  2. The Sudan has taken a number of measures to calm the situation, including through the work of its fact-finding committee. We stress that if the tensions are to be contained and renewed clashes prevented, the Sudan’s local efforts must be continued and built on. Similarly, with regard to the situation in Darfur, the local reconciliation agreements have demonstrated their effectiveness in continuing to support stability there. The valuable contributions of the Permanent Ceasefire Committee have also had a significant impact on progress in implementing the transitional security arrangements for Darfur in accordance with the Juba Peace Agreement. In that context, we stress the need for the international community to provide the necessary support to the Sudan to complete the implementation of all the Peace Agreement’s provisions.

Secondly, we stress that the success of the transitional period in the Sudan requires a resumption of programmes by international financial institutions and international partners in order to continue their support for the Sudan’s economy and prevent it from collapsing at this critical stage, especially considering the current problems of hyperinflation, high unemployment and accumulated external debt. That support will be increasingly needed in the light of the deteriorating humanitarian situation, with communities still experiencing difficulties in accessing basic commodities and dealing with serious damage caused by the recent severe floods in some areas. Thirdly, my country has followed with concern the recent tribal clashes in West Kordofan and Blue Nile states.

The next phase therefore demands building on that momentum in order to ensure a sustainable political agreement, by redoubling efforts to bridge differences among the various actors and address outstanding issues, especially as time is of the essence. In that regard, we want to stress the importance of the continued inclusion of women in consultations to make sure that their needs and priorities are taken into account during the transitional period and beyond. We further stress the importance of opting for the language of dialogue and wisdom, which is in the best interests of our brother people of the Sudan.

Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): At the outset, I would like to thank Special Representative Perthes for his updates, including on the efforts of the trilateral mechanism, in the light of the common understanding reached on the draft constitutional document, which led to the signing of a political framework agreement earlier this week. We look forward to a press statement from the Council in that regard. I also welcome Ambassador Mohamed to our meeting today. In the context of our discussion, I would like to focus on three important issues. First, the United Arab Emirates welcomed the signing of a political framework agreement, to regional and international acclaim. We hope that it opens a new chapter for the Sudanese people to continue on their path towards the security and prosperity they seek.

It is also important to address the impact of climate change on the security and stability of the Sahel, which, regrettably, is exposed to hazards — such as desertification, drought and flooding — that exacerbate humanitarian crises in the region and lead to tensions between farmers and herders as a result of competition over limited resources. There are also increased concerns about the sharp decline in the Lake Chad water level and the high level of desertification in the Lake Chad basin. Consequently, the United Arab Emirates believes there is a need to provide additional support to promote resilience against climate change, including through the pastoral system, which is a source of income for more than 20 million people in the region.

It is also important to take into consideration the specificities of countries, which requires that we continue empowering them and building their capacities to ensure the comprehensive delivery of basic services to all segments of the population. It is therefore crucial to continue efforts to implement the United Nations Integrated Strategy for the Sahel, whose goals include sustainable development, security and capacity-building in States to foster institution-building. In that regard, we reiterate the need to ensure the participation of women and youth in those efforts and their economic empowerment, while providing them with opportunities to enable them to play an active role in their communities.

  9. We must all maintain our focus on countering extremism and terrorism. The United Arab Emirates therefore supports the G-5 Sahel and its Joint Force and commend the continued technical support provided to the Joint Force by the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). We hope that the recommendations put forward by the Independent High-Level Panel on Security and Development in the Sahel, led by His Excellency Mr. Mahamadou Issoufou, will provide us with a clearer view of the region’s needs and help to find sustained and effective solutions to its complex challenges. Achieving stability in the long term requires an integrated and multisectoral approach that addresses the root causes of violence, protects communities from extremism and terrorism and promotes investment in human wealth.

  10. We also emphasize the need to continue dialogue and cooperation among the countries of the region, the Economic Community of West African States (ECOWAS) and the African Union. The same applies to the positive communication between ECOWAS and the authorities in Mali, which we hope will contribute to addressing regional challenges, including the scourge of extremism and terrorism. We are all aware of the magnitude of the security threats in the Sahel region owing to the growing activities of terrorist groups, which continue to undermine development efforts, tear apart the social fabric and pose a threat to the authority of States. While several initiatives have been launched to confront those challenges, whether through bilateral cooperation or multilateral action, the road ahead remains long.

  11. Addressing those challenges in the region will not be possible without continued and intensified regional cooperation and strong support from the international community. We note here the important role that the Group of Five for the Sahel (G-5 Sahel) and its Joint Force continue to play with regard to identifying gaps that undermine stability, presenting recommendations on how to resolve them, as well as exchanging information and unifying efforts to restore security in the region. In that context, we stress in the importance of maintaining and building upon the current diplomatic efforts among the countries of the region to serve their interests and the aspirations of their peoples, including preserving the political unity of the G-5 Sahel, as highlighted by the Peacebuilding Commission.

We also listened to the briefing of Mr. Zakaria Ramadan. The United Arab Emirates attaches special importance to achieving peace and security in the Sahel region. Despite the many extremely complex challenges in the region, we remain hopeful that the countries can overcome those difficulties and achieve a more stable and prosperous future for its peoples, 60 per cent of whom, according to UNICEF, are under the age of 24. That means we are talking about the future of more than 300 million young men and women who deserve a real opportunity to contribute to building their communities.

We also commend the support provided to South Sudan by the United Nations Mission in South Sudan, including by protecting civilians, providing support to correctional institutions and establishing capacity-building. In conclusion, the United Arab Emirates is keen to promote international efforts to strengthen security and stability across the world. Accordingly, Abu Dhabi hosted the most recent annual conference of the heads of police components of United Nations peace operations last August, which was held for the first time away from United Nations Headquarters. My country will also sponsor the next Chiefs of Police Summit, to be held in New York in 2024.

We all know that peace operations are not created to be permanent; on the contrary, they play a key role in building the capacity of the local police who will be responsible for taking control of and maintaining the achievements made during peace operations, particularly in host countries. In that sense, capacity development must be at the heart of cooperation among peace operations and the relevant authorities in host countries. Before concluding, I would like to thank Ms. Christine Fossen, Police Commissioner, United Nations Mission in South Sudan, for welcoming the recent Special Policing Advisory Group’s visit to South Sudan, in which the United Arab Emirates participated.

  16. That innovation was demonstrated at a side event on the margins of the third United Nations Chiefs of Police Summit, which was held recently in New York. In that context, we look forward to hearing from the briefers about their views on what could perhaps be done differently in the area of technology to make peacekeeping operations more efficient and effective. Following the interventions of Commissioners Christine Fossen and Mody Berethe, I would like to note the positive impacts of the Integrated Peacekeeping Performance and Accountability Framework and the Comprehensive Planning and Performance Assessment System. We are hopeful that such initiatives will contribute to improving the work of the police components of peace operations.

  17. Efforts must continue to ensure the full, equal and meaningful participation of women in all peace operations. The second priority is the importance of increasing the use of technology and innovation in peace operations. New tools can have a positive impact in enhancing the safety and security of uniformed personnel and protecting local communities, through the use of monitoring and surveillance technology to improve field situational awareness. Technology also plays a key role in improving performance, strategic communications and other critical mission elements. As a concrete example, the United Arab Emirates, in cooperation with the International Security Alliance, organized the first virtual reality-based exercise to address a simulated terrorist attack.

In that context, we appreciate the efforts of police-contributing countries and the United Nations Police Division in nominating female officers to serve in the United Nations police force in order to achieve the objectives set by the Uniformed Gender Parity Strategy. Experience has demonstrated the importance of the participation of female police officers in peace operations, particularly for promoting community participation, increasing awareness of local circumstances and developing early- warning systems. However, we believe that increasing the participation of women will also depend on the ability of the United Nations to ensure appropriate living conditions and the necessary infrastructure in all Missions, in addition to adopting the improvements required. We hope that those steps will receive more attention and gain broader scope.

I also take this opportunity to commend Mr. Luis Carillho for his leadership at the helm of the United Nations Police Division. The United Arab Emirates stands ready to cooperate closely with his successor and his team. I would like to highlight two priorities that the United Arab Emirates considers to be fundamental pillars for the implementation of the Action for Peacekeeping Plus (A4P+) agenda. The first priority is the implementation of the women and peace and security agenda.

  20. The extent to which the international community will seriously and effectively respond to those issues depends on the attention that the Security Council devotes to them. The United Arab Emirates has consequently sought to invest in innovative education means, including the Digital School launched this year to train educators and provide distance learning for children, including children in a number of refugee camps in Africa, the Middle East and Latin America. However, we all know that climate change increases the pressures resulting from forced displacement, perhaps to alarming rates. According to a World Bank forecast, there could be up to 216 million people displaced by climate change globally by 2050. That requires effective strategies capable of adapting to changes to lessen the consequences of that phenomenon on forced displacement.

  22. That approach is also more efficient and cost-effective, as it ensures that the most vulnerable are able to remain safe in their homes. At the same time, we believe in the potential of education to address the root causes of forced displacement. As noted by High Commissioner Grandi at the RewirED Summit held in the United Arab Emirates in 2021, it is important to find new solutions in order to ensure education to those forcibly displaced, develop their skills and promote their capabilities to build a better future for them and lessen the risk of leaving them behind.

The United Arab Emirates continues to provide relief assistance to affected people worldwide, including by providing support for Syrian and Rohingya refugees, as well as internally displaced persons (IDPs) in Ethiopia. We note that the Security Council is currently looking into adopting humanitarian exceptions regarding sanction regimes, and we strongly support that as a member of the Council. We will seek to implement that on the ground so that refugees and all those in need of assistance can receive the necessary humanitarian assistance. Addressing the root causes and contributing factors of forced displacement must remain our overarching approach in order to prevent it from occurring in the first place. In order to end conflicts peacefully, political solutions, dialogue and de-escalation must remain the building blocks of our efforts.

  24. It is not just the number of challenges that is cause for our increasing concern but also their intensity and the difficulty of overcoming them. This year, for the first time on record, the world reached a grave milestone, with 100 million people forced to seek security and safety away from their homes and obliged to deal with difficult living conditions. We stress the need for all refugees to have equal access to basic services to meet their needs, such as their needs for food, water and health services, as well as protection from all forms of violence, including sexual and gender-based violence and exploitation. We continue to follow with concern the many complex humanitarian situations, including in Afghanistan, Myanmar and Ukraine.

I also thank Gabon for its successful and productive presidency last month and thank Mr. Grandi for his briefing and the important work that he and his team have carried out globally. Today our world faces a significant number of difficult challenges, including climate change, food insecurity and armed conflicts, which cause forced displacement and directly affect those who are displaced; in addition, those challenges are further compounded by the ongoing challenges of recovery from the coronavirus disease pandemic, economic instability and growing polarization.

We stress that responding to the fragile humanitarian situation in the occupied Palestinian territory requires intensifying cooperation between the Palestinian and Israeli authorities and United Nations agencies, as well as increased international support for the Palestinian people. For its part, the United Arab Emirates signed a cooperation agreement this month with the World Health Organization to provide $25 million in support to Makassed Hospital in East Jerusalem, as well as medicines, medical supplies and equipment. As we highlight the need to support the Palestinian people, we appreciate the efforts of the People’s Democratic Republic of Algeria in facilitating the recent consultations that resulted in the Algiers declaration on Palestinian reconciliation.

We also highlight the important role of the Hashemite Kingdom of Jordan as Custodian of the Holy Sites and religious endowments under international law and the historical status quo, without prejudice to the powers and competencies of the Administration Department of Awqaf and Al-Aqsa Mosque Affairs. We appreciate the efforts of the Al-Quds Committee, under the leadership of His Majesty King Mohammed VI of the Kingdom of Morocco, in protecting the city. The Palestinian people continue to face difficult humanitarian conditions. According to United Nations reports, 36 per cent of the population lives below the poverty line, and the Gaza Strip has one of the world’s highest rates of unemployment.

Considering the recent increase in the number of casualties, we remind all the parties to abide by their responsibilities under international law and international humanitarian law, particularly regarding the protection of civilians, especially children. In that regard, we support Mr. Wennesland’s statement on the need to protect children from harm following the death of a young child, Rayan. In addition, in the light of the recent incursions into the Ibrahimi Mosque in the city of Hebron and holy places in the Holy City of Jerusalem, we affirm that any unilateral or provocative action in holy places must also stop. It is imperative to preserve the status quo in the holy city, in accordance with the relevant Security Council resolutions, including resolution 478 (1980).

  29. It is imperative in the current situation to stop all illegal practices in the occupied Palestinian territory, especially those that increase the likelihood of further confrontations. That includes the repeated incursions into the cities and villages of the West Bank, mainly in Nablus, as well as the restrictions on the movement of residents. The situation is further exacerbated by continued settler violence, which increased recently and must stop. In that context, we reiterate that the construction and expansion of settlements constitutes a violation of international law, undermines the two- State solution and hinders peace efforts.

As for the Security Council, instead of proactively taking measures to prevent the situation from worsening, we have reached a stage at which the conflict seems to control our responses to the ongoing developments. What we need today is an urgent diplomatic action that restores confidence between the parties and encourages them to return to genuine and serious negotiations. We would like to recall that escalation would not be in the interest of any party. A political solution is the only way to end this conflict and establish an independent and sovereign Palestinian State, based on the 1967 borders, with East Jerusalem as its capital, living side by side with Israel in peace, security and mutual recognition.

Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): At the outset, I thank Mr. Tor Wennesland for his detailed briefing and for his efforts and attempts to calm the escalating situation in the occupied Palestinian territory. Despite the repeated appeals by the members of the Security Council over the past months to defuse tensions, we regret the continued trend towards a dangerous escalation. The recent period has witnessed a worrisome upsurge in confrontations on the ground between Palestinians and Israelis. Undoubtedly, the lack of negotiations between the two parties is one of the causes of that escalation. The absence of prospects for a political solution has also led recently to a state of frustration, fear and feelings of anger over the situation on the ground.

  32. Finally, we once again call for de-escalation, a cessation of hostilities throughout Ukraine, and finding a diplomatic solution to this conflict. We stress again that dialogue is the only sustainable way to avoid the dangerous path that we now find ourselves on. We urge the parties to identify and commit to working on specific areas where positive steps forward may be feasible. We also believe that by building confidence in an incremental way, we may work towards achieving a sustainable peace.

  33. According to the Convention, biological weapons must never be developed, produced, stockpiled, acquired, retained or transferred. Their use in conflict or in any other setting is unacceptable. We also recall the importance of supporting and facilitating the research of biological agents for peaceful purposes, including notably for the prevention of disease, in line with the Convention. We encourage all States parties to the Convention to resolve their disagreements through constructive dialogue. In practical terms, this means that when issues arise under the Convention, parties consult one another and cooperate to resolve differences. The formal consultative meetings held in August and September represented an example of that commitment by the States parties.

  34. Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): I thank Mr. Ebo for his briefing. The United Nations was established following the Second World War with the objective of saving humankind from the scourge of war. Ensuring that weapons of mass destruction of any kind are never used is at the very heart of that commitment. The Council must be unified in sending a clear message that any use of biological, chemical or other weapons of mass destruction under any circumstances is unacceptable and would constitute an attack against our shared humanity. The international consensus around the prohibition of the use of weapons of mass destruction is built on well- established international legal frameworks, including the Biological Weapons Convention (BWC), to which the United Arab Emirates is committed.

We also reiterate our support for the Autonomy Initiative presented by Morocco in 2007, which the Security Council has considered in its resolutions to be both serious and credible, and which also constitutes an important solution that is in line with the Charter of the United Nations and the Organization’s resolutions and preserves Morocco’s territorial integrity.

We commend his tireless efforts, especially his facilitation of the political process to reach a political, realistic, just, lasting, and acceptable solution based on the criteria set by the Security Council since 2007. Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): At the outset, I welcome the adoption today of resolution 2654 (2022), which renews the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO) for another year and reflects the Mission’s critical and effective role in supporting stability in the region. We also extend our sincere thanks to the United States, in its capacity as penholder, for its tireless efforts in submitting the draft resolution contained in document S/2022/801 and facilitating the consultations that led to its adoption. My country values the Council’s constructive approach through the use of balanced language that stresses its members’ support for the work of the Secretary-General’s Personal Envoy, Mr. Staffan de Mistura.

  39. We note also that the humanitarian situation is becoming more dangerous owing to the cholera outbreak in all Syrian governorates. In addition, there are growing concerns regarding the crowded conditions in camps for displaced people, which suffer in particular from a lack of clean drinking water. In that regard, we commend the United Nations for setting a plan to respond to that epidemic. We also stress the need to providing the appropriate security conditions to allow the passage of humanitarian convoys to their intended destinations in order to ensure the unhindered and impartial delivery of humanitarian aid to all those in need throughout Syria, including women and girls. In that regard, we welcome the recent entry of the seventh and eighth convoys into north- western Syria and the distribution of foodstuff by the World Food Programme.

  40. We demand the withdrawal of those groups and a halt to all hostilities in northern Syria to ensure the protection of civilian lives. The developments I have just mentioned illustrate the continuing threats and long-term repercussions posed by those groups to the security and stability of both Syria and the region as a whole. Those situations must be addressed and not ignored. We reiterate here that the safety and stability of Syria is an integral part of the safety and stability of the region. The worsening humanitarian conditions and the economic regression in Syria will not improve unless sustainable solutions are reached that go beyond temporary and limited measures. That requires international efforts to focus on early recovery and reconstruction.

The United Arab Emirates will continue to reiterate its rejection of foreign intervention in Syria’s affairs, as well as our calls to end such intervention in order to maintain Syria’s sovereignty, unity and territorial integrity. The security situation will not improve without efforts to address the chaos in security, of which the terrorist Da’esh organization and other groups are taking advantage to launch attacks against Syrian territories. What Mr. Pedersen has mentioned about Da’esh weapons caches is a source of concern, as is the fact that Da’esh has extorted and looted local communities in the eastern Deir ez-Zor governorate to fund its terrorist activities. We have also heard concerning reports about other groups that have been gaining control over a number of Syrian areas in northern Aleppo during the past few weeks.

  42. We will not be able to break the current deadlock in the political process if international efforts are not focused on achieving that goal. We appreciate in that regard the continuous attempts of the Special Envoy, in his engagement with the Syrian parties, to find a solution to the crisis, and we stress the need to include women in those efforts. The deadlock that has paralysed the work of the Constitutional Committee over the past months must be overcome, as the Committee is the only platform through which to carry out a constructive and national Syrian-led and -owned dialogue in order to move the political process forward without foreign interference or dictates. That does not only apply to logistical matters, but must also include a clear timeline and an agreed plan for the next steps on the constitutional track.

  43. Mrs. Alhefeiti (United Arab Emirates) (spoke in Arabic): I thank Mr. Geir Pedersen and Ms. Reena Ghelani for their thorough briefings today. We highly appreciate their efforts on that dossier. Despite the ongoing developments in the security and humanitarian situations in Syria, it is unfortunate that the Syrian dossier does not garner enough attention in the international arena. The diplomatic efforts to reach a solution to end the crisis have also waned. Therefore, we would like to remind everyone that the Syrian dossier is no less important than the other dossiers on our agenda. The living conditions of the Syrian people are among the worst in the world. They deserve our attention and interest, just as other conflict-affected peoples.

We commend the efforts of the United Nations to advance the role of women, in coordination with all Libyan actors and institutions, in addition to the ongoing cooperation between the United Nations and social media aimed at countering misleading information and hate speech that target women. We are also concerned about the reports of acts of intimidation, violence and aggression against women who participate in public life. In conclusion, we hope that the Libyan people will succeed in finding the necessary solutions to build a unified and prosperous Libyan State and to realize their legitimate aspirations.

We urge the Special Representative to work alongside all stakeholders in Libya in order to address the root causes of the country’s insecurity, which affects the ordinary people of Libya worst of all. Thirdly, particular attention should be paid to the economic and humanitarian fronts. That requires the decision-makers in Libya to prioritize responding to the Libyan people’s basic needs and providing them with basic services. Libya’s natural resources must be properly utilized and the proceeds spent fairly and transparently while respecting Libya’s independent economic and financial institutions. Fourthly, we stress that Libyan women must be able to participate effectively in the decision-making process and in the Libyan dialogue and negotiations.

  46. We call on the Special Representative of the Secretary-General to do his utmost to achieve convergence among Libyan stakeholders and reach the required understandings and consensus. Secondly, we stress the importance of achieving the desired results on the political front and the need to adopt meaningful measures to unify the country’s security and military institutions, as well as to ensure the concurrent, phased, gradual and balanced withdrawal of all foreign forces, foreign fighters and mercenaries from Libyan territories. We also emphasize the importance of maintaining the comprehensive ceasefire agreement, which marked its second anniversary yesterday. We look forward to the next meeting of the 5+5 Joint Military Commission under the auspices of UNSMIL.

  47. First, the holding of parliamentary and presidential elections is a legitimate demand of the Libyan people. However, dialogue and consultations are essential if that demand is to be met. We therefore welcomed the recent meeting of various actors in Morocco and commend the efforts of the Kingdom of Morocco to that end. Paving the way for elections requires serious measures aimed at achieving inclusive and large-scale national reconciliation. In that regard, we welcome the progress made by the Libyan Presidential Council on national reconciliation with a view to providing common ground for a lasting solution to the Libyan crisis. We also await the convening of an inclusive conference with all components of Libyan society, supported by the African Union (AU).

We assure him of the United Arab Emirates’ full support for his efforts and those of the United Nations Support Mission in Libya (UNSMIL). We look forward to the renewal of UNSMIL’s mandate for one year at the end of this month. We also welcome the Permanent Representative of Libya to today’s meeting. In the light of the brutal attacks in Sabratha, where at least 15 migrants and asylum seekers were killed, we underscore the urgent need to dismantle cross-border organized crime networks in all countries of origin, transit and destination. We would like to focus on four important points in our statement today.

  49. The United Arab Emirates regrets the continued targeting of peacekeepers and humanitarian actors, which we continue to condemn in Council meetings. Addressing those attacks requires taking measures to protect them so that they can carry out their vital role, especially in terms of the delivery of humanitarian assistance to those in need. We reaffirm our support for the tireless efforts of the Special Representative and the work she is doing with her team in support of the Central African Republic.

We reaffirm that the commitment to revitalizing the Political Agreement for Peace and Reconciliation in the Central African Republic through the Luanda road map remains essential for the advancement of the political process. That also requires continued regional and international support to the country in its quest to ensure security and stability for its people. We must also emphasize here the need to ensure the full, equal and meaningful participation of women in the relevant discussions. That also requires providing protection for women in order to enable them to play their role in various areas. In conclusion, we appreciate the efforts of the peacekeeping forces and their courage in the face of the risks to which they are subjected.
