8. “In accordance with the provisions of resolution 2231 (2015), the report of the Secretary-General is not restricted to aspects pertaining to nuclear matters but follows up on the implementation of controls on ballistic missile technology activities and the transfer of conventional weapons. We are concerned about information contained in the report on the specifications and origin of the ballistic missiles that targeted the Kingdom of Saudi Arabia, as well as the weapons seized in international waters. Despite the fact that the Secretariat has not been able to pinpoint the date of the transfer of the missiles and weapons mentioned in the report, this is an extremely serious issue that threatens international and regional peace and security.”

9. “We have read the current report of the Secretary- General and welcome its content on the continued implementation by Iran of its commitments with regards to its nuclear programme, as certified by the International Atomic Energy Agency (IAEA) in its fifteenth report. It is important that Iran continue to implement all of its commitments under the JCPOA, including by adhering to the limits on enriched uranium; to comply with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and its comprehensive safeguards agreements with the IAEA; and to ratify the additional protocol, which would guarantee its continued status as a non-nuclear-weapon State.”

11. “As we hold this meeting under the item "Non-proliferation", the State of Kuwait stresses once again our steadfast and principled position vis-a-vis all issues pertaining to nuclear non-proliferation and disarmament, namely, we condemn the use of nuclear weapons and all weapons of mass destruction, which is a grave violation of international law. The establishment of world peace, security and stability will not be possible as long as such weapons exist. 38. “Before concluding, I would like to affirm that the only path to a resolution of the crisis in the Central African Republic is a political dialogue among all the stakeholders. It was dialogue that produced the political progress that culminated on 6 February with the signing of the political agreement. If the dialogue can succeed in leading to a sustained consensus among all the country's political stakeholders, it will have a positive impact on the humanitarian, economic and development situations, as well as ensuring the return of internally displaced persons to their regions and of refugees from neighbouring countries. 39. “If such attacks continue they will undermine all the efforts put into reaching the political agreement and hinder the implementation of its main provisions. We urge the Government to take immediate steps to ensure that the perpetrators of acts of violence and crimes against civilians are held accountable and brought to justice with a view to maintaining security, establishing peace and ending impunity. Thirdly, we deplore the very critical humanitarian situation in the Central African Republic. Millions of people, by some estimates half of the country's population, are still in dire need of urgent humanitarian assistance. The number of people who need assistance and protection and suffer from food insecurity continues to rise, and it is very worrying that many of those who need assistance are children.”

40. “Despite the signing of the agreement and the political progress that has been achieved, as well as the decline in violence in some areas, the security situation remains fragile in others. Looting and the illegal taxation of civilians persist. In that regard, we are very concerned about the repeated violations and aggressions by armed groups against United Nations staff, members of MINUSCA and humanitarian workers. We strongly condemn the attacks by the anti-balaka and Retour, reclamation et rehabilitation groups on civilians, as well as other military groups, the latest of which was an attack by Retour, reclamation et rehabilitation in May near the city of Paoua that killed 39 civilians, including one child.”

42. “We welcome the steps taken by the Government to implement the main provisions of the political agreement, such as establishing technical committees in various regions and governorates, with the support of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), in order to bring together local authorities, civil society and representatives of armed groups in the quest to settle differences and prevent the outbreak of conflict. The National Assembly enacted the electoral law for 2020 and 2021 and a draft budget and timeline for the elections unanimously. We hope the elections will be held as scheduled without any delays.”

49. “Israel must recognize the State of Palestine and the inalienable rights of the Palestinian people, including their rights to self-determination; to establish their independent State on their territories, with Jerusalem as its capital; to return; to compensation for Palestinian refugees; and a fair solution to their issue, based on General Assembly resolution 194 (III) of 1948. I now resume my functions as President of the Council. There are no more names inscribed on the list of speakers. The meeting rose at 12.05 pm.”

50. “In conclusion, we renew our commitment to peace as a strategic choice and to resolving the Arab-Israeli conflict in accordance with the relevant resolutions of international legitimacy, international law and all provisions of the 2002 Arab Peace Initiative. The Initiative stipulates that comprehensive peace and normalized relations with Israel must be preceded by an end to the occupation ofPalestinian and Arab territories it has occupied since 1967, including East Jerusalem.”
