The activities of the Organization of African Unity (OAU) and the subregional organizations for conflict prevention and resolution demonstrate Africans' readiness and determination to assume greater responsibility for solving their problems. There is no doubt that without secure and lasting resolution of local conflicts there is no guarantee that African countries will truly embark on the road to sustainable and dynamic development and their complete integration into the world economy. The establishment of an effective pan-African system geared to both conflict prevention and resolution and the comprehensive implementation of post-conflict rehabilitation objectives should be a key element of the strategy for reinforcing peace.

It will take comprehensive and painstaking joint efforts on the part of Africa's friends and the Africans themselves in order to break the famous vicious circle: underdevelopment, social problems, political and military instability, conflicts and failed development programmes. It is encouraging that we have come to this meeting with certain positive results behind us. The documents specifying the tasks that stem from the recommendations presented in the Secretary-General's April report on the causes of conflicts and promotion of peace and development in Africa have been prepared and agreed upon. We support the proposals that the Council resume its informal discussion of the progress made in the implementation of decisions taken today in December, following the submission of the Secretary-General' s report on that issue.

  3. Mr. Lavrov (Russian Federation) (interpretation from Russian): Unfortunately, we must state that the flames of war continue to blaze throughout Africa. In the past year their number has even increased. We are concerned that internal political crises are having a destabilizing effect on the situation in entire regions. In recent months the United Nations, the Security Council and the Secretary-General have done a considerable amount of work to identify the causes of conflicts in the African continent. It is clear that the way to settle them lies first of all in overcoming chronic political, ethnic and socio-economic problems. Clearly, there exist no quick and radical remedies that could resolve problems of such magnitude.

In particular, the use of unilateral measures of force in order to settle this conflict is fraught with the risk of destabilizing the Balkan region and of all of Europe and would have long-term adverse consequences for the international system, which relies on the central role of the United Nations. The Security Council maintains that if the demands set forth in resolution 1160 (1998) and in the draft resolution before us today - which apply both to Belgrade and the Albanians living in Kosovo - are not met, the Council will consider further actions and necessary additional measures. No use of force and no sanctions are being imposed by the Council at the present stage. The basic provisions of the draft resolution correspond to the fundamental stance taken by the Russian Federation which favours settlement of the conflict in Kosovo exclusively through peaceful and political means on the basis of granting broad autonomy to Kosovo, with strict respect for the territorial integrity of the Federal Republic of Yugoslavia. We are convinced that there is no reasonable alternative to such an approach.

  6. It insists that the Kosovo Albanian leadership condemn all terrorist action and rely on peaceful means only. The draft resolution reaffirms the provisions of Security Council resolution 1160 (1998), inter alia, on assistance to Kosovo separatists from abroad. It condemns the continuing promotion from abroad of terrorist activities in Kosovo. Recalling the obligations of all States to implement fully the prohibitions imposed by resolution 1160 (1998), the Security Council expresses concern over reports of their continuing violation. That draft resolution explicitly reaffirms the sovereignty and territorial integrity of the Federal Republic of Yugoslavia, and calls once again upon Belgrade and the Kosovo Albanians to cease hostilities immediately and maintain a ceasefire in Kosovo in order to create favourable conditions for the launching of a political dialogue and to avert a humanitarian disaster. The Security Council demands also that the authorities in the Federal Republic of Yugoslavia and the Kosovo Albanian leadership take immediate steps to improve the humanitarian situation. It calls upon them once again to enter immediately into a meaningful dialogue leading to a negotiated political settlement to the issue of Kosovo, and endorses the agreements reached by the Presidents of Russia and the Federal Republic of Yugoslavia at their June meeting in Moscow.

In violation of Security Council resolution 1160 (1998), material and financial support from abroad continues to be provided to Kosovo extremists, first and foremost from the territory of Albania, which is seriously destabilizing the situation and provoking tensions in Kosovo. Despite the efforts undertaken, it has to date been impossible to establish a direct political dialogue between the Serbian authorities, the Federal Republic of Yugoslavia and the leadership of the Kosovo Albanians. Under these circumstances, an urgent need has arisen to give additional impetus to international efforts to facilitate a political settlement and the normalization of the humanitarian situation in the area. Such an impetus should be given by the draft resolution that the Security Council will be adopting today.

Our position is that such contacts should make the parties to the conflict aware that the expansion of controlled territories by military means will lead neither to a lasting peace in Afghanistan nor to international recognition of those who use such methods. A comprehensive settlement of the conflict is possible only through establishing a government in Afghanistan that is made up of Afghans themselves and that balances the interests of all segments of the Afghan population, including the representatives of the major political and military forces. We are prepared to cooperate with such a government so that the Afghan economy can be quickly restored and peace and stability can be established in the region and in the country. All these considerations have been reflected in the draft resolution to be adopted today by the Security Council.

We call upon all States to respect the cultural and historical legacy of Afghanistan and to use all their influence in the country to convince the Afghan side of the need to respect the human rights and fundamental freedoms of all its citizens. Convinced that there can be no military solution to the Afghan conflict, the Russian Federation strongly supports efforts aimed at a political settlement in Afghanistan that responds to the interests of all Afghans. We support the efforts of the United Nations Special Mission to Afghanistan and advocate the continued active role of the Special Envoy of the Secretary-General in the settlement of the conflict.   13. We join our voice to the calls for the immediate release of the Iranian nationals and their unimpeded and safe exit from the territory of Afghanistan. Actions of this kind are further confirmation of the Taliban's total scorn for civilized standards of conduct and disrespect for the basic tenets of international law. They run counter to the age-old traditions and culture of the noble Afghan people. We note with concern that the continuation of the Afghan conflict creates an environment conducive to international terrorism and to the illegal production of and trafficking in drugs. In Afghanistan, particularly in the territories controlled by the Taliban, violations of basic human rights are continuing, particularly those of women and girls.

Russia is shocked at attacks on United Nations personnel in the territory controlled by the Taliban, including the killing of Afghan staff members of the Office of the United Nations High Commissioner for Refugees and the World Food Programme in Jalalabad, and the Military Adviser to the United Nations Special Mission in Kabul. We demand that the necessary investigation be carried out and that the Taliban enact necessary measures to ensure secure conditions for the activities of international staff which would enable them to return to Afghanistan in the near future and to continue their work there. Russia strongly condemns the seizure by the Taliban forces of the Consulate-General of the Islamic Republic of Iran in Mazar-e-Sharif and the abduction of the staff of the Consulate-General and other Iranian nationals.

  15. Attempts to conceal the truth about such interference or obliquely to justify it by references to the past history of Afghanistan are simply not understood by the international community. The Russian Federation is deeply concerned over reports coming in from the territories seized by the Taliban about ethnic- and religious-based persecution, ethnically motivated acts of forced displacement of large segments of the population and violations of international conventions relating to the treatment of prisoners of war and of the rights of persons not involved in combat.

  16. It creates a direct threat to the southern borders of the Commonwealth of Independent States. Such a course is fraught with the most serious consequences for international peace and security. The military expansion of the Taliban movement in the northern region of Afghanistan is being carried out with direct external assistance and the involvement of military personnel in planning and logistical support for Taliban operations, as well as directly in military participation. This support, rendered despite the repeated appeals of the Security Council and the Secretary-General for it to cease, only further fans the flames of dangerous military confrontation. Foreign interference in the Afghan conflict must cease.

Mr. Lavrov (Russian Federation) (interpretation from Russian): The international community is following with deep concern the situation that has arisen in recent weeks in the north of the Islamic State of Afghanistan, where large-scale fighting is continuing. Disregarding the aspirations of the Afghan people for the restoration of peace and the preservation of the integrity of the country, the Taliban have undertaken yet another attempt by force of arms to extend their control over the entire territory of Afghanistan. The will of the international community has thereby been ignored and its efforts to establish an inter- Afghan negotiating process brought to nought. A new phase of the civil war is destabilizing the situation in the entire region of Central Asia and beyond it.

Agreement on the draft resolution confirms that this is the only way - by stepping up all-round interaction among States and on the basis of the norms of international law - that we can put a firm halt to international terrorism. On the basis of these points, the Russian delegation will vote in favour of the draft resolution which, given the sensitivity of this problem, is the result of a difficult compromise by all interested parties. This decision by the Security Council paves the way not only to resolving the Lockerbie case, but also to the final closing of the Libyan problem in the Security Council, as envisaged by the appropriate decisions of the Council.   20. We consider that the present initiative by the United States and the United Kingdom is, broadly speaking, on the right track. It is essentially based on one of the options that had been proposed: that the trial should be conducted in a third country, before a Scottish court and in accordance with Scottish law. The draft resolution under consideration by the Council today is aimed at putting that option into practice. We believe that it will ensure a fair trial, with proper guarantees of the legal rights of those who appear before the court as accused or as witnesses. It is extremely important that, as soon as the two suspects arrive in the Netherlands, the sanctions regime against Libya should be terminated.

  21. Thanks to Libya's cooperation, the investigation into the UTA flight 772 incident is being successfully concluded. At the same time, the deadlock in the Lockerbie case, which has existed for many years, has prevented complete compliance with those Security Council resolutions. As a result, the sanctions regime against Libya has been maintained. Russia has consistently said that it favours searching for mutually acceptable solutions on the venue and format of the trial of the two suspects. Initiatives on possible scenarios for holding the trial have been put forward by the League of Arab States, the Organization of the Islamic Conference, the Organization of African Unity and the Movement of Non-Aligned Countries; these are well known and have received broad international support.

We favour comprehensive intensification of coordinated international efforts to combat a scourge that undermines the safety of individuals and the stability of States and of entire regions. The Security Council must continue to give top priority to this problem. Here we also reaffirm our consistent position that Security Council resolutions on the Libyan question must be implemented. Since the imposition of sanctions, Libya has made progress towards fulfilling the requirements set out in resolutions 731 (1992) and 748 (1992), which relate to the condemnation of terrorism and to the provision of information on this subject.

  31. We are appalled by the continuing subversive terrorist acts directed against the collective peacekeeping forces, and we demand that the Georgian side take decisive steps to put an end to them. The need for this is directly emphasized in the draft resolution to be adopted today. We support the extension of UNOMIG's mandate for six months, being convinced that the Mission must continue its useful work in the conflict zone. We are deeply concerned by the problem of the security of UNOMIG personnel and believe that the greatest responsibility in this regard rests with the Georgian and the Abkhaz sides, which must immediately take the measures that are needed. We reaffirm the readiness of the collective peacekeeping forces to render assistance in ensuring the security of the United Nations military observers.

  32. We demand from the Abkhaz side the establishment of conditions for the speedy return of the peaceful civilians that have left that region as a result of the hostilities. If the Abkhaz authorities pose obstacles to their return, such actions will be regarded as being aimed at the implementation of "ethnic cleansing" in that part of Abkhazia, Georgia. The collective peacekeeping forces of the Commonwealth of Independent States (CIS), in cooperation with the United Nations Observer Mission in Georgia (UNOMIG), are an important stabilizing factor in the conflict zone. Such a role of the CIS peacekeepers was reaffirmed in May of this year, when, thanks to the measures they undertook, armed conflicts in the Gali region were localized and did not escalate into large-scale hostilities.

  33. Such an agreement would provide a stable basis for ending the conflict. We are convinced that the use of force to resolve this conflict is counter-productive and could lead to an explosion in the entire rather unstable situation in the Caucasus region. We are deeply concerned by the continuing tense situation in the Gali region. The consequences of the armed conflict that took place there in May of this year have not been eliminated. The Gagra Protocol on a Ceasefire and Withdrawal of Armed Formations of 25 May is not being implemented either by the Abkhaz or by the Georgian side. A repetition of the tragedy of May in the long- suffering Gali region has once again exacerbated the problems of refugees.

  34. I shall now make a statement in my capacity as the representative of the Russian Federation. The Russian delegation participated actively in preparing the draft resolution that is before the Security Council today. We consider it to be an extremely important document intended to promote the intensification of the process towards settlement of the conflict in Abkhazia, Georgia. The peoples of Russia and of Georgia are linked by feelings of mutual respect and sincere fraternal friendship. Russia, in close cooperation with the United Nations, is working for a just settlement of the Georgian/Abkhaz conflict that posits the maintenance of the territorial integrity of Georgia and for the finding of a form of self- government for Abkhazia that allows for protecting the interests of its multinational population.

It is precisely in the context of UNPREDEP's monitoring tasks under resolution 1160 (1998) that it is advisable to consider increasing the troop strength of the Force, with most of the additional contingent being deployed on Kosovo's border with the Federal Republic of Yugoslavia, as well as on its border with Albania. The draft resolution provides for returning the strength of UNPREDEP's military component to its previous level of 1,050 troops. At the same time, it expresses the Council's readiness to consider further the recommendations contained in the Secretary-General's recent report on UNPREDEP, in particular the possibility of increasing the size of the military observer and Civilian Police components. We are open to a constructive solution to this question.

  43. 1) In practice, this very important provision should mean primarily a more direct, better focused monitoring of the arms embargo in the Kosovo direction, including in particular the initiation of more intensive patrol procedures in the border areas. There is clearly an urgent need to reach a speedy, effective conclusion of this task, given the ongoing delivery of supplies from external sources to the Kosovo terrorists, primarily in the form of arms and money, despite all the demands of the Security Council and of the international community.

To date, unfortunately, we have no reliable mechanism for monitoring the prohibitions established by resolution 1160 (1998); this has a negative influence on the situation in Kosovo itself, and on the overall stability of the region. We believe that UNPREDEP can and should make a useful, practical contribution to carrying out monitoring functions in line with resolution 1160 (1998). An appropriate provision, based on the recommendation of the Secretary-General, has been included in the draft resolution before the Council today, which clearly states that the tasks of UNPREDEP will include "monitoring and reporting on illicit arms flows and other activities that are prohibited under resolution 1160 (1998)."   45. I shall now make a statement in my capacity as the representative of the Russian Federation. The Russian delegation shares the View expressed by the Secretary-General in his last two reports on the United Nations Preventive Deployment Force (UNPREDEP) that the continuing complex situation in Kosovo, Serbia, Federal Republic of Yugoslavia, makes it advisable to extend the mandate of that operation. But it is clear to us that the direct reason prompting the members of the Security Council to adjust the Council's decision on terminating UNPREDEP after 31 August relates to resolution 1160 (1998), which authorized the imposition of an arms embargo and called for the cessation of external support for the Kosovar terrorists.
