France abstained in the voting on draft resolution S/2023/795, put forward by the Russian Federation, because several essential elements were lacking. In particular, the text did not characterize the Hamas attack as a terrorist attack. Moreover, we regret that it was not opened for negotiations. After today’s unfortunate failure, France will continue, as it has always done, to be committed in good faith to ensuring that the Council upholds its responsibilities. It is our collective duty to redesign a political horizon that can meet the legitimate aspirations of the Palestinian people, whom Hamas does not represent. The conditions for a lasting peace are well known.”

The Council must therefore act and uphold its responsibilities. It must unambiguously condemn the Hamas terrorist attack on Israel and call for the immediate and unconditional release of all hostages. Lastly, it must call for safe and unhindered access for humanitarian aid to the people of Gaza. The Council must also recall that Israel has a right and a duty to defend itself while respecting international law and particularly international humanitarian law. France calls for the establishment of a humanitarian pause, which could help bring about a ceasefire.”

“President Mbeki’s participation today reminds us of his work for peace in the Sudan and South Sudan over the past 15 years. We reiterate our support for the efforts of the African Union and all stakeholders in the region, as the conflict in the Sudan that has been raging for six months continues. In Latin America, the Summit of Heads of State and Government of the Community of Latin American and Caribbean States and the European Union held in July demonstrated the closeness between the two organizations. I would like to stress three points. France, as a member of the European Union, believes firmly that regional integration serves the maintenance of international peace and security. That logic has been at the heart of the European Union from the outset. European construction began in 1951 with the establishment of a common market for coal and steel, which were strategic sectors during the two world wars. That vision continues to be the driving force behind the construction of Europe today. Following the collapse of the Soviet Union, the expansion of the European Union was the response to the democratic aspirations of millions of Europeans.”

France strongly condemns the strike against the Al Ahli Hospital in Gaza, which led to a substantial number of Palestinian civilian victims. Nothing can justify a strike against a hospital. Everything must be done to shed light on that event. It is also high time for the Council to unambiguously condemn the Hamas terrorist attack against Israel.”

“This war has dragged on for almost 20 months, leading to increased instability throughout the world and aggravated food insecurity for the most vulnerable populations. What is undermining the chances of resolving this crisis is Russia’s continued illegal aggression, using weapons, some of which it has acquired, in violation of Council resolutions, from Iran and North Korea. We once again call on Russia to cease its aggression and withdraw its troops from Ukrainian territory, as was requested by the International Court of Justice on 6 March 2022, and as the overwhelming majority of General Assembly members have also repeatedly requested. Four days ago, we held an emergency meeting following a Russian-led strike on a building in the Ukrainian village of Hroza (see S/PV.9431). The vast majority of Council members and the Secretary-General condemned that violation of international humanitarian law. The attack caused at least 52 civilian casualties. Russia is once again trying to divert attention from the crimes it is committing. No one believes that the support given to Ukraine is at the root of the conflict or the reason it continues. It was Russia that took it upon itself to provoke this war. It was Russia that attacked Ukraine in defiance of the provisions of the Charter of the United Nations.”

Its extraordinary summit in Malabo, held in May 2022, marked the firm rejection of African Heads of State of such steps, which threaten peace and security on the continent. Another issue involves underfunding African economies, including in order to address the effects of climate change. France has been meaningfully engaged in addressing the issue in recent years, as was illustrated by the Paris Summit for a New Global Financing Pact, which was held in June, while ensuring close coordination among the United Nations, the African Union and France’s efforts.”

Once again, the Security Council is meeting to respond to a flagrant violation of international humanitarian law by one of its permanent members, Russia. As the Secretary-General did just last Thursday, France has firmly condemned Russia’s missile strike against civilians in Hroza, in the Kharkiv region, which killed at least 51 civilians. We express our condolences to the families and loved ones of the victims. What was the goal of the Russian armed forces, in striking a café and store where Ukrainian civilians had gathered for a meal to mourn a loss? Why would they deliberately strike the Ukrainian civilian population yet again?”

“Mass migration is caused by conflict, violations of human rights and international humanitarian law, poverty and environmental and climate conditions. We must invest in all areas of sustainable development: education, women’s rights, climate, the protection of biodiversity and health. That is the purpose of the partnership between the European Union and the African Union. At least €8 billion will be earmarked to that end for the period from 2021 to 2027. “The sanctions regime established by the Security Council makes it possible to target the traffickers. We must do all we can to facilitate cooperation among States on migration issues and prevent the tragedies that continue to occur in the Mediterranean. Thirdly and in conclusion, we must address the root causes of the displacement of populations. Insecurity and human rights violations during conflicts are among the primary causes of displacement. To prevent those violations, all members of the Security Council must assume their responsibilities. We cannot block humanitarian assistance to Syria and then deplore the consequences of the humanitarian crisis in that country. The presence of the Wagner Group in the Sahel contributes to the instability of the region, which fuels terrorism and leads to the displacement of persons.”

“More than 4 million are being hosted by countries of the European Union. I think it is important to remember that at this table. France contributes approximately €93 million to the UNHCR budget, and the European Union and its member States contribute approximately €1.5 billion. That represents 50 times and 750 times, respectively, the amount of the contribution of the Russian Federation, which does not respond to humanitarian crises. Secondly, we have a collective duty to protect migrants. In the Mediterranean, France is committed to combating human trafficking and smuggling from Libya, in which the absence of a unified State encourages networks of smugglers, traffickers and militias. That is why France is committed to supporting the establishment of a stable, unified Libyan State, as it is the only way to put an end to trafficking.”

“Mr. De Rivière (France) (spoke in French): I would like to thank the representatives of the Office of the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration Office to the United Nations for their statements. I would like to highlight three points. First, Europe is a land of welcome and asylum. France has always distinguished itself through its policy of welcoming forcibly displaced populations. France currently hosts almost 700,000 refugees and asylum seekers, making it the third largest host country in the European Union. Those refugees include Ukrainians who have fled Russia’s war of aggression. The conflict has resulted in the forced displacement of more than 11 million people, including almost 6.3 million refugees.”

We are also concerned about Rwanda’s military support for the M-23 and the continued presence of Rwandan soldiers on the territory of the Democratic Republic of the Congo. We condemn that support and presence, which must cease. Similarly, the support provided by some members of the Congolese armed forces to armed groups such as the Forces démocratiques de libération du Rwanda (FDLR), as attested to by the Group of Experts on the Democratic Republic of the Congo, and which we also condemn, must come to an end.”

France is ready to support the Democratic Republic of Congo and MONUSCO in that effort. We continue to offer our full support to the Mission, which must have the capabilities it needs to carry out its mandate until it withdraws. For that reason, France will submit a proposal for a presidential statement to be adopted by Council members in order to prepare for the upcoming deadlines, and we hope it will be adopted without delay. “France welcomed the guidelines in the report on the options for the withdrawal submitted by the Secretary-General at the beginning of August (S/2023/574). They are a step in the right direction, as they outline the parameters for withdrawing gradually and responsibly, taking into account the reality of the situation on the ground and the interests of civilians. France also welcomes the Congolese authorities’ clearly expressed wish to see the withdrawal begin without delay. We hope the Council will take full account of their concrete and realistic demands. The orderly withdrawal that we are calling for should be the result of close cooperation between the Congolese authorities and MONUSCO, under the auspices of the Council.”

“The conditions for the return of refugees must be met. Damascus has still not presented concrete commitmentsinthatdirection. Francereiteratesitssupport for the countries that welcome those millions of Syrians. The resumption of the delivery of humanitarian aid through the Bab Al-Hawa crossing point is good news. I commend the efforts of Martin Griffiths and the Office for the Coordination of Humanitarian Affairs, which made that possible. However, Russia’s position on the renewal of the cross-border mechanism last July arouses legitimate concern among humanitarian actors, in a context that has grown considerably worse since the 6 February earthquakes.”

The war continues in Syria with complete impunity, and the violence remains widespread. This war has repercussions on the entire region, which hosts several million refugees and is suffering the repercussions of the captagon trafficking orchestrated by the Syrian regime. Instability also fuels terrorism. I reiterate France’s support for Mr. Pedersen’s actions and mediation efforts. There will be no just and lasting solution in Syria until a credible and inclusive political process is initiated based on resolution 2254 (2015). The voices of those demonstrating in Al-Suwayda and throughout the rest of Syria is consistent with the same. The international community expects concrete and verifiable actions from the regime.”

“France reaffirms its condemnation of acts of terrorism and its unwavering commitment to Israel’s security and the protection of civilians in the occupied Palestinian territories. The peace process must be restarted as a matter of urgency. The parameters are well known — two States, living side by side in peace and security, with Jerusalem as the capital of both. France encourages the United Nations to work towards the resumption of peace negotiations as soon as possible. In that regard, France expresses its full support for the initiative led by the European Union, Saudi Arabia and the League of Arab States to prepare a package of measures that will benefit both Palestinians and Israelis, once a peace agreement has been signed. That initiative must enable us to set up the incentives needed for the resumption of negotiations.”
