  1. I shall now make a statement in my national capacity. I thank Special Representative Ms. Deborah Lyons and Ms. Mariam Safi for their valuable insights. Our meeting today is taking place at a critical juncture for Afghanistan as the Council considers how the United Nations can best serve the people of Afghanistan. The Organization’s presence is needed now more than ever in order to tackle Afghanistan’s multifaceted crises. The United Arab Emirates therefore supports a robust mandate for the United Nations Assistance Mission in Afghanistan (UNAMA), one that is calibrated to align with the realities on the ground. The recommendations contained in the Secretary-General’s latest report (S/2022/64) are sensible and offer a good starting point for our deliberations. As such, I would like to make several points.

I should like to take this opportunity to pay tribute, on behalf of the Council, to His Excellency Ambassador Vassily Nebenzia, Permanent Representative of the Russian Federation, for his service as President of the Council for the month of February. I am sure I speak for all members of the Council in expressing deep appreciation to Ambassador Nebenzia and his team for the great diplomatic skill with which they conducted the Council’s business last month.   6. Finally, my country expresses great concern at the increase in the number of people in need of protection and humanitarian assistance in the Central African Republic. We call on all parties in the country to guarantee humanitarian access and to refrain from attacks on humanitarian personnel and peacekeepers. My country condemns and deplores such attacks. The Government’s continued efforts to explore economic and financial partnerships are critical to addressing both economic recovery and long-term peace and stability. The United Arab Emirates continues to provide the necessary support to that end. In conclusion, we stress the importance of continued regional and international initiatives and efforts to achieve stability in the Central African Republic and, subsequently, stability and security throughout the entire region.

  7. Further, I note that we must strive to empower women and young people to effectively contribute to the peace process. To that end, we commend the efforts of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) in fostering the full, equal and meaningful participation of women in the upcoming local elections. Thirdly, we stress the importance of improving and developing policies aimed at protecting civilians, particularly women and children, given the alarming escalation in violence, including sexual and gender- based violence despite the tireless efforts of MINUSCA to prevent and respond to conflict-related sexual violence.

In that regard, we regret that the announcement by President Touadera of a unilateral ceasefire last October was not respected and that armed groups have continued to launch attacks, exacerbating the humanitarian and security situations in the country. Secondly, engaging in a meaningful and inclusive political dialogue, as well as implementing the 2019 Political Agreement for Peace and Reconciliation in the Central African Republic and the Luanda road map, remains critical to strengthening peace, security and sustainable development in the country. We hope that regional efforts will continue to support peace and help make tangible progress in the implementation of the agreement, including through continued dialogue between the Governments of the Central African Republic, Angola and Rwanda, as guarantors of the Luanda road map.

Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): At the outset, I would like to thank Mr. Mankeur Ndiaye, Ambassador Bertino Matias Matondo and Mr. João Samuel Caholo for their valuable briefings. I welcome the participation of Her Excellency Ms. Sylvie Baipo Temon, Minister for Foreign Affairs, Francophonie and Central Africans Abroad, in this meeting. My country supports efforts aimed at de-escalating tensions in the Central African Republic, which lacks stability. The country is witnessing deteriorating humanitarian and economic conditions and, against that backdrop, I would like to make the following points. First, the United Arab Emirates stresses that achieving sustainable and lasting peace in the Central African Republic requires, first and foremost, a full commitment to the ceasefire.

  11. Community violence is amplified by the lack of opportunities, limiting the ability to improve livelihoods and the success of humanitarian response efforts. We believe that the recent international conference on the southern peninsula will support reconstruction efforts in Haiti, and we look forward to continuing support in Haiti, as it contributes to the stability of the country. In conclusion, we await the upcoming independent strategic assessment report. We welcome the appointment of Mr. Wahba and appreciate his efforts. We reiterate, however, that a coherent Haiti-led and -owned response to the situation in Haiti is the key for the nation’s security and prosperity.

Secondly, it is necessary to build the capacity of national and local institutions to strengthen their role in addressing the ongoing challenges, particularly in the light of increased instability. We stress the importance of continuing to strengthen the security sector during the transitional process, in addition to addressing increased violence from the activity of armed gangs and combating corruption. We also stress the need for a clear approach and support for the judicial sector. Finally, a reduction of community violence requires durable solutions, including through development and humanitarian efforts. In that regard, recovery and reconstruction programmes, such as community- led development initiatives, must continue to support sustainable efforts in Haiti.

  13. The United Arab Emirates would like to highlight three potential focus areas to support Haiti’s path towards stability and prosperity. First, inclusion is fundamental to success. It is critical to broaden political representation and inclusivity of all segments of Haitian society. We call on all stakeholders to remain committed to constructive dialogue and efforts to achieve national unity. In order for those efforts to be sustainable, they must also include the full, equal and meaningful participation of Haitian women. Programmes focusing on women’s participation and protection from violence, such as those highlighted in the Secretary-General’s report (S/2022/117), can provide the necessary support to ensure women’s political participation and protection.

Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): I would like to thank Ms. Helen La Lime, Special Representative of the Secretary-General for Haiti, for her valuable briefing, and I welcome the representative of Haiti to this meeting. The past months have been trying times for Haiti. Recently hit by natural disasters, violence continues to rise across the country and political differences remains, in turn exacerbating the humanitarian, security and political situation. The United Arab Emirates expresses its total rejection of all acts of armed gang violence, as they undermine peace efforts. Serious measures at all levels are required to restore peace and stability, including by strengthening and respecting the rule of law.

Fourthly, in the context of Somalia facing a natural disaster emergency, we urge the United Nations, AMISOM and its partners to support Somalia in addressing the impact of climate change, which has led to increased food insecurity. It is possible here to work on expanding the use of renewable energy in peace processes, which my country sees as an important step in reducing the impact of climate change, not to mention its low cost and benefits to local communities. My country commends the effective measures being taken to combat piracy as well as other steps, which are evidence of what can be achieved through strengthening partnerships and multilateral action in facing regional and international challenges and issues while promoting international peace and security.

  17. In the context of the recent progress made in the talks among stakeholders on the reconfiguration of AMISOM, we stress that this process must be carried out accurately, especially with regard to ensuring the transfer of security responsibilities to the Somali security forces through calculated steps that prevent the creation of a vacuum for the Al-Shabaab movement to consolidate its control or expand its scope. Thirdly, the humanitarian situation in Somalia continues to deteriorate owing to the frequency of acts of violence and natural disasters, which has led to an increase in internal displacement and deprived approximately 3 million Somalis of access to many basic services. We stress here the importance of the full, safe and unhindered delivery of humanitarian aid while providing protection for humanitarian workers.

  18. Secondly, we refer to the call made by the Secretary- General in his report (S/2022/101) on the importance of providing assistance to Somalia to address the security threats that prevent the building of a sustainable peace, particularly the Al-Shabaab terrorist movement, which continues to launch attacks and seeks to weaken the influence of the security forces by controlling large parts of the territories of central and southern Somalia.

  19. Here we refer to the positive developments achieved in the political process by the holding of elections for all Senate seats, as well as the National Consultative Council reaching a consensus on electoral procedures and its decision to expedite the holding of the People’s Assembly elections by 25 February. We hope that the ratio of women participating in political life and in electoral processes in Somalia will be increased to achieve the desired quota of 30 per cent, as stated in the electoral agreement. We also stress the importance of ensuring the safety and protection of women candidates for political office.

  20. Today’s meeting comes at a time when Somalia is suffering from difficult humanitarian, security and environmental conditions that require comprehensive international efforts aimed at addressing all challenges. Accordingly, the United Arab Emirates would like to highlight the following four points. First, the focus should be on supporting the political track as a basis for achieving sustainable peace in Somalia. We encourage all parties to engage in positive dialogue, giving priority to the holding of inclusive elections that meet the hopes and aspirations of the Somali people.

At the outset, I thank the Special Representative of the Secretary-General for Somalia, Mr. Swan; the Special Representative of the Chairperson of the African Union Commission for Somalia, Mr. Madeira; and the Head of the European Union Delegation to the United Nations, Mr. Skoog, for their comprehensive briefings. I would like to emphasize the commitment of the United Arab Emirates to working and cooperating with the United Nations and the international community to take joint measures to promote peace, prosperity and stability in Somalia. Support for Colombia must not be limited to the political aspect, but it is important to include support for humanitarian and development aspects, particularly in the light of the repercussions caused by the coronavirus disease. That would preserve the progress made by Colombia towards promoting peace and stability. We look forward to more progress in cooperation with Council members.

  23. Despite the decrease in the number of killings in 2021 as compared to the previous year, the Secretary General’s report (S/2021/1090), notes that acts of violence persist and can severely threaten Colombia’s chances for reconciliation and reintegration of previous combatants. Acts of violence include recent clashes in the Arauca region. Therefore, efforts must be strengthened to prevent the recurrence of such acts of violence, including improving early-warning mechanisms. The United Arab Emirates commends the measures taken by the Special Jurisdiction for Peace to advance the implementation of security guarantees and provide better protection for former combatants.

  24. The broad participation of young Colombian voters in municipal youth council elections provides them with a stronger voice in their communities. In turn, that strengthens their role in making decisions about their future. However, crucial steps must be taken to protect women in Colombia and promote their full, meaningful and safe participation, especially women former combatants who play a critical role in achieving peace. Progress can be made by implementing the security guarantees and gender provisions noted in the peace agreement. Lastly, addressing persistent threats and violence against community leaders, former FARC members and members of political parties must remain a priority so that efforts to achieve lasting and comprehensive peace in Colombia are not undermined.

  25. First, the necessary and secured conditions must be created to ensure that the upcoming elections in March and May are successful and inclusive and that constructive dialogue among the parties be ensured. In that context, we note the adoption by the Government of Colombia of the recent law to include 16 special transitional electoral districts for peace. That has facilitated broader participation by Colombians in the elections across the country. We also commend the steps taken by the Government to develop a range of prevention and protection strategies to ensure safe elections. Those steps will undoubtedly help protect the sustainable and comprehensive implementation of the peace agreement. Secondly, national strategies must continue to guarantee the inclusion and participation of women and youth.

As we have heard today, Colombia has achieved tangible progress in the implementation of the historic peace agreement with the r Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo (FARC-EP). We recently marked the agreement’s fifth anniversary and reviewed the progress made so far to support the peace process in Colombia. However, several challenges remain. I underscore the full support of the United Arab Emirates to the Government and the people of Colombia in their quest for sustainable peace. The United Arab Emirates also affirms its support for the United Nations Verification Mission and its important role in Colombia. With regard to maintaining progress for lasting and sustainable peace in Colombia, we would like to focus on three priority areas.

We commend the delegation of Norway for using advanced technology to provide Security Council members with a deeper understanding of the situation on the ground. We encourage similar initiatives that serve international peace and security.

Furthermore, we recognize the steps that the Sudan has taken to implement transitional justice mechanisms, consistent with the terms of the Juba Peace Agreement, including the work under way to establish a transitional justice commission and the activation of the Sudan’s Truth and Reconciliation Commission. We hope that those efforts will bring justice for the victims of Darfur and create the conditions conducive to establishing sustainable peace in the Sudan. We stress that the international community needs to provide the necessary support to the Sudan, at its request, in order to build its capacity as it pursues to implement justice and accountability mechanisms. In conclusion, my country emphasizes its commitment to the sovereignty, independence, territorial integrity and national unity of our brotherly Sudan.

  29. Turning to today’s discussion, we are of the view that the Sudan’s cooperation with the ICC is part of the Sudan’s multifaceted approach to accountability. We note in that context the memorandum of understanding on the cooperation between the Sudan and the Court, which was signed in August 2021, as well as the subsequent visits hosted by the Sudan for a team from the Office of the Prosecutor, including in December 2021. We hope that those efforts reflect genuine and honest dialogue between the Court and the Sudan based on the principle of complementarity noted in the Court’s Statute and in line with the national laws of the Sudan.

At this critical juncture, it is therefore imperative for the Security Council to play a positive role and encourage the Sudanese parties to continue engaging in dialogue in order to reach a consensus on how to advance the transitional process, in line with the Constitutional Document and the Juba Peace Agreement. We also welcome the launching of the United Nations-facilitated and Sudanese-led dialogue initiative aimed at supporting the Sudanese parties to overcome the current situation. As my country remains a supporter of the right of our brotherly Sudanese people to live in a secure, stable and prosperous country, we stress our firm support to implement the Sudanese-led transition process that lays the groundwork for a just, lasting and inclusive peace in the country.

I also welcome the Representative of the Sudan to today’s meeting. Despite the recent developments in the Sudan, the country has made important gains over the past two years, which we believe must be preserved and built upon.

  32. Restoring stability to the region will not be possible without a just, lasting and comprehensive solution to the Palestinian question. The United Arab Emirates, which will celebrate the year 2020 under the theme “Towards the Next 50”, is launching a major national development strategy for the next 50 years across all vital sectors. We will spare no effort to achieve stability in the region and keep the wheel of economic and technological progress turning in pursuit of a better future for our country and for the countries of the region.

  33. We must help those nations and peoples in need to achieve prosperity and implement the Sustainable Development Goals. It is also imperative that we focus on addressing the deteriorating humanitarian and economic conditions in the Palestinian territories and support the vital sectors there, especially in the Gaza Strip, where the humanitarian conditions are appalling. For our part, my country will continue to extend humanitarian and development aid to Palestine. We are among the largest donors to the United Nations Relief and Works Agency for Palestine Refugees in the Near East, having contributed more than $630 million to finance various sectors in Palestine over the past five years. In conclusion, we underscore that the Palestinian question will remain the central issue of the Arab and Islamic nations.

In line with those efforts, regional organizations, including the League of Arab States and the Organization of Islamic Cooperation, should be encouraged to participate in consultations related to regional issues, especially as such organizations are qualified to develop effective political solutions to crises. In that context, we call on the international community to redouble its efforts to implement the two-State solution and declare an independent Palestinian State along the borders of 4 June 1967, with East Jerusalem as its capital, in accordance with the relevant international resolutions, the Madrid principles and the Arab Peace Initiative. Fourthly, and finally, we must bolster humanitarian assistance to people affected by conflict, while continuing to support development and reconstruction efforts.

Thirdly, we must strengthen multilateral action to break the current stalemate in the Middle East peace process, as such action constitutes the best means to urge the parties to reach lasting political solutions, whether in Palestine or in other countries of the region, such as Syria, Yemen and Libya. That must conform to the agreed terms of reference for achieving peace in a manner that meets the legitimate aspirations of the peoples concerned. In that regard, we highlight the important role of the United Nations and the envoys of the Secretary-General in strengthening mediation and preventive diplomacy efforts to resolve the conflicts in the region by peaceful means.

  36. The primary endeavour of the international community must be to create an environment conducive to peace efforts in any State that suffers crisis in order to address any measures that could have numerous grave security, military and economic repercussions for the States concerned and the region as a whole. The Berlin conference on Libya held earlier this week is an example of how international efforts can be mobilized to address any negative trends that could exacerbate crises. We commend Germany’s efforts as the host of the conference, in which my country actively participated. We hope that it will lead to a political process under the auspices of the United Nations that enjoys the full commitment of all stakeholders.

On a broader scale, we believe that our region now needs to see the strengthening of international law, which is the basis for confidence-building between the parties and for preventing the spread of chaos and war, so as to achieve regional stability and security. In that regard, we stress the need for States to respect the principles of sovereignty and non-interference in the internal affairs of other States. Secondly, it is critical that we work towards de-escalation and calm by promoting political action as a fundamental choice to address any tensions that might arise in the context of the Israeli-Palestinian conflict, or in the entire region.

  38. First, there must be a commitment to implementing international law, the Charter of the United Nations and the Security Council’s resolutions. In that regard, my country is concerned by Israel’s continuation of its illegal practices against the brotherly Palestinian people, including further settlement-building activities that undermine the two-State solution and are in contravention of the Fourth Geneva Convention of 1949, as well as the relevant General Assembly and Security Council resolutions, including resolution 2334 (2016). Similarly, the demolition of Palestinian property, the confiscation of land, attempts to desecrate holy sites in the city of Jerusalem and the ongoing unjust blockade on Gaza are all illegal practices that hinder peace efforts and exacerbate the suffering of the Palestinian people.

  39. Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): At the outset, I would like to thank you, Mr. President, for having convened this important debate. As we begin this year’s first quarterly discussion on the situation in the Middle East, including the Palestinian question, we hope that the new decade will bring about a new start, not only for Palestine but for the region as a whole. Despite the growing number and complexity of the issues facing our region, principally the Palestinian question, the United Arab Emirates believes that there is an opportunity to reverse the path of negative trends and de-escalate the current situation in order to resolve the crises in the region and achieve regional and international stability. In order to do so, my country underscores the need to take several steps.

  40. Reconciliation requires continuous and gradual efforts aimed at healing the wounds ofconflict and the laying of a solid foundation for peaceful coexistence. As we have stressed elsewhere, parties to conflicts should engage in mediation and reconciliation processes in good faith. They must refrain from exploiting such processes for political ends and stop misusing mass media to fuel tensions. We reaffirm that the United Arab Emirates is committed to spreading the principles of tolerance and coexistence and to pursuing political solutions as the best way to address the many challenges we all face together.

In this regard, we appreciate the sincere efforts of the brotherly Kingdom of Saudi Arabia aimed at unifying the Yemeni ranks, as well as the pivotal role it played in the adoption of the Riyadh Agreement, which has served to enhance efforts to address the risks and threats Yemen is facing. Similarly, the success of the mediation efforts in the Sudan underscores the important role that regional organizations and neighbouring States can play in the peaceful settlement of conflicts. We therefore urge the Security Council to step up its consultations with regional organizations under Chapter VIII of the Charter of the United Nations. In conclusion, we would like to note that reconciliation processes do not succeed overnight or through the mere signing of an agreement.

  42. Reconciliation can only be achieved if it is accompanied by a comprehensive peacebuilding process that includes the strengthening of the rule of law, the preservation of national institutions and reconstruction, and support for those affected by conflict. In this regard, we urge the international community to ensure the broad participation of all members of society, especially women and young people, due to their important role in advancing peace processes and making them succeed. We cannot ignore the active role that regional organizations and neighbouring States can play in mediation and reconciliation, as they have extensive knowledge and expertise and share a direct interest in ensuring regional stability.

Furthermore, as part of our efforts to spread a message of openness and moderation, the United Arab Emirates, in cooperation with UNESCO, has supported the reconstruction of several archaeological and cultural sites in Mosul that were destroyed by the Islamic State in Iraq and the Sham. Accordingly, we urge the United Nations to continue working to create an atmosphere of reconciliation among local communities, especially those torn by conflict. The Organization's rich experience in reconciliation, stretching over seven decades, can be a useful source of lessons learned and best practices shared on the role of reconciliation, while taking into account regional and local contexts.

  44. The United Arab Emirates has always and enthusiastically promoted the principles of tolerance and dialogue so as to spare our region further conflicts and wars. Tolerance is crucial for reconciliation. My country does not promote tolerance as a mere slogan; rather, it has made it a cornerstone for its domestic and foreign policy, having undertaken numerous initiatives and practical steps to that end. For example, since declaring 2019 the Year of Tolerance, the United Arab Emirates has launched more than 1,500 initiatives to promote the values of peaceful coexistence and religious and cultural exchange in the country and abroad.

The Middle East is going through a critical period and complex challenges, but the current conditions may be giving rise to an opportunity to build a new regional order based on respect for sovereignty and non-interference in the internal affairs of States if these conditions are addressed with wisdom and patience and if political processes that lead to firm positions against extremism and terrorism are established. In this vein, mediation and other reconciliation processes can narrow differences and support reaching political settlements consistent with international law and the legitimate aspirations of the peoples, especially those that reject sectarianism and subordination and that seek strong and able national States.

  48. Ultimately, however, the best way to protect Yemeni children is through peace and stability. In that regard, the United Arab Emirates supports the full implementation of the Stockholm Agreement and the United Nations- led political process. We all must do more to ensure that children in conflict areas receive the special protection to which they are entitled under international law. Accordingly, we call on Member States to utilize the relevant platforms to discuss evolving challenges and short- and long-term needs for reintegration, and to generate recommendations to address funding gaps.

The United Arab Emirates, as a member of the coalition to support legitimacy in Yemen, formed at the request of the legitimate Government of Yemen, takes this opportunity to once again reaffirm our commitment to complying with our obligations under international humanitarian law. The coalition takes its responsibility to protect all civilians in armed conflict, particularly children, very seriously. The coalition also continues to work closely with the United Nations and other international partners to enhance the protection of children in Yemen, as reflected in the memorandum of understanding the coalition signed in March with the Office of the Special Representative. We believe that the coalition's efforts contributed significantly to the decrease, in the last quarter of 2018, in incidents reported by the Secretary-General.

To that end, we have provided educational assistance for more than 270,000 students through the WFP, built the equivalent of 150 classrooms as temporary education spaces and provided UNICEF with $35 million to pay teachers' salaries. Given our emphasis on the importance of education, we are deeply concerned by the Houthis' exploitation of children, schools and educational centres in Yemen and the damage and destruction they have wrought on facilities. In particular, we deplore the Houthi militias' use of schools as centres for storing arms and for recruiting, training and detaining children. Such actions demonstrate total disregard of their obligations under international law. In that connection, we urge the Security Council to hold the Houthis accountable for their grave violations.
