One of the crucial concrete steps aimed at maintaining the nuclear non-proliferation regime in its current phase is that of combining our efforts to sustainably implement the Joint Comprehensive Plan of Action (JCPOA) so as to resolve the issue of the Iranian nuclear programme. The Security Council supported the JCPOA through its unanimous adoption of resolution 2231 (2015) and therefore bears some responsibility for its implementation. Iran has complied strictly with its obligations, as the International Atomic Energy Agency has regularly confirmed. An overwhelming majority of the international community recognizes that the J CPOA is making a tangible contribution to strengthening the non-proliferation regime and maintaining international peace and security.

  2. We see a promise of success through consideration of the issue within the broader context of regional security. Russia's specific views in that regard are well known to all stakeholders and remain in force. The status of the Comprehensive Nuclear-Test- Ban Treaty is another important issue. As a principal supporter of the Treaty, we call on all the countries on which its entry into force depends to sign and ratify it, as some of them have frequently promised to do. At the same time, it is still important to ensure the continuation of a moratorium on any nuclear explosions.

  3. It has given rise to profound disagreement among members of the international community and could have a destabilizing effect on the non-proliferation regime. I would like to stress that we embrace the goal of building a nuclear- weapon-free world. However, we cannot achieve that with the unilateral measures on which the Treaty on the Prohibition of Nuclear Weapons is based. The prospects for the current review cycle also cast doubt on the lack of clarity regarding the creation of a zone in the Middle East free of nuclear and other weapons of mass destruction and their means of delivery. We believe that the conference convened to create such a zone remains relevant. For our part, we will continue to work to make progress in this process.

  4. That approach resulted in forced efforts to draft the Treaty on the Prohibition of Nuclear Weapons that is now open for signature. Russia does not intend to join the Treaty. We believe that the total eradication of nuclear weapons is possible only in a context of comprehensive, full disarmament, with equitable, equal and indivisible security for all, including those possessing nuclear weapons, as is provided for in the Treaty on the Non-Proliferation of Nuclear Weapons. The provisions of the Treaty on the Prohibition of Nuclear Weapons, as presented for signature, are far from being based on those principles. It ignores the importance of taking into account every factor affecting our strategic stability today.

Unfortunately, we are approaching that half- century milestone weighed down by contradictions that could complicate the current NPT review cycle, which will conclude with the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons in 2020. Its main goals include confirmation of our commitment to the goals of the Treaty and our obligations under it, as well as its strengthening on the basis of the Action Plan adopted at the 2010 Review Conference. To that end, all countries must renounce the unwillingness to listen to one another that was so evident at the 2015 Review Conference - in particular in the misguided and dangerous trend prevailing at the time involving attempts to compel nuclear Powers to abandon their nuclear arsenals without accounting for their security interests or strategic realities.

Mr. Lavrov (Russian Federation) (spoke in Russian): The Russian Federation welcomes the initiative of the President of the Republic of Kazakhstan, Nursultan Nazarbayev, to hold a special meeting of the Security Council on "Non-proliferation of weapons of mass destruction: confidence-building measures". This is especially relevant given that on 1 July this year we will mark the fiftieth anniversary of the opening for signature of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which undergirds the international nuclear non-proliferation regime. We believe firmly that the risks and threats we are encountering in this area today should be dealt with specifically on the basis of the Treaty, with a balanced approach to its three pillars - non-proliferation, disarmament and the peaceful use of nuclear power.

There are also prospects for cooperation between the United Nations and the Organization for Security and Cooperation in Europe (OSCE), an opportunity predicated on the Russian initiative to establish a United Nations mission in south-eastern Ukraine to protect the OSCE Special Monitoring Mission to Ukraine, with the goal of facilitating strict and full implementation of the Minsk agreements on resolving the crisis in Ukraine. As we know, those agreements were approved under the Council's unanimous adoption of resolution 2202 (2015), and it would not be a good idea to retreat from them. Peacekeeping is one of the key areas of United Nations activities and has enormous practical significance for the lives of millions of people. Every Member State contributes to it, particularly the troop- contributing countries.

  9. Russia has continued to advocate for more effective assistance to African countries in building their capacity to combat terrorism. We stand ready to share our experience in counter-terrorism with our African partners. Hundreds of African peacekeepers and police are trained every year in Russian educational facilities. African countries are raising the question of material and financial assistance for their efforts in maintaining international peace and security, including as part of the partnership between the United Nations and the African Union, and we are ready to work to arrive at mutually acceptable agreements.

African countries not only have to deal with domestic problems and conflict but are also facing an unprecedented surge in terrorist activity that has increased sharply as a result of adventurist military actions in the Middle East and North Africa. The flood of arms and munitions flowing through Libya southward to Mali, the Niger and Chad has created numerous terrorist threats in the Sahara-Sahel region. The Islamic State in Iraq and the Levant has ramped up its cooperation with Boko Haram and Al-Qaida in the Islamic Maghreb. In northern Mali and the Niger, Al-Mourabitoun has launched activities in an attempt to unite every extremist group in Mali, the Niger and Mauritania. Al-Shabaab remains active in Somalia.

  11. We welcome the efforts of the regional and subregional organizations that are operating in areas under their jurisdiction in accordance with Chapter VIII of the Charter of the United Nations. We note the significant achievements of the African Union in establishing a continent-wide architecture for peace and security. We firmly believe that only the proactive efforts of Africans themselves will make it possible to resolve conflicts on the continent. Any transfer of data regarding the operational activities of any peacekeeping mission can occur only with the consent of the host Government, and only for the clearly defined, limited, legitimate goals of ensuring the security of peacekeepers and the protection of civilians, an approach endorsed by Member States when they approved the report (A/70/19) of the Special Committee on Peacekeeping Operations. We believe that it would be unacceptable to interpret arbitrarily the mandates given by Member States to the Secretariat. It would undermine the authority of the United Nations and have an adverse impact on the conduct of peacekeeping operations. However, where the political aspects of peacekeeping are concerned, any changes must be approved by the relevant intergovernmental body, and that applies particularly to sensitive issues touching on State sovereignty. A recent trend, actively promoted by the Secretariat and a support group from among certain States, is that of so-called intelligence in peacekeeping. Of course, peacekeeping operations consist first and foremost of military units deployed in regions where there are security threats, and in that case they certainly cannot manage without appropriate reconnaissance of the area, but even here there remains the important question of how the information received will be controlled and its confidentiality maintained. However, we will not accept any attempts to interpret such intelligence broadly or apply it flexibly.

The experience of giving peacekeepers additional authority, for example in the Democratic Republic of Congo and Mali, has so far not convinced us that the results on the ground justify the increased casualties among peacekeepers in operations involving force. If we are to retain the option of robust mandates, they should be extremely carefully calibrated to specific situations. We welcome the ongoing thought process in the Secretariat with regard to peacekeeping reform. The Secretary-General has a certain degree of leeway in administrative decisions, including on organizational changes in the structure of the Secretariat and United Nations missions.

Russia's principal position is that to settle any conflict we must first use political methods with an emphasis on national dialogue, and that helping to establish the right conditions for that should be at the forefront of peacekeeping operations. The first, founding principle of United Nations peacekeeping is as valid as it has always been - that Blue Helmets can be deployed only with the consent of the parties to a conflict. The second pillar of United Nations peacekeeping operations is impartiality. It is absolutely unacceptable for peacekeepers to side with any party to a conflict under any pretext. Our attitude to strengthening the mandates of peacekeeping missions is one of extreme caution. Our peacekeepers can use force only in self- defence and to protect their mandate.

  16. Since that time, a great deal of work has been done. We have had reports from the High-level Independent Panel on Peace Operations and several reports by the Secretary-General, and reform of the peacebuilding architecture is under way. However, there are new tasks in the area of peacekeeping that will require comprehensive discussion both among Member States and in the Secretariat, with the aim of developing consistent and balanced approaches, dealing with the fragmented nature of the political and legal foundations, crafting corresponding doctrines and the timely drafting normative documents based on the analysis of accumulated experience.

I would also like to thank the Secretary-General, the Chairperson ofthe African Union Commission, and the Chairperson of the High-level Independent Panel on Peace Operations for their briefings on today's topic. We welcome Ethiopia's initiative in holding a meeting on reforming United Nations peacekeeping. In June 2014, the Russian Federation, as President of the Security Council that month, held an open debate on the same subject (see S/PV.7196). Even then it was evident that United Nations peacekeeping activities needed to adapt to present-day and international realities.

Finally, I would like to say that we have always made a top priority of the intra-Syrian political dialogue, without any preconditions, as demanded by resolution 2254 (2015) and with the participation ofrepresentatives of all ethnic and religious groups, in order to implement the road map set out in the resolution, which should lead to a solution to the Syrian crisis within 18 months - as we had hoped at the time. Otherwise, we will not be able to achieve a lasting solution and preserve Syria as a single, territorially integral State, restore its economy and ensure the return of refugees and internally displaced persons.

What is needed is that every single member of the International Syria Support Group, especially those mentioned by the President of the Council, the Prime Minister of New Zealand, need to formulate serious guarantees in order to ensure that those units on the ground on whom they have influence will comply with all the provisions of the cessation of hostilities agreement. If we can agree on that type of comprehensive approach, then I believe that the viability of a cessation of hostilities will have a chance. Of course, it will not be enough to reach an agreement, we will have to make sure that the agreement is actually implemented.

  22. We are convinced that that can be achieved only by all the parties to the Syrian conflict without exception, taking simultaneous, parallel steps. Otherwise, nothing will happen. There will not be any unilateral pauses. We have done that already. There were unilateral pauses around Aleppo for 48 and 72 hours, and each time the result was that the insurgents, including Jabhat Al-Nusra, were provided with re-enforcements and military equipment and ammunition during these periods of calm. We therefore can no longer even discuss unilateral measures.

Another lesson that we should like to draw from the latest events is that, in ensuring security during humanitarian operations, the effective participation of all parties to the conflict is necessary, not only that of Syrian and Russian armed forces, to which everyone usually addresses all appeals and requests. The armed groups and their sponsors need to provide relevant guarantees as well. Representatives of the United Nations also need to escort the convoys after receiving such guarantees. The International Syria Support Group met yesterday, and many colleagues were present. Everyone spoke in favour of resuscitating the cessation of hostilities. Initially the proposal was to ensure three days of calm.

There has to be an end to covering up for those who are opposed to peace and refuse to comply with the agreements and with the Security Council's resolutions, and they should be considered equivalent to terrorists. In the past few days, in the Damascus area, Jaysh Al-Islam has been trying to gain territory in eastern Ghouta, while at the same time there have been intensive attacks on Government forces by Jabhat Al-Nusra and Failak Al-Rahman, which is also working in coordination with Al-Nusra in the suburb of Jobar, from where they often use mortars for shelling civilian neighbourhoods in Damascus.

I believe, therefore, that the time has come to think about revisiting the list of terrorist organizations, especially since a specific incident occurred in the past few days in the north of Hama province, where Syrian forces were defending against attacks by the Jund Al-Aqsa group in the El Khabare and Maan areas. Regarding the fighting there, some have accused the Syrian Government forces of violating the ceasefire, but yesterday the United States stated that it had added Jund Al-Aqsa to the list of terrorist organizations, so I hope that no one will demand that we cease hostilities against that group. I just wanted to mention that example, on top of what I just pointed out about Ahrar Al-Sham, since they will probably require that we revisit the list.

At the time, however, our partners said that would make it impossible for us to work effectively, and as a gesture of goodwill we decided not to insist on that, limiting the terrorist list to Jabhat Al-Nusra and the so-called Islamic State. Well, after the ceasefire's entry into force, on 12 September, the leadership of Ahrar Al-Sham stated officially that it would not abide by the agreements because they describe Al-Nusra as a terrorist organization.   27. Russia has provided all the information it has obtained about the attack on the convoy, including real-time video. In general, in spite of our appeals, which are to be found in Security Council decisions on the importance of exerting influence over the various armed opposition groups, the results have so far been extraordinarily limited. I mentioned the list provided to us by our American partners of the 150 or so organizations named as participants in the ceasefire regime, but for a long time now, and officially since 12 September, more than 20 of them have declared that they will not comply with the agreement. That list also includes Ahrar Al-Sham, which, by the way, when drafting resolution 2254 (2015), we proposed including on the list of terrorist organizations, together with another group, Jaysh Al-Islam.

  29. It comes not from Internet or media reports but was obtained on the ground by Russian military monitoring groups and it corresponds to specific facts. The violations include shelling using light weapons, mortars, multiple rocket launchers and homemade shells. The strikes on 16 September by the opposition coalition against Government forces' positions in Deir ez-Zor were a clear violation of the ceasefire, and as soon as they occurred, ISIL launched an attack on the Government forces. Another unacceptable provocation took place on 19 September, when a United Nations humanitarian convoy was attacked near Aleppo in an opposition-controlled area. It should be noted, by the way, that on that same day, in the same area, known as the Ramusa road, Jabhat Al-Nusra and its allies carried out an aggressive attack on Government forces.

In general, through its Ministry of Defence, Russia has been continually monitoring the activity on the Castello Road and around Aleppo, and the Ministry's website shows very clearly who is complying with the agreements and who is not. Last week, through the operational monitoring centre we established in Geneva with our United States partners, we informed our American colleagues about 300 cases of violations of the ceasefire regime by Ahrar Al-Sham and a number of other opposition groups, including some whose names were provided to us as supposedly participating in the ceasefire. There were violations in Aleppo and the provinces of Hama, Homs, Latakia and Dar'a, as well as in the suburbs ofDamascus. I would like to stress that the information we passed on is reliable.

The arrangements required ensuring safe passage for humanitarian access along the Castello Road and that therefore both the Government and the opposition, which were controlling various sectors of that road, should withdraw their forces to an equal distance from the road. That distance was specifically fixed in the agreements. The Government forces began to withdraw, as required in the Russian-United States agreement, only to see that the opposition was not only not reciprocating but in fact began shelling the Government forces. That happened more than once, and the opposition has still not withdrawn from the Castello Road, as the 9 September agreements required.

It is important to note that the Russian-American agreement emphasizes that one of its key priorities is distinguishing the opposition forces from those of the Islamic State in Iraq and the Levant (ISIL) and Jabhat Al-Nusra, in order to put the ceasefire into effect, resolve humanitarian issues and, most importantly, end terrorists' attempts to evade punishment by using the pretext of their cooperation with the so-called moderates participating in the ceasefire regime. In order to fulfil the provisions of that resolution, Russia and the United States, as co-Chairs of the International Syria Support Group, arrived at a specific arrangement, which took more than six months to produce and was completed on 9 September, after the Presidents of Russia and the United States, meeting three days earlier in China, had reached final agreement on the last remaining issues to be resolved. Mr. Lavrov (Russian Federation) (spoke in Russian): It is clear that the region of the Middle East and North Africa is undergoing a period of serious upheaval as a result of the conjunction of inter-ethnic and inter-religious clashes with the unprecedented eruptions of terrorism and extremism that have enveloped Iraq, Yemen, Libya, Syria and have disturbed a number of other countries, including some in Africa. The potential deterioration of the situation presents the likelihood of increasingly serious threats to international stability and security. This is hardly the first time that such a state of affairs is the direct consequence ofthe heinous practice of geopolitical engineering, interference in the internal affairs of sovereign States, and attempts to replace objectionable regimes, including by violent means.

As those recommendations are completed, we will be ready, as co-Chairs of the International Syria Support Group with the United States and the United Nations, to convene another meeting to formulate a consensus based on the next steps to be take to promote a settlement in Syria.   41. It emphasizes that only through an inclusive dialogue organized with the consent of the Syrians themselves can an end be brought to the terrible suffering endured by the Syrian people. At the same time, the resolution affirms the fundamental principles of political settlements, which are that Syria must remain a united, secular, multi-confessional and multi-ethnic State, a place of welcome and safety for every sector of the population, and that the Syrian people alone have the right to determine their own future. That is a clear response to external attempts to impose on Syrians solutions to issues of various kinds, including the fate of their President. It is precisely that approach that is enshrined in the Geneva communique, the documents of the International Syria Support Group and today's resolution.

It also clearly establishes, first, that those three documents constitute the sole platform for resolving the bloody crisis in Syria, and, secondly, that the Vienna format is the only one that unites all of the influential external actors and is therefore capable of providing the external conditions needed for a sustainable and just settlement through negotiations between the Government of the Syrian Arab Republic and the entire spectrum of the opposition. Today's resolution puts the international legal authority for the collective work of preparing those negotiations under the auspices of the Special Envoy of the Secretary-General for Syria, Mr. Staffan de Mistura.

Mr. Lavrov (Russian Federation) (spoke in Russian): At the outset, I wish to thank John Kerry for his initiative to convene the third meeting of the International Syria Support Group today in New York, which has brought us together here in this Chamber. This meeting of the International Syria Support Group undescores the commitment of all its participants to the Vienna process. Resolution 2254 (2015), which we have just adopted, approves the Group's statements of 30 October and 14 November on the way forward to implement the Geneva communique' (S/2012/522, annex) of 30 June 2012.
