  1. We can point to the Council's recent record in addressing the many issues facing us, such as the question of Palestine, as evidence of the paralysis in the Council. I cannot but mention the continuing plight of the Palestinian people and condemn the illegal policies and practices of Israel, the occupying Power, in the occupied Palestinian territory, including East Jerusalem. The member States of the OIC call for urgent measures, particularly by the Security Council, aimed at bringing an end, without delay, to the Israeli occupation, and at achieving a peaceful settlement that will guarantee the enjoyment by the Palestinian people of their inalienable rights. The most notable evidence of the Council's paralysis is the continuing crisis in Syrian.

The Charter of the United Nations lays a framework for modern international relations that, if applied and adhered to, will no doubt lead to the ultimate goal ofthe United Nations and of the Security Council, namely, the maintenance of international peace and security. Sovereignty, the settlement of disputes by peaceful means, refraining from the threat or use of force against the territorial integrity or political independence of any State and non-interference in the domestic affairs of other States are all lofty principles enshrined in the Charters of both the United Nations and the OIC. However, we have witnessed over the years - and even now as we speak - failures to respect and adhere to those purposes and principles, which have led to the conflicts and human suffering that the world is witnessing today.

The member States of the OIC are bound by its Charter, the Preamble of which reaffirms the commitment of its member States to the Charter of the United Nations and stresses their determination to contribute to international peace and security, understanding and dialogue among civilizations, cultures and religions and to promote and encourage friendly relations and good neighbourliness, mutual respect and cooperation. All of those principles are in harmony with those enshrined in the Charter of the United Nations. Today's topic of discussion is therefore of significance to the member States of the OIC, as it forms a core pillar of the obligations of their membership and work within our organization.

  6. International diplomacy and mediation and an early- warning system are the main elements that we should focus on to prevent conflicts. It is also important to consult the country offices of the United Nations. There is no straight path to peace, only a tortuous one. The post-2015 development agenda has opened up new horizons for achieving peace. In the 2030 Agenda for Sustainable Development (General Assembly resolution 70/1, annex), Goal 16, on the establishment of peaceful societies and making justice available for all, confirms the strong link between peace and development. There can be no peace without development and no development without peace. That is why we must deal with any conflict before it gets out of hand.

That tragic situation, the like of which has not been witnessed since the Second World War, pushes us to work together to benefit from the experiences of the past and to find new ways of preventing conflicts and of resolving them peacefully. Article 99 of the Charter of the United Nations gives the Secretary-General the right to bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security. That is why we call on the Council to activate the mechanisms needed to establish an early- warning system for the purpose of preventing potential conflicts from breaking out. We must reinforce the support available to the relevant bodies, including the regional organizations, as they play a crucial role.

  8. The number of civil wars has increased from 4 to 11 since 2008, and the nature of war and conflict has changed. Currently, we see many conflicts and wars inside countries and inside societies, whereas in the past they tended to be between two countries. Countries have employed many strategies to attain purposes that conflict with the principles underlying the work of the United Nations. Against that background, we must address the issue of conflicts and how to prevent them using the tools and mechanisms available to us. Today, as a result of conflicts, more than 60 million people either have been internally displaced or have fled as refugees. In 2015, more than $20 billion was spent on humanitarian assistance and more than $8 billion on peacekeeping operations.

Mr. Alotaibi (Kuwait) (spoke in Arabic): At the outset, I wish to congratulate you, Mr. President, on presiding over the Security Council this month and to express thanks for the concept note (S/2015/ 845, annex) for our open debate today on security, development and the root causes ofconflict. I also wish to thank Secretary- General Ban Ki-moon for his valuable briefing, which outlined the different tools and mechanisms available to prevent conflicts. Our debate today on the prevention of conflicts is very important. It is one ofa series that have addressed this issue, together with a number of resolutions, such as resolution 2171 (2014), which specifies the Council's role in this regard. Many parts of the world are witnessing conflicts and wars that are very complex and more intertwined than ever before.

In this regard, within the framework ofthe ongoing United Nations-OIC cooperation, the OIC held a workshop in Jeddah in May 2013 on countering incitement to terrorism and enhancing cultural dialogue pursuant to Security Council resolution 1624 (2005). Similarly, after the forthcoming session of the General Assembly, the OIC looks forward, again in close consultation with the Counter-Terrorism Executive Directorate, to holding a meeting of OIC member States on national practices in countering incitement to terrorism and violent extremism pursuant to Security Council resolutions 1624 (2005) and 2178 (2014). Moreover, on 27 May in Kuwait, the forty-second session of the Council of OIC Foreign Ministers had a special brainstorming session on developing an effective strategy to combat terrorism, violent extremism and Islamophobia, thereby strengthening the OIC's commitment to the fight against terrorism and violent extremism. The OIC member States will deliberate on and consider a proposal for establishing an OIC fund to combat terrorism. Additionally, the OIC General Secretariat will organize an intergovernmental expert group meeting to finalize the strategy to combat terrorism and violent extremism in cyberspace. The United Nations and the OIC continue to work together in order to counter incitement to terrorism and violent extremism.

To that end, the OIC works to delegitimize violent extremist ideology, develop counter narratives to such extremist ideologies and propaganda, provide appropriate pathways to vulnerable groups - especially youth and women - elevate credible and authentic religious voices that support tolerance and non-violence, counter the use of cyberspace, including social media, by extremist groups. As part of its ongoing efforts, the OIC Ministerial Executive Committee held an emergency session on 15 February to review and invigorate its actions against terrorism and violent extremism. Similarly, on 5 May the General Secretariat organized an expert level workshop on countering threats of terrorism and extremism in cyberspace implementing one of its deliverables.

Regardless of its ethno-religious identity, geographical location, socioeconomic conditions or political stance on the world stage, every nation is more or less susceptible to the growing threat of terrorism. Therefore, never before in history has a comprehensive and concerted response to terrorism been needed as much as it is today. However, there seems to be fundamental differences within the international community on how to handle the issue of terrorism. The Organization of Islamic Cooperation is committed to fighting terrorism and countering violent extremism.

  16. As our world has become more interconnected and interdependent, so too have the challenges we face, requiring us to enhance our collective efforts to tackle these global threats. Having said that, it is not enough for these security challenges to be tackled at the country-to-country level; more importantly, they must be addressed throught the coordination and cooperation of regional and subregional organizations in a concerted effort to ensure the collective peace and security of our peoples. The Security Council is to encourage the aforementioned, as clearly stipulated in Article 52 of Chapter VIII of the Charter of the United Nations. Terrorism and violent extremism remain two of the most serious threats to every society, as well as to international peace and security as a whole.

  18. In that regard, we reiterate our support for restoring peace and stability in Yemen. In conclusion, my delegation emphasizes that the protection of civilians must not serve as a political tool. Impunity must not become a choice in the context of armed conflict. We therefore reiterate our support for United Nations efforts to protect civilians in situations of armed conflict, particularly through peacekeeping missions, whose mandates and tasks must be clearly defined to ensure strengthened respect for international humanitarian law and human rights law. Staffan de Mistura, Special Envoy of the Secretary-General, and the importance of finding a political solution to the crisis in Syria, based on the Geneva communique (S/2012/522, annex) and aimed at fulfilling the Syrian people's aspirations. The events in Yemen threaten the security of the countries of the Gulf Cooperation Council in the wake of the acts perpetrated by the partisan forces of the country's former President Abdullah Saleh. Those groups want to take power and are completely ignoring resolution 2216 (2015). They have violated the humanitarian ceasefire, thereby furthering the deteriorating humanitarian situation. The unilateral measures taken by militias and forces loyal to Ali Abdullah Saleh that control parts of Yemen are hampering the political transition.

  20. I would like to mention the situation in the occupied Palestinian territories, where Israel persists in its colonization policies and where human-rights violations continue. At the same time, since the conflict in Syria began, the people of Syria have been facing a humanitarian disaster that has claimed the lives of more than 200,000 people, including thousands of children, and has resulted in the displacement of 12 million as the crisis continues to worsen. Kuwait has held several international donor conferences at which a total of $6.6 billion has been pledged to help ease the Syrian people's suffering. In that regard, we reaffirm our support for the efforts oer.

The issue of the protection of civilians is closely tied to the provision of humanitarian assistance, and United Nations agencies are therefore having to respond to calls for help in humanitarian crises all over the world. The international community in general, and the Security Council in particular, has failed to provide the necessary protection in these armed conflicts, helping to worsen the problems of civilians at a time when the parties to those conflicts are ignoring all their appeals and committing endless violations of international humanitarian law and so forth. That said, the current situation demands that we raise the awareness of all the parties to the various conflicts concerning human- rights violations and ensure accountability for such acts through international commissions of inquiry and special tribunals.

The conflicts on the ground are still going on, and the numbers of victims, particularly women and children, continue to rise in places such as Syria, South Sudan, the Central African Republic and the occupied Palestinian territories. Disagreements between the Council's permanent members and their exercise of the right to the veto have continued to help worsen their plight and contribute to the incidence of serious violations of humanitarian law and human rights. That in turn has resulted in a huge humanitarian crisis in terms of internally displaced persons and refugees, now amounting to 50 million people, the highest number since the Second World War.

We would like to highlight the various informal and formal meetings that have been held to bring about the adoption today ofresolution 2222 (2015), which affirms the importance of protecting journalists in times of armed conflict. It is apositive step that should contribute to achieving such protection. The Council has held many meetings and issued numerous resolutions and presidential statements on the subject of the protection of civilians in armed conflict since the topic was first introduced in the Council, in 1999. However, they have not been implemented.

The membership of the Council should not be confined to States of a certain qualification but should rather include those capable of performing the tasks and upholding the responsibilities under the Charter. On the basis of our commitment to the principles and purposes of the United Nations, especially in the maintenance of international peace and security, Kuwait supports the reform of the Council so as to enhance its capability and effectiveness in discharging its responsibility and to make it more transparent, representative and democratic.   26. Articles 108 and 109 of the Charter provide for its possible amendment in accordance with a number of steps and procedures. Important amendments have been introduced to the Charter to enhance the capacity of the Security Council in maintaining international peace and security, most especially when its membership increased from 6 to 10 in 1963. However, in the light of the major developments regarding membership, the changes in international relations and the balance of power, and the major challenges facing the international community in the maintenance of international peace and security, all of these factors underscore the need to reform the Security Council and improve its working methods.

  27. The Security Council is called upon to activate the tools available to it to uphold its responsibilities. It is also called upon to review and evaluate the appropriateness these tools in achieving the desired objectives. We welcome the comprehensive review of peacekeeping operations by the Secretariat. We hope that there will be increased recourse to the means for the peaceful settlement of disputes provided for in Chapter VI of the Charter, such as mediation and arbitration, in addition to Chapter VIII, which affirms the importance of the role of regional organizations in this regard. Before concluding I must refer to the question of amending the Charter of the United Nations, which is an extremely delicate and important task.

  28. The real tragedy lies in the failure to compel the occupying Power to implement the binding resolutions of the Security Council. The Syrian crisis, which is entering its fifth year, provides another illustration of the need to impose respect for the principles of the Charter and international law. The gross violations of human rights continue relentlessly half of the people are either internally displaced or are refugees site and the major destruction of the infrastructure on property is indescribable. The question is: When will the Security Council activate the tools available to put an end to this humanitarian tragedy and bring pressure to bear for a political sentiment ending this crisis, achieving the legitimate aspirations of the Syrian people and preserving the unity, sovereignty and independence of Syria?

The application of double standards in dealing with some conflicts, the precedence given to narrow national interests or the absence of political will have prolonged many disputes, thereby aggravating the suffering of people who have given hope of realizing their legitimate rights to a free and noble life. The absence of justice and accountability, in addition to socioeconomic factors, fuels tension and instability and feelings of hatred, intolerance and extremism. The question of Palestine is the most vivid illustration of that. The international community, through the Security Council, has been unable for five decades to put an end to the Israeli occupation, which runs counter to the principles of the Charter and international law.

This was manifest clearly when the international community, through the Security Council, stood up against the flagrant aggression against the State of Kuwait in 1990 and the occupation by the former Iraqi regime. Kuwait is indebted to the international community and the Security Council for this honourable stance championing the lofty principles of the Charter and international law, which enabled it to reclaim its sovereignty and independence. However, in addition to these highlights in the history of the United Nations and its endeavours to preserve international peace and security, there have been crises and conflicts that have reminded us of the world's shortcomings in abiding by the Charter and international law.

It is an opportunity for Kuwait and all Member States to reaffirm their commitment to the principles and purposes of the Charter, such as non-interference in internal affairs, the equality of sovereignty, non-use or threat of force in settling disputes, seeking a peaceful settlement of disputes and maintaining good- neighbourly relations. These principles together form the foundation of the foreign policy of Kuwait and its relations with other States. As we approach the seventieth anniversary of the United Nations, the Organization is facing numerous breaches and serious violations of the principles of the Charter that have jeopardized regional and international peace and security. The United Nations has made a number of achievements in defending the principles of the Charter when States Members evince the necessary political will.

  33. We call on Member States to participate in the conference and to be generous in the face of the overwhelming humanitarian needs, which the United Nations estimates to amount to $8.4 billion. Coordination will be undertaken with the Organization in the coming weeks to set the date for the conference. In conclusion, Kuwait reiterates its call on Israel to implement resolution 497 (1981), calling for its withdrawal from the occupied Syrian Golan and return to the lines of 4 June 1967. We also reiterate our commitment to standing by the Government of Lebanon. We support all steps to maintain the security, sovereignty and territorial integrity of Lebanon and call on Israel to end all violations of that country's sovereignty, pursuant to resolution 1701 (2006).

Concerning the situation in Syria, we believe that there is a definite need for a political settlement to the crisis based on the Geneva communique of30 June 2012 (S/2012/522, annex), calling for a transitional authority with full executive powers to meet the legitimate aspirations of the Syrian people. In that regard, we support the efforts of Secretary-General Ban Ki-moon and his Special Envoy for Syria, Mr. Staffan de Mistura. We express our deep concern over the unprecedented humanitarian tragedy being endured by more than 12 million Syrians in the gravest humanitarian crisis since the Second World War. On the basis of its moral and humanitarian responsibility vis-a-vis the suffering of our brother Syrians, the State of Kuwait will host the third donors conference to confront the humanitarian crisis.

While we welcome the declaration issued at the Conference of High Contracting Parties to the Fourth Geneva Convention, held in Geneva last month, we stress the importance of its implementation and of launching an investigation into all Israel's violations of international humanitarian law and bringing the perpetrators to justice. A just, lasting and comprehensive peace will not be achieved by resuming sterile, direct and open- ended negotiations or by remaining silent vis-a-vis grave policies that represent a major obstacle to any genuine opportunity to end the occupation. The desired peace must be based on the resolutions of international legitimacy, the principle of land for peace, the road map and the Arab Peace Initiative. The Security Council is bound by the Charter of the United Nations to assume its responsibilities to that end.

In that context, we call on the Security Council to shoulder its Charter responsibilities for the maintenance of international peace and security and to take the steps necessary to relaunch the peace process. Some days ago, Israel, the occupying Power, refused to transfer Palestinian tax revenues to the Palestinian Authority, in clear violation of its obligations, in response to Palestine's legitimate quest to accede to a number of international treaties and agreements, including the Rome Statute of the International Criminal Court.

The pursuit of such attacks and aggressions and the maintenance of the inhumane siege imposed on Gaza are the inevitable outcome of the Security Council's failure to take any step to deter Israel and compel it to end its repeated attacks and to respect its international commitments as the occupying Power, in accordance with the Fourth Geneva Convention of 1949. Israel is also perpetrating the most heinous of practices and flagrantly violating human rights and international humanitarian law. Houses and other property are being expropriated and demolished; thousands of civilians are being arrested and detained; and illegal settlement activities continue in the occupied Palestinian territories. New settlements are being built while old ones are expanded and Palestinian landowners dispersed.

Indeed, it undermined any opportunity to achieve a genuine peace that would restore the legitimate rights of the Palestinian people, including their rights to independence, sovereignty and a dignifed existence, which are the most fundamental of basic rights. The illegitimate and illegal Israel practices in the occupied Palestinian territories, including East Jerusalem, continue unabated. They have exacerbated the suffering of the Palestinian people, who are experiencing extremely trying economic and social conditions, particularly in the Gaza Strip, which has been regularly subject to aggression, including air raids and tank attacks, leading to ever-growing human and material losses.

However, the situation remains unresolved and the relevant decisions have gone unimplemented because the occupying Power, Israel, is intransigeant and openly refuses to implement the resolutions of international legitimacy, while the international community has proved regrettably powerless to compel the occupying Power to implement its resolutions. The rejection on 30 December 2014 of the Arab draft resolution (S/2014/9l6), which reaffirmed the resolutions of international legitimacy demanding an end to the occupation, gave Israel a green light to pursue its practices by entrenching the occupation.

I wish you full success, Sir, in fulfilling your mandate. We commend Chad for the way in which it discharged its duties as President of the Council last month. Kuwait aligns itself with the statements made by the representative of the Kingdom of Saudi Arabia on behalf of of the Organization of Islamic Cooperation and by the representative of the Islamic Republic of Iran on behalf of the Non-Aligned Movement. More than six decades have elapsed with the question of Palestine on the United Nations agenda. It has been repeatedly debated and many resolutions have been adopted thereon.

While very positive, the results of the recent Cairo International Conference on Palestine "Reconstructing Gaza", which collected pledges of $5.4 billion for those efforts, must lead to concrete, practical steps that can ensure that we will really be able to rebuild Gaza. We should use all possible means and resources to achieve a comprehensive and lasting peace in the Middle East. We also welcome the decision ofthe Kingdom of Sweden to recognize the State of Palestine, and I reiterate the call to States that have not yet done so to follow Sweden's example and thus contribute to the implementation of the relevant Security Council resolutions and the Arab Peace Initiative, with the goal of two States living side by side in peace.

We must urge the Government of Israel, the occupying Power, to end its policies of settling and confiscating land, as well as those designed to evict Palestinian from their lands, farms and property and detain them in Israeli jails. Israel must renounce its racist, extremist and systematic plans aimed at the total Judaization of Jerusalem, and end its attacks on the city's holy sites. It must lift the blockade of the Gaza Strip and guarantee open border crossings to ensure that humanitarian aid can pass through them and thus meet the basic needs of the people of Gaza. We must support the Palestinian demands for international protection of their people and the occupied territories and for that occupation to end.

At the same time, we affirm the inalienable rights of the Palestinians and the legitimate fulfilment of their aspirations for a independent State within the borders of 4 June 1967, with East Jerusalem as its capital. We also reiterate our request that the Security Council shoulder the responsibility conferred on it by the Charter of the United Nations to work for and maintain international peace and security by taking the necessary measures to address such problematic issues relating to peace by adopting the draft resolution that the Arab Group proposes to introduce in the Council. I should like to make the following points. We must set a deadline for ending Israel's occupation of the Palestinian territories.

Israel, the occupying Power, has also perpetrated horrendous violations of human rights and international law, including of the Fourth Geneva Convention, on the protection of civilians in time of war. Israel continues to pursue its policies ofprovocation and aggression, risking undermining the foundations of peace and paving the way for a serious period in the Middle East that represents the antithesis of peace and security, owing to Israel's intransigence in the face of every genuine effort to establish a comprehensive, just and lasting peace between the two parties. In that regard, we welcome the efforts of the Arab Republic of Egypt to reach a ceasefire agreement between Israel and Palestine on 26 August.

  46. Mr. Alotaibi (Kuwait) (spoke in Arabic): I would like to begin by congratulating you, Mr. President, on Argentina's assumption to the presidency of the Council this month. We wish you every success in managing the Council's work, and we also pay tribute to the United States for its presidency last month. We should recall the deeply troubled circumstances in whose shadow the recent debate on the Middle East has been taking place, specifically those of 22 July, when Gaza became the target of the worst kind of attacks under the hateful Israeli aggression, which lasted for 15 days, resulting in thousands of dead and wounded and indescribable destruction, worse than in Gaza in 2009.

  47. This is a positive step and we commend the Palestinian people and their leadership for their steadfast commitment to regain their rights. We will continue to support Palestine at all levels - political, financial and other - until there is an end to the Israeli occupation of Palestine and Palestine is established as an independent State with East Jerusalem as its capital. With regard to Syria, only a political solution can be reached. We call for the resumption of negotiations in implementation of the Geneva communique (S/2012/522, annex). We furthermore call on the Security Council to follow up on implementation of resolution 2139 (2014) so that humanitarian assistance can be provided to the Syrian people.

We call upon the international community to pressure Israel to end its illegal blockade of Gaza, to open all border crossings as per its international commitments, to end all illegal settlement activities and to commit to all Security Council resolutions, including those with respect to withdrawal from all lands occupied in 1967. Kuwait demands that Israel implement resolution 497 (1981) and withdraw from the Syrian Golan to the border of4 June 1967. In addition, Kuwait is committed to supporting Lebanon and calls upon Israel to end its continued violation of Lebanese sovereignty and to withdraw from all Lebanese territory, in implementation of resolution 1701 (2006). To conclude, we welcome Palestinian national reconciliation in line with the Cairo declaration of 2011 and the Doha declaration of 2012.

It also expresses support for a peaceful, lasting and just settlement of the Palestinian question based on United Nations resolutions, the Madrid terms of reference, the principle ofland for peace, the Arab Peace Initiative and the Quartet road map. In that regard, Kuwait supports the efforts of Palestine to accede to all the specialized agencies of the United Nations and all international treaties and protocols. We also support the resolutions adopted by the League of Arab States at its summit in Kuwait in March.

  50. Israel is also continuing its settlement policies and to confiscate Palestinian land, homes and farms. And it continues to hold Palestinians without trial in Israeli prisons. All such policies and practices of are not only a challenge to the international community and a breach of international humanitarian law but constitute a threat to any real chance for peace in the Middle East. General Assembly resolution 68/12, which proclaims 2014 the International Year of Solidarity with the Palestinian People, serves to reiterate the support of the international community for the steadfast Palestinian people and their inalienable rights.
