We call on the Transitional Federal Government, with the assistance of international partners, to step up efforts to strengthen the security sector so as to establish at an early date a professional army, capable of maintaining national peace and stability and of protecting the security of the Somali people. We urge the parties concerned to continue to provide donations to the Somali Security Sector Institutions Trust Fund. Third is the promotion of economic and social development. Supporting the people is a decisive factor in the future of Somalia, and the key to winning the people's support is to show the Somali people the prospect of a good life so that they can have confidence in their country's future.

We hope that the Transitional Federal Government will work within the framework of the Djibouti Agreement, complete its constitutional process and other transitional tasks as planned and enter into dialogue as soon as possible with the relevant national parties and international cooperation partners on post-transitional arrangements, with a view to reaching consensus at an early date.   3. I shall now make a statement in my capacity as the representative of China. The transitional period in Somalia will come to an end in August, which will usher in a new stage in the settlement of the question of Somalia. It will present daunting challenges while also providing significant opportunities. The many problems facing Somalia are interlinked and mutually reinforcing, and therefore require an integrated response. China believes it is necessary to formulate and implement a comprehensive strategy for the early realization of peace, security and development in Somalia. That comprehensive strategy should reflect Somalia's ownership and give full play to the important role of the United Nations. In our view, that important strategy should comprise five pillars. First is the effective promotion of political reconciliation in Somalia.

But formidable challenges remain. This open debate of the Security Council is aimed at urging the international community to give greater and more sustained attention to the question of Somalia and to formulate and implement a comprehensive strategy for the realization of peace, security and development in Somalia.   14. Mr. Li Baodong (China) (spoke in Chinese): China is deeply concerned over the turbulent situation in Libya. In our view, it is of the greatest urgency to secure the immediate cessation of violence, avoid further bloodshed and civilian casualties, restore stability and normal order as soon as possible, and resolve the current crisis through peaceful means, such as dialogue. The safety and interests of foreign nationals in Libya must be assured throughout this process. Taking into consideration the special situation in Libya at this time and the concerns and views of the Arab and African countries, the Chinese delegation voted in favour of resolution 1970 (2011), which the Council just adopted.

  15. The international community should continue to provide further assistance to Timor-Leste in order to consolidate peace and promote development. Once UNMIT's mandate expires, on the basis of respect for the will of the people and Government of Timor-Leste, the United Nations can remain in Timor- Leste as a friendly partner. China supports Timor-Leste in strengthening capacity- building in the police and judicial sectors, with the assistance of the United Nations and relevant countries, and in taking over full responsibility for the maintenance of public order at an early date. We support the extension of UNMIT for one year on the basis of the current mandate. We have taken note of the plan for the future restructuring and downsizing of UNMIT mentioned in the Secretary- General's report (S/20ll/32). We support the full transfer of responsibilities to the Government of Timor-Leste when conditions are right. Meanwhile, the plan to downsize should fully take into account next year's elections and, under the prerequisite of maintaining security and stability, ensure a smooth transition.

  17. Secondly, China welcomes the strategic development plan proposed by the Government of Timor-Leste. Poverty, lack of economic development, insufficient institutional capacity, youth unemployment and the shortage of human resources are the major factors affecting peacebuilding and social stability in Timor-Leste. We support the Government in its efforts to continue to strengthen institutional capacity- building, focus its energy on development, expand its input in infrastructure, education and health and further improve the lives ofits people. Thirdly, ultimately achieving lasting security and stability in Timor-Leste depends on the strength of the people and Government of Timor-Leste.

  18. I also commend the Special Representative of the Secretary-General and the United Nations Integrated Mission in Timor-Leste (UNMIT) for their efforts to that end. At the same time, however, Timor-Leste still faces many challenges on the road to consolidating peace, maintaining peace and stability and achieving sustainable development. China is of the view that the international community should now focus its support to Timor-Leste in the following three areas. First, we encourage all parties in Timor-Leste to base their actions on the country's long-term interest, to maintain unity and settle their differences through political dialogue. We commend President Ramos- Horta for continuing to promote the national consensus dialogue. We hope that the presidential and parliamentary elections to be held next year will proceed smoothly.

China has always maintained that, on the basis of the relevant United Nations resolutions, the principle of land for peace, the Arab Peace Initiative and the Road Map to Middle East peace, Palestine and Israel should conduct dialogue and negotiations to settle differences so as to ultimately establish an independent State of Palestine, with the two countries living side by side in peace. China supports the Security Council playing its due role in the Middle East peace process. We also hope that the Quartet meeting to be held on the question of the Middle East will achieve a positive outcome and will help break the stalemate in the Middle East process.

  21. Mr. Li Baodong (China) (spoke in Chinese): China voted in favor of the draft resolution drawn up by Arab States on the Israeli settlements. We deeply regret that the draft resolution was not adopted. China has always firmly supported the just cause of the Palestinian people to gain legitimate national rights. At present, Israel continues to build settlements, which has become a major obstacle to mutual trust and the resumption of peace talks between Palestine and Israel. China resolutely opposes Israel's construction of settlements and the separation wall in the occupied Palestinian territory, including the West Bank and East Jerusalem. We firmly support the legitimate demands of the Palestinian people.

  23. It is therefore up to the parties concerned, within the framework of the pertinent resolutions of the Security Council, to find a negotiated solution that is acceptable to both parties. China encourages the beginning of dialogue between the various parties with a view to finding an appropriate solution to the outstanding issues. Resolution 1244 (1999) remains valid and continues to be an important legal instrument to resolve the issue of Kosovo. China supports the continued work of the United Nations Interim Administration Mission in Kosovo in line with the mandate conferred upon it by the Security Council. We call for a greater role for it in solving the problems in Kosovo. All parties concerned must ensure the security of UNMIK staff and facilitate their work under optimal conditions.

I also welcome the presence among us today of Mr. Vuk Jeremie, Minister for Foreign Affairs of Serbia. I have listened very carefully to his statement, as well as that by Mrs. Vlora Citaku. Currently, the overall situation in Kosovo is calm. However, it remains complex and fragile. We are concerned about the inter-communal tensions that exist in Kosovo. China respects the sovereignty and territorial integrity of Serbia. We have always been of the opinion that the question of Kosovo touches on peace and stability in the Balkans, and in fact in the whole of Europe.

The Security Council has the primary responsibility for the maintenance of international peace and security, but in strengthening peacebuilding and development the PBC, the United Nations development agencies and the Bretton Woods institutions must play their roles to the full. Fifthly, the United Nations and the Security Council should pay greater attention to Africa. Seventy per cent of the items on the Council's agenda involve Africa. The interconnections between peace and development are most pronounced in Africa. There can be no international prosperity or stability without peace and development in Africa.

Capacity-building efforts must be expedited in post-conflict countries in order to enhance governance, provide basic services and advance development and reconstruction so that the population can enjoy peace dividends at the earliest opportunity. That will help to consolidate the political reconciliation process and to stabilize post-conflict situations. United Nations peacekeeping operations can make greater contributions to early recovery, development and reconstruction. Fourthly, relevant United Nations agencies and international organizations responsible for security and development must enhance their coordination and form synergies.

  28. Secondly, development must be anchored in environments free of war and turbulence. The United Nations and the Security Council should vigourously promote the culture of peace and encourage and support the peaceful settlement of disputes through dialogue, consultation, good offices and mediation. The use or threat of use of force must be avoided in international relations. Thirdly, greater emphasis must be placed on peacebuilding so as to prevent relapses into conflict. In post-conflict countries or regions, progress must be made simultaneously on the political, security and development fronts throughout the development and reconstruction process.

  29. The maintenance of peace and the promotion of development are important, Charter- driven mandates of the United Nations. The Security Council must attach great importance to the nexus between security and development. I wish to emphasize the following five points. First, we must increase input into development and eradicate the sources of conflict. Poverty and underdevelopment are the major root causes that trigger conflict and breed terrorism. The international community, and the United Nations in particular, must place greater emphasize on promoting the international development agenda. Developed countries must further increase their development assistance, provide debt relief to developing countries, open their markets, transfer technology, and help developing countries to achieve the Millennium Development Goals as soon as possible.

I thank Secretary-General Ban Ki-moon, Ambassador Gasana, Chair of the Peacebuilding Commission (PBC), and Ms. Cliffe, Special Representative of the World Bank, for their statements. Security and development are interlinked and mutually reinforcing. Security is a prerequisite for development, and development is possible only in a peaceful and stable environment. Development is a guarantee of security. Sustainable peace is possible only through the maintenance of development momentum.

  31. In order to achieve lasting peace in the Sudan, it is imperative that a comprehensive peace agreement be reached in Darfur as soon as possible. China has always been closely attentive to and supportive of the Doha talks, in which we welcome the recent progress. We urge all parties in Darfur that have yet to join the Doha talks to do so immediately and without condition. China supports the African Union-United Nations Hybrid Operation in Darfur and its positive contribution, under resolution 1935 (2010), to promoting the political process in Darfur.

  32. We welcome their ongoing assistance to Northern and Southern Sudan in the comprehensive implementation of the CPA. The mandate of UNMIS will expire at the end of April. At that time, the Security Council will need to make a decision on the future of the Mission. In that regard, China believes that the views of the parties should be taken into full consideration. The African Union (AU) is a major strategic partner of the United Nations in addressing the issue of the Sudan. The AU and its High-Level Implementation Panel on the Sudan, led by Mr. Mbeki, played an important role in promoting the smooth holding of the referendum in the Southern Sudan. China welcomes the declaration on the Sudan issued at the recent AU Summit.

Thanks to the joint efforts of Northern and Southern Sudan, the referendum in Southern Sudan was held smoothly and its final results were announced two days ago. China respects the will and choice of the Sudanese, and appreciates the unremitting efforts made by Northern and Southern Sudan to promote the peace process between them. The referendum is a crucial step in the implementation of the Comprehensive Peace Agreement (CPA), but it is not the end of the road.

First, Iraq is about to enter a critical period in its development. Despite many deep challenges, the overall situation in Iraq is stabilizing. I would like to announce here that, in order to support the political process in Darfur, the Chinese Government has decided to make an additional contribution of $500,000 to the United Nations trust fund for the political process in Darfur.   41. China welcomes the United Nations Mission in the Sudan and the Secretary-General's panel on the South Sudan referendum and their continuing support for the implementation of the CPA. China supports the comprehensive and peaceful settlement of the question of Darfur, especially the resolution of its root causes. To achieve lasting peace and stability in Darfur, it is necessary to continue to uphold the dual-track strategy of promoting the political process and deploying peacekeeping operations, as well as to give full play to the role of the Tripartite Mechanism, which includes the AU, the United Nations and the Sudanese Government as the main channel. The serious delays in the political process are the most prominent challenge facing the settlement of the question of Darfur.

This is important for the maintenance of long- term peace and stability in the Sudan and the region. China welcomes the important role played by the African Union (AU) in the settlement of the question of the Sudan. We appreciate the good offices of Mr. Mbeki and the AU High-Level Implementation Panel for Sudan, as well those of regional organizations such as the Inter-Governmental Authority on Development.

We hope that the referendum will be held in a peaceful, free, transparent and fair manner, in accordance with the CPA, that it will reflect the will of the Sudanese people and that its outcome will be respected by all parties. We hope that Northern and Southern Sudan will try their utmost to expedite the preparations for the referendum. We call on the international community to create favourable conditions for the referendum, but not to prejudge its outcome. Neither party must take unilateral action. Whatever the outcome of the referendum, the overall peace and stability of the Sudan, and of the entire region, must be ensured.

Mr. Li Baodong (China) (spoke in Chinese): It is deeply gratifying that Council members, representatives of Northern and Southern Sudan, Secretary-General Ban Ki-moon and Mr. Mbeki are today together discussing the question of the Sudan. Maintaining peace, stability and development in the Sudan is in the interest of the Sudanese people and beneficial to the peace and development of the region and the African continent as a whole. The signing of the Comprehensive Peace Agreement (CPA) has put an end to decades of conflict between the Northern and Southern parts of the Sudan. The comprehensive implementation of the Agreement is the precondition for - and guarantee of - long-term peace and stability in the Sudan. The South Sudan referendum is a key step in the implementation of the CPA, but it is not an end in itself.

  45. Resolution 1244 (1999) remains in effect and is still the legal basis on which solutions can be found to the Kosovo issue. The advisory opinion of the International Court of Justice does not stand in the way of the parties seeking a proper solution through negotiations. China supports UNMIK in continuing to fulfil its responsibilities, in line with the relevant Security Council resolutions. We are concerned about acts and speech that might endanger the safety and security of United Nations personnel. We urge all the parties concerned to continue their cooperation with UNMIK to ensure its smooth functioning.

China hopes that all parties will take concrete measures to promote reconciliation between all of Kosovo's communities and protect the rights and interests of Kosovar Serbs and other minorities. China calls for efforts to meet the needs of the most vulnerable groups, in particular efforts to provide education and health services for children. China respects the sovereignty and territorial integrity of Serbia and appreciates the commitment and efforts of the Government and people of Serbia to achieve lasting peace, stability and development. We continue to believe that the best approach to the settlement of the Kosovo issue is for both parties to negotiate a mutually acceptable solution within the framework of the relevant Security Council resolutions.

The overall security situation in Kosovo is relatively calm at present, but tension in the north remains a cause for concern. China hopes that the parties concerned will exercise restraint, work together to maintain stability in the north and avoid the escalation of tensions. We welcome the cooperation between the parties concerned, with the assistance of the United Nations Interim Administration Mission in Kosovo (UNMIK), on the issue of missing persons and religious and cultural heritage sites.

We hope that EUFOR will increase its support for the capacity- building of the Bosnia and Herzegovina armed forces so that the country will be able to assume responsibility for maintaining its own State sovereignty, security and stability as soon as possible. We welcome the help provided by the International Monetary Fund to Bosnia and Herzegovina to help maintain the country's financial and economic stability. China is ready to work together with the international community in continuing to provide Bosnia and Herzegovina with support to ensure lasting peace, stability and development.

We are pleased to note that the High Representative for Bosnia and Herzegovina, pursuant to his mandate under the Dayton Peace Agreement, has pursued his contacts with all political parties with a view to promoting unity and cooperation among all the communities of that country. China welcomes the positive role played by the European Union in the framework of the Dayton Peace Agreement and supports the work of the Special Representative and the European Union Force in Bosnia and Herzegovina (EUFOR).

  50. The international community should respect their ownership and leadership. We hope that all the ethnic communities of Bosnia and Herzegovina will focus their attention on the long-term interests of their State, effectively implement the Dayton Peace Agreement, actively pursue dialogue, enhance political trust, and promote national reconciliation. We look forward to the timely formation of the new Government of Bosnia and Herzegovina, the completion of constitutional reform, economic recovery, the establishment of the rule of law and social development. The maintenance of lasting peace and stability in Bosnia and Herzegovina and the Balkans is in the interests of all parties, and sustained dialogue and cooperation are the fundamental means to that end.
