Kuwait supports the code of conduct proposed by the Accountability, Coherence and Transparency group, whereby Council members would pledge not to obstruct draft resolutions that address crimes against humanity, genocide and war crimes. We also support the Mexican-French initiative calling on restraint in the use of the veto in the event of serious violations of human rights, based on our commitments to abide by the four Geneva Conventions and their Protocols, international humanitarian law and the outcomes of the 2016 World Humanitarian Summit. We call for engagement on general humanitarian issues, such as the delivery of humanitarian aid, the evacuation of the sick and injured, and humanitarian truce, as procedural issues.

  6. The Security Council still has a great deal to do so as to end this tragic crisis in Syria, which is about to complete its seventh year. The resolution that we have adopted today is only an interim solution, as a political solution in Syria is the only way to achieve a comprehensive settlement of the crisis and meet the aspirations of the brotherly Syrian people, in accordance with relevant Security Council resolutions, especially resolution 2254 (2015) and the 2012 Geneva communique' (S/2012/522, annex). The State of Kuwait stresses the importance of reaching an agreement among Council members to prevent any attempt to obstruct a draft resolution aimed at stopping flagrant violations of human rights.

  7. Secondly, it allows the United Nations and its partners to immediately undertake medical evacuations safely and unconditionally. Thirdly, it requires all parties to ensure the unimpeded and safe access of all humanitarian and medical workers. Fourthly, it calls on all parties to lift the siege of populated areas, including eastern Ghouta. We are totally convinced that, while the resolution may not end the humanitarian suffering in Syria at once, it is a positive message that the Council today is solidary and united to end this humanitarian suffering and hostilities right away. The biggest task now is to ensure the implementation of the provisions of the resolution in order to save civilian lives in Syria and deliver their humanitarian needs immediately.

The unanimous adoption today of resolution 2401 (2018), following lengthy and intensive negotiations, demonstrates that the penholders, Kuwait and Sweden, are keen to ensure unanimity on this important humanitarian resolution. The resolution renews hope in the Security Council's ability to be unified and speak in one voice, sending a clear and explicit message that it rejects any violations of the Charter of the United Nations. I wish to thank all Member States that voted in favour of the resolution, which includes key and specific demands in response to the appeals of the international community, the most important of which are as follows. First, it demands that all parties cease fire without delay throughout Syria for a minimum of 30 days.

We reiterate our solidarity with and stand by the Palestinian people in defending their just cause and legitimate rights, including their historic and unshakable right to Jerusalem, as guaranteed by the relevant resolutions of international legitimacy. We reaffirm that East Jerusalem is the capital of the State of Palestine. We call on all countries to recognize the State of Palestine, with East Jerusalem as its capital. In conclusion, we renew our call on all present to participate in the Arria Formula meeting, to be held in cooperation with a group of Security Council members, to discuss the implementation of resolution 2334 (2016) following more than one year of its adoption and 50 years of the Israeli occupation of the occupied Palestinian territory.   17. I reaffirm that the State of Kuwait will spare no effort to stand by our Palestinian brethren people in all the occupied territories. The State of Kuwait supports the request of Palestine to operationalize some international mechanisms, such as the Quartet, by expanding its membership to include Arab countries, adding more vitality to its work. We also support all legal and peaceful steps taken by the State of Palestine at the national and international levels to strengthen its sovereignty over Al-Quds Al-Sharif and the occupied Palestinian territory. The Palestinian people expect the United Nations, and the Security Council in particular, to honour their commitment to maintaining international peace and security.

The State of Kuwait strongly condemns Israel's illegal and illegitimate policies in the occupied Palestinian territory, including East Jerusalem, and its ongoing violations of the inalienable rights of the our Palestinian brethren people, I cannot fail to address the humanitarian situation in the Gaza Strip, which we are following with great concern, given its dangerous consequences for the lives of 2 million Palestinians there, restricting the delivery of basic services, including health services. The blockade is unjust and we condemn yet again Israel's inhumane practices, which represent a grave violation of human rights and international humanitarian law. The blockade imposed on Gaza is an example of such a violation.

Worse yet, when the provisions of the resolution were violated, we witnessed unusual record levels of Israeli settlement activity in occupied Palestinian territory - be it the construction of new settlements or the expansion of existing ones - and a blatant violation of resolution 2334 (2016), which led to the forced displacement of the land-owning Palestinian families.

In resolution 2334 (2016), the Council also condemns Israeli settlement activity as an illegal, illegitimate and a blatant violation of international law, recognizing that it is a major obstacle to achieving the two-State solution and a comprehensive and lasting peace. Moreover, resolution 2334 (2016) also states that any changes in the border lines of 4 June 1967 will not be recognized by the Security Council, including changes to the legal and historic status of Jerusalem as one of the final-status issues. Regrettably, more than a year has passed since that historic resolution was adopted, and it still has not been implemented.

I do not exaggerate when I say that the political will to ensure the full implementation of resolution 2334 (2016) will help achieve that goal, because that historic resolution reaffirmed the most important legal principles linked to the Palestinian question, that is, the inadmissibility of the acquisition of territory by force. Israel, the occupying Power, should strictly honour its commitments and legal responsibilities under the Fourth Geneva Convention of 1949 relative to the Protection of Civilian Persons in Times of War. In addition to that, the resolution condemns measures to change the demographic composition, character and status of the Palestinian territories occupied since 1967, including East Jerusalem.

  22. We have all witnessed the repercussions of the recent decision on Jerusalem, which is hindering our efforts, jeopardizing the peace process and affecting the balance of the negotiating process. Because we are confident that the United States plays an important role in the peace process, we therefore call on it to work with the international community to compel Israel to implement the resolutions of international legitimacy and end its occupation of all Arab and Palestinian territories, occupied since 4 June 1967, in accordance with the resolutions of international legitimacy, the principle of land for peace, the road map, the Arab Peace Initiative adopted by all Arab countries in Beirut summit of 2002, through a peaceful resolution that establishes the State of Palestine, with East Jerusalem as its capital.

  23. The occupation perpetrates physical violation of the provisions of international law that mediate international relations today. The peace process in the Middle East has witnessed many milestones and international initiatives that have resulted in the adoption of many United Nations resolutions. However, failure to commit to these resolutions has exacerbated the humanitarian crisis confronting the defenceless Palestinian people and increased tensions in the region. That has had an impact on international security and stability, and we have witnessed the emergence of other crises in the region that affectus all, such as extremism and terrorism. These cannot be tackled without addressing the root cause and essence of the conflict - the Palestinian question.

We remain firm in our principled commitment to shouldering the concerns and meeting the aspirations of the brotherly Palestinian people to establish an independent State, with East Jerusalem as its capital, by implementing the relevant Security Council resolutions. Israel, as the occupying Power, continues to place obstacles in the way of a process towards a lasting and comprehensive peace in the Middle East. On the basis of our duty and the common responsibility of Council members to maintain international peace and security, we must stress the implementation of the Council's resolutions, which are binding on all Member States, in accordance with Article 25 of the Charter of the United Nations. How can we ignore the fact that the occupation continues to flout the United Nations and the relevant resolutions of international legitimacy?

We are honoured by the participation of His Excellency President Mahmoud Abbas of the sisterly State ofPalestine in today's meeting, under my country's presidency of the Security Council for this month. His participation was a valuable opportunity to listen directly to the protagonist of this just cause and to hear what the international community must do to honour its commitment to the purposes and principles of the Charter of the United Nations in order to guarantee the right of peoples to self-determination. Prior to assuming its non-permanent membership of the Security Council early this year, the State of Kuwait pledged to make every possible effort to support the Palestinian cause as the most important cause for Arabs and Muslims everywhere and one of the pillars of Kuwait's foreign policy.

We hope that UNIOGBIS will make a greater effort to guarantee the full participation of all components of the society, especially women and young people, in the next political process and will continue to promote other aspects of its mandate until the current impasse is resolved. In conclusion, we reiterate the importance of the Conakry Agreement as the basic reference for resolving this political crisis in Guinea-Bissau, and the efforts of ECOWAS and President Alpha Conde' of Guinea to advance the political process in order to maintain the security and stability of Guinea-Bissau and the region. We stand ready to cooperate with Cote d'Ivoire in preparing a draft resolution for the extension of the UNIOGBIS mandate, in response to a request by the Secretary-General.

We therefore call on the United Nations Integrated Peacebuilding Office in Guinea-Bissau, along with all stakeholders in Guinea- Bissau, such as the European Union, the African Union, ECOWAS and the Community of Portuguese-speaking Countries, to spare no efforts towards that end. We also call on the Government of Guinea-Bissau to ensure its citizens' full participation in the elections, as well as security and freedom of expression and assembly for all.   33. We want to emphasize the relevance of the role of such regional organizations in resolving regional issues. The efforts of the United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) deserve support, since it is dealing with a difficult and complicated political situation. However, we hope that it will be able to make progress during the coming period with respect to conducting legislative elections this year and presidential elections next. The legislative and presidential elections, to be held in 2018 and 2019 respectively, must take place within the specific time frame.

  34. It is unacceptable that there has so far been no appointment of Prime Minister who enjoys consensus by the relevant two parties, which is critical to implementing other items of the Agreement. The situation in Guinea-Bissau differs from other cases before the Security Council in having no security aspects. Unfortunately, however, the impasse has lasted more than a year, and it is the people of Guinea-Bissau who are suffering the consequences. In that regard, we commend the steps that the Economic Community of West African States (ECOWAS) has taken to advance the political process, including measures for the imposition of sanctions on those obstructing the implementation of the Conakry Agreement, as well as the decision to extend the mandate of its Mission in Guinea-Bissau until the end of March.

  42. At this first conference of its kind since the defeat of Da'esh in Iraq, participants adopted the Kuwait declaration, which includes a number of the Global Coalition's guiding principles. The interdependence of critical infrastructure makes it more vulnerable to terrorist attacks. Such attacks using information and communication technology might also undermine the stability notjust of the country concerned, but also neighbouring countries. It is therefore important to step up cooperation among Governments and between the private and public sectors. Governments must also adopt emergency preparedness plans.

  43. We encourage Member States to make use ofthe programmes provided by the United Nations and its specialized agencies, as well as those of all other international organizations. We also stress the need for the implementation of resolution 2286 (2016), which calls for the protection of medical infrastructure, facilities and humanitarian personnel and their means of transportation during times of war. We also call for implementing resolution 2309 (2016), on the protection of civil aviation, and resolution 2322 (2016), on international cooperation in counter-terrorism, and any other relevant Security Council resolution. The State of Kuwait today hosted a ministerial conference of the Global Coalition against Da'esh, during which more than 70 States and four organizations took part in establishing counter-terrorism strategies and plans.

  44. We also support the actions and efforts of the CTC, the Counter-Terrorism Committee Executive Directorate and the Counter-Terrorism Implementation Task Force. We urge Member States to continue working together to facilitate technical assistance, capacity-building and awareness-raising on the protection of critical infrastructure, including by engaging with other regional and international organizations to exchange best practices. Thirdly, we stress the need to encourage international cooperation among States and international organizations, including INTERPOL and the United Nations Office on Drugs and Crime, in order to exchange information and expertise and implement joint programmes to combat terrorism and to improve protection for critical infrastructure.

That includes legislation on combating cybercrimes that penalizes anyone who sets up a website on behalf of a terrorist organization or individual, posts information about them online or through other information technology means, whether under areal or fictitious name, facilitates communication with a terrorist organization or its members, promotes their ideology or facilitates their funding, or transmits information on the making of explosives or any device used in a terrorist act. Secondly, it is imperative to adopt common measures to prevent and address terrorism, including denying terrorists' access to any means of carrying out their attacks, in line with the second pillar of the United Nations Global Counter-Terrorism Strategy.

Kuwait is among the States whose infrastructure has been targeted by terrorists, including an attack on a religious site in 2015 that resulted in a number of deaths and injuries and was intended to sow strife within Kuwaiti society. Consequently, we have sought to heighten our prevention efforts by enacting a number of laws pertaining to preventing terrorist attacks on critical infrastructure, in line with the relevant Security Council resolutions.

First, it is imperative to protect critical infrastructure from terrorist attacks, as it constitutes an easy and attractive target for terrorist groups, which are increasingly developing their capacity and modus operandi. Critical infrastructure is important because it is part ofour daily lives. Among other things, it includes public facilities such as energy and water supply networks; schools and hospitals; air, maritime and rail transportation systems; and telecommunications networks. The targeting of infrastructure could result in heavy losses and lead to consequences with a direct impact on us as users. It is also important to note that it is the responsibility of every State to define the concept of critical infrastructure and determine the best ways to protect it.

  48. I shall now make a statement in my capacity as the representative of Kuwait. Atthe outset,Iwouldlike to joinotherrepresentatives in thanking Ambassador Gustavo Meza-Cuadra, Chair of the Counter-Terrorism Committee (CTC), for his valuable briefing on the most recent updates regarding the implementation of resolution 2341 (2017), on protecting critical infrastructure from terrorist attacks. I wish him every success as Chair of the CTC. I would like to focus in my statement on three main issues: first, the need to protect critical infrastructure; secondly, relevant United Nations efforts; and, thirdly, international cooperation in the protection of critical infrastructure.
