraternal Sudanese people during this difficult time.

  27. The ceasefire and resuming dialogue remain critical and positive steps to achieve the necessary conditions for a return to the political process. In recent months, we have witnessed diplomatic momentum giving reason for hope, especially at the regional level, to address the crisis in the Sudan. We therefore reiterate the importance of building on those efforts to reach a lasting settlement that includes the cessation of hostilities, the protection of civilians, the restoration of basic services and the unhindered delivery of humanitarian assistance. The Sudan’s neighbouring countries play an important role, which requires our continued support.

  28. The interests of the Sudanese people must be prioritized over all other considerations. It is of the utmost urgency to de-escalate the conflict and cease all hostilities, particularly in the light of reports of escalating intercommunal violence, which threatens to destroy the social fabric of the Sudan. We therefore stress the importance of complementarity between regional and international efforts and local initiatives that seek to prevent tensions at the community level. One example is the Darfur Permanent Ceasefire Committee, which in the past has contributed to reducing violence, de-escalating tensions and facilitating efforts to protect civilians, despite the security challenges in the region.

  29. We commend the Sudanese organizations and local community groups that continue to deliver relief aid under very challenging circumstances. We also appreciate the efforts of the United Nations Integrated Transition Assistance Mission in the Sudan and the broader United Nations system in the Sudan and encourage them to continue providing and coordinating humanitarian aid. In the light of reports of the interruption of certain humanitarian activities, looting and the destruction of humanitarian facilities caused by insecurity in some areas, we reiterate our call on the parties to abide by international humanitarian law and ensure unhindered and safe humanitarian access to aid for those in need. A lasting and immediate ceasefire is essential to protect civilians and humanitarian workers and mitigate the humanitarian crisis.

That means intensifying aid relief to the Sudanese people in order to alleviate their suffering as much as possible, which requires exploring all means to strengthen coordination and cooperation in that regard, such as establishing new partnerships at the local, regional and international levels to achieve tangible results on the ground. We look forward to the outcomes of the meeting to be held on the sidelines of the seventy-eighth session of the General Assembly led by the Kingdom of Saudi Arabia, the Arab Republic of Egypt, the State of Qatar and a number of other partners in the region and international partners to garner support and strengthen the humanitarian response in the Sudan and the region. As we heard in today’s briefings, the situation on the ground, including the displacement of millions of people and the collapse of basic services, reflects the gravity of the crisis and the urgent need to end it. It is therefore important for the international community to focus on urgently responding to the humanitarian situation.

That Initiative builds the capacities of women from Asia and Africa in the areas of military and peacekeeping. In conclusion, the United Arab Emirates reaffirms its commitment to coordinating international efforts to contribute to improving the performance of peacekeeping operations. In that context, we look forward to the outcomes of the discussions that will take place during the second United Nations workshop on managing the performance of United Nations police commanders in peacekeeping operations”, which the United Arab Emirates will host next week.

  34. The practical implementation of the resolution requires empowering and supporting host communities by considering the deployment of strategic media experts in peace missions. Fourthly, we stress the importance of increasing the participation of women in peacekeeping operations due to their pivotal role in supporting the success of those operations. The United Arab Emirates supports efforts to advance that aim, including the ongoing efforts to implement the Uniformed Gender Parity Strategy. We commend the progress made on mainstreaming gender perspectives in peacekeeping operations in a comprehensive manner. That must include expertise to adequately respond to conflict-related sexual violence.

Thirdly, the international community must continue developing its methods to confront hate speech, extremism and the proliferation of misinformation and disinformation, which have an impact on the safety and security of peacekeepers and fuel conflicts and tensions between communities, as acknowledged by the Security Council in resolution 2686 (2023), adopted in June. We underscore the need to implement that resolution, which requests United Nations peacekeeping and special political missions to monitor hate speech, racism and extremism and to include information about those issues in their regular reports to the Council. A better understanding of those threats is crucial to countering them.

  36. The Secretary-General has made cooperation with host countries one of the seven main pillars of his Action for Peacekeeping Plus initiative. It is therefore critical to take that into consideration and conduct transparent and practical discussions with host Governments to build the confidence needed for durable cooperation. In addition, utilizing alternative approaches, such as co-deployment and providing clearer definitions of host Governments’ role and engagement in peacekeeping mandates will enhance cooperation on the ground and help manage the expectations of local communities.

  37. First, the Security Council must renew the mandates of peacekeeping operations in a manner that responds to developments on the ground. That is particularly important when missions face serious challenges that limit their ability to implement their mandates, such as the imposition of restrictions on their movement by armed groups. It is therefore critical for peacekeeping missions to be appropriately resourced and equipped in order to strengthen their resilience to challenges and fully assume their responsibilities. Secondly, it is essential to reach a common and clear understanding with host countries on the mandates of peacekeeping operations. That would ensure the effective implementation of peacekeeping mandates and the safety and security of peacekeepers, along with implementing successful transitions.

Today’s debate comes at a time when peacekeeping operations are confronted with growing challenges due to the exacerbation of armed conflicts and the escalation of violence and incitement against peacekeeping forces, as explained by Mr. Lacroix. As we look forward to discussing those challenges during the United Nations Peacekeeping Ministerial meeting, scheduled to be held in Ghana at the end of this year, we believe that today’s meeting presents an opportunity to exchange views on ways to improve peacekeeping operations while considering the Secretary-General’s New Agenda for Peace. Accordingly, I would like to address four points.

  40. The United Arab Emirates therefore urges all parties to reaffirm their commitment to resuming a meaningful dialogue as the most effective way to resolve differences and de-escalate tensions. It also provides an opportunity to build confidence and contributes to the revival of the Local Follow-up Committee of the Transition in Mali and other mechanisms responsible for ensuring the full implementation of the agreement. In that regard, we reaffirm our support for international mediation efforts. For its part, the United Arab Emirates continues to call for progress in the political transition, including the upcoming electoral processes agreed with the Economic Community of West African States. We look forward to the role that the United Nations Office for West Africa and the Sahel will play in supporting the political process in Mali.

  41. MINUSMA’s withdrawal also coincides with growing humanitarian needs. According to the Office for the Coordination of Humanitarian Affairs, such needs have increased by 17 per cent since last year. We are therefore encouraged that the United Nations team will remain in Mali to continue supporting local communities. In that connection, the United Arab Emirates supports the efforts of the United Nations humanitarian and development teams to restructure their presence in Mali. Thirdly, reiterated commitment to dialogue is essential for the implementation of the Agreement on Peace and Reconciliation in Mali, which remains essential for achieving the desired stability in Mali.

  42. We stress the need to pursue and strengthen proactive risk planning in order to ensure the safety of peacekeepers and civilians. In a related context, the seriousness of misleading and wrong information must not be ignored and should be addressed through the strengthening of the Mission’s strategic communications with the actors concerned and its continued communication with local population. Secondly, focus must remain on the protection and safety of civilians, as the Mission’s withdrawal comes at a time when civilians in Mali and the Sahel region, as a whole, are suffering from threats of violence from terrorist groups and other security challenges. Therefore, their protection must remain one of the main priorities of all parties concerned, and we trust that the Malian authorities will do their utmost in that regard.

The United Arab Emirates stresses the importance of continuing ongoing consultations among all parties to ensure a smooth handover of tasks and the removal of any obstacles that could hinder the implementation process, thus contributing to protecting the gains made by Malians, MINUSMA and other international partners. With the commencement of the withdrawal process and gradual closure of MINUSMA camps and the transfer of its functions to the Government of Mali, it is important to ensure the safe delivery of MINUSMA camps and equipment in accordance with United Nations procedures and mutual obligations with Mali. In that context, emerging concerns must be addressed in order to avoid any security incidents such as those that preceded the withdrawal of MINUSMA from the camp in Ber.

We believe that the full and effective implementation of the withdrawal plan in the coming period will be crucial to avoid any negative effects that could impede the peace process in Mali or harm the security and stability of the region and to pave the way for determining the nature of the role that the United Nations can play in future to meaningfully support Mali after the withdrawal of MINUSMA. In the context of our discussion today, I would like to highlight three points. First, ensuring the withdrawal of MINUSMA in an orderly and safe manner depends intrinsically on the continued cooperation and coordination among the Malian authorities, the United Nations and all other parties concerned.

Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): At the outset, I thank Special Representative Mr. El-Ghassim Wane for his briefing on the latest developments regarding the withdrawal from Mali of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), which we believe is important to keep the Council informed of the details of that process. I also thank Ms. Beatrice Abouya for her valuable briefing and welcome the participation of the Permanent Representative of Mali in today’s meeting. We appreciate the efforts of the United Nations and its expeditious preparation of the withdrawal and handover plan in cooperation with Mali, in line with resolution 2690 (2023).

While the exemption mechanism created by the Committee established pursuant to resolution 1718 (2006) allows the delivery of aid to the Democratic People’s Republic of Korea, the grave situation on the ground requires those concerned in the Democratic People’s Republic of Korea to prioritize the interests of the people and take measures to alleviate their suffering, including by allowing the United Nations and humanitarian organizations to return to the country to provide humanitarian relief assistance. In conclusion, the Security Council was more effective in maintaining international peace and security when it stood together, especially on the issue of the Korean peninsula by taking a unified stance to curb the illegal pursuit of nuclear weapons by the Democratic People’s Republic of Korea.

A path to complete, verifiable and irreversible denuclearization, including a return to the Treaty on the Non-Proliferation of Nuclear Weapons, is the only way for the Democratic People’s Republic of Korea and the international community to achieve peace and security on the Korean peninsula. Thirdly, continued attention must be paid to the dire and alarming humanitarian conditions in which the people of the Democratic People’s Republic of Korea live.

It is regrettable that civilians in the Okinawa region of Japan had to deal with warning alarms at 4 a.m., caused by the dangerous and illegal actions of the Democratic People’s Republic of Korea. We reaffirm our solidarity with the neighbouring countries and peoples and with the entire region. Secondly, the Council must send a unified message to the Democratic People’s Republic of Korea, stressing that it must comply with Security Council resolutions and stop conducting such tests. We reiterate our call on the Democratic People’s Republic of Korea to return to diplomacy and dialogue.

  50. In that regard, we recall that the Security Council has banned the Democratic People’s Republic of Korea from carrying out launches using ballistic missile technology. We therefore strongly urge the Democratic People’s Republic of Korea to cease its illegal, dangerous and provocative activities. In the context of today’s meeting, the United Arab Emirates would like to stress the following three points. First, the Democratic People’s Republic of Korea must stop terrorizing and scaring civilians through its repeated launches. We stress that the pre-launch notification issued by the relevant authorities in the Democratic People’s Republic of Korea does not give any legitimacy to such operations.
