“Among the most salient provocations are Israel's current policies against the Al-Aqsa Mosque, in violation of its commitments under the relevant United Nations resolutions and international law. The international community should pressure the occupying Power, Israel, to abandon its systematic extremist policies for the Judaization of Jerusalem because they are dangerous, threaten the stability of the region and intensify hatred, racism and extremism in the region. Such actions, which seek to change the demographic and legal character of Jerusalem, are illegal. We call upon the Council to take immediate action to protect Jerusalem and to hold Israel to its commitments as per the resolutions of international legitimacy and the Fourth Geneva Convention of 1949.”

“The Middle East peace process is at a delicate, unpredictable stage. Israel is fully responsible for the grave deadlock in the Palestinian-Israeli negotiations because it refuses to commit to the terms of reference for the peace process, the two-State solution and the establishment of a Palestinian State within the 4 June 1967 borders, with East Jerusalem as its capital. It also refuses to release the fourth tranche of Palestinian prisoners. It pursues its policies of provocation and aggression, which weaken the peace process and set the stage for serious turmoil in the Middle East in which peace and security cannot prevail. The Arab and Palestinian peoples are fed up with Israel's defiance towards any real initiative to establish a just and lasting peace.”

“Mr. Alotaibi (Kuwait) (spoke in Arabic): I thank the delegation of Nigeria for convening this important debate to discuss the situation in the Middle East, including the question of Palestine. The Kuwait delegation aligns itself with the statements made on behalf ofthe Non-Aligned Movement, the Organization of Islamic Cooperation and the Group of Arab States. The holding of periodic debates on this agenda item promotes international interests in the stability of the region and the Palestinian question, which is at the core of the Arab-Israeli conflict. Israel, the occupying Power, continues to defy the resolutions of international legitimacy. The peoples and States of the region are therefore hopeful that the Security Council will shoulder its responsibilities and implement its own resolutions in that regard.”

“All signs indicate the lack of any genuine progress since the adoption by the Council of presidential statement S/PRST/2013/15, on 2 October 2013, or even since the two rounds of negotiations at the "Geneva II" Conference. In reality, the data indicate that the number of victims has increased from 100,000 to over 130,000. The number of refugees has increased from 2.2 million to 2.5 million, while the number of internally displaced persons has risen from 4 million to 6.5 million and to close to 250,000 persons find themselves under siege. Aware ofthe scale ofthe Syrian crisis and its impact on international peace and security, Kuwait hosted the second donor conference for Syria, in January, with the participation of 69 States that pledged $2.4 billion. Kuwait also pledged $500 million to mitigate the suffering of the Syrian people.”

“It allows unimpeded access to United Nations humanitarian assistance to a greater number of besieged citizens, in line with international humanitarian law. In that context, Kuwait stresses the need to bolster efforts to put an end to the violence and work towards a political solution to the crisis, in step with the aspirations of the Syrian people. “We are also witnessing humanitarian disasters in South Sudan and the Central African Republic. Yet the worst crisis is that of the Syrian people, who have suffered since the start of that conflict from the indiscriminate use of all types of weapons, particularly those that the use of against civilians is prohibited. At a time when the international community has managed to neutralize the use of chemical weapons, which left thousands of victims, the fact remains that the Syrian Government continues to use barrel bombs, dozens of which have fallen on urban centres. The agreement between the parties to the conflict in Syria to extend the ceasefire for three additional days in the City of Homs augers well.”

“Moreover, the parties in conflict hinder relief operations. Therefore, we need to reach out to parties in conflict in order to prevent human rights violations, to strengthen international mechanisms of accountability, and to bring to perpetrators to justice. We must criminalize those violations. We should add that strengthening the protection-of-civilians aspect is part of mandates assigned to certain peacekeeping operations. Every meeting in which we discuss the protection of civilians in armed conflict - every time - we think about the situation of the Palestinian people, who have suffered from violence and from the perpetual Israeli occupation, the siege of Gaza and the imprisonment of thousands of Palestinians in prisons in flagrant contradiction to international humanitarian law.”

“Ifit is powerless or does not wish to do so, the international community must play a role in putting an end to such violations. The protection of civilians in armed conflicts is closely linked to the question of supplying humanitarian aid. At a time when we are witnessing a resurgence of activity by the United Nations and its specialized agencies in response to many humanitarian crises around the world, we must note that the international community has been unable to ensure the effective protection of civilians where those conflicts have emerged. As a result, civilians bear the brunt of any armed conflict, since the parties to conflict take no account of their needs and prevent the provision of humanitarian assistance in accordance with international humanitarian law and international human rights law.”

“We have an important opportunity to assess challenges facing civilians in conflict situations. The majority of statements made today have stressed the sensitive concerns regarding the issue. Many tragic examples have been referred to - examples from a large number of countries that have suffered from civil wars, conflicts that have left many civilian victims. Various United Nations reports reiterate the importance and scope of this issue. There is no doubt that responsibility for the protection of civilians rests above all with the States concerned. When there are mass violations of international humanitarian law, which we have been noting in many regions, the State should be responsible for ending those violations.”

“While we welcome the recent release of a number of Palestinian prisoners and detainees, we also demand the release of the remaining prisoners and detainees and call for the deployment of an international fact- finding mission to examine the conditions in Israeli jails and the extent to which Israel adheres to the rules of international law. The blockade imposed on Gaza continues. There is no doubt that this represents another violation by Israel of Security Council resolution 1860 (2009) and the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War of 1949. Instead of protecting Palestinian civilians, the occupation authorities subject them to collective punishment, which has exacerbated and led to the deterioration of the economic, social and humanitarian situations in the Gaza Strip.”

“It is not strange, therefore, that the blockade has resulted in terrifying statistics - for example, a rise in the unemployment rate to 65 per cent. Also, the air raids that the Israeli air force conducts from time to time - despite the fact that such raids contravene the most basic rules of international law, which prohibit such attacks on areas populated by civilians - are tantamount to terrorist actions against unarmed Palestinian people. “Furthermore, all practices such as Israel's continued and intensified campaigns to rapidly construct thousands of settlement units and its persistent demolition of Palestinian properties and buildings affirm its expansionist intentions and contradict the claims of the Israeli Government that it wishes to resume the peace process and move towards a two-State solution. “These commitments were made at Rio, Johannesburg and other major United Nations conferences on economic and social issues. The Arab Group firmly believes that the United Nations Framework Convention on Climate Change is the best forum in which to deal with the dangers of climate change and to consider measures to be taken on the basis of the principles therein. Measures must be taken in accordance with the Convention, particularly the need for developed countries to take urgent measures to fulfil their commitments to reducing emissions in accordance with the Kyoto Protocol. Developed countries that have yet to adhere to the Protocol should do so. The Arab Group stresses the need to agree on a second commitment period for the Kyoto Protocol and to ensure that there is no gap between the first and second periods.”

“Responsibilities for sustainable development are borne by the General Assembly, the Economic and Social Council and their relevant subsidiary bodies, including the Commission on Sustainable Development and the United Nations Environment Programme. The United Nations Framework Convention on Climate Change is a binding agreement on climate change, and there is the Kyoto Protocol. There is no role provided for the Security Council in any of that. We believe it necessary for all Member States to support sustainable development by adhering to the Rio principles, particularly the principle of common but differentiated responsibilities, and by fully implementing Agenda 21 and other commitments related to the provision of financial resources, technology transfer and building the capacities of developing countries.”

“The international community today must reject Israel's arguments as it seeks to justify its settlement activities and must pressure it to respect Security Council resolutions 465 (1980) and 497 (1981), on this issue. The Quartet met in Moscow last month and condemned Israel's settlement activities. We call upon the Quartet to remain faithful to its basic position of principle that calls for an end to Israel's settlement policies in Palestinian territories, including East Jerusalem, and to so-called natural growth, which are serious obstacles to a just and comprehensive peace.”

“Prime Minister Netanyahu gave a speech last month in which he said that Jerusalem is Israel's eternal capital and that settlements will continue. That is proof of Israel's intransigence and contempt for Security Council resolutions and the Fourth Geneva Convention relative to the Protection of Civilian Persons in Times of War. The international community condemns such provocations and escalation. It is clear that the persistence ofthe occupation is not only due to Israel's refusal to accept the will of the international community and its international obligations vis-a-vis the Security Council and the United Nations Charter, but also because the Security Council allows it to behave in all impunity, as if it were above the law.”

“Israel's practices in the occupied Palestinian territories, including the Gaza Strip; its inhuman siege of Gaza, its construction of the separation wall; restrictions on the free movement of people; the Judaization of Jerusalem; and the recent decision by the occupation forces to deport tens of thousands of Palestinians from their homes in the West Bank and in Jerusalem while enabling Jews from all over the world to settle in Palestine, including Jerusalem East, are all proof that Israel, the occupying Power, is simply the defying international community, international law and United Nations resolutions. That contradicts the claims of the Israeli authorities that Israel is a partner in the peace process and that it respects its commitment to a two-State solution.”

“It is unfortunate that after more than 60 years of considering the Palestinian question, which is at the core of the Arab-Israeli conflict, the international community remains preoccupied with the issue as a result of its inability to achieve a peaceful solution for the Palestinian people and to restore their land to them. Israel, the occupying Power, ignores the will, resolutions and repeated appeals of the international community. It continues to occupy Arab and Palestinian territories and to stifle peaceful efforts to relieve its illegal occupation, which has gone on since 1967, in defiance of the international community.”
