“In the light of the escalating levels of violence and terrorist attacks, especially in densely populated areas, which the United Arab Emirates strongly condemns, efforts must be intensified to enable peacekeeping troops to carry out their mandates safely and ensure unimpeded access to those in need, especially in the light of the increasing attacks on peacekeeping forces, the latest of which was yesterday’s attack in Kidal. We cannot let that situation continue as it is, otherwise we will end up with another dangerous health crisis. “The Secretary-General’s report (S/2022/709) notes the continued deterioration of the humanitarian situation in the eastern Democratic Republic of the Congo. As a result, millions of people are suffering, especially so in the context of the recurring Ebola and cholera outbreaks. The number of displaced people has sharply increased, reaching 5.5 million displaced people according to the Office of the United Nations High Commissioner for Refugees, and, as Ms. Keita mentioned in her briefing, all of whom are in need of urgent relief assistance. In addition, that situation impacts the new academic year as many schools are now overcrowded with displaced people instead of students. There is a need to address this situation rapidly, both to alleviate the suffering of displaced people and to allow children to access education.”

The maintenance of educational facilities is equally important on occupied Palestinian territory. According to reports by the Office for the Coordination of Humanitarian Affairs, as of August there were 56 pending demolition orders for schools in the West Bank and East Jerusalem that provide educational services to more than 6,000 children. We also stress the need to continue responding to the humanitarian needs of the Palestinian people, and we welcome last week’s meeting of the Ad Hoc Liaison Committee, chaired by Norway, in that regard. In conclusion, the United Arab Emirates reaffirms its firm commitment to support the brotherly Palestinian people.”

“We reiterate here our firm position that settlement activity undermines the two-State solution and constitutes a flagrant violation of both international law and the relevant resolutions of the Council. We also stress the need to stop attacks carried out by settlers against Palestinian communities. That includes attacks on agricultural crops, which many families depend on as a primary source of income. We take particular note of the approach of the olive harvest season — a period that witnessed an unprecedented upsurge in attacks last year. “It is primarily what Afghan families want for their girls and it is what the girls want for themselves. The Afghan people are doing everything they can to see their girls back in school. The de facto authorities must listen and respond. That leads me to my final point on the security situation. One of the observations in the Secretary- General’s latest report (S/2022/692) concerns the emergence of new anti-Taliban groups and an increase in related anti-Taliban security incidents. The Taliban’s methods of governance and policy-setting, particularly by issuing edicts that do not take due account of the interests or wishes of the Afghan people, will further fuel discontent in the mid- to long term. If the Afghan men and women are not heard by those who govern, lasting peace in the country will be difficult if not impossible to achieve.”

“That demonstrates the close relationship among the participation of women, the economy’s performance and development. We regret that the Council was not able to reach consensus to issue a statement earlier this month on girls’ education in Afghanistan and other challenges facing the country. The situation of women and girls, economic recovery and security concerns are all challenges that threaten peace and security. The Council must be ready to tackle them with the support of the United Nations Assistance Mission in Afghanistan. “For its part, the United Arab Emirates continues its solidarity with the people of Afghanistan, including through its efforts leading to the signing of a memorandum of understanding with the International Committee of the Red Cross on contributing $4 million to cover the operational and administrative expenses of hospitals in Afghanistan, including payments to cover staff wages and medical supplies, as well as electricity and fuel expenses. We stress that revitalizing the Afghan economy will be impossible if half the population is excluded from the country’s social and economic life. According to UNICEF and as noted by some Council members, depriving girls of secondary education translates into a loss of at least $500 million for the Afghan economy in the past 12 months.”

“With limited aid available, there are increasing concerns that the ongoing harassment and intimidation of female humanitarian staff will mean that women and girls who live in regions that are hard to reach will be in danger of being left behind in Afghanistan. To say that the current situation is unbearable and will lead to further suffering and instability is an understatement. In order to avoid a humanitarian catastrophe, the Afghan economy must be revitalized. In that respect, the United Arab Emirates welcomed the announcement by the United States of the establishment of the Afghan Fund, which will manage $3.5 billion of Afghan Central Bank reserves to benefit the people of Afghanistan. That is a step in the right direction.”

“The deteriorating situation in Haiti further underscores the urgent need to build the capacity of the country’s security sector, especially its judicial system and the Haitian National Police. Capacity- building in that area will strengthen the response to complex security challenges, foremost of which is the escalation of gang violence and the illegal flow of weapons. We hope to discuss the draft resolution that the co-penholders will introduce on the matter. We also believe that the complementary role of the United Nations Office on Drugs and Crime will be essential in that regard, and we look forward to seeing tangible results from its programmes. Addressing the security, economic, humanitarian and political challenges in Haiti requires a comprehensive and inclusive approach.”

“The current situation requires the cessation of all hostilities and underscores the need for calm and inclusive dialogue as essential steps so that Haiti can begin to pave the way towards a sustainable political solution. The looting of humanitarian warehouses, including those to the World Food Programme, is unacceptable. Almost half of the country’s population are subjected to severe food insecure. Such actions also seriously impede the delivery of urgent humanitarian aid, including food and water, a lifeline for the most vulnerable communities. That requires the need to ensure the safe, timely and unimpeded delivery of aid to lessen the worsening living conditions in Haiti.”

“Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): At the outset, I thank Ms. Helen La Lime, Ms. Ghada Waly and Ms. Valerie Guarnieri for their thorough briefings and for providing a detailed picture of the developments in Haiti, which the United Arab Emirates continues to follow closely. I also welcome the participation of the Foreign Ministers of Haiti and the Dominican Republic, as well as the Canadian Ambassador, in today’s meeting. In the light of recent developments in Haiti, we express our deep concern over the serious escalation of unrest erupting across the country, including attacks against civilian infrastructure, such as educational and health facilities. We condemn all acts of violence, which cause the social fabric of Haitian communities to unravel and undermine efforts to achieve sustainable peace in Haiti.”

“The tripartite agreement of 2020 constitutes a basis for ensuring stability in the region. We witnessed positive and promising developments at the beginning of the year towards continued negotiations between the two parties. We have also seen the emergence of encouraging prospects for the settlement of the outstanding issues between them. It is essential to take advantage of that momentum to make tangible progress in the peace process. In that connection, we hope that the two parties will continue with mediation efforts constructively and in good faith in order to achieve a lasting peaceful solution and to spare the region repercussions of any further escalation that threatens regional peace and stability.”

“We urge both parties to demonstrate restraint, echoing the Secretary-General’s call on 13 September concerning that issue. My country looks forward to building on this positive development so that both parties are able to reach more comprehensive agreements for achieving lasting peace and avoid endangering civilian lives because of war. We note that any new escalation under the current circumstances, whereby recurrent crises and humanitarian suffering are becoming increasingly difficult to curb, would pose a threat to the current fragile world situation. Therefore, we must shoulder our responsibilities in the Security Council to prevent any exacerbation of the ongoing crisis. We also must encourage both parties to return to the negotiating table and to settle their differences through peaceful and diplomatic means.”

We welcome the ceasefire agreement reached between the two parties yesterday evening, and we appreciate the negotiation efforts that led to that agreement. The United Arab Emirates has expressed its deep concern about the recent military confrontations, including fighting in border areas, and about reports of casualties and damage to civilian infrastructure. As we are keen to avoid further escalation, there is a need to make concerted efforts for a lasting ceasefire.”
