  4. The status quo of holy sites must also be respected. Easing tensions also requires a consolidation the cessation of hostilities in Gaza through lasting arrangements that allow for reconstruction and greater freedom of movement of goods and persons. That also requires unhindered humanitarian access to all the Palestinian territories and increased cooperation between Palestinians and Israelis, in the common interests of both peoples. Finally, there must be an improvement in Palestinian governance. France deplores the decision of President Abbas to postpone the elections, which would have made it possible to renew the democratic legitimacy of Palestinian institutions. It calls on the Palestinian Authority to propose a new electoral calendar as soon as possible.

  5. We wish to deepen our relationship with the new Israeli Government. We welcome the continued normalization between Israel and several Arab States, as well as the re-engagement of the United States with the United Nations Relief and Works Agency for Palestine Refugees in the Near East. It is vital that the parties refrain from any unilateral measure so as to allow this new beginning and prevent a new conflagration. France is concerned by this year’s record level of demolitions and confiscations of Palestinian structures in Area C, some of which are financed by France and its European partners. We have condemned the new demolitions in Khirbet Humsa, which are in breach of international humanitarian law and the Council’s resolutions. We also call on Israel to halt eviction procedures in Silwan and Sheikh Jarrah.

  6. I shall now make a statement in my capacity as the representative of France. I thank the Deputy Special Coordinator and Ms. Oppenheimer for their briefings. It is now more necessary than ever for the Security Council to mobilize in order to preserve the prospect of the two-State solution, both States having Jerusalem as the capital. Only that solution can meet the aspirations of the Israeli and Palestinian peoples and ensure the security of all and the stability of the region. The time has come to open a new page on the Israeli- Palestinian issue. The latest exchanges between Israelis and Palestinians show a desire to resume dialogue. That desire must be reflected in reciprocal small steps aimed at restoring trust. That is what France is encouraging, alongside its German, Egyptian and Jordanian partners.

  12. For example, further progress must be achieved in the areas of rural reform, access to land, illicit crop substitution and political participation. To achieve peace, the divide among territories must be narrowed and viable and just socioeconomic opportunities must be provided for everyone. Building peace is an arduous path. The peace agreement has withstood many challenges. Its concrete implementation must be irreversible. Rest assured that France, as well as the European Union, will continue to support all those in Colombia who work daily to achieve peace.   13. France welcomes the fact that the leaders of the Fuerza Alternativa Revolucionaria del Común have accepted their responsibilities. Their cooperation demonstrates that the system works. The indictment issued by the Special Jurisdiction for Peace in the so-called false positives case is another step forward. We hope that the individuals indicted will also acknowledge their responsibility. Lastly, it is important that all parties to the conflict engage with the Truth Commission, as Ingrid Betancourt and her kidnappers have recently done. We would like to highlight the work conducted by the Commission, which will publish its report in November, thereby marking another historic step in the process of uncovering the truth. The peace agreement must be understood in its entirety. It can bear lasting fruit only if it is fully implemented.

  14. The peace agreement provides the framework for a negotiated settlement, and I commend the conscientious follow-up by the Head of United Nations Verification Mission in Colombia. Colombia has been hard hit by the most recent wave of the coronavirus disease pandemic. In several areas of the country, the security situation is becoming increasingly worse, with numerous crimes being committed against human rights defenders, social leaders and former combatants. We know that the solution is to strengthen State presence in those remote areas. The National Commission on Security Guarantees must be able to propose concrete measures for those fragile areas. In recent months, decisive steps have been taken in the area of transitional justice.

  15. I shall now make a statement in my capacity as the representative of France. I once again welcome Ms. Marta Lucía Ramírez, Vice-President and Minister for Foreign Affairs of Colombia. I also thank the Special Representative of the Secretary-General, Mr. Carlos Ruiz Massieu, and Ms. Melissa Herrera for their briefings. This fall, we will celebrate the fifth anniversary of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace. I would like to commend the efforts that have been made by the Government and the people of Colombia since 2016 to implement that historic agreement. Over the past several weeks, Colombia has experienced an unprecedented social movement. We will continue to call for dialogue.

Lastly, we reaffirm our commitment to the full respect of the neutrality and impartiality of humanitarian organizations. In such a politicized context, it is in no one’s interest to mention impartial humanitarian organizations — neutral actors — in a resolution. Finally, I would like to add that the fact that resolution 2585 (2021) was put to the vote without the draft being available in all official languages should not constitute a precedent.   20. Let me also be clear about this point — our position and that of our European partners remains unchanged. We will not fund reconstruction and we will not lift sanctions until a credible political process is firmly in place, in accordance with resolution 2254 (2015), which was adopted unanimously by the Security Council, nor will we fund development activities that would help strengthen the Syrian regime in the absence of progress towards a political solution. Nothing in resolution 2585 (2021) can be interpreted as indicating a change in our well-known position on this issue. Instead, we will continue to fully assume our humanitarian responsibilities in the spirit of the Secretary-General’s Parameters and Principles for United Nations assistance in Syria.

  21. I shall now make a statement in my capacity as representative of France. France is relieved that the cross-border humanitarian mechanism in Syria has been renewed for 12 months. There is currently no alternative to this mechanism for providing vital assistance to thousands of people every day. Indeed, the Syrian regime continues to use humanitarian aid for political purposes. We welcome the tireless efforts of Norway and Ireland to reach a compromise. But let us be clear — the mechanism we have just renewed is not and will not be sufficient to meeting the humanitarian needs. We regret that the Bab Al-Salam and Al-Yarubiyah crossings have not been reopened, since, in the last year, humanitarian needs have increased by more than 20 per cent in the north-west of the country and by 38 per cent in the north-east.

  24. We hope that the presidential elections in The Gambia, planned for December, will take place in peaceful conditions. Elections are an important step and, where necessary, can be supplemented with political dialogue and reconciliation efforts. In Guinea, we take note of the announcement of a new permanent framework for political and social dialogue, and we call on all political actors to sincerely engage in that process, which must include the parliamentary and extraparliamentary opposition.   25. It is also essential that confidence be restored between States and their populations. France welcomes the launching by United Nations Development Programme of the Liptako-Gourma stabilization facility, which is aimed at redeploying State authority and providing services to populations living in remote areas of the Sahel. Those objectives are in lock-step with those of the civilian and political surge agreed upon during the N’Djamena summit. We must also take into account, in all of our actions, the fight against the effects of climate change. My second point concerns the political situations. France encourages the consolidation of democratic processes in West Africa and the Sahel. We welcome the holding of legislative elections in Côte d’Ivoire in March, and in Cabo Verde in April.

  26. We are impatiently awaiting the report of the Secretary- General in September, which will consider options for improvements in that area. The International Academy for Combating Terrorism, inaugurated in Côte d’Ivoire in June and supported by France, is another essential project for combating terrorism. We also encourage the cooperation of coastal countries with those of the Sahel. Joint operations between Côte d’Ivoire, Burkina Faso and Mali are promising initiatives. In order to prevent the spread of insecurity, France encourages the United Nations Office for West Africa and the Sahel and the United Nations to conduct prevention activities in southern Mali, south-western Burkina Faso and northern Côte d’Ivoire. The Peacebuilding Fund is a useful tool in that regard.

  27. I shall now make a statement in my capacity as the representative of France. I thank Mr. Annadif for his briefing and Ms. Ayemou for hers. The emancipation and political participation of women are priorities for France. I would like to address two points. The first is sustainable development and security. Those two imperatives must go hand in hand as insecurity spreads in the region. France was horrified about the recent massacres in Burkina Faso. In that country, as well as in Mali and the Niger, hundreds of civilians and members of the defence and security forces have been killed in recent months. This situation requires a response. We must provide the countries of the region with the resources they need to combat terrorism. To that end, the Joint Force of the Group of Five for the Sahel must be supported.

  30. It is high time to provide an operational translation of the consultation undertaken between the stakeholders within the new contact and coordination group. France welcomes that initiative, which is in keeping with the spirit of the Addis Ababa Framework Agreement. The withdrawal of MONUSCO from the Kasaïs and then Tanganyika requires an increased presence of United Nations agencies, funds and programmes. The involvement of international financial institutions and regional organizations will be essential. The Peacebuilding Fund must also continue its work, in coordination with the Stabilization Coherence Fund. The future of the Congolese people, which we hope will be marked by stability, development and peace, depends on our continued commitment. I now resume my functions as President of the Council.

Since the renewal of the sanctions regime concerning the Democratic Republic of the Congo, those who carry out attacks against medical or humanitarian personnel, as well as those who plan, support or participate in such attacks, may be designated and placed under sanctions by the Security Council. Thirdly and finally, reforms are needed to accompany MONUSCO’s transition. Stabilizing the east of the country must remain a priority for the new Government. That includes the implementation of the disarmament, demobilization and reintegration strategy, which should prevent a new cycle of violence. The reform of the police and the army must continue. A transparent and credible framework must also be developed for the 2023 elections. Those efforts will bear fruit only with the firm commitment of the countries of the region.

  32. Human rights must be respected and civic spaces guaranteed, especially in areas in a state of siege. The fight against impunity must continue and, in that connection, France welcomes the conviction of 21 Union des révolutionnaires pour la défense du peuple Congolais fighters by the Ituri military tribunal for crimes against humanity. The humanitarian situation is deteriorating. Ms. Kibambe recalled the magnitude of the population’s needs in the face of COVID-19. As the country has been hit by a third wave of the disease, France and the Democratic Republic of the Congo have just signed an agreement for €9 million in order to strengthen the health system in North Kivu. The attacks on hospitals are unacceptable.

  33. The means to protect civilians must be fully mobilized by the Mission, in conjunction with the country’s own armed forces. The Force Intervention Brigade, which has just been reinforced, must play its full part in that regard. France welcomes the commitment of several political leaders and members of civil society to fight against hate speech, which incites intercommunal violence. Hate speech must not be directed against Congolese institutions or the international presence in the Democratic Republic of the Congo. As President Tshilombo Tshisekedi recently stated in Beni: “MONUSCO is here to help us stabilize the country”. That brings me to my second point regarding the rights and health of the population, which must be the focus of our attention.

  34. I shall now make a statement in my capacity as the representative of France. (spoke in French) I thank Ms. Bintou Keita for her briefing. I also welcome the commitment of Ms. Ritha Kibambe and all the women on the front lines of the response to the coronavirus disease (COVID-19) pandemic. I would like to highlight three points. First, there is an urgent need to put a stop to the violence in the Democratic Republic of the Congo. The use of homemade bombs in Beni is a disturbing development that France strongly condemns. In view of the increase in attacks by armed groups, it is imperative to refocus the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) on the eastern provinces.

  38. At the outset, on behalf of the members of the Security Council, I would like to express our sorrow following the death of His Excellency Mr. Jovenel Moïse, President of the Republic of Haiti. The members of the Council are deeply shocked by the assassination of President Moïse earlier today in Port-au-Prince and are concerned about the health of the First Lady, Martine Moïse, who was also shot during the attack.   40. Thirdly, preserving the unity and territorial integrity of Ethiopia is a priority. The launching of a national dialogue including representatives of all parties and all regions must contribute to that. We call on all political and military forces in Ethiopia to refrain from any action that could add to instability. Reconciliation also requires the fight against impunity. It is imperative that the joint investigation by the Office of the United Nations High Commissioner for Human Rights and the Ethiopian Human Rights Commission into the serious human rights violations committed in Tigray continue. It is important that credible judicial proceedings be conducted in full transparency. Finally, France is concerned at the impact of the crisis on regional stability.

  41. Secondly, it is urgent to ensure humanitarian access. As the situation in Tigray grows more alarming by the day, it is essential to address the immense needs and restore electricity, communications and banking services. We call for the lifting of all impediments, particularly by reopening the Mekelle airport, the granting of long-term visas to humanitarian personnel and the authorization of satellite communications. Vital infrastructure for the delivery of aid must be preserved. France renews its condemnation of the deadly attacks on Médecins Sans Frontières teams. At least 12 humanitarian workers have lost their lives since the beginning of the conflict. Those crimes must not go unpunished. The protection of humanitarian and medical personnel is an obligation that applies to all the parties.

  42. I shall now make a statement in my capacity as the representative of France. I thank Ms. DiCarlo and Mr. Rajasingham for their briefings. I would like to stress four points. After eight months of conflict, the retaking of Mekelle by Tigray forces shows that there will be no military solution to the crisis. The announcement of a ceasefire could be a major development if it is rapidly consolidated. We call upon all parties to act responsibly by expressing without delay their commitment to a permanent cessation of hostilities and all forms of violence against the population. Eritrean forces must immediately leave Ethiopian territory, in accordance with the request made by Ethiopian authorities last March. We take note of the information regarding the redeployment of those forces to the border, which must be quickly verified.

  46. The nuclear developments in Iran are also worrisome given the continuation of ballistic activities during the past six months, which run counter to resolution 2231 (2015). France is particularly concerned at the proliferation of missile activities and technologies in the region, notably ballistic missiles, whose consequences are particularly destabilizing. France believes that the full implementation of the Iranian nuclear agreement and resolution 2231 (2015) is an imperative both for non-proliferation and for the stability of the Middle East. Our priority is to rapidly seek a conclusion to the current negotiations on a return to the agreement, so as to resume full implementation as soon as possible. But we cannot stop here.

  47. The International Atomic Energy Agency (IAEA) informed the Council that its activities had been hampered by that decision. A mechanism was implemented to make it possible for the IAEA to maintain its knowledge of the nuclear programme in the context of a future return to the agreement; however, that mechanism expired on 24 June, and Iran has not yet confirmed to the IAEA that it intends to continue implementing those provisions. It is deeply worrisome to note that the IAEA is no longer able to fully comply with the monitoring and verification mission with which the Security Council entrusted it in the framework of resolution 2231 (2015). We therefore call on Iran to resume cooperation with the IAEA and to immediately restore all its access.

  48. Despite the launch of that process, almost three months ago now, the nuclear situation has continued to deteriorate in Iran. Iran is developing particularly sensitive nuclear activities, in violation of the provisions of the Joint Comprehensive Plan of Action: research and development on uranium metal production; uranium enrichment first at 20 per cent, since the beginning of the year, and now at 60 per cent, in the absence of any civilian need in Iran for such enrichment rates; the accumulation of advanced centrifuges at enrichment facilities; and so on. As a result, Iran has never been so close to a nuclear threshold. In addition, Iran has suspended for more than four months now the implementation of the voluntary transparency and verification measures laid down in the Vienna agreement, in particular the Additional Protocol.

France is actively involved, notably with its E3 partners, in an exacting manner, in particular with respect to preserving the non-proliferation benefits of the agreement, and pragmatic, given that the priority is the early stabilization of the nuclear situation in Iran. After six negotiating sessions, the parameters of a return to the agreement have been clearly identified, and the most difficult questions remain pending. It is now crucial for the necessary courageous decisions to be taken so as to conclude the negotiations and allow for the swift return of all parties to the agreement. We shall continue to mobilize all efforts to expedite the conclusion of the negotiations. That process cannot drag on indefinitely, because the parameters and benefits of a return to the agreement will no longer be the same if too much time goes by.

Mr. De Rivière (France) (spoke in French): I thank the Under-Secretary-General for Political and Peacebuilding Affairs, the Head of the Delegation of the European Union to the United Nations, and the Security Council Facilitator for the implementation of resolution 2231 (2015) for their briefings. Since the most recent meeting of the Security Council on the implementation of resolution 2231 (2015), in December 2020 (see S/2020/1324), we have noted both a constructive dynamic towards the return to the Iranian nuclear agreement and a series of disquieting developments. France echoes the support expressed for the negotiation process under way in Vienna on the resumed implementation by the United States and Iran of all commitments under the Iranian nuclear agreement and resolution 2231 (2015).
