But we do hope to contribute to a process that is more thought-out and more responsible, both in the Council itself and in our dialogue with the Secretariat. “We all know that resources are limited in several key areas - including in security sector reform, which is undoubtedly essential in a transition. Anything that can contribute to increasing resources is to be welcomed. Lastly, many times the Secretariat rightly reminds us of the need to strengthen peace processes. On the basis of those common-sense considerations, the Council has arrived at an agreement on a draft presidential statement that sets out our desire to improve our efforts in the area of transition by, as we say in French, getting our own house in order.”

“How can we ascertain if United Nations efforts have achieved their goals and must now gradually be brought to an end while benefiting the host country, if the desired objectives and end state are not clear? It goes back to a mandate that is clear and concise. It was Ms. Loj who referred to the real "Christmas tree" that our resolutions often are. I recall the resolution on the United Nations Organization Mission in the Democratic Republic of the Congo, 41 missions. It is then up to the Secretariat, on the basis of its mandates, to carry out careful planning and to report in a way that makes it possible to clearly understand where a mission stands with regard to the completion of its mandate. It is very important to maintain an ongoing exchange between missions and the Council. Clearly, the availability of resources is a crucial element.”

“And we must succeed in a complex, progressive transition towards a situation in which the host country fully carries out all the functions normally performed by a sovereign State, without a foreign presence on its territory. Several operations have already served as the stage for overall successful transitions, including Cambodia and Sierra Leone, to which Mr. Von der Schulenburg has referred. In the concept paper that we distributed prior to this meeting (see S/2010/67), we identified the factors that seem to us to explain the difficulties we sometimes encounter in trying to carry out successful transitions. In that regard, we think that there are numerous elements that are crucial for success, and we should consider them. First - and I am far from being the first to mention it - there is the issue of the quality of mandates.”

“Why have we organized this debate? Our fundamental aim, which is quite evident, is to make operations successful. Today, we are, however, confronted by two contradictory trends. First of all, the operations that have been established in recent years have relied entirely on a Secretariat whose resources we know to be modest, not to say limited. In addition, in recent months prospects have emerged for reductions in several operations. We should therefore be prepared to succeed in such transitions. We must succeed, because we are talking about the condition for lasting peace on the ground following the departure of our forces.”

“The OSCE must be present to resolve them and prevent others. We must work at the highest possible level to formulate a renewed security architecture in which other organizations, particularly NATO and the European Union, should also participate. The OSCE is playing an essential role in stabilizing the borders of Afghanistan, particularly in training Afghan frontier guards. This is a good example of successful cooperation between the OSCE and the United Nations, and will, we hope, be a good example of what the Kazakh chairmanship of the OSCE can contribute to the region. It is in its global view of security and cooperation that the OSCE finds its full value. I salute the commitment of the Kazakh chairmanship to View the human dimension of the OSCE as one of the priorities on its agenda.”

“The ideas contained in the draft treaty on European security disseminated by Russia on 30 November make an interesting contribution to this debate. The questions raised by the text correspond to those currently being examined in the framework of the Corfu process on respect for the right of every State to choose its own way of ensuring its security. In this regard, France fully supports the proposal just put forward to convene an OSCE summit this year, the objective of which should be to reaffirm the validity of our commitments under the Helsinki Final Act and our common will to prevent and solve conflicts through cooperation, to guarantee respect for human rights, and to combat common threats. The concept of two blocs confronting each other is far behind us, but the crises continue.”

I wish to welcome the Chairman-in-Office of the Organization for Security and Cooperation in Europe (OSCE), Mr. Kanat Saudabayev, Minister for Foreign Affairs and Secretary of State of Kazakhstan, and to thank him for his briefing. We fully share his views on the relationship between the OSCE and the United Nations, which we wish to strengthen. France especially supports the dialogue on the future of European security in the framework of the Corfu process, mentioned by the Chairman-in-office of the OSCE. French President Nicolas Sarkozy has outlined our position on this on several occasions. We hope to see the process lead to improved security in Europe both for States and for private citizens, and including every country concerned, from Vancouver to Vladivostok.”

Participants in yesterday's Paris meeting included Mr. Salam Fayyad, the Palestinian Prime Minister; Ms. Catherine Ashton, European Union High Representative for Foreign Affairs and Security Policy; Mr. Tony Blair, Quartet Special Representative; and the Norwegian and Egyptian Ministers for Foreign Affairs. The Palestinian Prime Minister's plan, which we support, was much discussed at the meeting. That plan falls within the framework of the Paris Conference, whose outcome would be the establishment of a Palestinian State. I repeat: our principal objective is the urgent resumption of negotiations. This involves the Israelis and the Palestinians, but we must not forget the other regional tracks of the peace process.”

“Mahmoud Abbas with a view to strengthening the institutions of the future Palestinian State. It is also for Israel to play its role with far greater resolve. Gestures have been made on the ground, but these remain insufficient. The Palestinians must be able to perceive that developments on the ground are moving towards an end to the occupation, including in the areas of freedom of movement and access. Here, financial support for the Palestinian Authority is an essential element which has political implications. Yesterday evening the French Minister for Foreign Affairs chaired another meeting to follow up the international Donors Conference for the Palestinian State, which was held in Paris in December 2007. Following the Paris Conference, $5.2 billion was allocated to the Palestinian Authority.”

“We also call for the immediate release of Corporal Gilad Shalit, a matter that France follows with the greatest attention. With regard to the Goldstone report (A/HRC/12/48), I recall the consistent position of France. International humanitarian law must be respected in all places, in all circumstances and by all parties to a conflict. That applies equally in Gaza and in southern Israel. In that regard, I recall how important it is for both parties to carry out an independent inquiry process consistent with international standards, regarding alleged violations of international humanitarian law and human rights during the Gaza crisis. Continuing the fight against terrorism, without mercy, should remain a priority. Thirdly, beyond humanitarian matters that continue to be of concern to us, to forget Gaza would be a political mistake. We call for the full implementation of resolution 1860 (2009), including with the immediate lifting of the blockade - which hits the territory hard with regard to humanitarian aid, commercial goods and the movement of people - but also with a halt to the illegal arms trafficking in Gaza. “However, no peace will be possible without a complete cessation of construction in the settlements, including in East Jerusalem. They are illegal. As the President of the Republic has recalled, settlements make the prospects for a Palestinian State more difficult, and they do not contribute to Israeli security; on the contrary, they increase the dangers. In that context, with regard to Jerusalem, all forms of provocation should be avoided. We call on the Israeli authorities in particular to cease the destruction of homes and other evictions in East Jerusalem. There cannot be a peace that excludes Jerusalem, which - as President Sarkozy said in his statement to the Knesset on 23 June 2008 - is destined to become the capital of two States.”

“The international community should commit itself to participating in the negotiations between the two parties and to guaranteeing the parameters of a final accord that will allow both parties to re-engage. We resolutely support the efforts being undertaken by the United States. The European Union is ready to play its full role, and we will call on the Arab States to associate themselves with those efforts. The second point is the need for progress on the ground. As those who spoke before me have stressed, settlements remain a major obstacle on the road to a solution. The decision of the Israeli Government to announce a 10-month moratorium on new settlements and on new building permits in the West Bank is a step in the right direction.”

We believe a withdrawal would contribute to the easing of tensions in that sector. I move now to the Israeli-Palestinian dossier, and I wish to bring out four points. First, our objective is clearly the relaunching of the peace process. There is no other option but a return to negotiation, aimed at the creation of a viable, independent and democratic Palestinian State living side by side with Israel with secure and recognized borders based on Security Council resolutions and the Arab Peace Initiative. “Saad Hariri, President of the Lebanese Council, accompanied by several ministers, was an opportunity for the French authorities to express their support for bolstering the Lebanese State and its institutions, for implementing the reforms that the country needs and for continuing the implementation of United Nations resolutions, particularly Security Council resolution 1701 (2006). We believe that Mr. Hariri's visit to Syria is also a step in the right direction. The normalization of relations between the two countries is an opportunity for the region, and we hope it will continue and that it will go all the way. I am thinking in particular of the demarcation of the border between the two countries, in conformity with Security Council resolutions. Resolution 1701 (2006) must be fully implemented.”

For its part, Kosovo must focus on its central priorities and continue to move ahead in its commitment to the rule of law, good governance and human rights. We count on the Republic of Serbia to pursue its cooperation with EULEX and, in particular, to allow justice to prevail in northern Kosovo. France invites Serb and Kosovo authorities to live up to the great expectations of their citizens by devoting their energies and abilities to the real problems of economic development, infrastructure, dialogue and peace. We are convinced that Serbia will maintain its responsible attitude and adopt a constructive position vis-a-vis Kosovo. In that regard, France welcomes a new factor that has arisen since our last meeting on this issue.”

“Tensions have been defused and all parties understand that the inhabitants of Kosovo, regardless of what communities they belong to, want above all to live in peace and their children to have a future that is prosperous as possible. That is their main and perfectly natural concern. I welcome the engagement of the European Union, whose Rule of Law Mission (EULEX) is doing outstanding work to consolidate Kosovo's institutions and to ensure the full implementation of their commitments to the rule of law. As the European Mission is consolidated, it would seem desirable to pursue the drawdown of the United Nations Interim Administration Mission in Kosovo in response to the presence and actions of EULEX. EULEX is working to the benefit of the entire population and all communities of Kosovo.”

“Mr. Araud (France) (spoke in French): I thank Mr. Boris Tadie, President of the Republic of Serbia, and Mr. Skender Hyseni, Minister for Foreign Affairs of the Republic of Kosovo, for their presence and their statements. I welcome the actions of Special Representative of the Secretary-General Lamberto Zannier, who has effectively and pragmatically implemented the reconfiguration of the international presence decided by the Secretary-General with the support of the Security Council. In his most recent report (S/2010/5), the Secretary-General notes the progress made in recent months in Kosovo, and in particular the decrease in acts of violence. Nearly two years since the Republic of Kosovo declared independence, the situation there today is encouraging.”
