4. “Peacekeeping and peacebuilding operations should both include an exit strategy to encourage post-conflict countries to stand on their own at an early date. Secondly, the countries concerned bear the primary responsibility for peacebuilding. While formulating peacebuilding strategies, the PBC should respect the sovereignty and independence of the countries concerned. China believes that, in providing assistance to post-conflict countries, the international community should give priority to national capacity- building, youth employment and economic and social development. 18 Thirdly, the United Nations and the relevant international organizations should strengthen their cooperation in the area of peacebuilding and use their respective advantages.”

As a State party to the Treaty on the Non-Proliferation of Nuclear Weapons, Iran is entitled to the peaceful use of nuclear energy. At the same time, it should also fulfil its relevant international obligations. We hope that Iran will take measures to enhance the international community's confidence in the peaceful nature of its nuclear programme. China believes that, so long as all sides remain patient, flexible and pragmatic and take practical measures to enhance mutual confidence, dialogue and negotiation will make headway.”

I believe that, under his outstanding leadership and with his effective coordinating skills, the Committee will advance its work in a balanced and orderly manner. China attaches great importance to the work of the Committee and will, as always, support it. Negotiation and dialogue are the appropriate avenue for addressing Iran's nuclear issue. Since December 2010, the six, the European Union and Iran have held two rounds of talks in which we confirmed the basic approach of engaging in dialogue in the interests of cooperation and finding common ground, and expressed our readiness for continued dialogue.”

49. “We support the Security Council in responding positively to the relevant requests of the African Union and in giving favourable consideration to the deployment of a peacekeeping operation in Somalia at an appropriate time. I now resume my functions as President of the Council. 50. “China calls on the United Nations and donors to mobilize more financial and material resources to help Somalia to bring about development. Somalia should have a greater say on questions such as the distribution and implementation of financial assistance. Fourth is fighting piracy off the coast of Somalia.
